ABSTRACT

This paper explores contemporary counterterrorism efforts as an instrument for attaining peace as a ‘global public good’. It notes the lack of an agreed definition of terrorism, the distinction between freedom-fighting and terrorism, and the issue of ‘excessive use of force’ by the state. It assessed the extent to which US counter-terrorism policy has influenced policy in the UN Security Council, and the shortcomings in Council policy that require redress. The paper concludes that counterterrorism will be successful only when a ‘global law enforcement’ approach prevails over the national security-driven ‘war-on-terror’ and when genuine efforts are undertaken to address the root causes of terrorism, including the forward basing of US forces in the Arab world.  相似文献

This article presents some of the findings of research on issues surrounding teaching terrorism and political violence at UK higher education institutions. It reports the results of a survey of UK institutions of higher education on their responses to government and other pressures in relation to terrorism. The data show a minority of universities have developed systems, policies or procedures for ‘preventing violent extremism’, while a significant number have developed close cooperation and collaboration with state counterterrorism policies raising potential issues of academic freedom. This article then examines three high-profile cases – incidents where universities, lecturers and students have come under political and legal pressures over the content of terrorism courses or accusations of ‘radicalisation’ on campus. It suggests that these pressures can be and sometimes are resisted, but that they have on occasion effectively narrowed the scope of academic freedom in practise with the danger that a further chilling effect follows in their wake.  相似文献

This study explores global and regional war on terror discourses. It focuses upon language construction ‘framing’ the character of, and global and regional responses to, terrorism. It is concerned with social power and critiques the war on terror discourse globally and in Southeast Asia. Central to this are constructions of Islam. The analysis assesses the complexities behind often essentialized depictions of Islam. The paper argues that a deeper understanding of the complexities of the discursive dimension of the war on terror can help provide an additional understanding of the ideational background for operational counterterrorism policies and practices.  相似文献

Academic writing on ‘terrorism’ and the availability to the mainstream media and policy-makers of terror ‘experts’ have increased exponentially since 11 September 2001. This paper examines the rise of terror expertise and its use in one particular public arena – the mainstream news media. Using a combination of citation analysis and media analysis, the paper presents a ranking of the most influential terror experts in the mainstream news media in the Anglophone world. It is shown how what has been called an ‘invisible college’ of experts operates as a nexus of interests connecting academia with military, intelligence and government agencies, with the security industry and the media. The paper then takes a small number of case studies of some of the most prominent experts who exemplify the dominant trend in the field and examines the networks in which they are embedded. The last part of the paper uses the data generated to re-examine theories of ‘terrorism’ and the media, of ‘propaganda’ and ‘terrorism’, and of ‘source–media’ relations. It is suggested that the study of terror experts shows the need to study and theorise the media in a wider context by focusing on the relations between media content and production processes and wider formations of power. In so doing, the paper attempts to connect studies of media and terrorism to wider studies of terror and political violence.  相似文献

While it is sensible that governments and academics endeavour to assess the effectiveness of counterterrorism policies, this article argues that it is almost impossible to measure arithmetically the outcome of counterterrorism efforts for a variety of reasons. However, this does not mean that the effect of governmental policy cannot and should not be assessed. This article argues that it is not necessarily the policy measures and their intended results as such, but much more the way in which they are presented and perceived, that determine the overall effect of the policy in question. The article introduces the concept of ‘performativity’, which involves the extent to which a national government, by means of its official counterterrorism policy and corresponding discourse, is successful in selling its representation of events, its set of solutions to the terrorist problem, as well as being able to set the tone for the overall discourse on terrorism and counterterrorism. Due to the distinct relation between the performative power of counterterrorism efforts and the arc of violence carried out by terrorist movements, analysing the level of performativity will provide an indication to the effectiveness of counterterrorism policies. It is argued that a low level of performative power generally has a more rapidly neutralising effect on radicalisation and political violence than large-scale, public counterterrorism efforts.  相似文献

