Abstract

In the late nineteenth century, the Moroccan government’s concern for its image abroad ushered in a new approach to understanding Jews’ rights. Although the sultans never abandoned the dhimma contract in favour of religious egalitarianism, government officials increasingly adopted a new language of equality to describe how Jewish subjects should be treated. This language of equality borrowed vocabulary from Western notions of tolerance, but did not fundamentally conflict with Islamic ideals of justice. Mawlāy ?asan (reigned 1873–1894) refused to declare that Jews and Muslims were equal, but he increasingly insisted that Jews and Muslims must be treated equally before the law. Jews trod a similarly fine line, between pushing the envelope of their legal rights as dhimmīs and affirming their status as the personal protégés of the sultan. Through an examination of correspondence among Moroccan government officials, Jews and foreign diplomats, this article locates the shifting relationship between the state and its Jewish subjects in the language which the Makhzan used to define justice.  相似文献

ABSTRACT

After 1999, democratization, normalization and Europeanization were the key processes through which Kosovo’s final political status was expected to take shape. All three processes, however, were guided by the stability paradigm. Though Kosovo cannot be categorized as a typical authoritarian state, its political leaders have openly displayed illiberal tendencies, governing in an unaccountable manner and utilizing public assets for their private gain. In the period from 1999 to 2008, while UNMIK’s approach was based on maintaining stability instead of democratization, a soft competitive authoritarianism began to emerge incrementally. In its first decade of independence, Kosovo’s statehood remained internationally disputed, whereas its governance culture was characterized by a lack of internal accountability, which is a key component of the soft competitive authoritarianism in the country. Thus, the negative trajectory of political developments did not change even after the deployment of EULEX and the 2008 declaration of independence. This article analyses the development of authoritarian and illiberal tendencies in Kosovo and suggests that the democratization and Europeanization discourses served to conceal soft competitive authoritarian practices in Kosovo.  相似文献

ABSTRACT

The pro-Kurdish nationalist mobilization in Turkey was mostly built on the right to self-determination aligned with the Marxist-Leninist ideology for the insurgent Kurdistan Workers’ Party (PKK) in the early 1980s and ethnic minority rights for the secular-leftist pro-Kurdish legal parties in the 1990s. The Turkish state mostly framed the legal and illegal pro-Kurdish mobilization as ‘the enemy of the state’ and ‘the enemy of Islam’ in its counter-insurgency efforts. However, in the 2000s, the PKK and the pro-Kurdish legal parties became more tolerant and inclusive toward Islamic Kurdish identity by mobilizing their sympathizers in events such as ‘Civic Friday Prayers’ and a ‘Democratic Islamic Congress’. This move aimed to function as an antidote to the rising popularity of the ruling conservative Justice and Development Party (AKP) and the Kurdish Hizbullah in the early 2000s. In other words, Islam and pious Muslim identity has increasingly become contested among Turkish Islamists, Kurdish Islamists, and the secular Kurdish nationalists. This article seeks to unpack why, how, and under what conditions such competing actors and mechanisms shape the discursive and power relationships in the Kurdish-Turkish public sphere.  相似文献

This study explores the competition for Turkey's Kurdish vote through the instrumentalization of religion, ethnicity and victimhood in political competition. This becomes possible through the study of rally speeches of the Justice and Development Party (Adalet ve Kalk?nma Partisi – AKP), the pro-Kurdish Peace and Democracy Party (Bar?? ve Demokrasi Partisi – BDP) and the Peoples’ Democratic Party (Halklar?n Demokratik Partisi – HDP), in Turkey's June 2011 and June 2015 general elections. The AKP campaigns framed the resolution of the Kurdish issue along with an updated version of the ‘Turkish Islamic Synthesis’. The issue of ethnicity was toned down in contrast to the idea of common victimhood of pious Turkish and Kurdish Muslims in republican Turkey. On the other hand, the BDP/HDP moved from a more ethnic-oriented and exclusive identity approach in 2011 to a more inclusive, liberal and extrovert agenda based on a civic definition of Turkish national identity in 2015. Religion and victimhood appear as the two most enduring symbolic resources for political party mobilization.  相似文献

