This study explores two issues about police legitimacy. The first issue is the relative importance of police legitimacy in shaping public support of the police and policing activities, compared to the importance of instrumental judgments about (1) the risk that people will be caught and sanctioned for wrongdoing, (2) the performance of the police in fighting crime, and/or (3) the fairness of the distribution of police services. Three aspects of public support for the police are examined: public compliance with the law, public cooperation with the police, and public willingness to support policies that empower the police. The second issue is which judgments about police activity determine people's views about the legitimacy of the police. This study compares the influence of people's judgments about the procedural justice of the manner in which the police exercise their authority to the influence of three instrumental judgments: risk, performance, and distributive fairness. Findings of two surveys of New Yorkers show that, first, legitimacy has a strong influence on the public's reactions to the police, and second, the key antecedent of legitimacy is the fairness of the procedures used by the police. A recent addition to the U.S. crime-fighting arsenal is Crimestoppers, a program relying on anonymous citizens' informing to police—snitching—in return for cash rewards. Using a social constructionist perspective, this paper seeks to account for Crimestoppers' legitimation and rapid rise in popularity despite well-established moral opposition to snitching and snitches and despite a general public reluctance to become involved in police business. The analysis of conditions leading to this legitimation includes consideration of a general public pessimism and fear of crime, stereotypy of criminals, the instrumental and pragmatic nature of Crimestoppers, and the appeal of localism, as well as the roles of the media and the police. The paper concludes with questions about some potential long-range social psychological and sociopolitical consequences of this innovation in the “war on crime.”  相似文献

Recent criminological emphasis on the salience of normative concerns, such as procedural fairness and legitimacy, in understanding public law‐abiding behavior has been based on evidence from Anglo‐American studies. This article examines these issues in the African context based on general survey data from Accra, Ghana. The results show a lack of empirical validity, in the Ghanaian context, of the Sunshine–Tyler legitimacy scale. The results also show that public cooperation with the police in Ghana is shaped by utilitarian factors such as perceptions of current police effectiveness infighting crime. It is argued that the importance of perceived police effectiveness to public cooperation is a result of police legitimation deficits and the public's alienation from the Ghana police, which in turn are traced to the colonial history of the police and current poor police performance.  相似文献

The current study prospectively explores whether crime victims’ willingness to cooperate with the police is predicted by victims’ perceptions of police officers’ behaviour with regard to their case through their perceptions of police legitimacy. Structural equation modelling was used to examine the interrelationships between the study variables while controlling for baseline values among a sample of 201 crime victims in the Netherlands. Results indicate that victims’ perceptions of procedural justice and police performance were predictive of both indicators of perceived police legitimacy (i.e. obligation to obey the law and trust in the police). Moreover, victims’ willingness to cooperate with the police was indirectly predicted by victims’ perceptions of procedural justice and police performance, through their perceptions of obligation to obey the law. These findings suggest that police officers may play an important role in stimulating victims’ willingness to cooperate with the police by treating victims fairly and by taking investigative actions to solve the crime.  相似文献

This paper examines the impact of a problem-oriented policing project on serious crime problems in six public housing sites in Jersey City, New Jersey. Representatives from the police department and the local housing authority, social service providers, and public housing tenants formed six problem-solving teams. Using systematic documentation of the teams' activities and calls for police service, we examine changes in serious crime both across and within the six sites over a 2 1/2-year period. We find that problem-oriented policing, as compared with traditional policing strategies used before the problem-oriented policing project, led to fewer serious crime calls for service over time and that two public housing sites in particular succeeded in reducing violent, property, and vehicle-related crimes.  相似文献

This paper explores the under-researched topic of young people’s attitudes towards police in two studies using structural equation modelling. The first study examines the influence of police legitimacy on the willingness of young people to assist police. The second study examines the impact of informal contact with police during a community policing project on young people’s willingness to assist police. Findings show that young people who view police as legitimate are more willing to assist police. Participation in the community policing project had a significant and positive influence on young people’s willingness to assist police independent of young people’s attitudes about police legitimacy.

In a recent and provocative article entitled “Broken Windows,” James Q. Wilson and George L. Kelling propose a new role orientation for the urban police in America. They argue that the police should replace their current preoccupation with crime control and concentrate instead on dealing with small order maintenance problems. Their argument is based upon a synthesis of recent police research and an analysis of police history.

This article critiques the analysis of police history offered by Wilson and Kelling. It disputes their argument that American police officers enjoyed a high degree of legitimacy in the eyes of urban neighborhood residents in the years before the advent of the patrol car. It also offers a different interpretation of the impact of technological innovation upon patterns of police-citizen contacts during the past fifty years.  相似文献

Objectives

We undertook a systematic review and meta-analysis to synthesize the published and unpublished empirical evidence on the impact of police-led interventions that use procedurally just dialogue focused on improving citizen perceptions of police legitimacy.