An exploratory framing effects experiment was conducted to test whether three controversial news portrayals (or frames) of the terrorist threat increase subjects' perceptions of the danger. A total of 176 subjects were exposed to one of eight different article treatments. The subjects reported higher levels of perceived threat when the danger was associated with ‘radical Islamic groups’ (as compared to homegrown terrorists) and ‘nuclear’ technology (as compared to conventional weapons). Contrary to conventional wisdom, however, this study also showed that the term ‘terrorism’ itself did not affect the perceived threat. These results provide support for a theory of framing that explains the precise ways in which a particular set of communicating texts (terrorism news frames) influence human consciousness. Further theoretical details, as well as the social and political implications of this study, are discussed.  相似文献

This article seeks to establish a context for the other contributions to this special issue. Using the lens of strategic culture, the article tries to explore how states from Europe and Asia have responded to the US-led ‘war on terror’. It argues that the nature of the threat from international terrorism requires states in Europe and Asia to develop a range of external and internal policy responses. Europe has been able to react to this changing strategic environment more successfully because of the pre-existing pattern of interstate cooperation as well as the organizational framework of the European Union. The United States has been more successful in imposing its counterterrorism priorities upon particular Asian states due to the absence of mature frameworks for international cooperation within the region.  相似文献

Japan, in responding to US expectations for support in the ‘war on terror’, has displayed a degree of strategic convergence on global security objectives, thus prompting policy-makers and observers to dub it the ‘Great Britain of the Far East’. This article argues, however, that Japan is far from assuming this role. For Japan, the ‘war on terror’ serves more as a political pretext for legitimating long-planned changes in military security policy that are often only marginally related to the US's anti-terrorism agenda. Instead, Japan has focused much more on using the terror threat rationale as a means to push forward its response to the regional and traditional security challenges of North Korea and China, even if at times it attempts to depict both as ‘new security challenges’ or as involving elements of counterterrorism. The final conclusion is that US military hegemony may be weakened by Japan's and the Asia-Pacific's potential divergence from the US global security agenda.  相似文献

When ethnic minority parties are excluded from government coalitions, are group attributes such as religion related to the groups’ use of political violence? We argue that extremist factions within minority groups make use of divergence in religion to mobilize support for violent action when the group is excluded from government. Thus, we posit that while religion per se is not a source of violence, extremist elements of ethnic minorities, whose religion differs from the majority, may use religious divergence to mobilize group members to perpetrate terrorism. Specifically we test the hypotheses that extremist factions of an excluded group will be more likely to carry out terrorist attacks when the group's members belong to a different religion as well as when they belong to a different denomination or sect of a religion than the majority. To test these propositions, we use data on ethnic minority party inclusion in government coalitions, ethnic minority group religion, and the Global Terrorism Database (GTD) by matching perpetrators with ethnic groups for all democracies, 1970–2004.  相似文献

What can cancer and HIV tell us about terrorism? How would we proceed if terrorism were a disease? A comparison of cancer and HIV can suggest alternative ways of conceptualizing terrorism and counter-terrorism using contrasting disease models that emphasize differing connections between etiology and prevention and control. A public health model also can help us think about terrorism as a basic research problem to be translated into therapeutic and preventive applications rather than primarily as a policy or political problem that makes only selective use of research studies. Through this re-conceptualization of terrorism as a basic and translational research challenge, we can draw upon the examples of the U.S. ‘War on Cancer’ and response to the ‘Aids Epidemic’ to help identify gaps in organizing academic and other resources to wage the ‘War on Terrorism.’ Recognizing and addressing these gaps could ultimately pave the way for more effective strategies in understanding and responding to the significant threats posed by terrorism, from the identification of factors that produce terrorist acts to the implementation of informed measures for the prevention and control of terrorist, and even proto-terrorist, activity.  相似文献