ABSTRACT

In this article, I further develop the Copenhagen School’s securitization theory in a causal direction, by emphasizing the explanatory family of mechanisms, mediators and moderators. In the first half of this article, I present two models for conceptualizing the causal maps that securitization is part of. Next, I define five epistemological and methodological dimensions that are important for modelling securitization with causal power. The proposed approach is then put into practice by two most-similar case studies in the second half of the article: securitization attempts in Japan in 2006-07 and in 2012-15. By comparing his securitization efforts in 2006 and in 2012-15 respectively, I identify why PM Abe was successful in his securitization attempt in the latter period. Furthermore, I propose an explanatory set that together with securitization enabled certain effects to take place in Japan, namely the introduction of collective self-defense in 2014/15.  相似文献

ABSTRACT

Since Ma Ying-Jeou assumed presidency in 2008, he promoted an Economic Cooperation Framework Agreement (ECFA) and Taiwan’s political rapprochement with China. However, the opposition party soon proposed a counter argument, claiming this agreement might produce severe negative consequences for Taiwan’s economy and sovereignty.

This study presents a securitization framework to highlight both the KMT and DPP strategy in contesting the nature of ECFA despite the potential inflation of benefit. It investigates both the KMT and DPP securitization strategies under Taiwan’s political and economic contexts. A de-securitizing discourse, though might have been a convincing counterargument against ECFA, was underdeveloped by the DPP members. It also shows how the debate shapes the discourse in the Sunflower Student Movements in 2014, and led to the DPP’s subsequent change of securitization strategy.  相似文献

ABSTRACT

Since the signing of the historic ‘Brussels Agreement’ on 19 April 2013 on the normalization of relations between Kosovo and Serbia, Serbian President Aleksandar Vu?i? and the Progressive Party have oscillated between competing tensions emanating from seeking membership in the European Union and those stemming from the retention of Kosovo, including the party’s uncompromising position on non-recognition. Following two-level game theory, this paper offers a comparative analysis of the Progressive Party’s multi-level game strategy vis-à-vis Kosovo and the EU, arguing that while the initial success of the Brussels Agreement can predominantly be attributed to the rise in popular support for EU accession, Serbian policy towards Kosovo appears to be far less clear and often contradictory and therefore, Serbian government strategy cannot have been influenced by public opinion.  相似文献

ABSTRACT

This article asks whether campus preaching organizations such as the Indonesian Muslim Students Islamic Union (KAMMI) and Hizb ut-Tahrir Indonesia (HTI) serve as potential breeding grounds for radicalism or, alternatively, do they serve as institutions that promote political moderation and prevent radical action among young university-age Muslims. Utilizing insights from inclusion-moderation thesis, it concludes the answer to these questions depends on whether these groups are willing to accept Indonesia’s democratic political system. These determine the tactics the groups chose to promote their agenda to potential recruits. While KAMMI is willing to moderate its strategies, HTI is unwilling to do so and continues to promote its agenda through secretive means, although it formally rejects radicalism and extremism.  相似文献

This article examines how “spiritual-moral values” (SMV) became securitized, or defined as a matter of national security in Russia. I analyze speech acts to show how moves to securitize SMV spread from the political fringe to the center of power, and from individual sectors to the strategic level. This “moral turn” in Russian politics is not merely a superficial attempt of the elite to distract the masses and rally the conservative electorate. The securitization of SMV has wider implications: It is, in the most direct way, the regime’s way of preventing a “color revolution.” By introducing a “state of siege” to the sphere of fundamental moral values, this securitization aids the construction of a national identity that is incompatible with basic human rights. An existential threat is constructed in order to justify extraordinary measures and establish a new social contract in which modernization is sacrificed at the altar of security.  相似文献

Abstract

This article investigates the political dynamics shaping the post-2010 ‘de-Europeanisation’ of Turkey’s judicial system, particularly regarding judicial independence and rule of law. The analysis suggests the limits of conventional Europeanisation accounts emphasising causal factors such as European Union (EU) conditionality and the ‘lock-in effects’ of liberal reforms due to the benefits of EU accession. The article argues that the Justice and Development Party’s (AKP’s) bid for political hegemony resulted in the reversal of rule of law reforms. De-Europeanisation is discussed in terms of both legislative changes and the government’s observed discourse shift.  相似文献

Abstract

The notion of ‘minority’ has traditionally been understood as an ethnic or religious category based on primary identity markers, and as such only makes sense relative to a broader polity. On closer examination, however, the case of the smaller Gulf states illustrates the constructed nature of the minority/majority dialectic. In these societies, with mixed populations and transnational foundations—, monarchic regimes have historically asserted themselves by promoting some groups over others to secure their loyalty.

