Policy entrepreneurs can influence policy changes and decisions. These people invest their time, knowledge, and skills into promoting policies with which they agree. This paper investigates the influence that entrepreneurs had in the case of recreational water rights policy in Colorado to build a model of policy entrepreneurship. Almost 20 Colorado communities have constructed white‐water kayak courses to boost their local economies. In twelve of these communities, construction was followed by community pursuit of a new form of water right—the recreational in‐channel diversion. This case study is relevant to many areas of environmental policy and management where policies are transitioning from traditional consumptive uses of the resource to nonconsumptive uses. This policy change was not a given in Colorado communities, with recreational water rights requiring significant investments of community resources. These research findings conclude that policy entrepreneurs were influential to policy change, but the most important actors were expert entrepreneurs who hold expertise in water resource matters.  相似文献

Numerous researchers have confirmed sharp and punctuated policy change. Newer findings in U.S. forest policy in the Pacific Northwest and U.S. state tobacco policy have found largely nonpunctuated changes. What are the implications for punctuated equilibrium theory? U.S. state tobacco policy‐making from 1990 to 2006 indicates a wide variety of nonpunctuated policy output patterns including: linear and constant, gently oscillating and increasing, linear and increasing, and linear and constant and then nonexponentially increasing. All nonpunctuated policies resulted in symbolic policy output change except state tobacco licensing, higher tobacco taxes, and enactment of clean indoor air legislation, which resulted in partially material and partially symbolic policy output change. Emerging from this research is a new public policy model based on social policy realism. Public policy output change can be quite complex, sometimes punctuated and sometimes not, reflecting the balance of power between sometimes competing and cooperating interest groups.  相似文献

The article analyzes how focusing events affect the public and political agenda and translate into policy change. Empirically, the study focuses on the policy changes initiated by paedophile Marc Dutroux's arrest in 1996 in Belgium. Theoretically, the article tests whether Baumgartner and Jones's (1993 ) U.S. punctuated equilibrium approach applies to a most different system case, Belgium being a consociational democracy and a partitocracy. Their approach turns out to be useful to explain this “critical case”: Policy change happens when “policy images” and “policy venues” shift. Yet, the Dutroux case shows also that political parties, as key actors in the Belgian policy process, should be integrated more explicitly in the punctuated equilibrium theory. Finally, the article argues that the quantitative analysis of longitudinal data sets on several agendas should be supplemented with qualitative case study evidence (e.g., interviews with key decision makers) to unravel the complex case of issue attention and policy change.  相似文献

Punctuated equilibrium theory (PET) is an agenda‐based theory that offers a theoretical foundation for large budget shifts. PET emphasizes that the static, incremental nature of agendas is occasionally interrupted by punctuations. These punctuations indicate shifts in priority among the agenda items, and with those agenda shifts come trade‐offs. This article expands the discussion of punctuated budgets to the level of local government by determining that local government expenditures have the characteristics espoused by the punctuated equilibrium theory. The article also determines the frequency of punctuations and the probability for future punctuations. The findings show that some budget functions and policy types are more prone to punctuations and, therefore, have a less stable agenda. The practical significance of extending PET to local government budgeting is the implication on planning, forecasting, and the agenda‐setting process. © 2003 by the Association for Public Policy Analysis and Management.  相似文献

This paper examines policy outputs associated with the 2004 Bhutan antitobacco law, including 2009 amendments, to determine if the law is congruent with punctuated equilibrium or social policy realism theories of policy change. There was no direct and sudden tobacco policy output change in Bhutan due to a shock to the policy system contrary to what punctuated equilibrium theory would predict. Rather, policy change was sweeping but nonpunctuated. This paper reconfirms prior findings of social policy realism theory that various and complex policy output patterns occur due to a mixture of contingent and complex factors. Under social policy realism, a complex interplay of factors drive policy with the state, corporate actors, and interest groups, and the market often playing a primary role. These complex policy outputs have a direct impact on society and the natural environment reflected in government policy output actions or inactions.  相似文献

Punctuated equilibrium theory in public policy replicated from biological punctuated equilibrium theory has concluded that public policies alternate between stasis and punctuation. However, recent research on Pacific Northwest forest policy, U.S. state tobacco policy, and U.S federal auto efficiency policy have found no punctuations despite an attempt to do so. What is the efficacy of using biological punctuated equilibrium theory to also explain punctuated equilibrium in public policy? Significant differences exist between biological and public policy punctuated equilibrium theory including time frames for change, what constitutes outside disturbances of equilibrium, venues of punctuated equilibrium, levels of analysis for change, and patterns of change. Most policy research on punctuation has focused on the “tone” of media coverage related to change. Some recent studies concluding no punctuation occurred have focused on government action or inaction. Proving strong inference in scientific research requires a clear and viable syllogism linked to appropriate methodology. Both of these crucial elements are now in question in punctuated equilibrium research in public policy.  相似文献

