Both practitioners and scholars are increasingly interested in the idea of public value as a way of understanding government activity, informing policy‐making and constructing service delivery. In part this represents a response to the concerns about ‘new public management’, but it also provides an interesting way of viewing what public sector organisations and public managers actually do. The purpose of this article is to examine this emerging approach by reviewing new public management and contrasting this with a public value paradigm. This provides the basis for a conceptual discussion of differences in approach, but also for pointing to some practical implications for both public sector management and public sector managers.  相似文献

In various guises, public value has become extraordinarily popular in recent years. We challenge the relevance and usefulness of the approach in Westminster systems with their dominant hierarchies of control, strong roles for ministers, and tight authorising regimes underpinned by disciplined two‐party systems. We start by spelling out the core assumptions behind the public value approach. We identify two key confusions; about public value as theory, and in defining ‘public managers’. We identify five linked core assumptions in public value: the benign view of large‐scale organisations; the primacy of management; the relevance of private sector experience; the downgrading of party politics; and public servants as Platonic guardians. We then focus on the last two assumptions because they are the least applicable in Westminster systems. We defend the ‘primacy of party politics’ and we criticise the notion that public managers should play the role of Platonic guardians deciding the public interest. The final section of the article presents a ‘ladder of public value’ by which to gauge the utility of the approach for public managers in Westminster systems.  相似文献

The Australian Labor Party's (ALP) 2007 Policy Platform asserted ‘Labor will pursue new and innovative measures designed to foster greater participation and engagement of the Australian population in the political process’ ( Manwaring 2010 ). As such they seemed to have a clear commitment to a more participatory form of democracy. This commitment appeared to be reflected in two initiatives they introduced in power: the 2020 Summit (on this see Fawcett, Manwaring and Marsh 2011 ) and federal community cabinets. More broadly it could be argued that Labor were following a trend identified internationally as a move from government to governance, more specifically to ‘network governance’ (Rhodes 1997) in which governments encouraged greater participation in policy‐making, recognising that governments could at best steer, not row. Indeed, as Marinetto contends ( 2003 : 593), this idea has taken on a ‘semblance of orthodoxy’ in discussions of public policy.  相似文献

This article responds to Lowe and Pemberton's second volume on the history of the civil service and analyses fundamental shifts in British governance at the centre that occurred during the 1980s and 1990s. The traditional ‘public service bargain’ (PSB) that underpinned the relationship between ministers and officials has been repeatedly undermined. The article examines how far prior civil service reforms relate to the changes of the contemporary era instigated by Conservative‐led governments since 2010. As Lowe and Pemberton's work illustrates, the impulse to reform the state and the managerial reforms it unleashed were long in the making. Their legacy can be traced to the emergence of Thatcherism after 1979. The core argument of the article is that the more recent efforts of the Johnson administration to transform the state and undermine the PBS were scarcely original. Rather, they consolidated and drew upon earlier initiatives.  相似文献

Why does the public sector innovate, how should the public sector innovate, and, even more basically, should the public sector innovate? These are some of the questions that these contributions explore and to which they provide some salutary answers. Martin Stewart‐Weeks, an independent consultant working at the intersection of government, innovation, and technology, draws some lessons from his direct experience and advisory work about how the public sector catches the innovation ‘bug’ and turns it into in‐ spired action. From infection to inspiration to implementation, the public sector needs to lower its defences and put itself ‘in harm's way’ to engage with innovators and new ideas. Tim Kastelle, one of Australia's leading innovation scholars and practitioners, sets out some practical ways that the public sector can extend and entrench its innovation practice. Do men and women manage differently? Do their efforts have different impacts on public program performance? Building from a formal treatment of public management and performance, this study investigates how the interaction of gender and management strategies influences organizational performance. Focusing on several hundred public organizations and their top managers over a three‐year period, the analysis maps the gender question onto Mark Moore's distinction among managing upward toward political principals, downward toward organizational agents, and outward toward the networked environment. Findings indicate that women and men as top managers have different performance impacts, and these impacts vary by managerial function as well.  相似文献

Although the powerful have always sought advice from the knowledgeable, it took the appeal of the policy sciences movement of the late 1940s and onward to build and consolidate a veritable industry of policy analysis and advice. 1 One of the hallmarks of this development was the advent of institutes that were exclusively devoted to produce research‐based policy arguments and to inject these into the policy‐making process. These organisations were referred to as ‘think tanks’. Half a century later, the project of the policy sciences movement has been amply criticised, and has mutated into various philosophies of policy analysis, each harbouring distinct and often conflicting perspectives on the nature and role of (scientific) knowledge in the battle of arguments that is public policy‐making. The first wave of the policy sciences movement's privileging of science‐based policy has not disappeared. In fact it is currently experiencing a revival under the banner of ‘evidence‐based policy’. But it has to compete with other views of public policy‐making which deconstruct the authority claim of scientific knowledge, emphasising instead its contestability. Yet there are now more organisations that refer to themselves, or can be labelled, as ‘think tanks’ than ever before. Why? And what does it mean to be a ‘think tank’ in the post‐positivist era and in the increasingly boundary‐less, highly networked societies of today? This article first surveys recent developments in the world of think tanks as reported by the international literature on the subject, and then examines the implications for understanding the nature and role of Australian think tanks.  相似文献

