With globalization, the number of individuals traveling, working or studying abroad is rising globally, and so is the number of international marriages. However, there has been a dramatic rise in the number of ‘mail-order brides’ through matchmaking since the 1970s in the Western world and since the 1990s in several Asian countries. The so-called ‘mail-order bride’ phenomenon has become an important route for international migration, especially for gendered migration. Since official relations with China began in August 1992, the number of Korean Chinese women who came into Korea for marriage with native Korean men is about 100,000 between 1990 and 2005. The number of Japanese women who married Korean men is approximately 17,000, while the numbers of Filipino women who married Korean men is about 6000. Recently, the nationalities of these foreign wives of Korean men have expanded to include women from Vietnam, Russia, and Uzbekistan. In 2005, among a total of 250,000 foreign spouses in Korea, 160,000 of them were women. The Korean state had contributed to initiate these international marriages by importing Korean Chinese women for their unmarried rural citizens. As international marriages have become a social issue, the state tries to cope with these new issues through changing the laws and policies. Utilizing several government statistics, a nationwide questionnaire survey of nearly 1000 foreign brides with various nationalities, which was conducted in May and June 2005, and some interviewed data of foreign wives and government personnel, this paper analyzes (1) patterns and trends of marriage migration to Korea; (2) the issues and problems of foreign brides, such as their status and citizenship, economic situation, access to social security and ‘fake marriages’ issues; and (3) recent changes in governmental policies towards them. Special focus will be on what factors influenced the recent governmental action and how the ideology that ‘A married daughter is no longer a daughter ()’ is still reflected in recent policies even in today's more progressive society.  相似文献

This paper gives an overview on international marriage in East and Southeast Asia. It first reviews the available data on the incidence and trends of transnational marriage. It then discusses the factors generally cited as contributing to the rising incidence of international marriage in the region: the increased mobility of population, particularly with respect to tourism, business travel, short-term employment and international study; and marriage market issues in a number of countries of the region, leading to deliberate and targeted search for spouses in other countries. It also reviews the types of international marriages in the region, including the national, ethnic and social characteristics of spouses in such marriages. Finally, it discusses the issues and problems covered and not (or inadequately) covered in the literature of international marriage in East and Southeast Asia in relation to the questions of rights and of the boundaries and sovereignty of the state.  相似文献

The post-Cold War debate among positivist and post-positivist theorists of international security - particularly realists, liberals and constructivists - has not diminished. Both realism and constructivism have now been established as the key intellectual competitors in Southeast Asian security studies. Following a brief intellectual history of Southeast Asian security studies, this paper reviews the major works of two political scientists who are leading authorities: Michael Leifer, a professor at the London School of Economics and Political Science and a realist; and Amitav Acharya, a professor at York University and a constructivist. This review essay makes the following argument: constructivism is more insightful than balance-of-power realism, but it is more likely to conform to a sophisticated balance-of-threat theory - a form of ‘minimalist’ or ‘soft’ realism - which can help explain the daunting tasks of security-community building.  相似文献

The author examines marriage patterns in Mexico City, Mexico, during the eighteenth century. The strongly female-oriented sex ratio and strict social and ethnic marriage customs, including racial endogamy, are cited as causes for the preponderance of unions between young women and older men. The rise of China raises questions about international order and whether traditional power structures will be transformed peacefully or confrontationally. Actively engaged in trade and investment activities with its Southeast Asian neighbourhood, China has been exerting political influence on many Southeast Asian states, cleaving regional cohesion and raising levels of tensity in the region. This article presupposes that within so-called non-traditional security (NTS) areas, there is room for China and Southeast Asian countries to circumvent the political tensions, to some extent. It presumes that NTS issues facilitate greater interaction with/on China for Southeast Asian states, including enhanced European Union (EU)-Association of Southeast Asian Nations (ASEAN) engagement on China. Recognising the increasing and rather underexplored importance of the NTS perspective on the official and scholarly levels, this article delves into the rhetoric of NTS from a European perspective with particular view towards the South China Sea issue to demonstrate the use and utility of the NTS concept in the EU-ASEAN context against the backdrop of China's rise.  相似文献

