To what extent were Woodrow Wilson’s ideas about public administration informed by German organic political theory? Drawing on the writings of Wilson, Lorenz von Stein, and Johann K. Bluntschli on public administration, and comparing American and German primary sources, the author offers insights into Wilson’s general concept of public administration, as well as his understanding of the politics–administration dichotomy. With regard to current administrative research, this study underscores how the transfer of ideas profoundly contributes to advancing comparative public administration and helps clarify terminological difficulties and conflicting perspectives among diverse administrative science traditions.  相似文献

Paul Krugman’s work is much celebrated in the fields of international trade and economic geography, recognized with the 2008 Nobel Prize in Economics. Although his work is less prominent in public administration, it has important implications for the study of political fragmentation, collaboration, economic development, and service delivery in metropolitan areas. The authors discuss how Krugman’s core–periphery model adds a critical piece to the regional governance puzzle by explaining the concentration and dispersion of economic activity and the productive advantages of spatial closeness. They summarize the central propositions of Krugman’s work to identify its policy inferences for intergovernmental coordination and strategies for successful management of urban growth, as well as its implications for public administration theories of governance, collaboration, and institutional collective action.  相似文献

In 2015, Public Administration Review celebrated its 75th year of publication. For this milestone, the PAR Editorial Board selected the 75 most influential articles in the history of the journal and invited scholars to “revisit a selection of these articles” in order “to take stock of what these articles meant for the field.” Bibliometrics offers a complementary view of the history of a discipline and the evolution of its research and practice agendas through an analysis of its published literature. This article examines the changes over time in PAR from 1940 through 2013 in authorship: contributions, impact, gender composition, institutional and national affiliation, profession as scholar or practitioner, collaboration networks, and the status of the 75 influential articles. Through an extensive quantitative analysis of scholarly production, this article demonstrates PAR’s centrality to the discipline of public administration and its bridging role between public administration and political science.  相似文献

Unions and employers are political actors. Besides defending their interests on the labour market they act in the political arena. In order to weaken the trade unions, neoliberal parties and employers’ organisations have tried to change existing systems in Sweden and elsewhere. Hence, the general questions being asked in this article are: Do Swedish labour market organisations still participate in (i.e. try to influence) public policy–making on a large scale? Are there any substantial differences in the degree to which unions and employers’ organisations participate or in their access and strategies of participation? In this article it is argued that while participation of labour market organisations in the old institutionalised framework has decreased, it has not vanished. Labour market organisations are also very much involved in public policy–making by informally contacting politicians and public servants. The unions have extensive contacts with politicians on all levels, but especially with the Social Democratic Party, while employers’ organisations have more intense contacts with the public administration and public servants. The overall picture being presented in this article is that labour market organisations in Sweden have not at all been left out in the cold. It is clear that Sweden is far from the British situation and still remains similar to its Scandinavian neighbours.  相似文献

Public administration is an interdisciplinary field, building on a variety of disciplinary approaches and values. But how well does the field of public administration reflect those values and processes? In contrast to previous arguments regarding the degree to which the field does or should incorporate values and lessons from other academic disciplines, this study provides a systematic assessment of the field’s reliance on research and theory from the fields of law, management, and political science. An analysis of journal citations across these fields suggests that research in public administration is largely isolated from the three disciplines that are commonly believed to form its foundation.  相似文献

Abstract

This paper wrestles with the issue of the place of comprehensive beliefs within the public space. It tries to strike a middle path between the liberal ban on comprehensive beliefs and the anti-liberal claim that comprehensive beliefs should be given full pride of place in public deliberations. The article relies on arguments that are inspired by the pragmatist tradition. It starts locating the main cause of failures at articulating comprehensive beliefs and public reason in a central feature of liberal epistemology, namely the way it conceives public reason via a preliminary distinction between public and non-public beliefs. After criticizing this distinction, the article introduces a distinction between the normative practice of justification and the normative practice of adjudication as a more perspicuous way to establish the place that comprehensive beliefs should play within political forums. It then concludes showing that this approach provides a satisfying answer to the issue of the public role of comprehensive beliefs in a liberal democratic regime that is respectful of citizens’ thick identities while at the same time complying with the requirements of respect set by the liberal tradition.  相似文献

