Since the end of the Cold War, democracy promotion, intervention and statebuilding have once again been explicit features of American foreign policy. Current assessments of this return, however, overlook both their longer term history and their roots in liberal (and not just American) ideology. The contradictions and dynamics entailed in the liberal philosophy of history have already played themselves out once before, in the modernization theories and policies of the early Cold War period. Despite their academic and political failures at the time, the same assumptions now underpin democracy promotion in the post-Cold War period and show signs of the same dynamics of failure. In this two part essay, I argue that the repetition of such counterproductive policies constitutes a recurring ‘tragedy of liberal diplomacy’ in which the shaping of US foreign policy by assumptions deeply rooted in the liberal philosophy of history plays a central part in producing the very enemies that policy is designed to confront and transform.  相似文献

Abstract

Whereas the Yalta System collapsed and the Cold War ended in the Euro‐Atlantic context, the basic structure of the Cold War remains in the Asia‐Pacific region, and still provides potential sources for future conflicts. This paper reconsiders the regional Cold War and its implications for current international politics in the Asia‐Pacific region. It argues that the relaxation of tensions seen since the late 1980s resembles the 1970s’ détente in the Euro‐Atlantic region, i.e. recognition of a Cold War political status quo, rather than the ‘end of the Cold War’. Along with political and ideological confrontations, significant elements within the Cold War structure in the Asia‐Pacific are regional conflicts among its major players. Their historical correlation within the San Francisco System has been neglected in past studies. The paper suggests that re‐examining the disputes within a multilateral framework may provide a key to a breakthrough in understanding the current status quo.  相似文献

Abstract

Hannah Arendt's On Revolution offers a critique of modern representative democracy combined with a manifesto-like treatise on council systems as they have arisen over the course of revolutions and uprisings. However, Arendt's contribution to democratic theory has been obscured by her commentators who argue that her reflections on democracy are either an aberration in her work or easily reconcilable within a liberal democratic framework. This paper seeks to provide a comprehensive outline of Arendt's writing on the council system and a clarification of her work outside the milieu of the post-Cold War return to Arendt. Her analyses bring to light a political system that guarantees civil and political rights while allowing all willing citizens direct participation in government. Framing her discussion within the language of the current renewed interest in constituent power, her council system could be described as a blending together of constituent power and constitutional form. Arendt resists the complete dominance and superiority of either element and argues that the foundation of a free state requires nothing less than the stabilization and persistence of constituent power within an open and fluid institution that would resist either the bureaucratization of politics or its dispersal into a revolutionary flux. Although one may conclude that her institutional suggestions are far from flawless, her political principles allow a conceptualization of democracy in more substantial ways than current liberal political philosophy.  相似文献

Abstract

This paper explores the failure of modernisation theory and its more recent offspring as represented by ‘transition to democracy’ and ‘construction of capitalism’ theories to explain the post-communist development of Russia. Some post-modern theories, though, reinterpreted to emphasise the disintegration and fragmentation of the ‘hard core’ of social structures rather than the ‘post-philosophical’ mode of thinking and ‘aestheticised’ styles of consumption, are looked at for a more fruitful conceptual alternative. In the conclusion, the idea of ‘multiple fragile modernities’ is argued for as the most promising starting point for the conceptualisation of post-communism as well as its correlation with global ‘late capitalism’.  相似文献

Liberal democracy constitutes a particularly attractive political model with its emphasis on both popular sovereignty and individual liberty. Recently several new and innovative articulations of the liberal democratic ideal have been presented. This article reviews three of these recent theories and particularly their democratic credentials. The selection includes theories emphasizing modus vivendi, Rawlsian political liberalism and liberal equality. Taken together these theories show different ways to conceptualize democracy within liberal thought. I argue that ultimately all three approaches struggle with articulating a persuasive conception of democracy, but nevertheless these theories show that liberals do think seriously about the role of democracy in their theories.  相似文献

Normative political theory over recent decades has focused mainly on what ought to be done as far as migration policies are concerned. It faces a basic challenge, which stems from two competing, yet equally fundamental, ideals underpinning liberal democratic societies: a commitment to moral universalism and the exclusionary requirement of democracy. The objective of this special issue, ‘New Challenges in Immigration Theory’, is to provide a conceptual overview of (some) immigration theories and to highlight the challenges new streams of immigration pose for normative (political) theory and liberal democratic practice. The issue will consider how to reconcile state-based exclusion with a commitment to equal moral concern for all persons, by focusing on the non-standard immigration questions that have so far been ‘neglected’ by normative political theory. In line with this objective, the issue will discuss some of the inadequacies of the dominant political theories of immigration and show how such theories can be expanded to take account of new migration challenges such as brain drain, climate migration, detention of irregular migrants and asylum seekers, rights of labour migrants, transnational networks of movement, and so on.  相似文献

