Japan's diplomacy in Central Asia started in the wake of the disintegration of the Soviet Union. After years of efforts, Japan's strategy on Asia was formed and its diplomacy in Central Asia entered a stage of steady growth. As extensive as the first reform launched in 1978, China’s second reform also depends on giant strides in relations with the U.S.. For the New Model of bilateral ties that is antecedent for the full reform to take hold, progress is needed in four key fields blocking the way. In September 2008, Yasuo Fukuda resigned after serving for a year as prime minister, and then Taro Aso formed a new cabinet. Due to the boycott of the opposition parties in the Diet, which wielded the majority, the Fukuda cabinet had achieved little in terms of internal affair. In foreign affairs, however, it left a deep impression by improving relations with China and advancing the New Fukuda Doctrine. In the 60 years since the founding of the People's Republic of China, the country has pursued a peace-oriented foreign policy. After the end of the Beijing Olympics in October 2008, China's foreign relations began to take on a new look. The country now participates more actively in global and regional issues, forging multilateral and bilateral relationships, and entering into discussions on maritime rights and military strategy. It could be said that China is now showing more initiative, independence, confidence, transparency and a greater sense of responsibility, and strengthening cooperation with all partners. These changes are mainly due to China's increasing comprehensive national strength and its need to integrate into the international system in a peaceful and harmonious manner with benefits to all. As China expands its official development assistance (ODA) in Southeast Asia,is Chinese aid beginning to emulate international norms and practices or instead establishing its own distinct approach to development assistance? This essay argues that China’s socialization into international norms varies with the thickness of the institutional environment. In Cambodia and Laos,China’s aid program shows signs of alignment with international aid practices. At the regional level,however,China is beginning to act more like a norm-maker. Through expanding its financial support for select regional initiatives,Beijing is bolstering its ability to shape the norms and practices of regional developmental institutions. China’s rising ODA in Southeast Asia poses a potential challenge to Australia’s influence in the region,but also provides opportunities for greater diplomatic engagement and cooperation in support of regional development.  相似文献

The rise of multilateral defense diplomacy in Asia is an important new phenomenon.In addition to the newly established ADMM+ process and the Shangri-La Dialogue(SLD) ,ASEAN defense ministers,ASEAN chiefs of defense and ASEAN chiefs of intelligence are now all meeting on a regular basis.Such gatherings were almost unthinkable as recently as a decade ago.This paper seeks to interpret these developments and their implications for the Sino-Australian security relationship.It argues that while these recent developments appear to reflect a deepening of Asian security cooperation,they are actually a manifestation of an intensifying institutional competition,namely between the ASEAN-centered ADMM and the Western-backed SLD.This,in turn,is symptomatic of a broader institutional contestation——reflecting underlying strategic competition——which is becoming a distinctive feature of Asia’s emerging security ‘architecture.’ The paper goes on to argue that China and Australia find themselves on opposite sides of this competition and,particularly in the area of defense diplomacy,are likely to become increasingly important players in fuelling it.The paper concludes by observing why such a dynamic is potentially problematic and offers a modest set of policy recommendations designed to assist Beijing and Canberra in addressing and alleviating their competitive tendencies.  相似文献