This is particularly true in the parliamentary regimes of Kuwait and Bahrain. This article contends that while the ethno-religious understanding of ‘minority’ makes little heuristic sense in these two countries, the minority/majority dialectic is part of a political praxis used to garner support for the regime and by manufacturing ‘minorities’ to evade the principle of majority rule. The article traces the post-2011 responses by the Kuwaiti and Bahraini regimes to the rise of an oppositional majority. For Kuwait, it analyses the emphasis placed on the nation’s unity and the discrediting of the Bedouin’s political claims for Bahrain, it looks at how the authorities stressed the nation’s multicultural character to undermine the representativeness of the dominant Shiite political movement. Both strategies are designed to deflect the threat of power sharing.  相似文献

ABSTRACT

Almost a decade after its declaration of independence, Kosovo continues to depend on NATO’s Kosovo Force (KFOR) for its protection. This article explores why Kosovo has not developed its own armed forces and how it could complete the process of security institution building through the establishment of a Kosovo Armed Force (KAF) in the future. Conceptually, the article highlights the role of different agents with diverging positions on the development of a KAF and the unfolding politicization of the issue, under conditions of legal uncertainty. The empirical analysis traces the stalemate regarding the creation of a KAF to legal restraints and the diverging positions of different parties on the issue. More specifically, the government’s inability to balance between the high expectations of Kosovo Albanians and the adamant objections of Kosovo Serbs has exacerbated the politicization of the debate.  相似文献

In the Kosovo crisis, Germany for the first time since 1955 joined NATO military combat operations in a major way. While this has often been interpreted as a fundamental major departure ('normalisation') in Germany's post‐war foreign policy, this article argues that Germany's willingness to contemplate joining a NATO war even without a mandate by the UN Security Council represents an evolution, rather than a fundamental change in Germany's foreign policy orientation. This evolution can be explained best as a logical and consistent response of Germany's foreign policy identity which reconciled, through modification, its traditional post war foreign policy identity as a ‘civilian power’ to a radically different security environment.  相似文献

ABSTRACT

This article explores the question of how Albanian Salafi Muslims have engaged with and provided religious interpretations to issues peculiar to Albanians’ historical and sociopolitical context, as well as considering the ethnic group’s recent engagement in Middle Eastern conflicts. Utilizing Salafism’s doctrinal concepts of takfir (excommunication of another Muslim) and al-wala’ wa-l-bara’ (loyalty and disavowal) as guiding analytical tools, the article investigates Albanian Salafi Muslims’ position and discourse on the following three Albanian-specific issues: (i) engagement with the secular state by voting for their representatives (leaders); (ii) the question of nation and nationalism; and (iii) the question of militant Islamism related more recently to the Syrian conflict. Though there are different nuances among Albanian Salafi Muslims, the article shows the sharper distinctions and divergences that exist between the mainstream and rejectionist Salafis when considering the ways they have engaged with the three issues under analysis. Also, despite the general agreement in literature about Salafism’s globalized acculturalization impact on localized Islam(s), the analysis deduces Salafism’s ‘re-culturalized’ and ‘re-nationalized’ face in the Albanian-specific context, something prevalent among the mainstream Salafi Muslims of this ethnic group in the Balkans.  相似文献

ABSTRACT

Security sector reform (SSR) in Kosovo remains complex and challenging. The existing approach is heavily driven by international agencies. This article addresses the question: What role is played by local research in Kosovo’s SSR? This study focuses on the challenges that local research poses to internationally led SSR in Kosovo, and the contribution that local researchers make to the decision-making of international practitioners. In Kosovo, local research organizations produce research analysing and critiquing international SSR and offering alternative approaches. The study builds on existing studies of epistemic communities and research use in policy-making and new evidence based on the author’s interview survey of researchers and policy-makers in Kosovo. The article argues that focusing on the interaction between local researchers and international policy practitioners provides valuable insight into the construction of Kosovo’s SSR. The study deconstructs the structures, processes and agencies at the heart of the local/international relationship. It explains how local research on topics of security, justice and rule of law, and its interaction with international practitioners, challenges international SSR and contributes to international SSR decision-making.  相似文献

