2021年12月17日各位委员,朋友们:大家晚上好。很高兴同各位新老朋友见而。首先,我谨对“一带一路”国际合作高峰论坛咨询委员会2021年度会议的召开,表示热烈祝贺!今年是习近平主席提出“一带一路”倡议8周年。不久前,习近平主席亲自出席第三次“一带一路”建设座谈会并发表重要讲话,高度评价了过去8年来共建“一带一路”取得的丰硕成果,并就继续推动共建“一带一路”高质量发展提出了明确要求。     

“一带一路”倡议下优化检察机关“四大检察”职能实证研究--以X自治区检察机关为视角

"一带一路"①倡议是新时期党和国家经济发展的新部署,涉及政治、经济、法律、文化等多方面。检察机关作为国家法律监督机关,必须准确定位角色,担负起保障和服务"一带一路"建设的责任,营造优质的营商环境。以X自治区检察机关为视角,探讨检察职权服务"一带一路"的必要性;以"四大检察"职能为抓手,发现检察机关服务"一带一路"中存在的现实困境,进而进行主客观方面原因分析,从立法、机制、人才培养等方面提出意见建议,以有效促进检察机关实现保障和服务"一带一路"的目标。     

Experience Guides Belt and Road Future

正The Belt and Road Initiative has yielded substantive results since it was initiated eight years ago,and it is expected to inject impetus to promote the healthy development of globalization,experts said.In 2013,during his visits to Central and Southeast Asian countries,Chinese President Xi Jinping proposed the major initiatives of building the Silk Road Economic Belt and the21st-Century Maritime Silk Road.     

Belt and Road Initiative and Realization of the Right to Development

The Belt and Road Initiative not only represents a new blueprint for realizing the right to development, but also provides a realistic approach and a possible solution for it. With clear goals and paths, the Belt and Road Initiativ e serves as a model for SouthSouth cooperation to promote development. Under the background of China's economic progress, given China has the strong political will, adequate financial resources, and advanced technology to advance the initiative it will prove to be reliable driver of development. With the joint efforts of China and relevant countries, the Belt and Road Initiative will greatly promote the right to development of countries along the routes.     

The Contribution of the Belt and Road Initiative to the World's Right to Development

The Belt and Road Initiative makes an important contribution to the right to development in theory and practice in the current world. Since the reform and opening-up, the Chinese government puts the rights to subsistence and development before any other human rights, which effectively guarantees and accelerates a rapid economic development in China. Nowadays, countries along the Belt and Road have joined a "community of common destiny". Inside the "community of common destiny," countries have enjoyed not only the responsibility, rights and benefit of the right to development, but also a win-win cooperation that ensured the right to development. Therefore, the Belt and Road initiative enriches the UN Declaration on the Right to Development, and "community of common destiny" of countries becomes a higher form of the right to development.     

China's Cooperation Initiative Beneficial to All

正The Shanghai Cooperation Organization(SCO) International Investment and Trade Expo and the SCO Qingdao Forum on Local Economic and Trade Cooperation took place in Qingdao, Shandong Province, on April 26-28. During the events, Yuri Senko, Belarusian Ambassador to China, who was taking part in a dialogue session on cooperation between the two countries, spoke to Beijing Review reporter Tao Xing on related issues. This is an edited excerpt of the interview:     

甘肃新丝绸之路经济带的发展现状实证分析

该文利用空间数据分析工具绘出甘肃省位于新丝绸之路经济带上的县域经济发展程度的空间分布图,并进行空间自相关性分析,结果显示,甘肃省东部（陇东-陇中-陇南）沿丝绸之路的各县市是新丝绸之路经济带建设的薄弱地区,且发展较好的河西沿线地区的辐射带动作用有待加强;接着利用主成分分析方法对沿线14个州市的发展质量进行分析,得出甘肃省沿线经济带上的地区经济发展质量和发展程度相符这一结论。

正As it so often happens in Beijing,it all started with a random encounter "somewhere in a hutong." Summer 2017,a young doctorate researcher told me about the Belt and Road Initiative and China's plan to revive the ancient Silk Road.     

