Despite growing evidence about prosocial motivations and their effects on employee behavior, how can new public service motivation research translate into more effective management practices—which, so far, regrettably remain underdeveloped? Increasingly, public service motivation studies have moved from understanding what motivates public servants to exploring how public service motives influence performance. Similarly, greater attention is now paid to the practices of transformational leadership. Drawing on concepts from transformational leadership, this essay explores how managers can harness the positive aspects of public service motivation to enhance employee and organizational performance and outlines strategies that can help managers incorporate public service motivation values across management systems.  相似文献

As public service motivation research gains momentum, important questions emerge regarding its origins and consequences that are not addressed by existing research. The authors identify some fundamental public service motivation assumptions, including critical gaps in our current understanding of its basic tenets. The authors then discuss specific research studies that, by virtue of their findings and designs, may fill in and inform such apparent gaps. This article contributes to our understanding of public service motivation and leadership by investigating ways in which organizational leaders can reinforce and even augment the potential effects of public service motivation on employees’ attraction to the organization’s mission (mission valence). The results contribute to two research questions. First, the findings provide new evidence on the sources of public service motivation. The authors find that transformational leadership is an organizational factor associated with higher public service motivation. Second, the article examines the relationship between transformational leadership and mission valence. The authors find that transformational leadership has an important indirect effect on mission valence through its influence on clarifying organizational goals and fostering public service motivation.  相似文献

As public service motivation research grows qualitatively and quantitatively, some scholars question its appropriateness for international applications. This essay sets out a strategy of convergence for international research and measurement approaches. Studies that assess commonalities in public service motivation content internationally are analyzed in order to develop a broader conceptual and more operational definition as well as consequently a more universal public service motivation construct. Public service motives, according to this review, are based on self‐sacrifice and fall into three categories: instrumental, value‐based, and identification. The dimensions of the public service motivation construct are refined along the lines of attraction to public participation, commitment to public values, compassion, and self‐sacrifice. Researchers are urged to include all of its dimensions within their empirical studies to advance contemporary public service motivation studies.  相似文献

ABSTRACT

This article explores societal culture as an antecedent of public service motivation. Culture can be a major factor in developing an institution-based theory of public service motivation. In the field of organization theory, culture is considered a fundamental factor for explaining organization behavior. But our review of the literature reveals that culture has not been fully integrated into public service motivation theory or carefully investigated in this research stream. This study starts to fill this gap in the literature by using institutionalism and social-identity theory to predict how the sub-national Germanic and Latin cultures of Switzerland, which are measured through the mother tongues of public employees and the regional locations of public offices, affect their levels of public service motivation. Our analysis centers on two large data sets of federal and municipal employees, and produces evidence that culture has a consistent impact on public service motivation. The results show that Swiss German public employees have a significantly higher level of public service motivation on the whole, while Swiss French public employees have a significantly lower level overall. Implications for theory development and future research are discussed.  相似文献

Public service motivation research has proliferated in parallel with concerns about how to improve the performance of public service personnel. However, scholarship does not always inform management and leadership. This article purposefully reviews public service motivation research since 2008 to determine the extent to which researchers have identified lessons for practice. The results of the investigation support several lessons—among them using public service motivation as a selection tool, facilitating public service motivation through cooperation in the workplace, conveying the significance of the job, and building leadership based on public service values. These results are important because they offer evidence that the field is coalescing around tactics that managers and leaders can use to address enduring concerns about employee motivation in the public sector. They also prompt us to articulate ideas that can guide a tighter integration of research and practice moving forward.  相似文献

While research suggests that public service motivation may be a dynamic trait in individuals, particularly early in their careers, other recent research has found that PSM may be relatively stable upon entry into the workforce (Vogel and Kroll 2016). To identify more precisely the decision point among individuals considering a public service career, the present study uses the antecedents of public service motivation framework (Perry 1997) to predict participation in AmeriCorps, a voluntary national service program in the United States. Findings reveal that antecedent conditions of PSM, including the prevalence of seeing family members and mentors help others as well as participation in student government, predict whether an individual will join an AmeriCorps programs. Many of these self-reported motivations support the argument that people attracted to public service hold strong other-regarding values. These findings suggest that human resources managers would be wise to consider these antecedent conditions to public service motivation when identifying pools of talent for recruiting and selecting prospective employees.  相似文献

Employees with higher public service motivation (PSM) are likely to perform better in public service jobs. However, research on how practitioners may capitalize on this knowledge is sparse. This article expands the understanding of how to activate employee PSM, which is understood as a human resource that is present in the work environment. Using a randomized survey experiment with 528 law students, this article shows how low‐intensity treatments may activate PSM and how the effect of PSM activation efforts compares with efforts to activate another, less self‐determined type of motivation (relating to the need for feelings of self‐importance). The findings are robust and suggest that low‐intensity efforts to activate PSM have a positive effect on an individual's behavioral inclinations. However, efforts toward the activation of motivation relating to feelings of self‐importance appear to engender an effect of similar size.  相似文献

In seeking to explain the antecedents of public service motivation, James Perry focuses on the formative role of sociohistorical context. This study tests Perry's theory and examines the role that organizational factors play in shaping public service motivation, based on responses from a national survey of state government health and human service managers. The findings support the role of sociohistorical context, showing that public service motivation is strongly and positively related to level of education and membership in professional organizations. The results also underscore the significant influence of organizational institutions, indicating that red tape and length of organizational membership are negatively related to public service motivation, whereas hierarchical authority and reform efforts have a positive relationship. Therefore, public organizations have both an opportunity and a responsibility to create an environment that allows employees to feel they are contributing to the public good.  相似文献

