This article provides an overview of the key research findings and core concepts on the topic of organizational networks. The primary focus is on goal‐directed “whole” service delivery networks, which are prevalent in the public and nonprofit sectors. The findings and ideas presented are especially salient for helping public managers build, maintain, operate, and govern multiorganizational networks in ways that will enhance their effectiveness. Because research and theory on networks extend well beyond the boundaries of public management and administration, the authors draw on thinking from a number of fields, providing a broad understanding of public networks and network functioning. The article is intended to provide usable information on networks for both practitioners and students, as well as to suggest directions for future research for the many public management scholars who now study organizational networks.  相似文献

America is a nation of movers, and this has implications for public and nonprofit managers who rely on donations and volunteers to increase the capacity of nonprofits and to strengthen local communities. This article explores the impact of time and place on philanthropic engagement, focusing on how three aspects of community—sense of belonging, social connections, and regional culture—are related to volunteering and giving to local organizations. The authors find that geographic mobility affects philanthropic engagement. Drawing on a survey of active older Americans, the authors find that three community factors —sense of community, social networks, and regional cultures— are related to one or both types of philanthropic behavior. The authors conclude by offering thoughts for future research and practice.  相似文献

Utilizing a cognitive perspective, this article examines the social processes through which teachers come to understand the Common Core State Standards. The authors begin by identifying three beliefs that have important implications for policy implementation: self‐efficacy, resource adequacy, and value for clients. They measure those beliefs and the Common Core discussion networks that emerge among teachers at three points in time. Through the use of SIENA models, the authors explore how networks and beliefs coevolve within schools. Unlike prior research on social networks, which consistently finds strong homophilous tendencies, this research finds no evidence that teachers seek out coworkers who hold similar beliefs. Rather, teachers relied on preexisting formal and informal relationships to guide interactions. Those interactions were characterized by social influence, whereby a teacher's own beliefs adapted toward the beliefs held by the members of their social network. The findings offer a novel perspective on the complex dynamic that occurs within organizations as new policies are unveiled and employees interact with one another to understand the changes those policies entail.  相似文献

Using network power bases and cognitive accuracy concepts, this study examines two local emergency management network changes. The authors review five power bases—structural-based, resource-based, actor-based, cognitive-based, and political-based power—to explore the perceived power of network actors. Three research propositions are proposed with respect to the relationship between the network power bases and the cognitive accuracy of network participants. The authors find that political-based power is strongly correlated with perceived power. The article concludes with future research questions and directions for advancing current scholarship on emergency management networks.  相似文献

Civic engagement and collaborative public management are concepts that are defined broadly, making theoretical explication challenging and practical application of empirical research difficult. In this article, the authors adopt definitions of civic engagement and collaborative public management that are centered on the citizen and the potential for active citizenship. Following a historical review of civic engagement in the United States, a conceptual model of five approaches to civic engagement is offered. Citizen-centered collaborative public management is enhanced through these approaches. The authors suggest the need for further empirical research on collaborative public management that is grounded in citizenship action.  相似文献

The widespread supposition that collaborative management designs enhance legitimacy must be examined empirically, and the rich diversity of different collaborative arrangements should be better acknowledged in this endeavor. This study adopts a social network perspective and examines three state‐initiated and interest‐based collaborative management arenas in Swedish wildlife management: wildlife conservation committees (WCCs). Is there a link between social network structures in collaborative management arenas and the perceived legitimacy of output by policy stakeholders? This puzzle is addressed through social network analysis combined with survey data and interviews. The empirical results confirm the notion that collaborative arenas consisting of high network closure with many bridging ties across organizational boundaries enjoy a higher level of support among stakeholders directly involved in management, as members of the committees, than networks with a more sparse structure do. This type of well‐integrated network structure seemingly increases stakeholders’ understanding of other actors’ perspectives through deliberation. Contrary to what was expected, though, the empirical analysis did not verify the effect of linking, or outreaching ties between the committee members and the organizations that they represent, on the organizations’ support of WCC decisions. Given the rapid rise of collaborative designs in public administrations, the topic elaborated in this paper is urgent and further research is encouraged.  相似文献

Research on public management reform has taken a decidedly disciplinary turn. Since the late 1990s, analytical issues are less often framed in terms of the New Public Management. As part of the disciplinary turn, much recent research on public management reform is highly influenced by the three new institutionalisms. However, these studies have implicitly been challenged by a competing research program on public management reform that is emphatically processual in its theoretical foundations. This article develops the challenge in a more explicit fashion. It provides a theoretical restatement of the competing “institutional processualist” research program and compares its substantive findings with those drawn from the neoinstitutionalisms. The implications of this debate about public management reform for comparative historical analysis and neoinstitutional theories are discussed.  相似文献

