The level of congruence between parties and their voters can vary greatly from one policy issue to another, which raises questions regarding the effectiveness of political representation. We seek to explain variation in party–voter congruence across issues and parties. We focus on the hypotheses that (1) average proximity between the positions of voters and the party they vote for will be highest on the issues that the party emphasises in the election campaign and that (2) this relationship will be stronger for niche parties. We test these hypotheses using data on the policy preferences of voters, party positions, party attention profiles and salience on concrete policy issues in four countries: The Netherlands, Ireland, Germany and Sweden. Overall, we find that voter–party proximity tends to be higher on issues that the party emphasises. As these are the issues where parties typically have the greatest policy impact, this implies that the quality of representation is highest where it matters most. There is some limited evidence that the positive relationship between issue salience and proximity is stronger for niche parties. In sum, the quality of policy representation varies strongly with party-level issue salience and to a lesser extent with the type of political party.  相似文献

Abstract.  This article explores the pattern of opinions within political parties. What is the level of issue congruence between voters and elected leaders? The article introduces two ideas for the analysis of mass and elite opinion patterns. First, the authors challenge the unidimensional conception of mass-elite linkages, and argue that the opinion structure of political parties may best be understood in the context of a multidimensional policy space. Second, they contest the proximity logic of the traditional party mandate model. In so doing, they propose the 'conditional party mandate model', arguing that 'direction' rather than 'proximity' attracts voters' interest and attention. The authors contend that in issues of principle significance for a particular party (so-called 'core issues'), the party's voters and representatives will proceed in the same direction, but the representatives will stress their position more strongly than the voters. In issues that are less significant to the parties, the relationship between the two levels will be fortuitous and less clear. The analyses, which are based on elite and mass survey data from the Norwegian political system, support the authors' hypotheses concerning positional issues. When the direction of an issue is given, representatives are more extreme than voters.  相似文献

Normative theories of representative government posit congruence of opinion between the electorate and their representatives. However, not all political issues are equally salient, and agreement is expected to be greater on relatively salient issues. This paper employs balance theory to describe mechanisms which may produce congruence of opinion between voters and parties when an issue increases rapidly in salience. Panel data on Norwegian opinion during the debate on European Union membership are used to determine whether opinion congruence resulted from persuasion by political parties or policy voting by the electorate. Policy voters are found to differ systematically from voters who were persuaded by parties. Finally, the characteristics of parties which determine their success in persuading voters or attracting policy voters are evaluated.  相似文献

This study focuses on how citizens’ satisfaction with democracy is affected by system factors related to the input side of the democratic system, i.e. the electoral dimension, as well as to factors related to the output side, i.e. the quality of government. The study investigates the extent to which different election system characteristics and degrees of policy representation (in terms of ideological congruence between voters and representatives) and the presence of effective, professional and impartial governmental institutions are related to citizens’ satisfaction with the way democracy works. The study uses data from CSES on individual voters and party system characteristics together with data on governmental institutions from the QoG Institute. Overall, the results indicate that factors such as government effectiveness are of greater importance for citizens’ satisfaction with the way democracy functions, compared to factors like ideological congruence on the input side. Impartial and effective bureaucracies matter more than representational devices.  相似文献

Theories of electoral institutions and representation suggest that majoritarian and proportional systems will produce distinct patterns of party–voter congruence, with the centripetal incentives of the former pulling parties to the ideological centre and reducing, by comparison with the latter, congruence with voters to the right and left. Recent scholarship, however, has found little contemporary empirical evidence for this pattern but no satisfactory explanation has been advanced to account for these non-findings. This paper develops a new theoretical account of the impact of electoral institutions on congruence that takes into account the increasingly dealigned character of voters. The central argument is that the impact of institutions is conditional on the balance between partisans and independents in the electorate. It is this conditional nature of the influence that seems to account for the absence of the anticipated relationship of institutions to congruence nowadays. This theory is tested using a unique data set of party positions in 24 European states and its consequences are drawn out for the relative representational effectiveness of electoral systems in contemporary conditions.  相似文献