Abstract

Observers of Southeast Asian affairs commonly assume that the members of the Association of Southeast Asian Nations (ASEAN) are reluctant to pursue liberal agendas, and that their main concern is to resist pressure from Western powers to improve their human rights practice. This article, however, argues that such a conventional view is too simplistic. The Southeast Asian countries have voluntarily been pursuing liberal agendas, and their main concern here is to be identified as ‘Western’ countries – advanced countries with legitimate international status. They have ‘mimetically’ been adopting the norm of human rights which is championed by the advanced industrialized democracies, with the intention of securing ASEAN's identity as a legitimate institution in the community of modern states. Ultimately, they have been pursuing liberal agendas, for the same reason as cash-strapped developing countries have luxurious national airlines and newly-independent countries institute national flags. Yet it should be noted that the progress of ASEAN's liberal reform has been modest. A conventional strategy for facilitating this reform would be to put more pressure on the members of ASEAN; however, the usefulness of such a strategy is diminishing. The development of an East Asian community, the core component of which is the ASEAN–China concord, makes it difficult for the Western powers to exercise influence over the Southeast Asian countries. Hence, as an alternative strategy, this article proposes that ASEAN's external partners should ‘globalize’ the issue of its liberal reform, by openly assessing its human rights record in global settings, with the aim of boosting the concern of its members for ASEAN's international standing.  相似文献

Abstract

‘Regional order’ was Michael Leifer's yardstick of choice to assess the international relations of the Association of Southeast Asian Nations (ASEAN). Leifer's recurrent theme was how elusive, and at times how illusory, regional order was for Southeast Asia. The elusiveness of regional order is attributed to ASEAN's lack of a set of genuinely shared assumptions about their interrelationships with each other and external states. This article challenges Leifer's portrait of a Southeast Asia devoid of regional order. I argue that Leifer's notion of order is theoretically underdeveloped and methodologically imprecise, allowing the analyst to see disorder in every minor perturbation in the region. I propose replacing ‘regional order’ with ‘peace and stability’, the preferred terms of the discourse by ASEAN's policy elites. By the latter criteria, ASEAN and the Asia-Pacific, contrary to the skeptics, have made impressive progress in the last forty years.  相似文献

The dramatic increase in intra-Asia cross-nationality marriage is a distinct, yet relatively under-researched, aspect of globalization and regionalization. Most existing research focuses on individual experiences of international marriage, but articles in this issue are intended to examine the politics of legal recognition: namely, how states categorize, legitimate and de-legitimate various intimacies, and how gender, religion, nationality and class play their roles in this process. More specifically, the articles address the following four themes: (1) the links between the institutionalization of marriage and ideologies of family in the process of nation-building; (2) the coexistence and conflicts between different legal systems vis-à-vis marriage and the related social implications; (3) gender and its implications for access to citizenship; and (4) recent policy changes in nationality laws and the reconstruction of ‘national identities’ in the transnational context. Thus, collectively this volume deepens our understanding of citizenship issues in East and Southeast Asia by teasing out how, in the case of foreign spouses, membership of a nation is determined legally, politically, culturally and socially.  相似文献

Realism and neoliberalism, two schools of international relations theory, provide contending explanations for state behaviour in the international system. The latter believes that interstate cooperation will create institutions and regimes for the peaceful settlement of conflicts. The former argues that only ‘self help’ — the building of individual state military capabilities — can assure that state interests will be protected. A review of Southeast Asian security policies demonstrates that both paradigms coexist as the region's members enhance their individual military capabilities because of territorial disputes with neighbours, while simultaneously entering into new collaborative arrangements such as the ASEAN Regional Forum. The ARF has begun as a venue for discussions and reassurance among Southeast Asian states and external powers in hopes that the zero‐sum character of pure realism may ultimately be transcended.  相似文献

