Abstract.  One of the most influential explanations of voting behaviour is based on economic factors: when the economy is doing well, voters reward the incumbent government and when the economy is doing badly, voters punish the incumbent. This reward-punishment model is thought to be particularly appropriate at second order contests such as European Parliament elections. Yet operationalising this economic voting model using citizens' perceptions of economic performance may suffer from endogeneity problems if citizens' perceptions are in fact a function of their party preferences rather than being a cause of their party preferences. Thus, this article models a 'strict' version of economic voting in which they purge citizens' economic perceptions of partisan effects and only use as a predictor of voting that portion of citizens' economic perceptions that is caused by the real world economy. Using data on voting at the 2004 European Parliament elections for 23 European Union electorates, the article finds some, but limited, evidence for economic voting that is dependent on both voter sophistication and clarity of responsibility for the economy within any country. First, only politically sophisticated voters' subjective economic assessments are in fact grounded in economic reality. Second, the portion of subjective economic assessments that is a function of the real world economy is a significant predictor of voting only in single party government contexts where there can be a clear attribution of responsibility. For coalition government contexts, the article finds essentially no impact of the real economy via economic perceptions on vote choice, at least at European Parliament elections.  相似文献

Prevalent models of issue voting view vote choice as a choice among party policies. Choice sets are implicitly assumed to be the same for all voters, and their composition is left to researchers' discretion. This article aims to relax such assumptions by presenting a model with a varying probability of inclusion in the choice set. We apply the “constrained choice conditional logistic regression” to survey data from the 1989 parliamentary election in Norway to examine the effects of party identification of voters and electoral viability and policy extremity of parties on individual voters' choice set compositions. Further, we look into the effect of parties' policy positions on their electoral fates under alternative assumptions about the composition of voters' choice sets. We find that voters' choice set composition conditions both the effects of their policy considerations on vote choice and those of parties' policy offerings on their electoral fates.  相似文献

The impact of the enfranchisement of women under 30 upon the British party system is analyzed, especially the extent to which the Labour party at a crucial period in its rise to major party status was able to mobilize an uncommitted major segment of the electorate. The analysis seeks to supply an explanation missing from Butler and Stokes' finding of a sizable gender difference in class crossover voting among the interwar cohort. Both substantive and symbolic mobilization efforts are analyzed. Analysis of constituency electoral results for elections from the mid-1920s through the mid-1930s finds that the political crisis of 1931 undermined Labour's efforts to mobilize the female vote and appears in particular to have driven substantial numbers of working class women to vote for other parties, thereby weakening their support for Labour well into the postwar period. Labour's failure to mobilize young women meant that it was able to obtain major party status only when World War II experiences caused a substantial number of middle class men to swing to the party  相似文献

Despite its deep theoretical roots, the idea that voters reward or punish incumbents in national elections for trends in their personal financial circumstances has not fared well when subjected to empirical test. This paper poses an experimental test of the leading explanations for the surprisingly weak showing of pocketbook influences on vote choice. According to certain of these explanations, the answer lies in distinguishing between sociotropic and self-interested economic voting, or between retrospective and prospective economic voting, or between perceptions of economic trends in general and perceptions of the electorally relevant component of these trends. However, expectations based on these explanations are generally not borne out in the laboratory setting. Consistent with the observed pattern of effects, however, is the idea that pocketbook voting displays little independent impact because economic perceptions and attributions are epiphenomena—strongly biased by the voter's preexisting political commitments.  相似文献

Are citizens in the new democracies of Central and Eastern Europe able to hold politicians accountable at elections? The inheritance of communism—disengaged citizens, economic flux, and inchoate party systems—might be expected to weaken accountability. Looking at the results of 34 elections in 10 Central and Eastern European countries, this paper finds instead a phenomenon that it calls hyperaccountability. Incumbents are held accountable for economic performance—particularly for unemployment—but this accountability distinguishes not between vote losses and gains, but between large and small losses. This result is significant in several respects. The evidence for economic voting restores some faith in the ability of voters to control their representatives in new democracies. The consistency of punishment in the region, however, may mitigate some of the benefits of economic voting. If incumbents know they will lose, then they may decide to enrich themselves when in power rather than produce good policies.  相似文献

Party politics and electoral research generally assume that party members are loyal voters. This article first assesses the empirical basis for this assumption before providing individual‐level explanations for defection. It combines prominent theories from party politics and electoral behaviour research and argues that internal disagreement and external pressure can each bring about disloyal voting. The hypotheses are motivated with multi‐country European survey data and tested on two sets of party‐level national surveys. The results show, first, that, on average, 8 per cent of European party members cast a defecting vote in the last election, and second, that dissatisfaction with the leadership is the strongest predictor of defection. Additionally, internal ideological disagreement is associated with higher probabilities of defection, whereas the effects of pull factors in the form of contentious policies are rather limited. These findings emphasise the importance of testing scientific assumptions and the potential significance of party leadership contests.  相似文献

