The paper examines individual-level data from the first six waves of the British Household Panel Survey, 1991–96. The analysis shows that changes in party support in this period were significantly affected by two sets of factors that have traditionally been regarded as important sources of changes in voters' political preferences: ideology and personal economic experiences. Ideological change is demonstrated to have much stronger direct effects on party preference than economic factors. However, both objective economic conditions and subjective economic perceptions are shown to have significant effects on ideological change itself, implying that economic factors also exert important indirect effects on voters' partisan preferences. These individual-level findings provide important corroboration for the results of aggregate-level studies, which have consistently found that economic factors—and in particular economic perceptions—play a major role in determining patterns of partisan support.  相似文献

Abstract. This paper summarizes how the partisan influence literature assesses the relationship between the left–right party composition of government and policy outputs through a meta–analysis of 693 parameter estimates of the party–policy relationship published in 43 empirical studies. Based on a simplified 'combined tests' meta–analytic technique, we show that the average correlation between the party composition of government and policy outputs is not significantly different from zero. A mutivariate logistic regression analysis examines how support for partisan theory is affected by a subset of mediating factors that can be applied to all the estimates under review. The analysis demonstrates that there are clearly identifiable conditions under which the probability of support for partisan theory can be substantially increased. We conclude that further research is needed on institutional and socio–economic determinants of public policy.  相似文献

Abstract

This article examines the political effects of the global economic recession on Greece in the period from 2010 up to the last weeks of the campaign period for the national elections of 6 May 2012. Our objectives are threefold. First we seek to contextualize its impact and show how the Greek party system departed from the nearly three decades of stability after 2009 and entered a period electoral fluidity and dealignment. Second we identify the demographic and structural characteristics of that dealignment process. Finally we interpret and compare the effect of the economic crisis and other issues on vote choice in the 2012 general election.  相似文献

This study explores the dimensionality of partisan strength and independence by analyzing the relationships between the traditional four-point partisan strength scale, a strength of independence scale, and other relevant variables in the 1980 and 1984 NES/CPS election studies. In particular, the investigation centers on the possible different explanations for independence. The findings tend to support explanations for independence that concern party attachment and civic responsibility. The data show that partisan strength and independence are separate components of party identification. Previous findings based on the use of the traditional partisan strength scale may therefore need to be reconsidered.  相似文献

We argue that the factors shaping the impact of partisanship on vote choice—“partisan voting”—depend on the nature of party identification. Because party identification is partly based on images of the social group characteristics of the parties, the social profiles of political candidates should affect levels of partisan voting. A candidate's religious affiliation enables a test of this hypothesis. Using survey experiments which vary a hypothetical candidate's religious affiliation, we find strong evidence that candidates’ religions can affect partisan voting. Identifying a candidate as an evangelical (a group viewed as Republican) increases Republican support for, and Democratic opposition to, the candidate, while identifying the candidate as a Catholic (a group lacking a clear partisan profile) has no bearing on partisan voting. Importantly, the conditional effect of candidate religion on partisan voting requires the group to have a salient partisan image and holds with controls for respondents’ own religious affiliations and ideologies.  相似文献

This study is about party-system change in modern Greece and has two chief aims. First, it seeks to make sense of and explain the evolution of that country's party system from its early post-war years until today. Far from being ‘frozen’, the Greek party system has displayed continuous transformations from a system featuring significant party fragmentation into another characterised by the high concentration of its political forces. Second, the paper proposes a classification of the changes that took place during the development of the Greek party system. This classification will yield three distinct types of party system which developed in consecutive order, namely, a predominant-party system (from 1952 to 1963), a system of polarised pluralism (between 1963 and 1981), and a two-party system (since 1981).  相似文献

The present empirical work examines the differences ineconomic outcomes delivered by partisan governments, and theway in which voters take this into account. Autoregressivemodels of output growth, unemployment and inflation, augmentedwith political variables; and probit binary choice models ofvoting decisions, incorporating expectations about inflationand unemployment, are estimated for U.S. post-war data. Theanalysis confirms that partisan differences in economic outcomes are actually observed in the data. U.S. unemployment rate exhibits adistinct partisan cycle, behavior of output growth andinflation rate partly supports the partisan differenceshypothesis. Thus suggesting that each party can be``instrumental'' in solving particular economic problems. Inline with this logic, U.S. voters seem to believe in theasymmetric abilities of parties to fight inflation andunemployment. Most interesting empirical findings includeevidence that U.S. citizens tend to vote for the left party(Democrats) when high unemployment is expected, and for theright party (Republicans) when high inflation is expected.This relation is especially robust for Presidential elections.There is also evidence pointing to the presence of electoralinertia and absence of ``midterm'' electoral cycle in the U.S.  相似文献