The idea of consummation as definitive of a marriage seems antiquated today. Yet, consummation operates as a central criterion in determinations of a ‘genuine marriage’ in Canadian immigration law. Drawing on the marriage and migration literature, theorizations of sexual citizenship, and critical multiculturalism, we explore recent judicial considerations of consummation in Canadian family sponsorship adjudications. We searched the CanLII database (a Canadian database of legislation and judicial records) for the keywords ‘non-consummation’ and ‘genuine marriage’ and identified 68 cases. Of these cases, three primary themes emerged: the use of consummation as a ‘technology of love’ – a requirement for assessing the authenticity of the spousal relationship and hence the worthiness of sponsorship; the discursive construction of sexual and gendered norms in expectations around marital intimacy, and the articulation of liberal tolerance and the cultural other in the assessments of genuine marriages among primarily racialized Canadians or permanent residents and their foreign spouses. We challenge these discursive narratives and conclude by arguing that instead of consummation as the basis for genuine marriage, the Law Commission of Canada’s ‘close personal relationship’ model is a better way to assess the ‘genuineness’ of relationships for determining Canadian citizenship.  相似文献

In the Riau Islands of Indonesia significant numbers of women have entered into marriages with men from the nearby countries of Singapore and Malaysia. In many cases, neither spouse migrates after marriage: instead, husband and wife continue to reside in their country of origin. Their close geographical proximity means that the couples can see each other regularly while at the same time taking advantage of the economic opportunities presented by living on different sides of the border. These cross-border marriages challenge the normative model of the nuclear cohabiting couple/family. Our research into the motivations and desires of these cross-border couples living in the Riau borderlands reveals that space and mobility mediate their interactions with the Singaporean, Malaysian and Indonesian states, thus producing localized accounts of citizenship in which class mobility (rather than physical mobility) becomes the dominant frame through which they view state regulation of marriage and migration. This research challenges the state-centric tendencies in some of the scholarly literature on international and transnational marriage which places overwhelming emphasis on the ability of states to regulate access to citizenship rights. In presenting a view of inconsistent and sometimes incoherent states, we highlight the significant differences between perceptions of state influence and actual state practices in relation to the regulation of international marriages.  相似文献

In this article I explore ‘belonging’ both in terms of personal relatedness and national belonging in the context of Indonesian domestic worker migration to Malaysia. Riddled with metaphors of kinship both on the level of diplomatic ties between the two ‘kin states’ of Indonesia and Malaysia as well as on the level of intimate relations between employers and employees, the migration of Indonesian domestic workers to Malaysia allows for a critical analysis of the ways in which boundaries are drawn and redrawn on the political as well as on the intimate level of daily coexistence. The article argues that kinship provides a fruitful avenue from which to consider belonging in context of the specific relations between Indonesia and Malaysia and explores how belonging to the family and the nation is negotiated by Indonesian domestic workers, Malaysian employers and so-called ‘maid agents’.  相似文献

During the early Cold War period the United States Government covertly engaged in a variety of attempts to influence the politics of the British left. American ‘labor diplomats’ strove to fortify anti-communist elements in the trade unions; left-wing literary intellectuals were the target of the CIA's campaign in the ‘Cultural Cold War’; Labour Party politicians became involved in CIA-sponsored ventures designed to promote greater European and Atlantic unity. However, it would be a mistake to conclude that the US ‘called the tune’ of the British left. Such a verdict overlooks internal problems in the American campaign and underestimates the complexity — and ingenuity — of the British response.  相似文献

This article explores the establishment of Southeast Asia as a regional space in the international system before the advent of ASEAN. It challenges the traditional view that the region emerged from Japanese and Allied strategies and operations during the Second World War, focusing instead upon the important role played by academics in the creation of ‘Southeast Asian studies’ in the United States and Britain in the 1940s and 1950s. On a broader level, the article highlights the cyclical nature of the regionalization process. It suggests that once a region has been ‘created’, the repeated use of the regional idea by a variety of state and non-state actors fixes it in a broad cultural context, and opens the way for subsequent appropriation by regionalizers.  相似文献

