ABSTRACT

Peter Balint identifies three challenges to toleration, one of which is the multiculturalism challenge. This is the charge that liberal toleration fails to accommodate minorities adequately, which requires positive recognition rather than negative toleration. I discuss his response to the multiculturalism challenge and its connection to a classical liberal view of toleration. This involves Balint’s claim that liberal neutrality should be understood as reflective and ‘difference-sensitive’, which should be realised by the state being ‘hands-off’ in the sense of withdrawing support for privileged ways of life. I argue that Balint’s classical liberal view that the state needs to be ‘hands-off’ is in need of specification and that it does not fit well with his claim that neutrality needs to be reflective and difference-sensitive.  相似文献

ABSTRACT

I focus on some controversial features of Peter Balint’s stimulating and provocative reassessment of the place of toleration in contemporary diverse societies. First, I question his argument that we must enlarge the concept of toleration to include indifference and approval if toleration is to be compatible with state neutrality. Secondly, I suggest that his idea of active neutrality of intent risks encountering the same difficulties as neutrality of outcome, although these will be mitigated the more the state’s neutrality takes a ‘hands-off’ form. Thirdly, while accepting his claim that exemptions depart from neutrality insofar as they attribute a significance to religious and conscientious convictions that they deny to mere preferences, I argue that that departure is not arbitrary and remains within the spirit of neutrality of intent.  相似文献

ABSTRACT

In this paper, I take issue with Peter Balint’s recent account of the value of toleration as an instrument for securing freedom-maximising outcomes in pluralistic societies. In particular, I question the extent to which the ideal of toleration can be entirely reduced to someone’s intentional withholding of negative interference whose value lies in the protection of individual negative freedoms. I argue that couching the value of toleration entirely in these freedom-maximising terms fails to do justice to the relational value of toleration. To see this value, we must also have in sight the drastic changes that appeals to toleration make to the nature of what goes on between the tolerator and the tolerated, not only to the state of affairs that is created by their relation.  相似文献

ABSTRACT

Toleration is one of the core elements of a liberal polity, and yet it has come to be seen as puzzling, paradoxical and difficult. The aim of the present paper is to dispel three puzzles surrounding toleration. First, I will challenge the notion that it is difficult to see why tolerance should be a virtue given that it involves putting up with what one deems wrong. Second, I defuse the worry that the ideal of toleration is not fully realizable as toleration must necessarily be limited. Third, I take issue with the assumption that ‘true’ tolerance requires meta-tolerance, that is, that the issue of toleration must itself be approached in a ‘tolerant’ way.  相似文献

ABSTRACT

Toleration is typically defined as follows: an agent (A), for some reason, objects to certain actions or practices of someone else (B), but has outweighing other reasons to accept these actions or practices nonetheless and, thus, refrains from interfering with or preventing B from acting accordingly, although A has the power to interfere. So understood, (mutual) toleration is taken to allow for peaceful coexistence and ideally even cooperation amongst people who disagree with each other on crucial questions on how to live and what to value, which is why it has traditionally been regarded as an important part of political liberalism. An explicitly value-neutral liberal state then avoids taking sides when it comes to different and competing ways of life. However, following this idea of liberal neutrality, it has been questioned whether a value-neutral liberal state still needs toleration or is even compatible with it, for apparently neutrality leaves no more room for the objection component of toleration to take hold. In this paper, I take up this question and argue that there is, indeed, conceptual and practical room left for a value-neutral liberal state to be tolerant. Drawing on the interplay between four kinds of reasons (pragmatic, ethical, moral, and political), pragmatic and political reasons may still provide the needed evaluative and normative ground upon which the combination of objection and outweighing acceptance can be made sense of. However, the possible scope of toleration for a value-neutral liberal state is considerably limited.  相似文献

ABSTRACT

In defending toleration against its many critics, Respecting Toleration has both conceptual and normative aims. Conceptually, I defend and explain the coherence of political toleration. This involves, in part, highlighting a distinction between two forms of toleration; one of which always involves objection, and one which does not. Normatively, I defend a particular understanding of toleration as the best way of accommodating contemporary diversity. In brief, the state should be guided by an active ideal of neutrality, and citizens must at minimum engage in forbearance tolerance with each others’ differences. In this paper, I respond to four main lines of criticism. The first is that my understanding of toleration – in which objection is not always necessary – is too broad, and that my non-moralised understanding of forbearance tolerance requires additional context. Second, my discussion of neutrality runs together the distinction between an active/passive state with a large/small state; wrongly fails to distinguish between mere preferences and deeply held beliefs; and is really a concern about equality. Third, my freedom-based justification for toleration is too limited; and may, in fact, enable recognition rather than resist it. Fourth, my rejection of inter-citizen respect for difference is too quick.  相似文献