Punctuated equilibrium theory (PET) suggests that the policy process is characterized by long periods of incremental change and short periods of punctuated change. The impetus for the latter is usually a focusing event that breaks open policy monopolies, allowing for major changes in legislative decision making. While a burgeoning body of literature, a shortcoming in the PET literature is that it has yet to explain why focusing events and subsequent breakdowns in policy monopolies sometimes fail to result in punctuated policy. We integrate theories on cultural change with punctuated equilibrium to explain why focusing events do not always result in the dramatic policy changes that we might expect. Specifically, we use the context of national energy policy and the lexical database, Google Ngram Viewer, to trace punctuating energy‐related events and the occurrence or lack thereof subsequent policy change from 1952 to 2000.  相似文献

Rulemaking is an integral component of environmental policy at both the federal and state level; however, rulemaking at the state level is understudied. With this research, we begin to fill that gap by focusing on rulemaking regarding the issue of hydraulic fracturing (fracking) in three states: Colorado, New York, and Ohio. This policy issue is well suited to begin exploring state‐level rulemaking processes because the federal government has left fracking regulation to the states. Through semistructured interviews with a range of actors in the rulemaking process across these states, we establish a foundation from which future research in this area may build. This exploratory research yields some valuable insights into the roles different stakeholders are playing in regulating fracking in these three states, and our findings may be useful for explaining state‐level rulemaking more generally.  相似文献

The rural policy environment has many of the conditions that might suggest a tendency towards punctuated equilibrium. The Commonwealth has little direct power over rural space and industries, there has been a long tradition of state support for agriculture and decision‐making has generally been kept within a tight policy community, dominated by rural interests. In our review of the PAP data and policy history, we find instead an underlying movement across time and governments towards an expectation of self‐reliance for rural businesses and communities. On top of the long‐term incremental movement towards this expectation, issue attention has shifted according to political, climatological and market conditions, rather than necessarily in line with changes in policy content.  相似文献

Improving public policy efficiency and effectiveness in land use planning is an established priority on the prevailing political agenda in the UK. Practical measures to enhance policy formulation in local land use development plans in Scotland offer an interesting case study of an attempt to improve policy consistency, and to secure efficiency gains in policy authorship. This article considers the specific focus on the drafting stage of public policy‐making drawing on insights provided by research into the production of model policies in Scotland. It questions the extent to which such an initiative will promote a more robust public policy‐making discipline in light of the policy cycle. The discussion of the case study illustrates a practical attempt by central government to enhance public policy‐making at the local level, while raising questions about the dangers of invoking a technocratic and instrumentalist approach to policy analysis.  相似文献

Many of the leading theories of the policy process are aimed at providing insights into the factors that make policy change more (or less) likely. In general, policy change is seen as a result of shifting dynamics within policy subsystems. However, building on theories of policy feedback and interest mobilization, this article examines whether policy change, apart from being an effect of subsystem dynamics, can be a cause of shifting dynamics as latent actors are motivated to participate in the subsystem as a result of policy change. Two hypotheses regarding post‐policy change mobilization are developed and tested using data on participation in congressional hearings concerning the management of nuclear waste. The findings suggest that policy change can activate latent policy actors, specifically those actors that view themselves as “losing” as a result of the policy change. These results point to the need for scholars to examine the potential impacts of post‐policy change dynamics on policy development.  相似文献

This article addresses debates on the formulation of public policy, building upon a body of literature which has focused on the interconnectedness between the venues of policy action and the way issues are defined. It does so by focusing on the strategic role of policy actors in a policy subfield and their attempts at manipulating either frames or venues in order to shape policy. The novelty here consists in pointing to the involvement of regulators in such strategic action. An emerging body of research has indeed shown that the activity of formally independent regulators is not necessarily limited to the implementation of delegated regulatory competencies and that they are increasingly engaged in policy‐making activities. Thus, by resorting to the agenda‐setting and framing literature, the article sheds light on novel pathways through which regulators intervene in policy‐making activities, making a claim that they have very good ‘tools’ at their disposal in order to shape policy. These dynamics are examined in the case of the last piece of the EU's pharmaceutical framework – the 2004 Directive on Traditional Herbal Medicines – which provoked intense debate among manufacturers of herbals, retailers, consumers, and both EU‐level and domestic‐level regulatory authorities.  相似文献