It is often said that European Parliament elections fail as an instrument to express the will of the European people. However, while the elections are not contested at the European level and are often dominated by national issues, this does not necessarily imply that they fail to connect policy views of voters and representatives. This article examines policy congruence between voters and candidates, utilising the candidate and voter surveys of the European Election Study 2009. First, it demonstrates that policy preferences of candidates and voters are constrained by three separate policy dimensions. Second, it shows that the quality of representation is high in terms of left/right, the main dimension of conflict in European politics, but lower on the cultural and European integration dimensions. Finally, it establishes that in some cases the aggregation of national parties in political groups in the European Parliament poses problems for effective political representation.  相似文献

A growing body of research shows how voters consider coalition formation and policy compromises at the post-electoral stage when making vote choices. Yet, we know surprisingly little about how voters perceive policy positions of coalition governments. Using new survey data from the Austrian National Election Study (AUTNES), we study voter perceptions of coalition policy platforms. We find that voters do in general have reasonable expectations of the coalitions' policy positions. However, partisan beliefs and uncertainty affect how voters perceive coalition positions: in addition to projection biases similar to those for individual party placements, partisans of coalition parties tend to align the position of the coalition with their own party's policy position, especially for those coalitions they prefer the most. In contrast, there is no consistent effect of political knowledge on the voters' uncertainty when evaluating coalition policy positions.  相似文献

It has long been realised that democratic governance requires a two-way flow of influence. Governments must be able to respond to what people want and people must be able to react to what governments do. These preconditions for democratic governance have been central to two research traditions on political representation. One of these, the responsible party approach, views policy change as a consequence of ‘electoral turnover’, while the other, the dynamic representation approach, focuses on policy change that occurs in ‘rational anticipation’ of electoral repercussions. The aim of this volume is to evaluate the state of political representation in contemporary Europe and to advance our understanding of the topic by presenting fresh insights both on the extent to which there exists issue congruence between voters and parties and the degree to which there is dynamic representation in the policy responses of representatives. This introduction describes in some detail the nature of the two approaches and then briefly summarises the contributions made in the remainder of the volume.  相似文献

Although extensive research analyzes the factors that motivate European parties to shift their policy positions, there is little cross‐national research that analyzes how voters respond to parties’ policy shifts. We report pooled, time‐series analyses of election survey data from several European polities, which suggest that voters do not systematically adjust their perceptions of parties’ positions in response to shifts in parties’ policy statements during election campaigns. We also find no evidence that voters adjust their Left‐Right positions or their partisan loyalties in response to shifts in parties’ campaign‐based policy statements. By contrast, we find that voters do respond to their subjective perceptions of the parties’ positions. Our findings have important implications for party policy strategies and for political representation.  相似文献

There is widespread agreement that better policy representation increases citizens’ satisfaction with democracy. Previous research on this topic has generally focused on ideological congruence between citizens and representatives. In this article, it is argued that public–elite agreement on policy priorities is another essential aspect of policy representation, but has been largely overlooked in this context. Citizens whose issue concerns are higher on elites’ agendas should be more satisfied with the functioning of democracy. This hypothesis is tested by linking voter survey data to candidate survey and news media content data from the 2009 German Longitudinal Election Study. The results show that citizens whose issue concerns are salient amongst party candidates and in the media campaign coverage are indeed more satisfied with democracy in their country. This effect exists not only for congruence with the party for which individuals voted, but also for agreement with the other parties.  相似文献

Parties face a trade-off between motivating partisans to participate in the election and appealing to issue-oriented middle-of-the-road voters. We show that, consequently, parties may diverge from the median voters’ preferred policy by sending ambiguous messages to voters which include announcements of alternative platforms. Moreover, surprisingly, an increase in the size of a partisan constituency may lead to platform convergence towards the median voters’ preferred policy. We identify two conditions for this outcome. First, the electorate is sufficiently divided such that full convergence does not occur and, second, the majority of the non-partisan voters is more inclined to the party with increased support of partisans.  相似文献