About 15% of Norwegian voters report a different party than their actual choice when asked about voting at previous Storting elections. Even though this percentage is lower than in other countries, it nonetheless shows that recall-data do not give a correct picture of people's voting behavior. The political stability among voters is exaggerated. This will have consequences for the monthly political barometers on account of the weighing procedures used. This article discusses different explanations for erroneous recall; incorrect remembering on the one hand and a wish for consistent behavior on the other. The consistency model appears to be most relevant. In this connection the distinction between stable and unstable voters is important.  相似文献

The Finnish National Election Study of 2003 revealed that most voters in Finland do not identify with parties and are self‐described as independents. In this article it is asserted that partisan attachments affect Finnish parties' optimal positions despite the large amount of independents. To show this, the article is divided in two parts. In the first part, voters' decisions are assumed to be deterministic. To show the effect of party identification under deterministic voting, two different types of simulations are conducted: the partisan type, where the partisans' voting behaviour depends on their distance from the party and on a degree of partisan attachment, and the apartisan type, where voting behaviour depends solely on policy issue distance. Results show that partisan attachments drive parties to adopt different ‘one‐off’ optimal positions than they would if party competition was solely based on policy issue distance. In the second part of the article, it is assumed that voters' decisions are probabilistic. Upon showing that party identification makes a voting model solely based on distance significantly more fit, the predicted probabilities of party choice are computed. Results indicate that the probability that a voter will vote for a party is higher when the party is located at its optimal position according to the partisan type of simulations rather than the apartisan one.  相似文献

One of the most important theoretical explanations for why religion is associated with party choice is that religion affects citizens' moral values, which in turn affect party preference. In this article, I first estimate the empirical importance of this mechanism. On average, about ten percent of religious voting is mediated by moral traditionalism. Secondly, I argue that the importance of this mechanism varies depending on party characteristics. The effect is indirect through moral traditionalism to the extent that parties emphasize moral issues such as abortion or euthanasia. Under these conditions, group belonging may provide useful cues for voters. Combining data on 50 parties with survey data on more than 10,000 citizens from 13 West European countries, this article provides empirical evidence of this proposition in the case of the religious cleavage. The findings may be of relevance also for other social structural variables, such as class or gender.  相似文献

In this article we use evidence from the Scottish Election Study 2007 to build an explanation for the narrow SNP victory in the Holyrood election. The theoretical focus is on valence models of voting, which are increasingly important in Scotland following dealignment and ideological convergence in the party system, and as Scottish governments flex their executive muscle. Exploring the valence battleground reveals mixed but overall negative evaluations of Labour's performance in government, and suggests advantages for the SNP on issue competence, leadership and party image. Modelling party choice at the individual level shows that key valence variables – performance evaluations, economic competence and party image – have strong and significant effects, unlike hitherto prominent factors like religion, class and national identity. Constitutional preferences are important too, but their effects suggest a further valence link: the SNP's strong showing among voters seeking further devolution but opposed to independence is due in large part to its credentials as a battler for Scottish interests. In contrast, Labour's stand against 'more powers' may have tarnished its own reputation on that score. We conclude that the SNP edged home by persuading enough voters that it had a positive agenda for governing Scotland within the current constitutional arrangements, and that it could deliver on that agenda.  相似文献

Measuring the extent to which issues determine electoral choice requires a suitable causal model that takes into account the tact that party identification may colour issue perceptions as well as being partially determined by them. In this paper several possible models are evaluated before settling on one considered to be plausible. This one shows issue-based voting choice to have increased in recent British elections, more or less in step with the decline of class voting documented in previous research. The possibility that this rise in issue voting might be a spurious concomitant of increasing milieu influences is considered and rejected. It is tentatively concluded that the rise of issue voting was due to a decline in the class structuring of British electoral choice.  相似文献

Using panel surveys conducted in Great Britain before and after the 1997 general election, we examine the relationship between voting behavior and post-election economic perceptions. Drawing on psychological theories of attitude formation, we argue that those who voted for Labour and the Liberal Democrats perceived the past state of the British economy under the Tory government more negatively than they had prior to casting their ballot in the 1997 election. Similarly, we posit that Labour supporters would view the future state of the national economy under Labour more positively than they had before the election. This indicates that, contrary to many assumptions in the economic voting literature, voting behavior influences evaluations of the economy as voters seek to reduce inconsistencies between their vote choice and evaluations of the economy by bringing their attitudes in line with the vote they cast in the election. It also means that voters’ post-election economic perceptions are, at least in part, influenced by and thus endogenous to their vote choice. This finding has two major implications: first, cross-sectional models of economic voting are likely to overestimate the effect of economic perceptions on the vote. Second, the endogeneity of economic perceptions may compromise the quality of economic voting as a mechanism for democratic accountability.  相似文献