政府绩效管理兴起二十多年来,已由西方国家应对财政和信任危机、提高行政效率的工具拓展为各国政府改革和创新的重要内容,新公共管理的实践价值和理论优势在其中都得到了充分体现。但其理论缺陷和实践中的困惑,特别是在公共价值方面的冲突使学术界的探索从未停止过。本文通过对中国、美国、日本等国的实践案例考察,从制度变迁和公共行政学术史两个层面的质性研究,提出了以公共价值为基础的政府绩效治理理论体系框架。文章首先从"公共性"、"合作生产"和"可持续"三个方面对新公共管理背景下的政府绩效管理进行了反思,认为公共价值对政府绩效合法性具有本质的规定性。其次,初步论证了以公共价值为基础的政府绩效治理的两个基本命题——政府绩效是一种社会建构、产出即绩效;认为只有来源于社会的政府绩效才能获得合法性基础,也只有根植于社会的政府绩效才能产生其可持续提升的需要,这是政府绩效管理的根本动力;而在政府绩效价值建构基础上的科学管理,才能保证政府产出与社会需求的高度一致,充分体现科学管理的价值。再次,从这两个基本命题出发,以价值管理和管理科学理论为基础,构建起了以公共价值为基础的政府绩效治理模型,并对模型中政府绩效的价值建构、组织管理和协同领导系统等主要内容进行了阐述。最后,从模型如何"落地"、政府绩效管理的价值分析和研究拓展等方面提出了未来的研究方向。  相似文献

The network form of organisation is becoming increasingly important across many areas of public administration, but most analysts would agree that not enough is known about networks. This article is based on a detailed qualitative study of public sector networks in the field of national security in Australia. It reviews the dynamics and effectiveness of networks as organisational forms in this important field. A methodological framework involving five interdependent levels of analysis—structure, culture, policy, technology and relationships—is put forward to account for the internal dynamics of networks and the conditions that promote their effectiveness. The article concludes with recommendations for analysing networks in ways that can assist with the important task of network management.  相似文献

Comparing and evaluating the performance of governance networks are important tasks for researchers and practitioners of network governance and public administration. Limited by the lack of network data across space and time, the study of network performance and effectiveness at the network level is not on pace with advances in theories and methodologies in network analysis. With a novel methodology to measure clean energy governance networks using hyperlink network analysis across the contiguous United States, this article collects a large sample of self‐organizing policy networks in the same policy domain across geographic locations. This article proposes that governance networks with high overall bridging and bonding social capital perform better. Regression analyses show that network structures have statistically significant effects on governance outcomes. States with high average closeness and average clustering in their governance networks are more likely to have faster clean energy development.  相似文献

This article uses social media network analysis (SMNA) to examine whether there was an astroturfing campaign on Twitter in support of the Adani Carmichael coal mine in 2017. It shows that SMNA can be used to visualize and analyze outsider lobbying activity in issue arenas and is capable of identifying networks of fake opinion. This study found that in April 2017, there was a small network of accounts that made a series of suspiciously similar pro‐Adani tweets that could be considered a form of duplicitous lobbying. However, this study concludes that these posts were likely a weak influence on public opinion in Australia and largely ineffectual as a lobbying tactic. Nevertheless, this analysis shows how communitas public interests can be subverted by covert social media campaigns used in support of corporatas goals, as well as the role digital research methods can play in protecting the integrity on public debates by exposing disingenuous actors.  相似文献

Public sector reform is a key policy area, driven by global public policy networks. Research on these networks has been inductive, highlighting organizations like the Organisation for Economic Co‐operation and Development (OECD). This article examines “virtual policy networks” (VPNs) on the Web. Using IssueCrawler, we conduct a hyperlink analysis that permits us to map seven VPNs. The first network mapped the hyperlinks of 91 organizations identified through inductive methods. The hypothesis that the virtual network would include all actors identified in the inductive approach was refuted. The other six networks focused on: market mechanisms, open government, performance, public employment, reform, and restructuring. Among the findings, the U.S. government is prominent in the first three, while international organizations dominate the others. VPN rankings show that the World Bank dominates the OECD. When the inductive research is blended with the VPN research, the OECD's prominence increases, and we see the importance of market mechanisms and reform VPNs as pillars of globalization.  相似文献