The authors use a survey experiment to examine how structural differences in governance arrangements affect citizens’ notions of who is culpable for poor service quality. More specifically, two questions are investigated: (1) When things go wrong, do citizens attribute more blame to political actors if the provider of government services is a public agency or a private contractor? (2) Does the length of the accountability chain linking political actors to service providers influence citizens’ attributions of blame? The authors hypothesize that provider sector and accountability chain length affect citizens’ perceptions of political actors’ control over service delivery, which, in turn, inform citizens’ attributions of blame. The idea of administrative limits—in the sense of constraints or bounds on what can be achieved by the activity of administration in general and public administration in particular—is important for a proper understanding of twenty‐first‐century public administration. What are the effective limits of taxable capacity in the modern state, as debt‐ridden governments seek to reduce debt levels and budget deficits after the financial crashes and economic recession of the late 2000s? What are the limits of safety and security that can be realistically achieved by administrative structures and procedures in a so‐called risk society? What are the limits to the achievement of ambitious social engineering to improve the human lot by conventional organizations and bureaucracies? Such issues are not new. Questions of this kind have long been asked by scholars in the intersecting fields of public administration, policy studies, and political science. Nonetheless, the author argues, they address issues that are of continuing, central importance to government and society in today’s world.  相似文献

Treatments of race and police violence in the fields of public administration and policy have drawn eclectically from many disciplinary sources in historical, political, and managerial analysis. From an institutional perspective, emphasis has been on how organizational practices, rules, norms, and values, along with role socialization, shape germane behavior. Of particular interest to the authors is the phenomenon of race‐related police violence in its systemic but also attitudinal and behavioral manifestations in the policing role. How does an academic or practitioner researcher specify evaluative perspectives applicable to this policy and administrative challenge? There is a prior need for defined analytical and ethical positions drawing closely from public administration and policy sources. This article suggests ways to develop such grounded frameworks, built on these distinctive traditions but also going beyond them, so as to allow for an integrative approach to evaluative analysis and action on this grave and contentious issue.  相似文献

This article surveys the policy feedback framework developed in political science and clarifies its implications for public administration. A feedback perspective encourages us to ask how policy implementation transforms the webs of political relations that constitute governance. Administrators play a key role in shaping the political conditions of bureaucratic performance and the organization of power in the broader polity. At the same time, this perspective underscores that policies are more than just objects of administrative action. Policies are political forces in their own right that can alter key components of administration, including phenomena such as organizational capacity, structures, routines, authorities, motivations and cultures. These sorts of administrative themes have received little attention in policy feedback research, just as the political effects of policies have been overlooked in public administration studies. Bridging these perspectives offers a basis for exciting new agendas and advances in public administration research.  相似文献

Recent literature in public administration emphasizes enhanced collaboration between elected and administrative officials. The complementarity view is presented as an alternative to the traditional politics–administration dichotomy. At the center of this new perspective lies the concept of shared roles between elected officials and public administrators with respect to policy making and administration. This article expands the emerging literature on role sharing by proposing and testing new variables to understand what enhances the policy‐making role of city managers and the administrative role of elected officials. Employing data collected from a nationwide survey of city managers and utilizing structural equation modeling methodology, this research finds that the council’s expectations and the city manager’s role conception significantly influence the city manager’s involvement in policy making, while the context of policy making, the city manager’s support, and the council’s access to resources affect elected officials’ involvement in administration. This article aims to make a cumulative contribution to the literature on role sharing.  相似文献

The notion of distinct ‘public’ and ‘private’ spheres underpins much normative and practical engagement with political misconduct. What is less clear is whether citizens draw distinctions between misdemeanours in the ‘public’ and ‘private’ spheres, and whether they judge these in systematically different ways. This paper explores attitudes to political misconduct in France. French citizens are often said to be particularly relaxed about politicians’ private affairs, but there has been little empirical evidence for this proposition. Drawing on original survey data, this paper demonstrates clearly that French citizens draw a sharp distinction between politicians’ public and private transgressions, and are more tolerant of the latter.  相似文献

This article evaluates Hannah Arendt's contribution to ‘thinking citizenship’ in light of her controversial account of the modern rise of ‘the social’. It argues that Arendt's writing on the social is best understood not primarily as analytical and normative but as an historical argument about the effect of capitalism and modern state administration on meaningful citizenship. This short piece analyses one important element of Arendt's story about the historical rise of the social: that it is a peculiar hybrid of polis and oikos, a scaled-up form of housekeeping, and its threat to the public, political world.  相似文献