ABSTRACT

This response to Balint focuses on his stance towards minority cultural and religious practices where he is in general sceptical of special accommodation. I argue that there are grounds to grant special rights and other accommodative measures towards such minorities on the basis of freedom and citizenship (both values Balint endorses), and appraisal respect, a value he rejects. The upshot is more support for a hands-on, active state than the hands-off state that Balint favours.  相似文献

Why did Locke exclude Catholics and atheists from toleration? Not, I contend, because he was trapped by his context, but because his prudential approach and practical judgments led him to traditional texts. I make this argument first by outlining the connections among prudential exceptionality, practical judgments, and traditional texts. I then describe important continuities between conventional English understandings of the relationship between state and religion and Locke's writings on toleration, discuss Locke's conception of rights, and illustrate his use of prudential exceptions and distinctions. I conclude by arguing that Locke's problems are relevant to assessing contemporary liberal discussions of toleration and the separation of state and religion that lean heavily on practical justifications.  相似文献

Abstract

In recent years, there has been an increasingly vigorous debate by a wide range of participants over the past, present and future of Japanese security and the national defence policy. Ever since the end of the Cold War, international relations theorists have cast their gaze to Japan, and have been given to re-examining ‘comprehensive security’ with a particular eye for the meaning of ‘security’. The 1990s were a particularly interesting time for this scholarly revisionism, while events of September 2001 have cast an entirely different spectre on the nature and expectations of Japanese security, both domestically and internationally. This article is particularly concerned with the developments in the 1990s as scholars sought to reassert the ‘defence’ component of the comprehensive security policy hitherto pursued by Japan. This re-examination has elevated former Japanese Defence Agency (JDA) bureaucrat Kubo Takuya as the key architect in crafting Japan's security policy. Tsuyoshi Kawasaki's contributions to the debate are especially interesting on this point. He rightly challenges the short-comings of the so-called ‘domestic-constructivists’, especially Berger and Katzenstein. However, in attempting to demolish their cases for ‘selective biases’ he then proceeds to selectively argue a similarly biased case in asserting the superiority of yet another derivation of the realist cause – ‘postclassical realism’. His key premises are based on his interpretations of the architect of Japan's National Defence Program Outline, Kubo, and in doing so ‘proves’ the military aspect of Japan's security policy and its ‘inherent superiority’ as an explanatory framework. Equally, one can mount a case for the ‘comprehensive security’ proponents by citing the work and presence of the late Okita Saburo in his contributions to understanding post-war security policy. This article will demonstrate a similar argument to that of Kawasaki's based on an analogous analytical framework which grounds Japanese security consciousness in a deeper historical context. It is part of a larger project which seeks to give empirical substance to constructivist interpretations of Japanese security.  相似文献

Abstract

The outbreak of an influenza A (H1N1) pandemic in 2009 coincided with a severe global financial downturn (2007–8). This paper examines the use of ‘contagion’ as a model for assessing the dynamics of both episodes: the spread of infection and the diffusion of shock through an intrafinancial system. The argument is put that a discourse of globally ‘emerging’ and ‘re-emerging’ infection helped to shape a theory of financial contagion, which developed, particularly from 1997, in relation to financial crises in ‘emerging markets’ in Southeast Asia. Conversely, concerns about the economic impact of a global pandemic have been influential in shaping public health responses to communicable diseases from the early 1990s. The paper argues that tracing the conceptual entanglement of financial and biological ‘contagions’ is important for understanding the interconnected global environment within which risk is increasingly being evaluated. The paper also considers the consequences of this analogizing for how financial crises are understood and, ultimately, how responses to them are formulated.  相似文献

ABSTRACT

Larrimore's essay reads Kant's pioneering work in the theory of race in the context of his thought as a whole. Kant wrote on race for most of his career; at different stages of his thinking, race assured meaning in human diversity, confirmed the value of a practical-reason-informed understanding of human destiny, and provided a model for the ‘pragmatic’ knowledge of what ‘man can and should make of himself’. ‘Race’ was invented in 1775 as an advertisement for the new disciplines of geography and anthropology that Kant inaugurated and promoted throughout his career. Giving new meaning to a foreign (French) term associated with animal husbandry, Kant presented the (supposedly) exceptionlessly hereditary traits of race as the first fruit of a truly scientific ‘natural history’ of humanity. His concerns were not merely classificatory; his four-race schema, modeled on the temperaments, allowed a special status for Whites as at once a race and the transcendence of race (Kant invented ‘whiteness’ as well as ‘race’). The notion of ‘race’ was refined in essays Kant published in the 1780s, in the same journal as his celebrated essays on Enlightenment and the philosophy of history. It was given a new status, rather than displaced, by the critical turn. Granted a sanction ‘similar’ to the postulates of pure practical reason, its empirical verification would confirm Kant's whole critical system. Kant's theory of race came into its own in the 1790s, gaining wide acceptance. He relied on familiarity with it (and its lingering association with animal husbandry) in explaining the larger project of the ‘pragmatic anthropology’ without which he thought human progress impossible. Understanding how the concept of race contributed to Kant's more familiar and still appealing intellectual and practical concerns, we gain a better sense of its fateful and enduring attractiveness in subsequent eras.  相似文献

