Abstract

This article addresses the question of how US extended nuclear deterrence might endure in a shifting Asia-Pacific where the traditional nuclear order underpinning the credibility of US security guarantees is deteriorating. The Australian case study demonstrates how periods of nuclear order and disorder can inform a state's attitudes toward the credibility of extended nuclear deterrence. Australia's interest in a nuclear weapons capability from 1956 to 1972 was symptomatic of a period of nuclear disorder. This interest declined from the early 1970s due to changes in both the global and regional environments where the proliferation and use of nuclear weapons was relatively contained. This emerging, recognizable nuclear order diminished the interest in an indigenous nuclear weapons capability and led Canberra to rely on US extended nuclear deterrence. This order has remained fairly robust for more than 30 years. However, beyond 2012, we may yet witness a breakdown in this order. This will generate a much greater interest by US allies in the operational aspects of US extended nuclear deterrence.  相似文献

This paper analyzes the policy remedies for dealing with North Korea's nuclear weapons and missile programs. After six nuclear tests and three recent successful ICBM tests, North Korea is close to miniaturizing nuclear warheads and establishing a reliable delivery system, thus achieving a much-feared nuclear weapons capability. In defiance of the extraordinarily tough U.N. Security Council resolutions, Pyongyang persists in developing nuclear weapons. North Korea's nuclear weapons program already has exceeded the strategic patience, of the U.S.-ROK alliance. Harsher policy options to deal with the DPRK nuclear weapons are imperative. Several drastic options, including severe sanctions, preventive bombing, nuclear armament of South Korea, are evaluated in the final round of engagement policy on guaranteeing nonaggression and a peace agreement with Pyongyang.  相似文献

Abstract

Given North Korea’s desire to maintain nuclear weapons—and barring its unexpected collapse—how can the US and its allies establish and maintain a peaceful Northeast Asia? Current US policy alternatives do not offer an effective means for removing North Korean nuclear weapons without creating many more serious problems that jeopardize a stable future for Northeast Asia. However, by engaging in foreign direct investment (FDI) through North Korea’s special economic zones, the United States and other nations can engage North Koreans at all levels of society and build a future environment of cooperation and stability. Such a long-term engagement policy will prove more successful than isolation, sanctions, or military force, and will bolster regional actors’ efforts to develop additional stability-inducing policies.  相似文献

Due to the potential spread of nuclear weapons, North Korea’s nuclear weapons test represents a serious security threat to East Asia as well as a global risk. Many sources, including the U.S. Central Intelligence Agency, argue that North Korea’s nuclear weapons program poses a security threat to the United States because missiles fired from North Korea could reach Hawaii or Alaska. Against this backdrop, however, no empirical research analyzing how much the ordinary American feels threatened by North Korea’s nuclear weapons program has been conducted. This paper examines American public opinion toward North Korea’s nuclear weapons program based on a regional survey conducted in Hawaii during the summer of 2005. The research compares and evaluates through various quantitative research methods, to what extent the respondents’ various demographic, political, and socioeconomic backgrounds seem to have divergently influenced the perception of North Korea’s nuclear weapons program. In the evaluation of the majority of people in Hawaii, North Korea is pursuing the nuclear weapons program to enhance their national prestige and for self-defense purposes. Many respondents proposed multilateral negotiation as a desirable settlement method for managing North Korea’s nuclear program.  相似文献

ABSTRACT

The South Asian security landscape is increasingly dominated by a complex four-way dynamic between India, Pakistan, China, and the United States. The stresses and strains of the relationships between these states directly affect the prospects for peace and prosperity for almost half of humanity. This article describes some of the military contours of this landscape, with a focus on strategic postures, weapon acquisitions, and the role of nuclear weapons. It maps the India–Pakistan arms race over the past decade, the economic constraints on the two states, the role of China and the United States as weapons suppliers, and the risk and consequences for nuclear war. The authors then look at India's relationship with China, which is marked by both cooperation and competition, and the rise of China as a close military, political, and economic ally of Pakistan. While the United States has had long-standing cooperative relationships with both India and Pakistan, these relationships have been undergoing major shifts over the last two decades. U.S. concerns about China's increasing military and economic power have also intensified over this period as well. Of particular significance has been the effort to create a U.S.–India strategic partnership to balance and contain a rising China, which may become a central feature of the emerging global order. This article also offers a brief overview of what is publicly known about the nuclear arsenals of the four countries, ongoing production of weapons-usable fissile materials in Pakistan and India, as well as the race to build longer-range missiles.  相似文献

