Australia's parliament allowed the radio broadcast of proceedings in 1946, a decade after New Zealand, but well before the “Mother of all Parliaments” in 1978. In keeping with Australia's reputation as a pioneering democracy, early interest in broadcasting parliamentary debates can be traced to the 1920s. In the formative years of “wireless” it was imagined radio might close the gap between parliaments and the public. Proceedings of the New South Wales parliament were actually broadcast for several weeks during 1932 (and before the New Zealand parliament institutionalised this practice). Tasmania experimented with parliamentary broadcasting in 1934. Australia's embrace of parliamentary broadcasting in 1946 was less carefully planned than has been suggested. It was an opportunistic, caucus‐initiated Chifley government measure driven by a long‐held ALP concern about newspaper bias. It was however generally justified as reform to bring the people to their Parliament and, remarkably, did have bipartisan support.  相似文献

Historicising Chinese foreign‐aid thinking has become indispensable given China's increasing global role. This article examines a key aspect of this context: the Great Leap Forward and the emerging Sino‐Soviet split period (1958‐1961). The Peking Review is utilised as a window into official aid‐related discourses of the time. The article is organized around an aid vs. “aid” rhetorical and conceptual symmetry within the magazine. Aid is ultimately what Mao Zedong and other leaders intend audiences to code as pro‐development and prestigious. The greater the unreciprocated cost to the donor and the higher the embodied technology, the more helpful and prestigious the donor. At the same time, the more ideologically correct the recipient or donor, the greater its relative prestige in the equation. An ideologically correct recipient such as China deserves more help but needs it less, and accrues more prestige even as it gives comparatively less aid. “Aid” is the reverse image of aid in that it is harmful rather than helpful. But instead of being the opposite of prestigious, “aid” is powerful in a predatory, paper tiger‐like way. While this discourse reflects parochial concerns of the period, the underlying concepts are likely to continue to influence contemporary Chinese aid thinking and practices.  相似文献

Since its “depenalization” in 1993, the U.S. dollar has become possibly a more significant component of Cuba's money supply than the old peso. What are the alternatives? The euro seems inappropriate, given the inevitability of eventual normalization of relations with the United States. More advantageous would be to restore the Cuban peso, though this would involve unifying the bifurcated economic structure and the dual monetary and exchange rate systems. The Cuban government has yet to announce its plans. This study argues that an appropriate mix of exchange rate, monetary, fiscal, and income or wage and salary policies should support a rehabilitation of the Cuban peso.  相似文献

For the past twenty‐five years Australia's bilateral relationship with India has been typified by an ongoing process of “rediscovery”, irrespective of whether Labor or Liberal administrations have steered foreign policy. This article explores the reasons why this might be the case by analysing Australia's foreign policy approaches to India spanning the period 1983 to 2011. It interrogates various Labor and Liberal strategies that have been mobilised to “reinvigorate” the relationship and searches for reasons why they have only been partially successful in strengthening Australia's rapport with India. The authors draw upon discussions with strategic affairs editors of India's major daily newspapers and current affairs journals to gain insights into Indian impressions of Australia from a political and foreign policy perspective.  相似文献

Cuba faces a development dilemma: it promotes equity and human capital while failing to deliver economic growth. For the government, the country's equity and human capital achievements are a source of pride, a sign that its priorities are right. This essay argues instead that this “equity without growth” dilemma is a sign of malaise. Theory and evidence suggest that high levels of equity and human capital should produce high levels of economic growth. Because growth is often weak or negative, some onerous barriers to development must be present. These barriers, it is argued, are restrictions on property and political rights. By comparing Cuba and China across two sectors, the bicycle industry and Internet access, this article shows how these restrictions have hindered growth. It also assesses how Cuba's latest economic reforms, the so‐called Lineamientos, will address Cuba's development dilemma. The impact may be minimal, but perhaps more lasting than previous reforms.  相似文献