What is the current state of research on business improvement districts (BIDs)? What is an appropriate framework for analysis? What are key questions for advancing future BID research? BIDs can be understood best within a network governance framework. The research shows, first, a blurring of the line between the public and private spheres as a result of BIDs; second, BIDs are increasingly important actors in urban governance; third, BIDs engage in collaborative, conflictual, and co‐optative relations with local and state governments; and fourth, difficult accountability and management problems are created by their interdependent relationships with local governments. Future research needs to focus on understanding the role of BIDs in urban governance and assessing their impacts on metropolitan areas, as well as their inherently complicated public accountability and management challenges.  相似文献

Many scholars and practitioners of public administration converge on the belief that some individuals are predisposed to perform public service. James L. Perry (1996) recently clarified the public service motivation (PSM) construct and proposed a measurement scale. The present study builds on and extends this important stream of research by examining how individuals view the motives associated with public service. Specifically, we use an intensive research technique called Q-methodology to examine the motives of 69 individuals. We identify four distinct conceptions of PSM: individuals holding these conceptions are referred to as samaritans, communitarians, patriots, and humanitarians. The practical and theoretical implications of these findings are discussed.  相似文献

Is occupational locus or focus important for public service motivation? Does national context influence public service motivation? To answer both questions, the author examines attitudes toward work motives from national samples in 11 North American and Western European nations using multilevel binary logistic regression analysis. The findings demonstrate that the locus of an occupation in government and its focus on a public service activity both are important in shaping preferences for work motives related to public service motivation. Also, the preference for work motives held by citizens is correlated with the type of welfare regime in a nation. Although it is less pronounced, some evidence suggests that the type of welfare regime influences preferences toward work motives among government employees.  相似文献

Public administration research suggests there may be disparity in the extent to which public servants experience their work as a calling. The purpose of this article is to better illustrate and integrate calling research, which grows out of the positive organizational scholarship movement, into how we understand public service motives. The calling scholarship offers a productive way to view differences in public servants' orientations toward their work. Integrating calling into the public administration scholarship—particularly the public service motivation scholarship—provides insights to researchers and managers about how to help employees discover a deeper sense of meaningfulness in their work. In presenting the arguments and corresponding conceptual framework, the authors seek to supplement rather than replace the public service motivation construct. The authors articulate a research agenda that they believe will strengthen and enrich research on public servants' experience with their work.  相似文献

This article takes stock of public service motivation research to identify achievements, challenges, and an agenda for research to build on progress made since 1990. After enumerating achievements and challenges, the authors take stock of progress on extant proposals to strengthen research. In addition, several new proposals are offered, among them conducting more research on the disaggregated construct, developing grounded theory of public service motivation to understand contextual variations across cultures and political institutions, and improving current measures to better capture loyalty to governance regime as an institutional dimension of the public service motivation construct.  相似文献

Virtue has long been a central principle in the tradition of public service—to what extent is it still relevant today? Focusing on the role of the monitoring officer, a key official in the ethical framework of local government in the United Kingdom, this essay asks which virtues, if any, are still needed for public service and whether these virtues have been displaced by managerial notions of technical competence as the principles of public service delivery. The authors draw an initial distinction between virtue and competence that, upon further investigation, does not appear to be sustainable. Despite being drawn from two different academic perspectives—moral philosophy and management development—the concepts of virtue and competence are, in practice, very similar. This theoretical convergence is reflected in the practical concerns of monitoring officers and their perspective on public service ethics.  相似文献

This essay analyzes and reviews the significance of the Alabama Public Administration Lecture Series, one of the most distinguished and long‐lasting platforms in public administration. Based on guest lectures that were delivered annually to University of Alabama graduate students in public administration, the series began in 1944 and concluded in 2000. During those 57 years, most of the lectures were published as books, usually by the University of Alabama Press. The last book of the series will be published in 2009. This article examines the series as a whole and asks, what does the series tell us about public administration? What does it tell us about how our field got to where it is now? These questions are important because the books present a running conversation on the important subjects of public administration. The article shows that the lecture series offers a history of the field, reflecting the topics that were considered important by leading thinkers in their times.  相似文献

This essay addresses four questions by comparing the management capacities and challenges of congregations, faith‐based organizations, and secular organizations that provide human services: (1) What role, if any, do congregations and faith‐based organizations currently play in the social service delivery system? (2) Are congregations interested in changing their role in the social service delivery system? (3) Compared to faith‐based and secular organizations, do congregations have the capacity to adapt to new roles in the social service delivery system? Finally, (4) compared to faith‐based and secular organizations, do congregations have similar service capacities and management challenges? The findings indicate that although more than half of congregations already provide some type of health or human services, they provide a narrower range of services, consider these services a lower priority, and seem to encounter more extensive management challenges than faith‐based and secular organizations.  相似文献

The idea of administrative limits—in the sense of constraints or bounds on what can be achieved by the activity of administration in general and public administration in particular—is important for a proper understanding of twenty‐first‐century public administration. What are the effective limits of taxable capacity in the modern state, as debt‐ridden governments seek to reduce debt levels and budget deficits after the financial crashes and economic recession of the late 2000s? What are the limits of safety and security that can be realistically achieved by administrative structures and procedures in a so‐called risk society? What are the limits to the achievement of ambitious social engineering to improve the human lot by conventional organizations and bureaucracies? Such issues are not new. Questions of this kind have long been asked by scholars in the intersecting fields of public administration, policy studies, and political science. Nonetheless, the author argues, they address issues that are of continuing, central importance to government and society in today’s world.  相似文献