Revelations of corruption and of maladministration have forced a re‐examination of some of the basic characteristics of the Greek party‐state and party system. The purpose of this article is to examine how the controversies ‐ ‘scandals’ ‐ arose, and to assess their consequences for political development in Greece in the light of the June 1989 national elections. The Greek coalitions of 1989–90 were unusual by comparative European standards, given their political composition and ideological span. But, above all, they were significant as an historical departure in Greek politics, however much political expediency lay behind their formation. Coalitions are as such almost unknown in postwar Greece, and one‐party government has been the rule since the return to democracy in 1974. Even more significant was the inclusion of the Communist Left in the governments of 1989–90 in view of the polarised state of Greek politics since 1974 and historical memories of the Civil War. Drawing on lessons from coalition theory, the formation and maintenance of these two governments are discussed. While their policy achievements were limited, the governments of 1989—90 allowed Greece to overcome the crisis of the PASOK government and the scandals of 1988–89 and they made way for a second alternation in power. On balance, therefore, they are likely to have contributed to the ongoing process of democratic consolidation in Greece.  相似文献

Partisanship often colors how citizens perceive real‐world conditions. For example, an oft‐documented finding is that citizens tend to view the state of the national economy more positively if their party holds office. These partisan perceptual gaps are usually taken as a result of citizens' own motivated reasoning to defend their party identity. However, little is known about the extent to which perceptual gaps are shaped by one of the most important forces in politics: partisan elites. With two studies focusing on perceptions of the economy—a quasi‐experimental panel study and a randomized experiment—we show how partisan perceptual differences are substantially affected by messages coming from party elites. These findings imply that partisan elites are more influential on, and more responsible for, partisan perceptual differences than previous studies have revealed.  相似文献

Does partisan conflict damage citizens’ perceptions of Congress? If so, why has polarization increased in Congress since the 1970s? To address these questions, we unpack the “electoral connection” by exploring the mass public's attitudes toward partisan conflict via two survey experiments in which we manipulated characteristics of members and Congress. We find that party conflict reduces confidence in Congress among citizens across the partisan spectrum. However, there exists heterogeneity by strength of party identification with respect to evaluations of members. Independents and weak partisans are more supportive of members who espouse a bipartisan image, whereas strong partisans are less supportive. People with strong attachments to a political party disavow conflict in the aggregate but approve of individual members behaving in a partisan manner. This pattern helps us understand why members in safely partisan districts engage in partisan conflict even though partisanship damages the collective reputation of the institution.  相似文献

Scholars disagree about the nature of party attachments, viewing partisanship as either a social identity or a rational maximization of expected utility. Empirically, much of this debate centers on the degree of partisan stability: findings of partisan fluctuations are taken as evidence against the social‐identity perspective. But drawing such conclusions assumes that the objects of identity—parties—are fixed. If we instead allow party brands to change over time, then partisan instability is consistent with a social‐identity conception of partisanship. To demonstrate this, I develop a branding model of partisanship in which voters learn about party brands by observing party behavior over time and base their psychological attachment to a party on these brands. The model suggests that convergence by rival parties, making their brands less distinguishable, should weaken party attachments. I test this implication using a survey experiment in Argentina and find evidence consistent with the model.  相似文献

This paper motivates bipartisanship through a formal model in which committee members are assumed to possess policy expertise. Its central findings are: 1) bipartisan support for legislation is more informative than partisan support; 2) bipartisanship is preferred when the uncertainty surrounding outcomes is large and partisan policy differences are small; 3) “minority party gatekeeping” is possible when minority party members refuse to endorse majority party proposals; and 4) legislators with extreme preferences need minority party support to pass legislation. An equilibrium selection criterion is also introduced and applied to the model to predict under what conditions the majority party will seek bipartisan support.  相似文献

Issue ownership theory argues that when a voter considers a party to be the most competent amongst others to deal with an issue (that is, the party “owns” the issue), chances are the voter will vote for that party. Recent work has shown that perceptions of issue ownership are dynamic: they are affected by the media coverage of party messages. However, based on the broad literature on partisan bias, we predict that parties' efforts to change issue ownership perceptions will have a difficult time breaching the perceptual screen created by a voter's party preference. Using two separate experiments with a similar design we show that the effect of partisan issue messages on issue competence is moderated by party preference. The effect of issue messages is reinforced when people already like a party, and blocked when people dislike a party.  相似文献