This paper provides a review and reflection of Gerry Keim's fine paper on managing US business political activities (BPA). It begins by setting the larger context in which BPA is both practised and studied. It critiques the concept of market‐based competition and extends it by suggesting that non‐market competition can take on a myriad of forms dependent on strategy and structural considerations, among other things. It also provides some sober reminders about the nature of difficulties encountered between academics and practitioners in bridging the gaps of understanding between these constituencies. It also looks at the nature of ‘buyers’ and ‘sellers’ in the public policy marketplace and expands upon the nature of the products being exchanged. Lastly, the paper reviews the nature of strategy and competitive advantage in the non‐market environment and recommends a practitioner focus on innovation and the acquiring of the resources needed for institutionalizing it in their public affairs and BPA efforts for achieving non‐market success. Recently the much‐discussed ‘New Zealand model’ of new public management (NPM) has become significantly revised. It now lacks the theoretical coherence and the market‐led focus that it relied on between 1987 and 1996. Labour‐led governments since 1999 have undertaken gradual and pragmatic – yet significant – changes in public management structures and principles, refining and sometimes reversing the model implemented in the late 1980s and early 1990s. This article does a ‘stock‐take’ of public management developments in New Zealand from 1999 to 2008, and argues that New Zealand can no longer be viewed as a leading exponent of market‐led NPM. Some NPM principles have been refined, but others have been quietly abandoned. The new National‐led government appears unwilling to undertake radical reforms, and, while it may seek a greater role for the private sector, looks set to continue with the ‘gradual and pragmatic’ approach adopted since 1999.  相似文献

The term ‘public affairs’ has now become a much‐discussed topic in continental Europe's political and economic circles, including Germany and Austria. The problem is that few people really understand just what the term means. Many people have the impression that ‘public affairs’ is another way of describing lobbying. Others perceive it as classic public relations. In Europe many decision makers of the business world lack the specific knowledge of policy making; however, until now just a few such executives have taken advantage of the real opportunities opened up by using the services of professional public affairs consulting. Communications companies in Europe are now offering public affairs consulting as part of their services, with increasing success. Debates on Scottish constitutional reform go hand in hand with discussions of political reform. Its reformers use the image of ‘old Westminster’ to describe ‘control freakery’ within government and an adversarial political system. Many thought that the Scottish political system could diverge from the UK, to strengthen the parliamentary system, introduce consensus politics and further Scotland's alleged social and democratic tradition. Yet the experience of devolution suggests that Holyrood and Westminster politics share key features. Both systems are driven by government, making policy in ‘communities’ involving interest groups and governing bodies, with parliaments performing a limited role and public participation limited largely to elections. The Scottish government's style of policy‐making is distinctive, but new reforms are in their infancy and their effects have not been examined in depth. In this context, the article identifies Scotland's ability to make and implement policy in a new way, based on its current trajectory rather than the hopes of reformers.  相似文献

This article evaluates Hannah Arendt's contribution to ‘thinking citizenship’ in light of her controversial account of the modern rise of ‘the social’. It argues that Arendt's writing on the social is best understood not primarily as analytical and normative but as an historical argument about the effect of capitalism and modern state administration on meaningful citizenship. This short piece analyses one important element of Arendt's story about the historical rise of the social: that it is a peculiar hybrid of polis and oikos, a scaled-up form of housekeeping, and its threat to the public, political world.  相似文献

The intersection of a high‐tech product with 20th century laws that would have inadvertently restricted its use provides an interesting case study in issues management. The authors describe how using ‘high‐tech?high‐touch’ as a technique for public policy change, as well as employing other traditional issues management tools, enabled significant success in achieving the company's public policy goals. As a result of this proactive issues management approach, the high‐tech SegwayTM Human Transporter (HT), a low‐speed self‐balancing, electrically powered, two‐wheeled personal mobility device (Figure 1) is permitted to operate freely in a significant part of its potential market area. In A Theory of Justice John Rawls argues that self-respect is ‘perhaps the most important’ primary good, and that its status as such gives crucial support to controversial ideas like the lexical priority of liberty. Given the importance of these ideas for Rawls, it should be no surprise that they have attracted much critical attention. In response to these critics I give a defense of self-respect that grounds its importance in Rawls’s moral conception of the person. I show that this understanding of self-respect goes well beyond giving support to the lexical priority of liberty, also supporting Rawls’s still more controversial view of public reason. On my account, taking self-respect seriously requires the coercive enforcement of public reason. This is a novel argument for public reason, in that it grounds the idea in justice as fairness and mandates its coercive enforcement.  相似文献