The study of policy narratives is challenged by inconsistencies and a need for more precise definitions and measurements. The goals of this article are to build precision and clarity in the study of policy narratives by developing a network‐based approach—the ego‐alter dyad—for coding characters and their interactions around a policy issue and then to illustrate this approach in the analysis of air and climate issues in Delhi, India. The empirical results show that (1) the same actors are often heroes and villains, (2) heroes and villains are associated with different actions but with similar victims or beneficiaries, (3) narrators differ in their propensity to tell hero‐heavy or villain‐heavy policy narratives, and (4) the proportion of hero‐heavy or villain‐heavy policy narratives changes over time and differs across subtopics. The article concludes with a research agenda for further theoretical and methodological advancement in studying policy narratives.  相似文献

Climate change research relating to “co‐benefits” suggests that the facilitation of social‐welfare outcomes through environmental policy offers a powerful means of incentivising climate change action. Concerns about social‐welfare, however, are often used to undermine climate change policies, typically through political claims that low‐to‐middle‐income households should not shoulder the costs of greater policy alignment between social and environmental objectives. Integrating the social into the environmental can therefore, on the one hand, lead to “co‐benefits” as each agenda promotes the other in political discourse, or alternatively to collateral damage if the policy objectives are framed as incompatible. This article explores both scenarios through two case studies of energy policy in Australia. The findings show that social‐welfare concerns can be a powerful discursive tool with the potential to facilitate political consensus, but also that this potential is not being fully realised, primarily because environmental concerns suffer when attempts are made to integrate the two areas discursively.  相似文献

Much research within the punctuated equilibrium framework demonstrated that policy agendas are invariably punctuated, due in part to cognitive and institutional frictions that constitute barriers to change in attention. While the bulk of past scholarship explored the extent to which institutional friction varies by organizational design, little scholarly attention has been devoted to the empirical examination of the cognitive aspect of disproportionate information processing. In an attempt to close this gap, I utilize a newly available dataset that codes nearly a million Americans’ responses to the ‘most important problem’ question from 1939 to 2015 to analyze the distribution of annual changes in the policy priorities of the American public. Drawing on the punctuated equilibrium theory literature, I argue and show that punctuations in the public’s policy priorities are more severe and frequent than those in institutional agendas. These results emphasize the need for a more subtle treatment of disproportionate information processing within the public, calling for relaxing the implicit assumption that cognitive friction is constant within organizations and across issues.

Stakeholder negotiation processes are increasingly used in environmental management, but are often difficult due to values differences among stakeholders. These values can be reflected in the language used by stakeholders, which may lead to conflict in negotiation processes. This study investigated whether there are widespread differences among Colorado water stakeholders in how they define the term “conservation,” a key value and policy term, and whether this leads to conflict in negotiations. Using multiple methods in a cross‐sectional case study, use of the term and possible policy implications were analyzed. Stakeholder respondents in this study who had experienced difficulty in water negotiations also perceived a higher degree of miscommunication in their negotiations. The most important finding presented here suggests that clarity of language and transparent discussion of key value‐representative terms may aid in stakeholder negotiations, and that minority stakeholders may be more aware of values and language differences than their majority counterparts.  相似文献

This paper applies concepts developed in the Policy Agendas Project (PAP) literature to an analysis of Australian tax policy over the post war period. It argues that a major turning point in the Australian tax policy agenda occurred during the second term of the Hawke Government (1984‐87). Beyond this turning point, and despite the fierce partisan conflict concerning tax policy over the past two decades, there has been remarkaly little difference between Australia's two major parties at the level of substantive policy content. The Australian tax policy agenda over the post war period can be characterised by remarkable policy continuity punctuated by a period of change in the mid 1980s when structural change in the international political economy precipitated unprecedented domestic liberalisation.  相似文献

Municipal agreements have been instrumental in communicating commitment to addressing climate change at the local level. However, what is the practical implication of this potentially symbolic decision? This study examines the power of mayoral participation in climate change agreements in driving the proliferation of sustainable or “green” building in a city as a mechanism to reach its climate change goals. In addition, mayors can localize what is otherwise a public good by framing green buildings as having other tangible impacts on a community. We analyze the impact of political leadership on green building projects in 591 cities in 50 U.S. states, controlling for a variety of city‐ and state‐level variables. Hierarchical models indicate that mayoral leadership in climate change policy fosters green building, while state‐level predictors are not as important as city policy in creating green buildings. Our research concludes that local governments can be a very effective venue in addressing broad climate change goals.  相似文献
