Safeguarding Themselves and Their Children: Mothers Share Their Strategies

This paper describes a single aspect of an ongoing program of research that seeks to create an open dialog among low-income parents of young children, staff from a large urban Head Start program, and researchers on child and woman safety. Authors conducted a content analysis of three focus groups within a larger ethnographic study employing qualitative methods. Data emerging from this analysis illustrates the ingenuity with which women keep themselves and their children safe in unsafe contexts.

Women's Violence Against Their Children

Feminist scholars have rarely ventured into the realm of child abuse research. The aim of this paper is to lay the foundation for a feminist understanding of women's violence against their children. It begins with an assessment of the fundamental nature of the oppression of women in society and within the family. It continues with a critical analysis of how conventional child abuse and family violence experts have attempted to explain the problem of violence against children in the family. Ultimately, this paper reveals that if one is genuinely interested in unlocking the secrets of maternal child abuse, then the key is a feminist perspective that provides insight into the lives of women in the patriarchy.     

Mothers Offending Against Their Role

ABSTRACT

Inmate mothers are not only seen to offend against society, but also against their role as mothers. They bear often public and private scorn for the dislocation their incarceration brings to their children and families. This paper reports on the Australian component of an international comparative policy study, Incarcerated mothers and children: Impact of prison environments(IM-CIPE). This study investigated the impact of the prison environment or institutional ecology on incarcerated mothers and their young children, aged birth to eight years (that is, mothers whose children live with them in custody and mothers who are separated from their children), in Queensland, New South Wales, Victoria and England. This paper draws on data from policy analyses; interviews with policy-makers, with inmate mothers, and with custodial and noncustodial staff; and observations within six women's prisons and their respective correctional authorities in the three Australian states. This paper argues for policies which support the inmate as mother and which support her children and their caregivers on the outside.

党内巡视制度本质上是中国共产党在不同时期追求自身可持续性发展的生存战略之一,巡视组及其前身是实现该战略的重要组织依托和运行机制,确保党组织和组织成员之间的目标函数一致。其组长规格配置与年龄分布、灵活多样的履职手段、权限范围与责任机制、"常规巡视"和"专项巡视"相结合聚焦于"一把手"等四个要素构成了超强的巡视组反腐败动力机制,使之具有发现高级官员违纪违法线索的卓越能力。然而,要想持续发挥其事后纠错与惩罚手段的动力,巡视组反腐败机制还需要在四个方面加强建设。     

Imprisoned Mothers and Their Children

Abstract

Presently, there is concern regarding the imprisonment of female offenders who are mothers occasioned by both the numerical increase in women prisoners and by the fact that research and public policy have centered primarily on separation issues. It is estimated that 70%-80% are mothers, incarceration results in the separation of mothers and children. Following their incarceration, most mothers plan to be reunited with their children. This paper examines the reunion aspect and makes recommendations for its successfully implementation.     

The Color of Their Skin or the Content of Their Behavior? Race and Perceptions of African American Legislators

Abstract: Previous studies have shown that, because of their race, African American candidates for public office are often evaluated less favorably than their colleagues by voters. Does this dynamic continue when black candidates become elected officials? Using data on the North Carolina General Assembly, I address this question by examining the effects of race on perceptions of legislative effectiveness. When the dependent variable is the average effectiveness rating given by three groups—lobbyists, journalists, and other legislators—there is evidence that African American representatives are evaluated negatively because of their race. When the dependent variable is disaggregated into the separate effectiveness ratings given by each of the respondent groups individually, these negative perceptions of blacks on account of race remain on the part of lobbyists and other legislators, but not for journalists. Moreover, the negative perceptions of black representatives are not mitigated by these representatives possessing certain characteristics (e.g., seniority and leadership positions) that previous studies have found to be correlated with positive effectiveness evaluations. The presence of an African American Speaker in one legislative session did, however, seem to attenuate the negative perceptions.

脱胎于西方高度结构化制度环境中的新制度主义与我国低制度化的现实环境存在明显的错配,导致与常识性经验体认不符。而以地方核心行动者为视角来解析制度变迁中地方行动空间的拓展与行为异化则可以破解这一难题。我国制度变迁的波动性、制度非耦合性及实施机制不健全都给地方核心行动者扩大了行动空间。这种空间的拓展也带来了追求短期政绩、职能错位及类苏丹化现象,需要我们不断加强制度供给。     

自由、宪政及其关系——解读中国宪政运动的自由之结

自由是近现代西方社会的基本价值,是其政治、经济、文化的基石和源泉。宪政是在自由基础上建立起来的政治体制,自由乃宪政之根。对近现代中国而言,宪政的困境有两个一是社会价值系统的缺失,传统中国很难发掘出用来构筑宪政制度的思想资源;二是历史语境的错位,在严酷的二十世纪里,中国的宪政建设并不具备适宜和充分的条件。中国宪政制度的生机寄托于这两大困境的消除。