Abstract

Greece, Portugal and Spain are among the countries worst hit by the 2008 Great Recession, followed by significant electoral and political turmoil. However, one of the dimensions in which they differ is the presence and varieties of populism in parties’ political proposals. Drawing on holistic coding of party manifestos, we assess the varying presence of populist rhetoric in mainstream and challenger parties before and after the 2008 economic downturn. Our empirical findings show that populism is much higher in Greece compared to Spain and Portugal. We do not find a significant impact of the crisis as the degree of populism remains rather stable in Greece and Portugal, while it increases in Spain, mainly due to the rise of new populist forces. The study confirms that populist rhetoric is a strategy adopted mainly by challenger and ideologically radical parties. In addition, inclusionary populism is the predominant flavour of populist parties in new Southern Europe, although exclusionary populism is present to a lesser extent in the Greek case. We contend that the interaction between the national context – namely the ideological legacy of parties and the main dimensions of competition – and the strategic options of party leadership is crucial for explaining cross-country variation in the intensity of populism and the specific issues that characterise populist discourse.  相似文献

Discussion of the relationship between parties and the electorate is often based on the notion of partisan constituencies, that parties adopt policy positions that correspond to the average position of the party supporters. In contrast, the Downsian “spatial model” assumes that parties are purely opportunistic and maneuver to gain as many votes as possible. A third, more empirical model, based on the early work of Stokes, assumes that voter choice is based on the evaluation of each of the party leader’s competence or ability to deliver policy success. Such an evaluation can be provided by individual voter overall assessment in terms of the leaders’ character traits.This paper attempts to relate these three classes of models by examining the elections in Great Britain in 2005 and 2010. Using the British Election Study, we construct spatial models of these elections in Great Britain as well as in the three regions of England, Scotland and Wales. The models incorporate the electoral perceptions of character traits. We compare the equilibrium vote maximizing positions with the partisan positions, estimated by taking the mean of each of the parties voters’ preferred positions. We define an equilibrium to be a stable attractor if the vote share at the equilibrium exceeds the share at the partisan position by a significant proportion (determined by the implicit error of the stochastic model). We infer that none of the equilibria are stable attractors, and suggest that the partisan positions are also preferred by the party activists, the key supporters of each party.  相似文献

Abstract. The paper applies a structural perspective to the analysis of political preferences. Examining two British surveys, the 1987 cross–section of the electorate and a panel survey that covers the 1983 and 1987 elections, the research explores the bases of persistent voting for the same party, location on left–right scales, and the probability of holding the same policy views on a host of different issues over time. A set of structural variables rests at the heart of the paper's theory: discussion networks, patterns of interactions with members of political parties, social class networks, and location in the social structure. Several hypotheses guide the analysis: The effects of the structural variables on the probability of casting a ballot for the same political party in any one election and in adjacent elections will remain, even after controlling for party identification; political party socialization; location on left–right scales; positions taken on any and all political issues; age, and past levels of electoral stability. The effects of structural variables on left–right position will remain, even after controlling for locations on alternative left–right scales. Finally, reinforcing attitudinal context provides the only consistent determinant of stable policy positions, after controlling for a host of alternative explanations including level of education; age; interest in politics, and a general propensity to offer stable answers to political questions.  相似文献

Having joined the Eurozone in 2001, Greece experienced a short period of economic euphoria before confronting a major financial crisis some nine years later. In the period between joining the Eurozone and accepting the joint IMF/EU bailout package, the economic situation facing Greek voters changed dramatically. I use this setting to test the economic voting hypothesis. Using longitudinal aggregate data from 1981 to 2009, I investigate the relationship between macroeconomic indicators and vote share of the incumbent party to test the “grievance asymmetry” hypothesis. Moreover, by using individual-level data from 2004 to 2009, I investigate the extent to which retrospective sociotropic evaluations about the state of the economy are associated with support for the incumbent party. The results suggest that sociotropic economic evaluations are associated with government party support, but in a period when the economy is at its worst the incumbent has no real chance of winning and should expect support only from its long-time loyal supporters.  相似文献

Abstract.  This article examines the factors that shape party preferences in Turkey by estimating an individual vote intention function that includes both economic and non-economic factors. The economic variables can be used to test the familiar hypotheses of economic voting theory – whether individuals vote retrospectively and/or prospectively, and whether they are sociotropic and/or egotropic. The non-economic factors include sociodemographic characteristics as well as identity and issue variables likely to be good predictors of party choice. The analysis focuses on comparing the characteristics of those who intend to vote for the ruling Justice and Development Party (AKP) with those of other parties. According to multinomial logit estimates, young people, especially males, constitute the electoral base for the AKP. Those who have been affected adversely by recent economic developments, as well as those who are against Turkey's accession to the European Union are also more likely to vote for the AKP. The empirical work also provides evidence in support of economic voting hypotheses.  相似文献