Van Vossole's article explores the racist framing of the peripheral member states of the European Union, the PIGS (Portugal, Ireland (and/or Italy), Greece and Spain). It demonstrates a strong connection between the processes of racialization and depoliticization, as well as the return of colonial dynamics in the Eurozone. Side-stepping political economy and history, the culturalization of politics perfectly complements the ‘post-political’ neoliberal hegemony. Political and media discourses reproduce it in both populist and corporate interests. The culturalization of politics reduces the differences between centre and periphery to certain ‘cultural characteristics and habits’, as reflected in stereotypes of laziness, non-productivity, corruption, wasteful spending and lying. These make it possible to blame the PIGS for the current crisis, legitimizing drastic austerity measures and a loss of sovereignty. The loss of sovereignty shows remarkable similarities with what Kwame Nkrumah defined as neocolonialism: the continuation of colonial power relations through processes of economic dependence, conditional aid and cultural hegemony. While this problematic only resurfaced during the recent Euro crisis, Van Vossole discusses how today's racist discourses and neocolonial politics have their roots in the past, particularly in anti-Irish and anti-Mediterranean racism and in the (semi-)colonial position of the PIGS in the British and Ottoman empires. Besides structural violence against the periphery, a major consequence of this racialization is that it jeopardizes any possibility of further democratic political integration on the basis of a common European identity.  相似文献

Abstract

The Australian Federal Police has in recent years become an important actor in both the implementation and design of Australian-led state building interventions in Australia's near region of Southeast Asia and the South Pacific. The article focuses on the recent expansion of the Australian Federal Police as a way of understanding the emergence of a new partly (and strategically) deterritorialized, ‘regional’ frontier of the Australian state. Within this new frontier, whose fluctuating outlines the Australian Federal Police not only polices but also to a considerable extent shapes and reshapes, as one of the primary expert agencies on identifying and managing transnational security risks, Australian security is portrayed as contingent on the quality of the domestic governance of neighbouring states, thereby creating linkages between the hitherto domestic governing apparatus of the Australian state and those of other countries. This allows for the rearticulation of the problems affecting intervened states and societies – indeed, their very social and political structures – in the depoliticized terms of the breakdown of ‘law and order’ and the absence of ‘good governance’, which not only rationalizes emergency interventions to stabilize volatile situations, but also delegitimizes and potentially criminalizes oppositional politics. The Australian Federal Police, however, does more than merely provide justification for intrusive state transformation projects. Its transnational policing activities open up a field of governance within the apparatus of intervened states that exists in separation from international and domestic law. The constitution of such interventions ‘within’ the state leaves intact the legal distinction between the domestic and international spheres and therefore circumvents the difficult issue of sovereignty. As a result, police and other executive-administrative actors obtain discretionary ordering powers, without dislodging the sovereign governments of intervened countries.  相似文献

I considera game theoretic model of a subsistence economy whose membersmaximize their personal reproductive success. Abstract

This article is an attempt to provide a corrective to a marked Sinocentrism in contemporary debates on regional integration in Asia. In order to do so, firstly, as a heuristic device, a crucial distinction is made between ‘regionalization’, as involving multifaceted integrative socio-economic processes, and ‘regionalism’, defined as a form of identity construction akin to nationalism. Secondly, a degree of historical depth is proposed to better explain recent developments. Finally, throughout the article, an interdisciplinary approach is taken involving employing realist, historical/sociological institutionalist and constructivist perspectives in the area of international relations. The first two East Asian summits are contextualized in relation to various conceptualizations of an Asian Community over the last century or so. Particular attention is given to the 1955 Asian-African Conference in Bandung as a watershed in this evolution. Varying conceptions of East Asia as part of a larger, transpacific regional entity (APEC) and in, and of, itself (East Asian Economic Group/ASEAN +3) are examined. In situating the first two East Asian summits five developments of significance are examined. These are: a continuing Japanese role in setting the regional agenda; the ambivalence of China's positioning vis-à-vis neighbouring countries; the re-entry of Central Asia in the Asian regional equation; India's ‘return to Asia’; and efforts to maintain ASEAN's centrality in regional construction. These factors, it is argued, are militating towards a return to the Sino-Indic Asia of Bandung. It is thus suggested that notions of an Asian Community involving only Northeast and Southeast Asia are now rejoined by a concept of a Greater Asia. While the historical roots of this conception partly explain its salience, it nevertheless competes with other complementary – and antagonistic – definitions of an Asian Community of more recent lineage.  相似文献