This article identifies previously ignored determinants of public support for the European Union's security and defence ambitions. In contrast to public opinion vis‐à‐vis the EU in general, the literature on attitudes towards a putative European army or the existing Common Security and Defence Policy (CSDP) suggests that the explanatory power of sociodemographic and economic variables is weak, and focuses instead on national identity as the main determinant of one's support. This article explores the possible impact of strategic culture, and argues that preferences vis‐à‐vis the EU's security and defence ambitions are formed in part through pre‐existing social representations of security. To test this proposition, ‘national’ strategic cultures are disaggregated and a typology is produced that contains four strategic postures: pacifism, traditionalism, humanitarianism and globalism. Applying regression analysis on individual‐level Eurobarometer survey data, it is found that strategic postures help explain both the general level of support for CSDP and support for specific Petersberg tasks.  相似文献

Charles Lindblom's 1959 essay “The Science of ‘Muddling Through’” is best known for the strategy of decision making—disjointed incrementalism—that it recommended. That famous paper and Lindblom's related work also provided two theories: a critique of the conventional method (the synoptic approach) and an argument for using incrementalism instead. Both are applied theories: they are designed to help solve complex policy problems. Lindblom's negative applied theory has stood the test of time well: the empirical foundations of its main micro‐component (cognitive constraints of individuals) and its central macro‐component (the impact of preference conflict on policy making) have grown stronger since 1959. The picture regarding the positive applied theory is more mixed. As a coherent decision‐making strategy, disjointed incrementalism has almost disappeared. Yet its key elements, the major heuristics identified in “Muddling Through,” are thriving in many applied fields. Intriguingly, they are often accompanied by subroutines—especially optimization as a choice rule—typically associated with the synoptic approach.  相似文献

In a world that is increasingly dominated by literary hyperbole there can be no doubt that Bernard Crick's In Defence of Politics remains a classic text. Classic not just in the sense that it provides a masterly account of the essence, meaning and fragility of democratic politics but classic in the sense that it is written with a style, verve and passion that is rarely found within political science. If the test of pretensions to ‘a classic’ status is that a book defies the passage of time in terms of significance and argument then Crick's Defence would also make the grade for the simple fact that its arguments remain arguably far more important today than they were when they were first published exactly fifty years ago. This article reflects on the contemporary significance of Crick's Defence by defending politics against an updated set of adversaries in the form of: public expectations, marketisation, depoliticisation, the media, and crises before locating the book within the contours of current debates about public disengagement, the rise of ‘disaffected democrats’ and questions concerning the future and relevance of political science.  相似文献

Since the 1980s, a global administrative reform movement is reshaping the relationship between citizens and state. A major concern is how government can be more responsive to the governed through citizen participation. However, the more citizens participate, the more costly it is to govern. And the application of new information and communication technology (ICT) seems to be a cure for this limitation. In this research, authors take the Taipei City Mayor's e‐mail‐box (TCME) in Taiwan as a case to illustrate the complex relationships among citizen involvement, e‐government and public management. After a series of empirical investigations, the authors show that although ICT can reduce the cost of citizen involvement in governing affairs, it cannot increase citizens' satisfaction with government activities without reforming the bureaucratic organisation, regulatory structure, and managerial capacities of the public sector. This article seeks to understand the ‘critical capacities’ of actors involved in public disputes by focussing on one such case in Melbourne, Australia. The dispute centred on a non-government school's proposal to develop classrooms in a heritage listed building on public land sublet from a charitable foundation. Following local council's rejection of the original proposal, the school successfully appealed to the Victorian Planning Minister. After introducing a critical pragmatic analytic framework, five accounts of the dispute given by key actors are examined, uncovering similarities in the arguments used by each. Then, in the same accounts, analysis identifies differences in how the pro- and anti-development groups justified their own and denounced their opponents' positions. Both groups recognised formal rules as the best means for preserving equal citizens' access to public space, yet the pro-development group justified their argument by reference to local community benefit, in contrast with the anti-development group, who adopted an abstract argument concerning the privatisation of public space. Understood as mobilising different ‘models of justice’, the groups are regarded as appealing to a ‘real’ order, an implicit politicised hierarchy that situates winners in relation to losers. In effect, the pro-development group justified its position by representing it as congruent with, rather than disrupting, the real order encompassing the situation. In conclusion, the paper discusses the usefulness of the critical pragmatic analytic framework for understanding governmental power relations and assemblages, as actors demonstrate their critical capacities in contexts where erstwhile formal equality obscures the presence of hierarchical order.  相似文献