The purpose of this paper is to provide the definitional and empirical background to the Liberal Democracy Series I Index of democracy that is available in Bollen (1998) but whose rationale has not been published. More specifically, the paper (1) gives a definition of liberal democracy that has guided the formation of this index, (2) describes measures that correspond to this definition, (3) provides a measurement model that links the indicators of democracy to the latent variables that represent the concept, (4) explains the construction of the Liberal Democracy Series I Index, and (5) compares the Series I democracy measure to two other widely used democracy measures in a latent curve model. The Liberal Democracy Series I Index provides a simple unweighted measure of liberal democracy that minimizes the bias in expert ratings, is highly reliable and highly correlated with the latent liberal democracy variable. The evidenced reviewed here suggests that its measurement properties are superior to the Polity and Vanhanen democracy indices with the exception that it is available for a more limited period of years than these latter two.  相似文献

Each has its strengths; each has its implications for practice. ABSTRACT

Military obsolescence affects the capability of all militaries as it relates to serviceability and performance when countering potential opponents, and more specifically in the case of developing countries lacking strong indigenous defence industries. The gradual nature of this military concern has not been studied systematically, in contrast to military modernisation. This paper presents a synthetic framework composed of several indicators to examine military obsolescence. Vietnam has been selected for the application of the framework for its large number of Cold War legacies and the strategic pressure from China. Hanoi's ageing assets would undermine its position vis-à-vis Beijing, and its defence investment policies face the dilemma of choosing to spend more on naval and aerial power, or ameliorating its army which is technologically lacking compared to its Chinese counterpart.  相似文献

What implications do emerging spaces, concepts and identities of security have for the practice of citizenship? This article examines security and citizenship in the UK. As its focus it takes a recent White Paper published by the British government called Secure Borders, Safe Haven (2002). Two arguments are developed. First, it is argued that with this document, and the reforms it proposes for immigration, asylum and citizenship in the UK, we are in the presence of ‘domopolitics’. Whereas political economy is descended from the will to govern the state as a household, domopolitics aspires to govern the state like a home. Consequently, domopolitics and liberal political economy exist in tension with one another. Second, we need new forms of comparison if we are to adequately map domopolitics. To this end, the article compares the domopolitics of the homeland and similar securitizations not with the interstate security games of the Cold War, but with the governmentality of social security.  相似文献

Populism is often thought to mark a sharp break with liberal democracy. But to what extent is this the case? In this contribution the connections between populism and liberal democracy are sketched in the context of several areas where discussions about populisms have stressed their discontinuity with the liberal democratic tradition and its practices. The discussion concentrates upon the notions of the people, their representation, elites, constitutional issues and economic policies. In each case it is suggested that continuities are as strong, and sometimes stronger, than discontinuities in these relationships. The contribution ends with a discussion of how it might be possible to defend liberal democracy from a non-liberal position in the face of the critique from populisms.  相似文献

Abstract

With the rise of China and Russia, the international system is poised to shift from unipolarity to multipolarity. This article argues that this structural reconfiguration will have—and is having—a profound effect on the future efficacy of the responsibility to protect (R2P). The rise of R2P, we argue, must be situated in the context of the end of the Cold War and the ‘unipolar moment’ this heralded. The efficacy of R2P is predicated on the assumption that moral advocacy can influence liberal democracies to re-orientate their foreign policy priorities towards human rights protection. We argue that the emerging multipolarity will expose the temporal specificity of this strategy and, ultimately, weaken the influence of R2P.  相似文献

Abstract

This paper looks at two 20th century theories of tragedy: those of Cornelius Castoriadis and Albert Camus. The theories that each proffer of this ancient cultural form are striking. Against more standard views, both theorists stress that tragedy is a cultural form that has only arisen historically in cultures whose forms of religious thought have been laid open to question. In this way, both argue that tragedy is an important democratic cultural form, which stages the confrontation between a no longer unquestionable divine order, and human autonomy. The intent of the paper, from the start, is a political one. It wants to place Camus alongside Castoriadis as a ‘post-Marxist’ thinker, who belongs meaningfully to what Dick Howard has called ‘the Marxian legacy’. More than this, it aims to do this by staging Camus' theorisation of tragedy, with Castoriadis', as a powerful riposte to the conservative criticism of democracy as a modern political form, that is, that it cannot muster sacral cultural forms forceful enough to meaningfully unite people beneath its banner.  相似文献

ABSTRACT

This paper explores existing thinking and research on the use of negative advertising strategies in political campaigning, and in particular examines their potential impact on liberal democracy. We ask what impacts negative forms of political communication may have on our system of government and democratic participation. Though political advertising makes up only a part of political discourse, an analysis of it is necessary given the increasing “marketisation” of political communication, coupled with concerns regarding the so called “democratic deficit.” In order to more truly evaluate its impact, the evidence pertaining to both the positive and detrimental consequences of employing negative ad strategies is examined. What emerges are some very real short-term benefits, some very real concerns over its use, and confusion over its “true” impact. Of particular note is the need for researchers and campaign managers to take a longer-term view of the potentially detrimental consequences of employing negative advertising strategies-to look beyond the short-term gains of winning elections and to consider the longer-term societal consequences of consistently employing advertising strategies characterised by the creation of doubt, fear, anxiety, violation and viciousness. We argue that the “winning” mentality of political ad campaigns needs to be balanced by a more “nurturing” orientation if the tenets of liberal democracy are to remain sustainable.  相似文献