Largely neglected within studies of Australian attitudes — and changing Australian attitudes — toward Asia throughout the twentieth century are the diverse views expressed by the single major group of Australians to encounter the region, namely the servicemen and women of the Australian Imperial Force (AIF) who served the nation during the Pacific War 1941–1945. Within forums offered by soldier publications such as Salt, Australian troops were engaged in discussions about why the war had been fought (often with reference to the merits and ideals outlined within the Atlantic Charter, Declaration by United Nations and United Nations Charter). Central to such discussions were attitudes toward race, colonialism and Australia's role and future role in regional and world affairs. Importantly, well‐informed understandings of Asian affairs were crucial to discussions.  相似文献

Australian woman Esma Banner (1910–2001) was a keen amateur photographer who worked for the United Nations Relief and Rehabilitation Administration (UNRRA) and the International Refugee Organisation (IRO) between 1945 and 1951. While posted in Germany, Banner kept a diary, wrote over 100 letters to her family, kept official reports, took photographs and collected art and craft by Displaced Persons (DP). In particular, photography and family were important to her. She said in a letter home: “You are all always in my thoughts – every picture I take is for you”. This article primarily focuses on visual materials in Esma Banner's personal papers. Banner's collection substantially documents her professional relief work with UNRRA and the IRO, and through this, her interactions with other relief workers as well as displaced children and adults can be seen. Here Banner's photographs and albums are read alongside published materials, letters and diaries to reveal a range of political, personal and gendered understandings of post‐Second World War reconstruction work. The material also provides some insights into the experiences of forcibly displaced children and adults. Banner's photographs are used to reflect upon the place of visual and personal sources in writing histories of post‐Second World War reconstruction.  相似文献

The hardening of Australian Middle East policy toward Israel in the early 1970s is often attributed to the election of Gough Whitlam as Prime Minister. Whitlam's December 1972 victory may well have opened a new, problematic chapter. But the evidence suggests that a deterioration in Australia‐Israel relations occurred gradually in the aftermath of the 1967 Six Day War. This deterioration reflected changes in Australia's political leadership and change at the top of the Department of External Affairs (renamed Foreign Affairs in 1970). Individual decision‐makers such as Whitlam did play a significant role in determining Australian Middle East policy. As Prime Minister, Sir John Gorton was willing to put aside advice from External Affairs not to antagonise and risk disrupting trade relations with Arab states, and to offer heartfelt support for Israel. His successor Sir William McMahon vacillated under opposing influences of a department determined to secure Australia's trade interests on the one hand, and Australian Jewish leaders and Israel's envoys in Australia on the other. With the support of the Australian Jewish community, Israel sought to influence Australian political leaders — especially within the ALP — from turning away from Israel.  相似文献

This article seeks to understand, in historical and international perspective, recent governmental initiatives that aim to reinstate adoption as a viable policy option for the care and placement of children in Australia, with reference to two recent reports of the House of Representatives Standing Committee on Human and Family Services, Overseas Adoption in Australia: Report of the Inquiry into Adoption of Children from Overseas (2005), and The Winnable War on Drugs: The Impact of Illicit Drug Use on Families (2007) which raises adoption as a policy option for children of drug‐addicted parents. These reports appear to signal a discursive shift away from the anti‐adoption attitudes that have characterised the post‐1970s period in response to the Stolen Generations and other past adoption practices. It is argued that this change can be understood as having been pushed to the fore by the conservative family policy of the Howard era and further fostered by international trends in adoption policy.  相似文献

In the 1990s, Environmental Voluntary Agreements (EVAs) have received increased attention as an alternative or supplement to traditional policy instruments, such as taxes and legal regulation. Today, there is a tendency in industry and among some countries to consider EVAs as generally viable policy instruments across different sectors and problems. This article points to the risk of viewing EVAs as generally effective by exploring the conditions under which they are likely to affect the behavior of target groups. Three factors are identified: the type of problem to be solved, the political context in which the problem is approached and the type of agreement applied. The argument is that EVAs are most likely to work when problems are "easy" and can be coped with through "no‐regret" measures, when the political context is consensual and when the agreements themselves are advanced. These conditions are then confronted with the comprehensive voluntary program developed in the Netherlands and recent EU initiatives in this field.  相似文献