Growing differences between party votes in successive elections have raised the possibility that party systems are undergoing fundamental change. This cannot be settled until aggregate vote differences are separated into those normally produced by new issues and candidates, and those reflecting an erosion of core support. A saliency theory of party competition and electoral response is used to quantify net shifts in voting produced by issues identified on the basis of campaign reports. Estimates are validated by comparison with others produced on different assumptions and through their success in predicting election results in ten countries. By ‘controlling’ these issue effects we can estimate Basic Votes for each party and election and see whether they have changed.  相似文献

Do voters like the party they already agree with or do they agree with the party they already like? Previous studies have suggested a link from preferences to perceptions. However, such a causal link has not been convincingly demonstrated. Most issue voting studies have adopted the basic premise of spatial models of voting—that voters compare parties’ positions with their own ideal points and apply a rule to choose among these parties. Drawing on a natural experiment, this study shows that perceptual agreement between parties and voters is endogenous to voters’ party affect. We use the murder of a Dutch politician amidst the data collection period of the 2002 Dutch election study. The death increases respondents’ feelings for his party without providing information about its issue stances. This upward shift in feelings translates into a significant increase in the perceived level of proximity with the party. The design also allows us to explore the mechanism bringing parties and voters closer. Rather than taking up the party’s stances, voters move a party’s positions closer to their own views when their feelings for that party increase. The findings challenge established assumptions about the theoretical underpinnings of spatial models of voting. They support classic notions of voter projection and lend credence to recent theories of attitudinal change, which are based on coarse thinking and uninformative updating.  相似文献

The breakdown of the old catch-all party system in Venezuela, and the sudden rise to power of leftist former coup leader Hugo Chávez provides an instructive case study to examine the sources of party system change, the rise of populism and the politicisation of class. Using nationally representative survey data this paper analyses different models of voting behaviour over time, and examines the extent to which the determinants of electoral choice have changed. It argues that although economic crises during the 1990s undermined support for the existing parties, it did not create a politically salient class-based response. Rather, it created the electoral space for new actors to enter the political stage and articulate new populist issue dimensions. Explanations for the politicisation of social cleavages in Venezuela can therefore best be understood in terms of ‘top-down’ approaches which emphasises the role of political agency in reshaping and re-crafting political identities, rather than more ‘bottom-up’ factors which emphasise the demands that originate within the electorate.  相似文献

There has been much talk of valence, consensus or competence politics but little theoretical explanation or empirical investigation of how this has arisen. In this article I argue that British political competition has become competence-based because the major parties and the electorate have converged on the dominant left–right dimension of British voting behaviour. As a result, commonly cited core vote explanations for party polarisation have only limited application. The electorate has converged on left–right issues, narrowing the policy space and the available positional strategies of political parties. A different pattern is found for the issue of Europe, and this is interpreted in light of possible causal mechanisms. The article offers a formal model for a rise in valence politics as parties and voters converge, and the implications are discussed for theories of party competition. I argue in favour of competence and salience-based theories of party strategy in place of a reliance on traditional spatial models.  相似文献

Political marketing has borrowed and adapted many terms from mainstream marketing, such as image management (segmentation, targeting, and positioning) and consumer (voter). In marketing, the terms “user” and “usage” have been established, yet their application to political marketing is less clear. This paper analyzes the feasibility and usefulness of usage in the political context. Drawing from the literature on usage, a model is developed and applied to four voting environments: Britain, Australia, Russia, and Belarus. One critical factor that emerges is the concept of choice, whereby the voter may chose to indicate their preference for one party yet be forced to use a different party as chosen by collective choice. Another issue is the potential for habitual voting behavior to limit decision making. It is concluded that usage needs to be contextualized specifically for political marketing.  相似文献

Many studies suggest that personal ideology accounts for much more of congressional voting behavior than does attention to the desires of the electorate. There are two main explanations given for this seemingly robust conclusion: 1) poor measures of constituency preferences compared to those for ideology or behavior, and 2) representatives “shirk” on an inattentive electorate. We argue that existing studies have been biased against the “interest” explanation by ignoring the structure of American Congressional elections, in particular the party primary process. Correcting for the party primary effect, we show, within the context of abortion politics, that constituency interests possess greater explanatory power than previous models would suggest.  相似文献

Multi-member, at-large legislative elections result in election outcomes different from outcomes in single-member district elections for two reasons: they cancel out the voting strength of geographically concentrated groups of voters (e.g., party groups, racial groups), and they make it difficult for a voter to vote for an individual candidate, rather than for one of the competing lists of candidates. An electoral setting in Long Island, New York, presents an opportunity to test which of these two aspects of at-large elections—vote dilution or choice dilution—accounts for the usual pattern of one party (or group) winning all the legislative seats at stake.  相似文献

The modern theory of voting usually regards voters as expected utility maximizers. This implies that voters define subjective probabilities and utilities for different outcomes of the elections. In real life, these probabilities and utilities are often highly uncertain, so a robust choice, immune to erroneous assumptions, may be preferred. We show that a voter aiming to satisfice his expected utility, rather than maximize it, may present a bias for sincere voting, as opposed to strategic voting. This may explain previous results which show that strategic voting is not as prevalent as would be expected if all voters were expected utility maximizers.  相似文献
