我观朝鲜经济

90年代以来,朝鲜经济陷入了长期难以摆脱的困境.近年来,为摆脱贫困朝鲜采取了"以朝鲜式的社会主义体制为基础,以发展科学技术为手段,以建设强盛大国为目标,实施五大优先部门产业正常化,培育IT产业实现跳跃式发展和朝鲜式变化"等经济恢复战略.然而收效甚微.这是其经济发展路线、中央集权的计划经济体制、三元化的经济结构造成的,而经济改革却没有触及这些实质性问题.改革开放是朝鲜走出经济困境的惟一选择,这种改革开放只能是分阶段的、渐进式的.     

Mobilising the Periphery: Brazil's My House My Life Programme and the Homeless Workers' Movement

Brazil's Movimento de Trabalhadores Sem Teto (MTST, Homeless Workers' Movement) has grown dramatically in recent years. This growth was partly provided for by the use of a large government housing programme, Minha Casa Minha Vida (MCMV, My House My Life), which allowed the MTST to construct housing for its members and swell its ranks with thousands of new members. Yet some have argued that the MCMV programme used by the MTST may compromise the autonomy of civil society organisations. This article, by contrast, argues that while the MCMV programme encouraged bureaucratic practices, it also helped to promote the cultural politics of the MTST.     

Treasonous Conduct: Assessing the Wartime Activities,Post‐War Trials and Tribulations of Australian Collaborators in the Second World War*

There has been very little written about the activities of Australian citizens collaborating with the Germans during the Second World War. There are, however, a few instances where Australian citizens were involved in activities in Germany which could be considered treasonous. A number of these were individuals involved in an ill‐conceived military unit created by the Germans from British prisoners of war while there is at least one example of an Australian who allegedly carried out propaganda broadcasts for the Germans. The activities of these individuals and the way the authorities dealt with these cases after the war will be the focus of this article.

There has been a catastrophic decline in the numbers of India's vultures, on which the Parsis once depended for the disposal of their dead. Parsi numbers are falling too. Their community represents only 0.0005 per cent of the population of the Indian subcontinent, yet they have made such a mark in so many walks of life. Could Zoroastrian culture explain their disproportionate success? Parsi shipbuilders built frigates of Malabar teak for the British Navy and the EIC, Parsis provided the brains behind India's nuclear programme, the backbone of India's manufacturing industry and such international musical icons as Zubin Mehta and Freddie Mercury, as well as the first Asian MPs at Westminster and the first Indian cricket team to tour England,. Parsi merchant-princes made fortunes in the opium trade yet rivalled Andrew Carnegie in their philanthropy.

斯里兰卡种族问题是殖民主义统治的产物。独立后种族矛盾激化 ,并发展到国内战争。政府政策的偏差是其主要原因。目前正在进行的斯里兰卡政府与泰米尔猛虎组织之间的和平谈判取得重大进展 ,使人们看到了斯里兰卡和平的曙光 ,但也存在一些不确定因素。