Drawing on a substantive connection between liberalism and feudalism, I argue that in spite of a nominal commitment to democracy, the American political system is not substantively democratic. On the contrary, the increasing commitment to neoliberal ideology over the past 30 years is having the effect of establishing a private government, one that is strikingly similar to feudalism, where the few rule the many in the interests of the few and status arrives via consumption and market connections. Furthermore, the internationalization of the American politico-economic model, largely via transnational corporations, promises the extension of this New Feudalism throughout the world. Despite the claims that "liberal democracy" promises the end to history, in other words, the future of democracy looks particularly bleak.  相似文献

Abstract

This paper examines the theoretical ideas of Friedrich von Hayek, arguably the key progenitor of the global economic orthodoxy of the past two decades. It assesses Hayek's thought as he presents it: namely as a form of liberal ism. Section I argues that Hayek's thought, if liberal, is hostile to participatory democracy. Section II then argues the more radical thesis that neoliberalism is also in truth an illiberal doctrine. Founded not in any social contract doctrine, but a form of constructivism, neoliberal thought at its base accepts the paradoxical need to "discipline subjects for freedom", however this might contravene peoples' natural, social inclinations. The argument is framed by reference to Aristophanes' great comedy, The Birds, whose off shore borderless empire ironically prefigures the dream of neoliberal social engineers, and their corporate supporters.  相似文献

Abstract

This article examines Václav Havel's unconventional route to democracy. At the core of the enquiry is an analysis of the role his Absurdism played in the development of his thought and activism. The essay illustrates how a typically literary, non-democratic intellectual orientation sustained Havel in his struggle for democratic political change against the abuses of really existing socialism. Yet, Havel's thought did not stop there; he eyed Western liberal ism critically as well. Springing from his Absurdist sensibility was a vision of democracy that was neither wholly liberal nor socialist, yet quite practical. By making a case for reconsidering ideas that typically fall outside the purview of democratic theory, this article also suggests the possibility of critically rethinking democracy itself.  相似文献

Abstract

While resilience has been recognized as a new strand in the government of security, little attention is paid its associated subjectivities and technologies of the self. One of the key sites for such development has been the military. A principal attribute of traditional military subjects has been fortitude, an assemblage of moral strength, will-power and courage deeply inscribed in the soul. In the new military, fortitude is now seen as of only conditional value to the latest configuration of the ‘liberal way of war’. Instead, resilience is centred as appropriate to ‘warriors’, and resonates with an advanced liberal political environment. Resilience appears as a set of cognitive skills that anyone can develop with correct training. Founded in cognitive behavioural therapy, resilience centres innovativeness, enterprise, responsibility and flexibility. It now takes its place as part of a complex of scientifically grounded techniques of the self necessary to optimize autonomous subjects in an age of high uncertainty.  相似文献

Abstract

Political philosophers are divided on the question of whether society should guide individuals in their projects and goals in light of the competing, yet overlapping, values of moral independence and human well-being. The lively neutralism-perfectionism debate appears to be significantly muted, however, when it comes to children who, all parties assume, should be guided by adults in their plans of life. Thus, in their stimulating new book, Family Values: the Ethics of Parent-Child Relationships, liberals Harry Brighouse and Adam Swift affirm the role of the family in directing and enabling children’s flourishing. My paper challenges this distinction between parents and children in the liberal position to argue that the idea that it is appropriate to direct children to enable them to flourish, entails in fact, a commitment to policies that promote and enable the flourishing of all.  相似文献

Abstract

This essay explores international engagement in the Sri Lankan peace process between 2002 and 2008. The internationalization of peacebuilding in Sri Lanka is analysed as part of a broader international shift towards a model of ‘liberal peacebuilding’, which involves the simultaneous pursuit of conflict resolution, liberal democracy and market sovereignty. The essay provides a detailed and disaggregated analysis of the various exporters, importers and resisters of liberal peacebuilding, with a particular focus on the contrasting ways in which the United National Front (UNF) and the United People's Freedom Alliance (UPFA) regimes engaged with international actors. It is argued that an analysis of the Sri Lankan case provides a corrective to some of the core assumptions contained in much of the literature on liberal peacebuilding. Rather than viewing liberal peacebuilding as simply an hegemonic enterprise foisted upon countries emerging from conflict, the essay explores the ways in which peacebuilding is mediated through, and translated and instrumentalized by, multiple actors with competing interests – consequently liberal peacebuilding frequently looks different when it ‘hits the ground’ and may, as in the Sri Lanka case, lead to decidedly illiberal outcomes. The essay concludes by exploring the theoretical and policy implications of a more nuanced understanding of liberal peacebuilding. It is argued that rather than blaming the failure of the project on deficiencies in its execution and the recalcitrance of the people involved, there is a need to look at defects in the project itself and to explore alternatives to the current model of liberal peacebuilding.  相似文献