South Africa’s peace and security outlook in the EU–South Africa Strategic Partnership has been guided by the content and substance of the founding document, which incorporates an interdependent approach to development. For South Africa, engagement in the EU–South Africa Strategic Partnership is framed by its historical background, its identity and the content of its foreign policy. South Africa's foreign policy in particular adopts an integrated approach to securing the state within its surrounding regional and continental geography. This article reviews South Africa's approach to peace and security, in the context of the strategic partnership. The article argues that, overall, South Africa's definition of peace and security is compatible with that of the EU; however, Pretoria's vision of how it provides peace and security has naturally changed in line with the varying international circumstances in which it has found itself. While this has proved difficult at times to reconcile, peace and security collaboration in the strategic partnership has managed to remain intact.  相似文献

Abstract

The development of a joint US-Japan theater missile defense system could have significant ramifications beyond the defense of Japan and of American forces in the region. A growing debate within Japan on its international security position, the spread of weapons of mass destruction, and questions about the role of the United States in the region conspire to create conditions for significant changes in Japan's conception of its security status and its long‐term political-military calculations. By upgrading Japan's strategic responsibilities, theater missile defense could inadvertently induce a reassessment of many of its national security policies, perhaps even the decision to forego nuclear weapons.  相似文献

ABSTRACT

Despite a plethora of research on North Korea, understanding and managing the challenges posed by the country have long been complicated with no simple solution to put an end to this decades-long security and economic predicament on the Korean Peninsula. With the potential for international conflict, attention must be given to the converging messages emerging from the scholarly works reviewed in this article: Glyn Ford, Talking to North Korea: Ending the Nuclear Standoff, Van Jackson, On the Brink: Trump, Kim, and the Threat of Nuclear War and William Overholt’s collection North Korea: Peace? Nuclear War? These works speak to the need to: take seriously the risk of nuclear war; consider the connectedness of the North’s decades-long security and economic reform dilemmas; and to acknowledge that the mistrust that is deeply rooted on all sides must be mitigated to bring peace. These books are published at a critical juncture of increased tensions following a highly publicised but remarkably short-lived effort at a breakthrough on the Korean nuclear issue, Pyongyang’s rapidly evolving security posture and its perennial domestic challenges. Each of these volumes provides valuable insights on these challenges for North Korea and internationally.  相似文献

A nuclear debate has arisen in South Korea following North Korea's nuclear tests and weapons program. Despite the US extended nuclear deterrence for its security, a sizable section of the people in South Korea have started debating if their country can revisit the nuclear option as a deterrent to North Korea's continued threats. Several law makers have started articulating such a view. Several opinion polls held recently also endorse such a view. However, the US is unlikely to allow South Korea to take the nuclear path as it would have serious consequences not only for the region but also the world. China would also not rejoice with the prospect of having another nuclear power in its neighborhood. If South Korea goes nuclear, Japan and Taiwan will find it difficult to resist having their own nuclear weapons. To stem such a trend, it becomes all the more necessary for the international community to address the issue of denuclearizing North Korea. The suspended Six-Party-Talks ought to restart soon and China has a great role in reigning in Pyongyang. Fortunately, the government in South Korea has not supported the view of the country going nuclear. But if the security situation deteriorates further, it might become irresistible for the government to have a rethink, with an inevitable domino effect in Japan and Taiwan soon.