One prevailing view treats Al Qaeda as a monolithic entity with a global network of affiliates. Yet, certain affiliates appear more committed to local political and territorial goals – parochial, not global, terrorists. We construct a classification scheme to differentiate affiliates conceptually and empirically, and then track their types over time. We sort Al Qaeda’s network of affiliates using a principal components analysis of terrorist attacks from 1988 to 2012. We show that this aids in identifying latent affiliate types, and interpreting shifts in behavior. We find that despite Al Qaeda’s anti-western rhetoric, there exists a global-parochial divide in which most affiliates are parochial – with anti-Western groups pursuing local political goals even when Western targets remain. By providing an empirical strategy to identify which affiliates are more or less aligned with global terrorism, this research holds implications for the literatures on terrorism and civil war, terrorism and democracy, and the effects of counterterrorism.  相似文献

While the academic study of counterterrorism has gained momentum in recent years, it still suffers from major theoretical weaknesses. One of the most prominent shortcomings is an absence of theories that can effectively explain the factors that shape the counterterrorism policies of democratic regimes. The present study attempts to fill this theoretical void in two ways. First, it proposes an analytical framework for a classification of counterterrorism policies. Second, it presents a theoretical framework that strives to uncover the factors that have influenced the struggle against domestic terrorism in democratic regimes. The analyses, which have used a unique and comprehensive dataset that documents counterterrorism policies in eighty-three democracies, show that the robustness of the regime's democratic foundations as well as the symbolic effect of terrorism are major forces in shaping the democratic response to it, while the direct impact of terrorism is less influential than assumed in the literature.  相似文献

ABSTRACT

This paper provides an alternative framework that conceptualizes the threat posed by terrorism based on an epidemiological approach that views it as a chronic disease like cancer rather than as a military, ideological, or socio-economic problem. After highlighting the similarities in the causes, behavior, treatments, and challenges of combating terrorism and cancer, this paper presents a staging system policymakers can use to educate the public and allocate counterterrorism resources more efficiently. This approach encourages policymakers to see terrorism for what it is (an all but inevitable facet of modern life that can be managed but never fully eliminated), and not what they wish terrorism to be (a national security problem that can be solved, defeated, or vanquished). It provides policymakers with a useful model to conceptualize the threat and treat terrorism in a comprehensive manner, from preventing future attacks to effectively responding to them when they will inevitably occur.  相似文献

Kenya’s state discourse on terrorism and counterterrorism securitises Somali refugees and refugee camps. Using the securitisation theory, a perspective of social constructivism as a theoretical framework, the article attempts to establish the relationship between the securitisation of Somali refugees and refugee camps and refoulement as a measure to counter the securitisation. The arguments raised are the speech acts of Kenya’s securitising actors expressed in the terrorism discourse present Somali refugees and refugee camps as existential threats to peace and security in the country. Consequently, their speech acts expressed in the counterterrorism discourse present non-refoulement of the refugees as an existential threat to national security so as to justify, to the targeted audience, the adoption of refoulement, a norm-violating measure, to counter the fear of the threat of terrorism from Somali refugees and refugee camps. Terrorism and counterterrorism in Kenya have, therefore, been “Somalinised”. The conclusion offers ways of preventing the “Somalinisation” of terrorism and counterterrorism in Kenya.  相似文献

The author begins by examining Sprinzak's theory of ‘split delegitimization’ and finds that although it provides a persuasive account of why some extreme right groups become so radicalized that they perpetrate acts of terrorism and political violence, its major weakness is that it fails to explain the emergence and long‐term survival of mass parties of the extreme right. The article briefly surveys some of these mass parties and finds that there is no clear correlation between the electoral success of extreme‐right mass parties and the level of terrorism and political violence from small extreme‐right groups. However, the evident ambivalence of mass parties of the far right towards violence, and intensification of the propaganda of violence, racisim and xenophobia are clearly conducive to violence and Terrorism and Political Violence.  相似文献

In this article, I examine the legacy of the discourse on political Islam in the context of George W. Bush's ‘war on terror’, reflecting on the role this discourse has performed in constructing and affirming the United States' self-identity as a beacon of ‘democracy’, ‘progress’ and ‘modernity’, in contradistinction to an Islamist ‘other’. It will evaluate the three most prominent manifestations of the modern rationalist paradigm in relation to the ‘war on terror’ discourse: the tendency to ‘ideologise terror’; the tendency to conflate Islamist movements and view them solely within a security/counterterrorism framework; and the tendency to employ double standards when distinguishing between what is regarded as legitimate and illegitimate uses of political violence. This article will then consider to what extent it is appropriate to label the period since the Obama election as a truly ‘post-war on terror’ politics.  相似文献