From the normative point of view, there is a general agreement that representatives should act in line with the interests of those being represented. The knowledge about citizens' preferences for representation is very limited, however. This study examines MP's representative roles from the perspective of the citizens. It utilises a task definition approach in the Finnish institutional setting, which substantially differs from the context of earlier investigations in terms of open‐list electoral systems with mandatory preferential voting. Based on the 2007 Finnish National Election Study (n = 1,422), voters' preferences concerning four different representational roles are analysed: as representatives pursuing the interests of their electoral district, party, individual voters or being independent actors. Next, voters' preferences are accounted for by the factors related to each type of representation: citizens' regional electoral context, party attachment and electoral supply, political engagement and political competence, respectively. The results show that citizens living in electoral districts located far away from the political centre or in constituencies where it is more difficult for small parties to win political representation are most prone to prefer regional representation. Similarly, voters who have closer ties with political parties prefer party‐centred representation while those who feel less politically efficient favour close ties with their MPs. Education in turn increases the support for a political representative to act independently from the electorate or the party.  相似文献

In contrast to previous studies on the political opportunity structures of anti‐immigrant parties, this article argues that voters’ perceptions of policy convergence between mainstream alternatives affect their short‐term propensity for supporting such partisan challengers. Drawing upon leading research in the field, two hypotheses about voters’ perceptions of policy convergence, in two policy areas (economic redistribution and immigration), are presented. The main findings in the article suggest that policy convergence between mainstream parties has a more immediate impact on the electorate than commonly recognised. Using unique data from Sweden, the article shows that perceived convergence between Swedish mainstream parties in the field of immigration policy increases potential support for the anti‐immigrant party, the Sweden Democrats (SD). Yet the results are the opposite when it comes to perceptions of convergence in the field of economic‐distributive policies. In contrast to widespread assumptions, the article thus finds that policy convergence between mainstream parties only appears to create short‐term opportunities for anti‐immigrant parties if it takes place on their own policy turf. These results indicate, in other words, that the potential electorate of the SD – which is a wider group than hard‐core xenophobes – is largely driven by preferences about immigration policy, rather than the short‐term urge to protest against mainstream parties. The article, therefore, concludes that the cordon sanitaire to isolate the SD in Sweden – which is underpinned by de facto convergence between mainstream parties on immigration policy – could improve, and is unlikely to curb, the short‐term electoral opportunities of this party.  相似文献

Congruence is greater for some countries than others. MEPs are even less representative of their voters than are candidates in general, and all are more pro–integrationist than the electorate. Differences between countries are explained by variations in electoral systems and in national party systems. A genuine European party system and a common and PR electoral system would make MEPs more representative, but almost certainly less integrationist.  相似文献

Congressional districts create two levels of representation. Studies of representation focus on a disaggregated level: the electoral connection between representatives and constituents. But there is a collective level of representation—the result of aggregating across representatives. This article uses new measures of home styles to demonstrate that responsiveness to constituents can have negative consequences for collective representation. The electoral connection causes marginal representatives—legislators with districts composed of the other party's partisans—to emphasize appropriations in their home styles. But it causes aligned representatives—those with districts filled with copartisans—to build their home styles around position taking. Aggregated across representatives, this results in an artificial polarization in stated party positions: aligned representatives, who tend to be ideologically extreme, dominate policy debates. The logic and evidence in this article provide an explanation for the apparent rise in vitriolic debate, and the new measures facilitate a literature on home styles.  相似文献

How responsive are political parties to the issue priorities of voters? While there are numerous studies that examine policy position congruence between parties and voters or government responsiveness, we know little about the extent to which parties adjust their policy priorities to the issue concerns of voters. Following saliency and issue ownership theory, we argue that political parties listen to their voters by emphasizing policy issues in their election manifestos that have been prioritized by citizens. However, in line with second-order election theory, we expect that issue responsiveness varies with the electoral context. To test our theoretical expectations, we generated a novel dataset that combines data on issue attention of political parties from the Comparative Manifesto and the Euromanifesto projects with data on policy priorities of voters from the European Election Studies, the Comparative Study of Electoral Systems and various national election studies. We empirically test our theoretical claims based on a comprehensive analysis of 104 parties from 17 countries competing in 84 national and European elections from 1986 to 2011. Our findings have important implications for political representation in Europe.  相似文献