Methods

The systematic search included any public police intervention where there was a statement that the intervention involved police dialogue with citizens that either was aimed explicitly at improving police legitimacy, or used at least one core ingredient of procedural justice dialogue: police encouraging citizen participation, remaining neutral in their decision making, conveying trustworthy motives, or demonstrating dignity and respect throughout interactions. The studies included in our meta-analyses also had to include at least one direct outcome that measured legitimacy or procedural justice, or one outcome that is common in the legitimacy extant literature: citizen compliance, cooperation, confidence or satisfaction with police. We conducted separate meta-analyses, using random effects models, for each outcome.

Results

For every single one of our outcome measures, the effect of legitimacy policing was in a positive direction, and, for all but the legitimacy outcome, statistically significant. Notwithstanding the variability in the mode in which legitimacy policing is delivered (i.e., the study intervention) and the complexities around measurement of legitimacy outcomes, our review shows that the dialogue component of front-line police-led interventions is an important vehicle for promoting citizen satisfaction, confidence, compliance and cooperation with the police, and for enhancing perceptions of procedural justice.

Conclusions

In practical terms, our research shows the benefits of police using dialogue that adopts at least one of the principles of procedural justice as a component part of any type of police intervention, whether as part of routine police activity or as part of a defined police crime control program. Our review provides evidence that legitimacy policing is an important precursor for improving the capacity of policing to prevent and control crime.  相似文献

A considerable amount of attention is now being paid to the serious nature of campus crime. However, little information is available with regard to those factors that might be closely associated with such incidents. This paper discusses security features and demographic characteristics of a select number of colleges throughout the country. It also describes the extent to which these factors are related to campus crimes. Conclusions and recommendations for campus police officials are discussed.  相似文献

In this study we examine citizens' support for aggressive traffic enforcement strategies and discuss whether the implementation of two different types of traffic enforcement decreases public support. We also examine whether citizens' perceptions of crime, quality of life, and the police are influenced by an increased police presence in their neighborhood. The public opinion data presented here are taken from two experimental target areas and one comparison area. Overall the findings suggest that citizens strongly support aggressive traffic enforcement practices and that the implementation of such strategies does not reduce their support. Residents of areas where police are using these types of tactics do not think that the police are harassing them. Citizens living in one of the experimental areas are significantly more likely to support the police, and think that the police work well with the neighborhood. Residents of the areas that experienced two types of aggressive enforcement, however, did not think that crime had decreased, nor that quality of life had improved. We discuss implications for the use of these strategies and for community policing in general.  相似文献

Objectives

This study tests the generality of Tyler’s process-based model of policing by examining whether the effect of procedural justice and competing variables (i.e., distributive justice and police effectiveness) on police legitimacy evaluations operate in the same manner across individual and situational differences.

Methods

Data from a random sample of mail survey respondents are used to test the “invariance thesis” (N = 1681). Multiplicative interaction effects between the key antecedents of legitimacy (measured separately for obligation to obey and trust in the police) and various demographic categories, prior experiences, and perceived neighborhood conditions are estimated in a series of multivariate regression equations.

Results

The effect of procedural justice on police legitimacy is largely invariant. However, regression and marginal results show that procedural justice has a larger effect on trust in law enforcement among people with prior victimization experience compared to their counterparts. Additionally, the distributive justice effect on trust in the police is more pronounced for people who have greater fear of crime and perceive higher levels of disorder in their neighborhood.

Conclusion

The results suggest that Tyler’s process-based model is a “general” theory of individual police legitimacy evaluations. The police can enhance their legitimacy by ensuring procedural fairness during citizen interactions. The role of procedural justice also appears to be particularly important when the police interact with crime victims.

In their paper Beyond Procedural Justice, Bottoms and Tankebe specified two interrelated dimensions of legitimacy: audience legitimacy and self-legitimacy. Criminologists have given considerable attention to audience legitimacy, but police officers’ belief in their own legitimacy remains understudied. This paper extends Bottoms and Tankebe’s theory and reports findings on some of its key propositions, using survey data from a UK police force. Three key findings emerge. First, contrary to previous studies, feelings of recognition by supervisors and clientele did not predict self-legitimacy; self-legitimacy was found to depend on feelings of peer recognition and acceptance. Second, self-legitimacy predicted officers’ commitment to external procedural justice but not their moral orientations towards crime victims. Finally, perceived police effectiveness but not supervisor recognition – that is, internal procedural justice – was the key predictor both of external procedural justice and of normative orientations towards crime victims. The process‐based model dominates contemporary American research on police‐community relations and perceptions of police. A sizable literature has examined the linkages between procedural justice, legitimacy, compliance with the law, and cooperation with police. Less examined is the relationship between legitimacy and public empowerment of police. This study examines this relationship, focusing on police militarization. We first examine the direct effect of legitimacy on public willingness to allow police to become more militarized. Drawing from cognitive psychology and rational choice theories, we then consider indirect paths between legitimacy and empowerment, concentrating on two anticipated consequences of militarization—an increase in police effectiveness and possible harm to civil liberties. Using a national sample of over 700 American adults, and structural equation modeling, results indicate legitimacy has both direct and indirect effects on police empowerment, in part by shaping assessments of the possible consequences of empowerment. Abstract

