正President Xi Jinping delivered a speech entitled Working Together to Build a Global Community of Health for All at the Global Health Summit via video link from Beijing on May 21. The development philosophy of the Belt and Road Initiative (BRI), one of President Xi Jinping's signature projects, has reverberated across the international community following its splendid achievements benefiting people across its participating countries. Over the past eight years, regions across China have opened wider to the world through the initiative, and win-win cooperation has been achieved between China and participating countries, Xi said at a symposium on the initiative on November 19.     

Prevention of Violent Extremism and Human Rights Protection

In the context of globalization, violent extremist forces pose a serious threat to the fundamental human rights of the people all over the world. Strengthening human rights protection requires reinforcing the momentum to crack down and prevent the violent acts of extremist forces. As one of the countries that is the victim of violence by extremists, China has taken a series of measures to tackle the challenges of violent extremism. As President Xi Jinping has pointed out, "the realization of the full enjoyment of human rights by human beings is the common goal of human society." While establishing a community of common destiny for all mankind, the international community should take action to effectively address the root causes of violent extremism, maintain a peaceful and secure development environment, and defend the basic human rights and well-being of all peoples, so as to ensure a safe and brighter future for all.     

TOWARD A NEW STAGE

On September 21, during the general debate of the 76th Session of the UN General Assembly, Chinese President Xi Jinping proposed to all member states the building of a global community of development with a shared future. This initiative comes at a time when the world is halfway to meet-ing the UN's 2030 Agenda for Sustainable Development, and at a time when COVID-19 has wreaked havoc on global development, and climate change is bringing both op-portunities and challenges. It aims to encourage countries to work together to steer the world toward a new stage of balanced, coordinated and inclu-sive growth. Inadequate, unbalanced and unequal development is a prob-lem faced by many countries and a major challenge to the international community. The solution put forward by Xi underlines the importance of common prosperity in achieving sus-tainable development and building a global development community.

Dialogue,a Common Aspiration

Despite disruptions triggered by the COVID-19 pandemic, cooperation between China and Latin American and Caribbean (LAC) countries has continued at an accelerated pace, former Chilean President Eduardo Frei Ruiz-Tagle said at the Fourth Dialogue Between the Civilizations of China and Latin America and the Caribbean on October 22. He was echoed by Ma Peihua, former Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference, who stressed that in a complex and volatile world, it is never a sustainable solution for countries to detach themselves from the interna-tional community. Developing countries, including China and LAC nations, need to work together, support one another, and conduct cooperation and exchanges.

Defenders of the Realm

On October 25, Chinese President Xi Jinping attended and addressed a conference in Beijing to mark the 50th anniversary of the restoration of the People's Republic of China's lawful seat in the UN. Summarizing China's philosophy as a major country that pursues peaceful development for the benefit of people worldwide, he called on the international community to dy-namically advocate the common values of humanity featuring peace, develop-ment, equity, justice, democracy and freedom, jointly promote the building of a community with a shared future for humanity, determinedly defend the authority of the UN Charter and coop-eratively observe true multilateralism. For the past 50 years, the Chinese people have promoted economic and social development, with overall na-tional strength continuously on the rise; knowing all too well the value of stability, they have followed an inde-pendent foreign policy of peace, stood firm for justice and resolutely opposed the practices of power politics. China has stayed true to the purpose and prin-ciples of the UN Charter and upheld its central role in international affairs.

President Xi made the call in response to a letter from 36 participants in the Global Young Leaders Dialogue (GYLD)program.

In his virtual meeting with U.S. President Joe Biden on November 16, President Xi Jinping, from the perspective of a commu-nity with a shared future for humanity, pointed out that China and the United States need to increase their communication and coopera-tion, tend to their domestic affairs and, at the same time, shoulder their share of international responsibilities, as well as work together to advance the noble cause of world peace and development. Xi also expressed his readiness to work with President Biden to build consensus and take active steps toward moving China-U.S.relations in a positive direction as doing so will advance the interests of both populations and meet the expectations of the international com-munity.     

Taiwan's Expansion of International Space: opportunities and challenges

While much is to be celebrated since Taiwan President Ma Ying-jeou's inauguration in 2008, cross-Strait relations are not without challenges. One such crucial test is Ma's call for Chinese leaders to stop isolating Taipei in the world community and give Taiwan adequate ‘international space’. Because the issue strikes at the heart of the fundamental differences between Taipei's and Beijing's positions regarding the island's sovereignty, it needs to be handled carefully by both governments for better cross-Strait relations. This study analyzes the approaches adopted by both Beijing and Taipei regarding Taiwan's status in the international community. Utilizing discussion with Chinese scholars and government officials and the analysis of several waves of survey data conducted in Taiwan, it argues that Beijing's flexibility in its application of the ‘one China’ principle and the Ma administration's practicality in making its requests are critical to the realization of Taipei's demand for international space and hence cross-Strait stability.

The origins of conflict across the Taiwan Strait: The problem of differences in perceptions

In 1995 and 1996, the Taiwan Strait became an area of considerable tension. Relations between Beijing and Taipei deteriorated as a result of perceptions by leaders in the People's Republic of China that Taiwan was moving toward independence, especially after President Lee Teng‐hui made a widely publicized trip to the US in the summer of 1995. An assessment of the differences in perceptions by scholars, officials and the populations on the two sides, the People's Republic of China and the Republic of China, are instructive. The author looks at five areas where disparate views are noticeable and divisive: the history of Taiwan (especially its ties with the mainland), Taiwan's legal status, views of the ‘Taiwan issue’ espoused by Beijing and Taipei, current relations between Beijing and Taipei, and the stance of the international community and the nature and structure of international politics. Scenarios are presented regarding the future of the conflict.
