Syria in the Eye Of the Storm

If the situation in Syria were a storm,the country is now approaching the eye of the hurricane after 18 months of conflict.Intense fighting between government forces and rebels broke out in the country's second largest city Aleppo,and insurgent forces claimed the city will see a decisive battle to end the Bashar al-Assad administration. Chinese political observers noted that the Syria issue has become more complicated with the involvement of Western countries and neighboring countries in the region.They believe the Syrian Government is capable of resisting the rebels longer than Western countries expect,and insist that Syria's peace should be made by Syrian people through communication and negotiation.     

Seventeen-Year Friendship

Time flies; this year of 2012 marks the 20th anniversary of the establishment of diplomatic relations between China and the Republic of Korea (ROK). At this moment, I, an ordinary Chinese old man, feel very excited. Seventeen years ago, I got acquainted by chance with a young Korean man named Kim Nam-soo. At that time I was 54 years old, and he 26. Through our contacts in the past 17 years, we have become good friends despite the age difference.

A Thawing Threat Sanjiangyuan,the origin of China’s three major waterways—Yangtze,Yellow and Lancang rivers,is continuing to heat up and become wetter as a result of global warming,recent monitoring data showed.The headwaters area,on the remote Qinghai-Tibet Plateau,has seen its temperature rise 1.98 degrees Celsius and an increase in rainfall between 1961 and 2012.Due to rising temperature,the maximum depth of local permafrost has decreased by an average of 12 cm every10 years,indicating that most glaciers there are melting.

Localizing the International Human Right to Education in China: A Spatial Inquiry into the Usefulness of Human Rights in Cyberspace

Debates concerning the relationship between human rights and cyberspace(specifically, the internet)) have recently become fashionable in various disciplines but most of the analysis has paid scant attention to the spatial attribute of cyberspace. In this paper, I outline a framework for a spatial inquiry into the usefulness of human rights in cyberspace, relying heavily on the emerging ‘spatial turn' in law as well as the continual intellectual redirection toward a locally-focused approach to human rights. To answer the question of whether cyberspace is useful for improving the effectiveness of international human rights law everywhere, I begin by clarifying the significance of the spatiality of human rights from a geographic perspective, and then provide an analysis of the relationship between human rights and cyberspace. Human rights, I argue, are inherently geographic, and are spatially embodied in cyberspace. Accordingly, I try to explore the local relevance of cyberspace in contributing to the investigation of the effectiveness of international human rights law at local sites by an empirical endeavor to emphasize the right to education in China.

OPINION Looking Beyond Polarization Recently, the debate on where there is polarization between the rich and the poor in China has resurged. Is there in fact a chasm between haves and havenots? Theoretically, when the poor become poorer and the rich richer, the answer to that question is a resounding yes. Although less than 3 percent of the total Chinese population still live in abject poverty, most Chinese economists agree that the disparity between the rich and the poor has widened since the mid-1990s. They also predict that the gap is unlikely to narrow in the near future.

中国社会变迁中,当公共领域里,利益矛盾直接而尖锐,主要须靠法律调节的情况下,道德-法律关系发生着重大变化.这个变化的表层是,道德论地位日益缩小,论作用逐渐减弱,从社会调控的前线退居二线;法律论地位日益扩大、上升,论作用日益强化,进入社会调控的第一线.这个变化的深层则是,道德是法律的精神或灵活,在立法、执法、司法、守法的全过程都是如此;而法律则是体现道德之精神、灵魂的载体.可以比方说,道德是统帅,法律是送统帅去其想去之处的车子;或可用中国哲学的范畴来表达:道德是体,法律是用.     

The Economic Dimension of Sino-Pakistani Relations: an overview

This study deals with the subject of growing economic ties between China and Pakistan over the past decade which have evolved to match the strong bilateral political and military relations between Beijing and Islamabad. While economic exchanges between the two countries were long colored by essentially political considerations, since 1999 two-way trade and investment have expanded and become both strategically and commercially driven. To understand what underlies this development, one must look at several significant domestic and external policy shifts that have taken place in China and Pakistan since 1999. The study overviews the nature of Chinese investment in Pakistan, notably infrastructure projects such as Gwadar Port and the upgrading of the Karakoram Highway, which have both commercial and possible geostrategic facets. It also examines the deepening and broadening of Sino-Pakistani trade, as a result of which China has become economically integrated with South Asia.

论我国民事救助义务的确立

民事救助义务是民事作为义务的一种,大陆法系国家有明确且一般性的民事救助义务立法,英美法系虽然坚持无救助义务规则,却承认了越来越多民事救助义务的例外情形。随着见死不救的案件逐渐引起社会的关注,我国对民事救助义务的立法成为一种社会需求,但是将道德义务上升为法律义务,还应当借助救助者与被救助者的关系类型以及救助行为的合理性等因素来限制民事救助义务的范围。     

时间序列分析法在公安边防情报分析中的应用

数学方法的运用，在许多学科建立和完善中已经成为不可缺少的研究手段和方法。因此，在公安边防情报学的情报分析体系中也已将数学方法纳入其中。文章将时间序列分析法引进公安边防情报分析体系中，通过构建数学模型，将预测数据与实际数据进行对比检验，验证了该方法预测结果的确实可信性。     

Uneven Opening of China's Society,Economy, and Politics: pro-growth authoritarian governance and protests in China

This article evaluates China's model of development, especially its main component, i.e. its model of governance. It suggests that China's model of development is marked by an imbalance between fast opening of the economy and the society and sluggish opening of the political system. The Chinese society has become much more open, reflected in the Chinese growing awareness of their legal rights. The Chinese economy has become highly internationalized and open, but much of Chinese politics is closed. China's governance is marked by pro-growth authoritarianism. The Chinese state is effective in opening up the economy, promoting reform, and generating economic growth, but offers weak protection of people's rights and ineffectual mitigation of social grievances. These imbalances help produce social protests. Viable solutions are discussed.