This article examines the impact of the Twentieth Congress of the Communist Party of the Soviet Union on the Communist Party of Australia (CPA). Specifically it focuses on the reverberations of Khrushchev's “secret speech” within the CPA leadership for the first six months of 1956. It argues that, in contrast to the received wisdom, the response of the leadership was characterised by confusion rather than consistency, division rather than unanimity. This had implications for CPA members as they struggled to come to terms with the line of the leadership and the authenticity or otherwise of the New York Times version of Khrushchev's speech. The concept of loyalty still holds a central space in many histories about New Guinean‐Australian relations, especially during the Second World War, and translates into demands by Australians that New Guineans recognize Australia's political system as “the best”. In this article about the visit of the first German navy cruiser to New Guinea after the First World War, I tell a story not about loyalties, but about contesting colonial claims, namely Australia's insistence on “loyalty”, and Germany's demand for a “return” of her colony. The visit of Köln in 1933 raises questions such as: How did Germans and Australians negotiate living together in the Mandated Territory of New Guinea? How were divisions, grief, tensions, and hostilities after the First World War dealt with? What separated them, what united them, and what role did New Guineans play in this complex relationship?  相似文献

Great Britain's decision to withdraw its forces from Southeast Asia by the mid-1970s created uncertainty for those living in the region. The potential loss of British presence led Australia to attempt to discourage Britain from leaving, while also recsognising recognising the decision as an opportunity to re-evaluate Australia's strategic outlook in Southeast Asia and the Pacific. Scholars have treated Asia and the Pacific as two regions with distinct experiences related to withdrawal. Some address changing Anglo-Australian relations but include little, or no, mention of the Pacific territories. Others, writing about the Pacific, focused more the individual paths taken by each island than on connecting the larger process of decolonisation in the Pacific to the one in Asia. This article pairs Australia's Strategic Basis of Defence papers with documentary evidence across multiple departments in Canberra to understand how British withdrawal from east of Suez connected Australian concerns about security in Southeast Asia and the Pacific Islands. By connecting the two areas through Australian interests, the withdrawal from east of Suez can be understood as a catalyst for Australia's pursuit of a distinctive role within its neighbourhood.  相似文献

More than a century after the birth of the Commonwealth of Australia, the office of prime minister is the apex of the nation's political life. Yet little has been written about the antecedence and evolution of the office of prime minister. This article takes a step towards redressing this neglect by considering how the Westminster‐derived model of the prime ministership was conditioned by the nature and form of executive office in the Australian colonies in the second half of the nineteenth century. The experience of the colonial legislatures predisposed against fears of an overweening executive. The constitutional Conventions of the 1890s were dominated by seasoned colonial politicians with benign attitudes towards executive authority. Yet as delegates grappled with the challenge of marrying responsible government to a federal system, the form of executive was debated rather than treated as fait accompli. These deliberations hinted at their expectations for the prime ministership in a federated Australia: the office would be the most powerful and greatest political prize in the new nation. The article concludes by suggesting that the first Commonwealth decade was a transitional period for the prime ministership (with pre‐Federation patterns still evident) and identifying the Fisher Government of 1910–13 as heralding a shift to a more modern form of (party‐based) executive governance.  相似文献

Australia's role in resolving the conflict in Cambodia has been described as a triumph of cooperative security that achieved a balance between principles and pragmatism. The pursuit of cooperative security is a familiar theme in discussions of Australian diplomacy during the 1990s, yet there has been little scholarly consideration of whether this accurately captures the nature of Australian foreign policy at the time. This article explains Australia's conflict resolution role in Cambodia using an alternative, neoclassical realist framework. Specifically I demonstrate that expectations of reciprocity meant that Australia, when negotiating for peace in Cambodia, preferred bilateral over multilateral diplomacy. Secondly, Australia actively sought to lead the Cambodian peace‐keeping operation to enhance its regional security credentials. Finally, building closer ties with Vietnam was an important, often overlooked policy outcome.  相似文献