SILK ROAD FOR HEALTH

The Health Silk Road features prominently at this year’s Boao Forum for Asia Annual Conference. The Shanghai Institutes for International Studies and Grisons Peak Services, a consultancy firm based in London, recently published a report on this program, which is part of the China-proposed Belt and Road Initiative. In an interview with Beijing Review reporter Wen Qing, Henry Tillman, founder and Chairman of Grisons Peak Services, shared some of the key findings. This is an edited excerpt of the interview.     

New Opportunities on the Silk Road

This concept of the Silk Road Economic Belt reprises the ancient traditions of the Silk Road:solidarity,equality,trust,mutual benei t,inclusiveness and learning from each other.More importantly,it also conforms to the global trend of seeking peace,cooperation and win-win development.     

“一带一路”背景下我国少数民族民间音乐文化的跨文化传播

"一带一路"背景下少数民族民间音乐的跨文化传播能够提升丝路地带的国家政治互信和促进文创经济交流,能够促进沿线文化多元融合和拓宽音乐文化内涵,能够传承少数民族民间音乐文化和传播中华优秀文化。但目前,在少数民族音乐文化跨文化传播中还面临着很多困境,由此,我们需要构建差异化传播模式,深入研究"一带一路"沿线国家音乐文化;增强少数民族民间音乐文化自觉,搭建多元化的文化交流平台;增强"柔性"传播,重视创新跨文化传播方式;借助现代化传播媒介,打破惯用的传播模式,以此促进我国少数民族民间音乐文化的跨文化传播。

Australia Misses the Wood for the Trees

正The Australian Federal Government recently vetoed two Belt and Road memorandums of understanding(MOUs) signed between the state of Victoria and China's National Development and Reform Commission.Foreign Affairs Minister Marise Payne said the arrangements were considered to be "inconsistent with Australia's foreign policy or adverse to Australia's foreign relations." Newly appointed Defense Minister Peter Dutton thundered that "China and others need to understand that Australia is not going to be bullied and we're standing up for our beliefs."The reactions seem a bit over the top when the MOUs did not actually commit Victoria to specific projects and were not legally binding. They were only about potential future cooperation.

The Boao Forum for Asia(BFA) Annual Conference 2021, set to take place on April 18-21 in Boao, Hainan Province, will center around the theme A World in Change: Join Hands to Strengthen Global Governance and Advance Belt and Road Cooperation.     

A Chance to Lift Economic Cooperation

正The Belt and Road Initiative proposed by China in 2013 ushered in a new era for international development. It offers a new paradigm for mutually beneficial cooperation between participating countries based on a people-centric approach and the revolutionary idea of building a community with a shared future for humanity.     

BELT AND ROAD UNITES CHINA AND LATIN AMERICA

The Belt and Road Initiative, proposed in 2013 by Chinese President Xi Jinping, improves cooperation among its participants in terms of both economic and cultural? devel-opment. Latin American countries started to join the initiative in 2017, and as of 2019, 19 of them signed related memoranda of understand-ing with China.

中国与巴布亚新几内亚的双边警务合作启动较晚,“一带一路”倡议为此提供了重要的历史机遇和条件。随着“一带一路”倡议、项目的落实,两国经贸合作、人员往来、文化交流等活动大幅增加,这使得警务合作的必要性、迫切性愈加凸显。当前,我国与巴新的警务合作主要体现在订立条约、人才培训和国际协作等三个方面。在合作中,双方也面临着资源力量结构性不足、大国干涉、缺乏健全稳定机制的挑战。通过增强双边政治互信、经济联系、文化交流,补足警务资源结构性缺陷,健全双边警务合作机制,推动双边乃至多边协议条约签署,可以为两国开展深层次、宽领域警务合作提供坚实支撑和必要保障。

In 2013,when Chinese President Xi Jinping proposed the Belt and Road Initiative,at that time people understood very little about what a shared future for all humanity meant.And they understood even less the vision that sought to unite without unifying,spoke of a moral leadership without moralizing,and conceived of a power based on partnerships and not alliances.     

A RENEWED GATEWAY TO THE WORLD

The ancient Silk Road trade route linking China and the Middle East once passed through Xinjiang, and its legacy can still be seen everywhere.

正Since the first China-Europe freight train left Chongqing for Duisburg, Germany, on March 19, 2011, the brand new service has been running across the wider Eurasia continent for more than one decade. The "caravans of steel camels" promote practical cooperation between China and countries along the route, sending a clear signal that the Belt and Road Initiative is an international public good, benefiting all those engaged in it.