Macro-level policies frequently transform and reconfigure local livelihood options. While there is a small but growing body of ethnographic work regarding ethnic minority livelihoods in Vietnam’s mountainous borderlands, there is far less research examining the state decrees and policies implemented there and the opinions of state workers who have to apply them. This article starts to address this gap. First, we examine contemporary Vietnamese state legislation regarding upland livelihoods. We focus on the directions found in 82 livelihood-related state decrees, examining their scope and edicts while critiquing what they overlook regarding upland livelihood needs and approaches. Then, from in-depth interviews with state officials in Hà Giang Province, a mountainous upland region with a proportionately large ethnic minority population, we explore the opinions of those charged with the implementation of these decrees. Building on O’Brien’s earlier work on rightful resistance in China, we suggest that a form of “rightful criticism” has emerged among upland state officials, allowing us to reveal the contours of political power in Vietnam’s borderlands. Moreover, we draw attention to the lack of acknowledgement of ethnic diversity in these uplands within policy and official practice.  相似文献

ABSTRACT

Why has the internationally promoted Weberian-style bureaucracy failed to replace patronage as the dominant principle of state organization in post-war Kosovo? This article explores how international actors’ rule-promotion activities and local actors’ strategies of resistance play out and interact to explain the failure. The empirical analysis focuses on rules of recruitment in the civil service system in the period 2000–2016. The analysis juxtaposes two consecutive stages of the state-building process, which are marked by different degrees and forms of international involvement: the pre-independence period, 1999–2008; and post-independence period, 2008–2016. Evidence from the case suggests that during the pre-independence period, legal inconsistencies embedded in the internationally promulgated legislation enabled local actors’ formal and informal strategies to recruit political cronies in the newly created civil service system. The transfer of authority from international administrators to elected local authorities, especially after Kosovo’s declaration of independence in 2008, did not solve the problem of legal inconsistencies, and instead, served to consolidate governing parties’ strategies of control over recruitment in the state bureaucracy. More often than not, patron–client relationships that thrive at the borderline between formality and informality of political behaviour, continued to undermine external rule transfers.  相似文献

Recent processes of political decentralisation and the parallel movements asserting indigenous identity and autochthony have led to a resurgence of academic interest in ‘traditional’ and local forms of leadership and authority. Based on ethnographic research on the hirimu age-set system and related forms of traditional authority in the Zanzibari village of Jongowe, this article explores how these systems rooted in local history and identity are mitigated by contemporary national and international political circumstances. By examining how ‘traditional’ systems both create and circumscribe space for gendered expressions of power and how they work with the emerging forms of non-governmental organisation characteristic of contemporary development, the article considers how these dynamic local systems of governance maintain their legitimacy through both association with the past and engagement with contemporary politics. It argues for an understanding of ‘traditional authority’ that expands beyond hereditary leadership positions, and suggests that such forms of power, though embedded in historical collective identity, are expressions of contemporary forms of governance.  相似文献

ABSTRACT

Research into post-independence identity shifts among Kazakhstan’s Russian-speaking minorities has outlined a number of possible pathways, such as diasporization, integrated national minority status and ethnic separatism. Drawing on semi-structured interviews with young people in Almaty and Karaganda, I examine how Russian-speaking minorities identify with the state and imagine their place in a ‘soft’ or ‘hybrid’ post-Soviet authoritarian system. What is found is that Russian-speaking minorities largely accept their status beneath the Kazakh ‘elder brother’ and do not wish to identify as a ‘national minority’. Furthermore, they affirm passive loyalty to the political status quo while remaining disinterested in political representation. Russian-speaking minorities are also ambivalent towards Kazakh language promotion and anxious about the increasing presence of Kazakh-speakers in urban spaces. This article argues that two factors are central to these stances among Kazakhstan’s Russian-speaking minorities: the persistence of Soviet legacies and the effects of state discourse and policy since 1991.  相似文献

ABSTRACT

This article focuses on contemporary artworks outlining the current refugee flow from the Middle East to the West, namely to European countries together with the US and Canada. Drawing primarily on Jacques Rancière’s conceptualization of ethical art versus aesthetics, I explore how various journeys of refugees in its many forms have been represented in the contemporary art scene. My aim is to concretize the theoretical debate surrounding the ‘political’ engagement of critical art on the issue of refugee representation through various prominent artworks and art practices starting with the well-known image of Alan Kurdi’s and Ai Weiwei’s replication of this image in his artwork. I will analyse when and in which configurations aesthetics and ethics can be found in contemporary art on the issue of the ‘refugee crisis’. I argue that art on refugees can be grouped into two primary categories that I define as ‘human condition assessment’ and ‘agency empowerment’. As such, I demonstrate in practice how contemporary art on the current refugee crisis both employs and moves beyond the ethical subject matters by challenging abject victimhood as well as the ideal of egalitarian art for the underrepresented and thus assumingly voiceless, depoliticized refugees.  相似文献