New theoretical approaches have been developed that apply deterrence and coercion to counterterrorism. Critics have suggested, however, that in the particular case of deterring terrorism by threats of punishment, a mismatch exists between deterrent goals and counterterrorism intentions: the twin aims of destroying and deterring a single opponent is logically and theoretically incompatible. These criticisms, however, neglect to take two important factors into consideration. First, threats of punishment in counterterrorism can be applied against a wide assortment of actors involved in and associated with terrorism and political violence. Second, the concept of “intra-war deterrence” suggests ways in which a state can deter certain behavior or a specific form of warfare while engaging in open conflict with that same adversary. In exploring both factors, this article posits that states can gain coercive leverage over different actors involved in terrorism, including organizations with which they are actively hoping to defeat.  相似文献

This article examines the nature of religious terrorism, principally with reference to al-Qaeda. It argues that a distinction must be made between the ultimate aims and the immediate objectives of ‘religious’ terrorists, and that while the ultimate aims will be religiously formulated, the immediate objectives will often be found to be almost purely political. This distinction is illustrated with reference to such pre-modern religious terrorists as the Assassins and Zealots. Immediate objectives, are for many purposes more important than ultimate aims.

Although the immediate objectives of al-Qaeda on 9/11 cannot be established with certainty, it is highly probably that the intention was to provoke a response from the US that would have a radicalizing impact on al-Qaeda's constituency. Reference to public opinion in the Middle East, especially in Egypt, shows that this is indeed what has happened. Such an impact is a purely political objective, familiar to historians of terrorism from at least the time of Errico Malatesta and the ‘propaganda of the deed’ in the 1870s. While no direct link between Malatesta and al-Qaeda exists, al-Qaeda was certainly in contact with contemporary theories that Malatesta would have recognized, and seems to have applied them.

Even though its immediate objectives are political rather than religious, al-Qaeda is a distinctively Islamic group. Not only is its chosen constituency a confessional one, but al-Qaeda also uses—and when necessary adapts—well-known Islamic religious concepts to motivate its operatives, ranging from conceptions of duty to conceptions of ascetic devotion. This is demonstrated with reference to the ‘Last Night’ document of 9/11. The conclusion is that terrorism which can be understood in political terms is susceptible to political remedies.  相似文献

This article assesses the validity of the concept of ‘religious terrorism’ and its consequences for research and policy practices. It explores the origins, assumptions and primary arguments of the term and subjects them to an analytical assessment. It argues that the distinctions typically drawn between ‘religious’ and ‘secular’ terrorism are problematic, both conceptually and empirically, and that the term is misleading in its typical assumptions about the motives, causes and behaviour of groups classified as ‘religious terrorist’. In particular, it shows that the behaviour of those thus labelled is so diverse, and often so indistinguishable from their ‘secular’ counterparts, that the term has little meaning without further qualification, while simultaneously obscuring important aspects of both ‘religious’ and ‘secular’ violence. It then goes on to illustrate how the term, rooted in a particular historically situated understanding of religion and a particular set of power structures, serves as a disciplinary device to domesticate ‘political religion’, delegitimising certain actors while legitimising a number of highly contentious counterterrorist practices designed to deal with those described as ‘religious terrorists’. The article ends with some suggestions for alternative ways to study the role of beliefs and institutional structures, religious or otherwise, in producing political violence.  相似文献

The understanding of terrorism should be expanded to encompass the types of violence most often experienced by women, such as rape. Pakistani men, soldiers and civilians have used rape as a strategy of terrorism against Pakistan's women, particularly those who dare to transgress existing social hierarchies or who belong to stigmatized social groups. Moreover, the complex and sometimes contradictory set of criminal, Islamic, and tribal laws on rape and ‘honour killings’ give women little recourse against gender violence and even permit their re-victimization.  相似文献