This article makes an in-depth study of the prevailing trend in South Korea, the views of some influential law makers pleading for the country to go nuclear, various public opinions polls, possible US stance and implications that such a change in policy would have on the region's security situation and the author's assessment based on the critical examination of the above-mentioned factors. Many sources have been cited to analyze this issue before arriving at an objective assessment of the point raised in this essay.  相似文献

Abstract

How did the introduction of nuclear weapons impact the security of the two South Asian rival states India and Pakistan? In this article, the author explores this question by looking at three books written by key experts in the field. The works explore this core question from three different angles, each of which represents an important strand in contemporary research on South Asian nuclear security. The article addresses three specific aspects in detail. First, it challenges the current trend to adopt structuralist explanatory models, which are unable to adequately appreciate the complex dynamics of the nuclear competition. Second, it explores the relationship between nuclear policy making and regime type. Third, it assesses the relevance of the Kargil conflict as test case for the existence of deterrence stability in South Asia.  相似文献

ABSTRACT

The majority of the nuclear proliferation literature is dedicated to understanding why states acquire nuclear weapons. While this question remains important, it is also advantageous to push beyond this inquiry to ask what motivates a state’s nuclear decisions after acquisition. Recent research indicates that a state’s nuclear force structure is heavily influenced by its threat environment. But what explains decisions relating to specific nuclear weapon systems? If security is a sufficient explanatory variable, then why would a state pursue nuclear weapons with high development and production costs but relatively low security gains? Abstract

This article addresses why small powers initiate aggressive bargaining with great power allies and adversaries despite the risk of provocation. Although the cause of such behavior is usually attributed to the regime type or the “irrationality” of an aggressive small power, this article explores how a system-level factor affects incentives for a small power to conduct aggressive bargaining. In so doing, I develop a theory of asymmetric aggressive bargaining, which shows that a small power's high security dependence upon its ally or adversary makes its use of aggressive bargaining rational. The empirical analysis suggests that the proposed theory effectively explains changes in North Korea's policies toward the United States and the Soviet Union after the Korean War.  相似文献

ABSTRACT

When the European Union (EU) and South Africa acceded to a strategic partnership, they expanded into new areas of partnership. One of these areas was peace and security, which is the focus of this article. The article argues that, although there appears to be a shared understanding of what security means, the strategic partnership has not been utilised significantly to further this understanding in practice. This is largely due to the EU's preferences for a continental, multilateral approach over the bilateralism of a strategic partnership. At the same time, South Africa sees its strategic partnership with the EU as being outside of its broader commitment to regional security. As a result the peace and security element of the strategic partnership has not been leveraged effectively despite several entry points for action. The article thus concludes that both the EU and South Africa need to re-think the current arrangement.  相似文献

Abstract

Australia's decision to sign the Nuclear Nonproliferation Treaty and forego the acquisition of nuclear weapons was taken on medium-term strategic grounds. While similar circumstances prevail today, it is possible to identify three conditions for the acquisition of nuclear weapons by Australia to be a credible option: the existence of a major threat to Australia; a loss of confidence in US guarantees; and allied acquiescence to an Australian nuclear program. These conditions interact with Australia's relationship with Indonesia and the technological and industrial feasibility of “tactical” and “strategic” nuclear weapons postures, respectively. The only Australian nuclear posture that does not lack credibility in light of all these factors is the use of “tactical” weapons to deter major landings on the Australian mainland.  相似文献

Seen from the perspectives of the various Western theories of international relations, Japan’s peculiar armed pacifism can appear very different. Prominent neorealists have predicted that Japan will inevitably develop nuclear weapons; prominent liberals have cited Japan as the model pacifist nation of the future. Over the last five years, it became clear to Japan that North Korea either possessed, or was on the brink of acquiring, nuclear weapons. How would the Japanese government respond to such a critical threat to its security? The case of North Korean nukes suggests that policymakers should be wary of the grim expectations of Western neorealists, at least in regard to Japan.  相似文献

Given the unpredictability of North Korea’s leadership, and its capability to develop nuclear weapons, the North Korean nuclear issue has become one of the most important concerns in the region in the last few years, particularly for the United States, Japan, and, of course, South Korea. Abstract