Researchers have examined the impact of the politics‐administration dichotomy on the practice and theory of public administration within the United States. But the dichotomy also influenced patterns of international engagement by American experts in the 1920s and 1930s. Americans believed that they could set politics aside and collaborate on administrative questions with regimes that did not respect democracy and human rights. This belief was tested after the rise of Adolf Hitler. American experts in public administration engaged with the Nazi regime for three years, ignoring the rising controversy over Nazi policies. The breaking point came in 1936. American experts finally recognized that it was impossible to ignore political questions and became forthright proponents of “democratic administration.” This struggle to define the boundaries of international engagement is relevant today, as specialists in public administration again find themselves in a world in which a shared commitment to democracy and human rights cannot be taken for granted.  相似文献

Rodríguez Maeso and Araújo analyse the reproduction of a dominant understanding of racism in policy discourses of integration and discrimination used by monitoring agencies in Portuguese and European Union (EU) institutional contexts. More specifically, they question the political concern over racism and discrimination vis-à-vis the idea of Europe ‘becoming increasingly diverse’ and the need to gather ‘evidence’ of discrimination. To that end, they examine periodic reports issued by EU monitoring agencies since the 1990s—paying specific attention to reporting on school segregation of Roma pupils in Portugal—and national integration policies and initiatives that, since the 2000s, have targeted mainly Roma and black families and youth. They argue that the dominant discourse of integration and cultural diversity conceives of racism as external to European political culture, and as a ‘factor’ of the ‘conflictive nature’ of social interactions in ethnoracially heterogeneous settings. This paves the way for calls for the ‘strengthening of social cohesion’—on the assumption that policy initiatives need to act on the ‘characteristics’ of so-called ‘vulnerable’ populations—whereas institutional arrangements and everyday practices remain unchallenged.  相似文献

The relationship between ministers and public servants has been a longstanding topic among students of Australian public administration. Recent debate has centred on issues of supposed politicisation and excessive responsiveness in the Australian Public Service (APS), caused, in part, by the weakened tenure of department heads (secretaries). The recent Moran report has little to say on this relationship. It endorses changes to the appointment processes for secretaries which are presumably designed to strengthen secretaries’ independence from their political masters. It adopts a view of citizen‐centred service and strategic leadership that appears to marginalise ministers. Its approach to public sector leadership is taken from international management theory that works well in a business context and in the United States (US) government system. It is less well‐suited to Westminster‐style systems.  相似文献

A growing number of public administration theorists are taking up the question of ontology—the nature of existence. This primer on the topic provides a basic explanation of ontology, describes the fundamental debates in the competing ontologies of Western philosophy, and discusses why ontology is important to social and political theory, as well as to public administration theory and practice. Using an ideal‐type approach, the author analyzes how different ontologies imply particular political forms that undergird public administration theories and practices. This ideal‐type model can be used to identify the ontological assumptions in these theories and practices. The article concludes with an invitation for personal reflection on the part of scholars and practitioners in regard to which ontology best fits their experience and beliefs and the alternatives that we might pursue for a better future.  相似文献

The outsourcing of claims administration is a feature of some Australian workers’ compensation jurisdictions. While the benefits of outsourcing in this area of public administration have often been asserted there has been a lack of research into these claims. In this article the South Australian workers’ compensation scheme is used as a case study to address whether the supposed benefits of outsourcing are soundly based. A number of other issues associated with the outsourced claims management environment are also considered as they have had an important bearing on the scheme's performance. The main finding to emerge is that outsourcing has failed to meet financial and other key objectives. Outsourcing has also created new tensions that have added to the complexities of scheme management. In light of these findings, there is a strong case that the scheme's business model should be recalibrated to facilitate a return to in‐sourced claims management.  相似文献

The COVID-19 pandemic is seen as the biggest crisis since World War II. What started out as a public health issue has quickly morphed into a political, economic, and societal crisis of epic proportions. Administrative capacity is a major factor in determining whether societies will emerge from this unprecedented situation with resilience and optimism or despair and disconnectedness, and whether trust in government will increase or decrease. Autonomous and competent public managers are key producers of such administrative capacity. This essay addresses those public managers, the unsung administrative heroes leading us through times of crisis from behind the scenes. Translating the state of the art in public administration literature, with a particular emphasis on publications in this journal, into accessible practitioner recommendations, it identifies three key competencies paramount to public managers in times of crisis: managing stakeholders, political masters, and collaborative networks.  相似文献