Abstract

Strongly positive uses of terms that designate an absence, a cognitive or ontological impossibility or a sensory privation are among the persistent conceptual figures of Benjamin’s thought. This article analyses the moves by which Benjamin gave his concept of ‘the expressionless’ (das Ausdruckslose) its intriguing semantic meaning and moral value. Drawing on the poetics and philosophy of the sublime from Greek antiquity through modern times, the article reveals key historical reference points of Benjamin’s concept and, furthermore, his strategy of advocating a novel theory of the sublime as an antithesis to, or an interruption of, the beautiful by selectively integrating older traditions (such as the topos of god’s “imagelessness”) with theorems previously unrelated to these traditions (such as phenomenological reflections on body perception and colour and the twentieth-century discourse on “decision”).  相似文献

Abstract

This paper asks: ‘is ASEAN powerful?’ The argument is made that there is a divide over this question between two broad groups of scholars who are referred to as ‘neo-realists’ (including realists) and ‘constructivists’. Focusing attention on this question is useful because it helps to bring into view three, not always explicit, points of argument between constructivists and neo-realists in their assessments of ASEAN. First, the two groups draw different empirically based conclusions about ASEAN's efficacy in East Asian affairs. Neo-realists are generally sceptical about the Association's role in the region because they view it, along with multilateral organizations more generally, as peripheral to great power politicking, what they see as the real stuff and substance of international affairs. A second, conceptual, point of argument is over understandings of power. For neo-realists, power is frequently used interchangeably with force and coercion. Scholars influenced by social constructivist ideas offer a challenge to this equation of power and dominance on the grounds that power is neither necessarily negative-sum nor limited to conflictual situations. Third, we suggest that closely related arguments are marshalled by both sides in debates over ASEAN's future role and organizational structure. Neo-realists argue that a shift to a more rules-based institutional form is in order, while constructivists place their emphasis on identity building.  相似文献

Abstract

Mises’ ‘calculation argument’ against socialism argues that monetary calculation is indispensable as a commensurable unit for evaluating factors of production. This is not due to his conception of rationality being purely ‘algorithmic,’ for it accommodates non-monetary, incommensurable values. Commensurability is needed, rather, as an aid in the face of economic complexity. The socialist Neurath's response to Mises is unsatisfactory in rejecting the need to explore possible non-market techniques for achieving a certain degree of commensurability. Yet Neurath's contribution is valuable in emphasizing the need for a balanced, comparative approach to the question of market versus non-market that puts the commensurability question in context. These central issues raised by adversaries in the early socialist calculation debate have continued relevance for the contemporary discussion.  相似文献

Abstract

This paper examines the theme of recognition in Hegel's account of self-consciousness, suggesting that there are unresolved difficulties with the relationship between the normative sense of mutual recognition and phenomenological cases of unequal recognition. Recent readings of Hegel deal with this problem by positing an implicit distinction between an ‘ontological’ sense of recognition as a precondition for autonomous subjectivity, and a ‘normative’ sense of recognition as embodied in rational social and political institutions. Drawing on recent work by Robert Pippin and Axel Honneth, I argue that Hegel's conception of rational freedom provides the key to grasping the relationship between the ontological and normative senses of recognition. Recognitive freedom provides a way of appropriating Hegel's theory of recognition for contemporary social philosophy.  相似文献

My notes on Peter Berger’s recent publication (Berger 2014) come in two parts. In part one, I will address a couple of conceptual ambiguities surrounding the so-called “secularization theory”. In part two, I will deal with Berger’s argument that religious diversity undermines religious certainties and in that sense fosters secularization. As I will point out, theologians are not only well aware of this situation, they are discussing it as part of the so-called “theology of religions,” and they have identified a solution that avoids what Berger rightly characterizes as the two impasses of fundamentalism and relativism.  相似文献

The post-liberal IR debate on peacebuilding has made considerable efforts to reintroduce ‘the local’. In principle, critical peace studies follow the argument that communal capacities for peace formation exist in every society. However, few take the further conceptual step of taking emic perspectives on ordering and peacebuilding more seriously. This article aims at exploring and understanding customary concepts and practices of ordering with examples from Kyrgyzstan. It asks how and why communal actors and institutions contribute to ordering in the context of limited local tensions and how these actors navigate at national and international levels.  相似文献