This paper presents the results of a survey evaluating the views of 1322 residents of York, UK around their perceptions and attitudes towards crime, their local area, and the police with the aim of understanding the main factors affecting public confidence within the city. The study uses Structural Equation Modelling to develop several models which are evaluated to examine whether differences in public confidence in the police exist across disparate local communities with varying degrees of neighbourhood perceptions. The results indicate that even in a relatively small city such as York, the factors which most affect an individual’s views of the police can vary wildly depending on an individual’s perceptions regarding their local area. The results suggest that policing strategies aimed at improving public confidence must be altered depending on the views residents hold regarding their local communities.  相似文献

Abstract

This case study describes the experience of effective and sustainable multi-sector co-operation in the prevention of crime between the Roodekrans Neighbourhood Watch (RNW) in Roodepoort, South Africa, the South African Police Service, private security businesses and the local business sector. This case study is illustrated in the context of empowering communities to take ownership of community safety by facilitating a multi-sector approach. Many studies have highlighted the role of the police in driving crime prevention, however, this paper focuses on the role and contribution of communities themselves as an effective vehicle of crime prevention drawing on multi-sector co-operation. Knowledge regarding best practices in this field of crime prevention remains a work in progress, therefore this paper aims to contribute to the general framework for the growth of successful multi-sector community-based crime prevention initiatives.  相似文献

Researchers and the mass media have focused increasing attention on campus crime in light of a few high-profile incidents. While rare, these incidents are important because college students are less likely to attend, spend time on, or participate in social activities on high crime campuses. The current study contributed to research on campus crime by exploring the generalizability of the updated social disorganization model to campus communities by using data collected from Peterson's Guide to Four-Year Colleges and the Uniform Crime Report for the year 2000. While social structural features of campus populations are clearly associated with rates of campus property crime, the role of social organization is less certain. These results have implications for future research and crime prevention planning on college campuses.  相似文献

ABSTRACT

The lack of adequate public toilets and associated gender-based violence around their use is a matter of concern in many developing countries and has recently come to the forefront of the political agenda and media discourse in India. Previous research suggests the absence of lighting, inadequate provision of basic sanitation, poor design and siting of toilets, and lack of police presence in slums as facilitators for violence against women. However, the evidence is often anecdotal and usually unsystematic. The exact extent of crimes against women in these circumstances is unknown because unsurprisingly women in slums rarely report crimes to the police, either due to fear or lack of access. The research reported in this paper gauges women’s perception and experience of crime and violence around different types of public toilets in two slums areas in Mumbai, India. A survey of 142 households indicated that although women’s fear of crime was higher than their actual experience, the perception of insecurity was not uniform for all toilet types and locations. Findings also indicated that there was at least minimal provision of toilet facilities, basic security features, water, and electric supply in the research sites. Furthermore, greater police presence and previous contact with the police in one slum area led for greater confidence in reporting offences to the police as compared to the other. Overall, better provision of lighting and regular police patrols were considered by a majority of those surveyed to reduce fear of crime around toilets.  相似文献

Social order and security depend on mutual cooperation between the police and the public. Since the majority of crime is not detected by the police itself, informal control is needed to ensure order in society. This article aims to describe the circumstances under which people´s willingness to cooperate with the police is enhanced. Recent studies show that public compliance and cooperation with authorities who carry out criminal proceedings are linked with the extent to which people perceive these authorities as trustworthy and legitimate. Importantly, trust in police procedural fairness leads to the perception that institutions of justice are legitimate, which in turn enhances people´s willingness to cooperate with them in order to fight crime and disorder. This normative perspective is supported in many European countries. However, evidence exists that instrumental judgements, which focus on one´s self-interest and on outcomes of the justice system, could also be important in some countries. Drawing on procedural justice theory, we examine the importance of normative and instrumental factors in eliciting people´s readiness to help the police fight crime in four Central European countries: the Czech Republic, the Slovak Republic, Hungary, and Poland. While the procedural justice pattern, i.e. the normative perspective, holds well in the Czech Republic and Hungary, in other analysed countries trust in police effectiveness or fear of crime, i.e. instrumental judgements, are relevant too.  相似文献
