In this theoretical intervention, I argue that Karl Marx’s theory of value remains a powerful way to understand nature–society relations under capitalism. I suggest environmentalist critiques often misunderstand Marx’s value theory as a theory that “values” workers over nature. His critical theory is better understood as an explanation of how capitalist value exploits both workers and the environment. My defense of Marxian value theory is articulated through five “theses.” I provide empirical illustration based on recent research into the nitrogen fertilizer industry. (1) Value theory does not refer to all values. (2) Marx’s contention that nature does not contribute to value helps us explain its degradation under capitalism. (3) Marx’s value theory rooted in production allows for a critique of environmental economic valuation schemes (e.g. payments for ecosystem services) which are based on neoclassical value theories rooted in consumption/exchange. (4) Value is abstract social labor, but that means it also abstracts from nature. (5) Capital does value certain parts of nature and that matters. I conclude by advocating a “value theory of nature” in the spirit of Diane Elson’s powerful articulation of Marx’s “value theory of labor.”  相似文献

This article examines state welfare policy choices since thepassage of the Personal Responsibility and Work OpportunityReconciliation Act(PRWORA) of 1996. IT argues that neither priorpredictions nor existing explanations of welfare policymakingfully capture the realities of reform. Using data from nationalstudies and comparisons of policymaking in six states, thisstudy demonstrates that diversity, not uniformity, characterizesstate responses to devolution. Accounting for these choicesrequires an understanding of the context of policymaking. Conventionalanalyses of welfare reform have ignored the institutional structuresthrough which policy is formulated and thus miss an importantdeterminant of choices: the actions of administrative officials.Analyses that ignore institutional settings, and the actionsof administrators within such settings, will continue to missmuch that is crucial to our efforts to understand policy decisions.  相似文献

Interest groups pay monetary contributions to gain access and provide information to a policymaker. If their interests are aligned with those of the policymaker's constituency, they have costless access and report their private information truthfully. If their interests conflict, they are forced to pay a strictly positive contribution in order to enhance the credibility of their reports. The policymaker bases her policy decision on the competing reports and the size of the contributions accompanying these reports. The interest groups' contribution decisions are plagued by a free rider problem. This paper compares the incentives inherent in TANF (Temporary Assistance for Needy Families), the U.S. welfare system in place after the 1996 reforms, with those of TANF's predecessor, AFDC (Aid to Families with Dependent Children), using the experience in one state, Wisconsin, as an example. Is the new program successful in avoiding the “poverty trap” of the old welfare system, in which the marginal tax rates imposed on earnings and benefits were so high that they discouraged work effort outside a narrow earnings range? As women receiving assistance begin working more hours and earning more, income‐conditioned benefits (Food Stamps, EITC, Medicaid, and subsidies for child care) are reduced and withdrawn, in effect constituting a “tax” on earnings. Under TANF, there is more support for these families, at least in Wisconsin, and so economic well‐being should be higher for most women with earning in this range than it was under AFDC. But marginal tax rates under TANF remain high, and in some income ranges they are higher than under AFDC. Once in the work force, former TANF recipients have earnings over the long run that expose them to very high marginal tax rates, which decrease the benefits of working harder and make it very difficult to gain full eonomic independence. Evidence from other sources suggest that most low‐skilled women have earnings in the same range and so are likely to face similar reductions in benefits such as child care subsidies or the EITC as their earnings increase, even if they are not receiving welfare‐related benefits. © 2002 by the Association for Public Policy Analysis and Management.  相似文献

A recent review of restructuring efforts at the Federal Bureau of Investigation published by the National Academy of Public Administration examines several studies that precipitated the reorganization and discusses the current state of counterterrorism, intelligence, and internal security functions within the agency. However, the report fails to seriously engage the benefits of restructuring federal agencies to separate criminal investigation from antiterrorism or to address the financial implications of the current reorganization. Militarized interstate disputes are widely thought to be less likely among democratic countries that have high levels of trade and extensive participation in international organizations. We reexamine this broad finding of the Kantian peace literature in the context of a model that incorporates the high degree of dependency among countries. Based on in-sample statistical tests, as well as out-of-sample, predictive cross-validation, we find that results frequently cited in the literature are plagued by overfitting and cannot be characterized as identifying the underlying structure through which international conflict is influenced by democracy, trade, and international governmental organizations. We conclude that much of the statistical association typically reported in this literature apparently stems from three components: (1) geographical proximity, (2) dependence among militarized interstate disputes with the same initiator or target, and (3) the higher-order dependencies in these dyadic data. Once these are incorporated, covariates associated with the Kantian peace tripod lose most of their statistical power. We do find that higher levels of joint democracy are associated with lower probabilities of militarized interstate dispute involvement. We find that despite high statistical significance and putative substantive importance, none of the variables representing the Kantian tripod is associated with any substantial degree of predictive power.  相似文献

Paradoxically, the political success of human rights is often taken to be its philosophical failing. From US interventions to International NGOs to indigenous movements, human rights have found a place in diverse political spaces, while being applied to disparate goals and expressed in a range of practices. This heteronomy is vital to the global appeal of human rights, but for traditional moral and political philosophy it is something of a scandal. This paper is an attempt to understand and theorize human rights on the terrain of the social actors who put them to use, particularly radical activists that have a more critical relationship to human rights. Attempting to avoid the philosophical pathology of demanding that the world reflect our conception of it, we base our reflection on the ambiguous, and potentially un-patterned, texture of human rights practice—taking seriously the idea that human rights express a relationship of power, importantly concerned with its legitimate arrangement and limitation. In both the philosophical literature and human rights activism, there seems to be a consensus on basic rights as undeniable moral principles of political legitimacy. This use of human rights is contrasted with radical social movements that reject this conception of rights as ideological and illegitimate, making specific reference to the Zapatista movement (Chiapas, Mexico) and the Landless Peasant Movement of Brazil (MST, from the Portuguese Movimento dos trabalhadores rurais Sem Terra), which are critical of the human rights discourse, but also make strategic use of the idea and offer alternative articulations of political legitimacy.  相似文献

Natural resources and aid give dictators revenue to maintain power. Attempts are being made, therefore, to funnel these resources away from nondemocratic governments and toward their citizens. Using formal analysis and building on existing theories of democratization, I analyze the effects of such institutional solutions when they function perfectly (the best-case scenario). The models show that even with institutional safeguards, these resources diminish chances for democratization. In addition to their practical importance, the results have an important theoretical implication: the political resource curse may not be due to dictators' use of these resources, but simply to their existence in nondemocracies.  相似文献