The focus of this article is on managing networks. A network knowledge base is developed from the authors' studies of city government involvement in economic development, management within rural enterprises and the evaluation of a rural strategic planning project. Other public management network analyses are also incorporated. Management in network settings is not based on central authority and cannot be guided by a single organizational goal as is the case in the classical management approach. Management involves managing flexible structures toward collective efficiency. The ability to manage is related to the internal condition of the manager's primary organization. It involves technical, legal, political and cost dimensions. It requires different capacities, skills and knowledge from that of single organization management. The next steps in the research would include the development of the skills needed, an analysis of the role of organizational power and the operational variables of networks, the issue of network cohesion, and the question of loss of control or difficulty in assessing network accountability.  相似文献

Although cooperative, interorganizational networks have become a common mechanism for delivery of public services, evaluating their effectiveness is extremely complex and has generally been neglected. To help resolve this problem, we discuss the evaluation of networks of community-based, mostly publicly funded health, human service, and public welfare organizations. Consistent with pressures to perform effectively from a broad range of key stakeholders, we argue that networks must be evaluated at three levels of analysis: community, network, and organization/participant levels. While the three levels are related, each has its own set of effectiveness criteria that must be considered. The article offers a general discussion of network effectiveness, followed by arguments explaining effectiveness criteria and stakeholders at each level of analysis. Finally, the article examines how effectiveness at one level of network analysis may or may not match effectiveness criteria at another level and the extent to which integration across levels may be possible.  相似文献

中国近年来社会科学视角的危机管理研究已进入瓶颈期。本文旨在梳理这十年来公共管理视角下的危机管理相关研究,以期为危机管理研究进一步深入发展提供参考。评述文献主要来源于公共管理、政治学、管理学和综合社会科学领域的重要学术期刊以及依据专业知识所选取的近些年来具有代表性的研究专著和报告。在对文献进行分类、编码和统计分析之后,分析结果表明:危机事前分析的文章占据主导地位,而对危机应对过程和危机后分析相对不足;应然研究类文章占据很大比重,但对于危机理论的建构和实证检验的研究比较缺乏;对于危机的综合分析多于单灾种分析。近些年中,虽然上述研究方式依然居于主导地位,但是研究者开始关注危机后的分析,注意理论的建构和检验,特别值得注意的是对于社会安全事件的分析呈上升趋势。最后,本文结合危机管理研究的现状和趋势总结出未来值得研究的若干领域。  相似文献

Networks have recently become fashionable in social analysis but most of the new network approaches have paid scant attention to the long history of reflections upon the potential of networks as an analytical device in the social sciences. In this paper we chart the developments in networking thinking in two disciplinary areas – social network analysis and social anthropology – in order to highlight the enduring difficulties and problems with network thinking as well as its potential. The first half of the paper explores the uses of network approaches over the past fifty years, situating theoretical and methodological questions in their broader disciplinary contexts. The authors then show how emerging issues from both bodies of work offer the promise of new kinds of networking thinking.  相似文献

Rachel Parker, in her article 'Networked Governance or Just Networks?' in this journal, has dealt with a very challenging question on the relevance of network interaction to governance outcomes. Her use of network concepts, however, appears to employ networks as a heuristic device. Her article employs terms that describe social network properties that are best contextualised with reference to the theoretical insights offered by formal Social Network Analysis (SNA). My suggestion in this brief review is that some of the theoretical assumptions made about concepts such as fluidity, density or trust imply specific network properties that cannot be ignored when attempting an analysis of policy outcomes.  相似文献

On 23 April 1998 the Council of the Organisation for Economic Cooperation and Development issued the Recommendation on Improving Ethical Conduct in the Public Sector. It is the result of more than three years research, analysis and cooperation between OECD member countries, and, as a statement from the highest level of the organisation, it represents a consensus of all of its 29 members on an issue of global public concern. This article is a speculative analysis of a new international development that may have implications for local public management practice. The purpose of this article is to unearth some of the theoretical assumptions on which the recommendation relies and to consider the implications they might have for its implementation and effectiveness.  相似文献

This article provides a comprehensive overview of how policy makers, practitioners, and scholars can fruitfully use behavioral science to tackle public administration, management, and policy issues. The article systematically reviews 109 articles in the public administration discipline that are inspired by the behavioral sciences to identify emerging research trajectories, significant gaps, and promising applied research directions. In an attempt to systematize and take stock of the nascent behavioral public administration scholarship, the authors trace it back to the seminal works of three Nobel Laureates—Herbert Simon, Daniel Kahneman, and Richard Thaler—and their work on bounded rationality, cognitive biases, and nudging, respectively. The cognitive biases investigated by the studies reviewed fall into the categories of accessibility, loss aversion, and overconfidence/optimism. Nudging and choice architecture are discussed as viable strategies for leveraging these cognitive traps in an attempt to alter behavior for the better, among both citizens and public servants.  相似文献