This study aims to assess the development of regional cooperation in the Baltic Sea area through an analysis of regional security interdependence, and to develop the lessons of this regional experience for application to the wider European framework of security and cooperation. The analysis of Baltic Sea regional security and cooperation is divided into three phases: the first looks at 1989 to the early 1990s; the second covers the period from the early 1990s to the enlargements in 2004; and the third lays out a scenario for the post-enlargement period. Subsequently, I discuss what this regional experience might be able to offer to Europe. Scholars have claimed that nuclear weapons help to stabilize South Asia by preventing Indo-Pakistani militarized crises from escalating to the level of all-out conventional war. This article argues that while nuclear weapons have had cautionary effects on Indian and Pakistani decision makers, proliferation also has played a role in fomenting some of the very crises that scholars credit nuclear weapons with defusing. Moreover, nuclear deterrence was not always essential to preventing these crises from escalating to the level of outright war. This article takes a less sanguine view of nuclear weapons’ impact on South Asian militarized crises. It argues that while nuclear weapons have at times had important cautionary effects on Indian and Pakistani decision makers, proliferation has played a role in fomenting a number of the very crises that scholars credit nuclear weapons with defusing. Moreover, it is not clear that nuclear deterrence was essential to preventing some of these crises from escalating to the level of outright war. I illustrate my argument with evidence from the period when India and Pakistan were acquiring nascent nuclear weapons capabilities. I show that during the late 1980s, Pakistan’s emerging nuclear capacity emboldened Pakistani decision makers to provide extensive support to the emerging insurgency against Indian rule in Jammu and Kashmir. In early 1990, India responded with large-scale force deployments along the Line of Control and International Border, in an attempt to stem militant infiltration into Indian territory, and potentially to intimidate Pakistan into abandoning its Kashmir policy. Pakistan countered with large deployments of its own, and the result was a major Indo-Pakistani militarized standoff. Although scholars have credited Pakistani nuclear weapons with deterring India from attacking Pakistan during this crisis, the preponderance of available evidence suggests that Indian leaders never seriously considered striking Pakistan, and therefore were not in fact deterred from launching a war in 1990. Thus nuclear weapons played an important role in fomenting a major Indo-Pakistani crisis during this period, but probably were not instrumental in preventing the crisis from escalating to the level of outright war.

Below, I briefly describe the emergence of the Kashmir insurgency. I then explain how Pakistan’s nuclear capacity encouraged it to support the uprising. Next, I show how conflict between Pakistan-supported guerillas and Indian security forces in Kashmir drove a spiral of tension between the two countries, which led to a stand-off between Indian and Pakistani armed forces in early 1990. Finally, I discuss the end of the 1990 crisis, and address the role that nuclear weapons played in its peaceful deescalation.  相似文献

China, as host of the six-party talks first convened in August 2003, has been one of the major players in dealing with the North Korean nuclear crisis that began in October 2002. China??s role in the talks has helped to start shaping a stable regional security architecture in Northeast Asia. Beijing??s leadership in building a new security regime in the region suggests a change on Chinese perspectives regarding its role within the broader East Asia??s regional security architecture. After years of passiveness with regards to involvement in security regime building in the region, China has evolved into an active leader seeking to shape a more institutionalized security. Despite the obstacles to building a functioning regime in Northeast Asia, China seems poised to continue working towards creation of a more stable and institutionalized security architecture.  相似文献

ABSTRACT

The Sudan's Comprehensive Peace Agreement (CPA) of January 2005 is the outcome of regional and international mediation led by the Inter-Governmental Authority on Development (IGAD)1 and the IGAD Partners’ Forum broadened to include the United States of America, Norway, the Netherlands, Canada, Italy and the United Nations. Five years into its implementation the peace agreement appears to have transformed the war between North and South Sudan into a series of engagements of conflicting nature. Numerous contradictory actions by both the Sudanese People's Liberation Movement (SPLM) and the National Congress Party (NCP) (the main political forces behind the CPA) have been noted during the ongoing implementation process (Grawert forthcoming 2010; Grawert and El-Battahani 2005; Wassara 2008). Although internal Sudanese forces are the key actors in implementing the CPA, external forces are critical in providing the support and pressure needed for a complete realisation of the peace deal. The New Regionalism Approach (NRA), as advanced by Grant and Soderbäum (2003), is instrumental in understanding this dynamic. This article is based on the result of a study that seeks to examine why positive engagements of external forces are needed for a timely implementation of the Comprehensive Peace Agreement.  相似文献
