ABSTRACT

Brexit will profoundly change politics in the European Union, and all countries will have to adjust to the new situation. But the issue is more pressing for small member states that are more dependent on international organisations than big states. This article studies how the institutional setting affects a small state’s preparations for Brexit in the areas of the common security and defence policy and internal market. Contrary to the expectations, it shows that the Czech Republic, the small state under scrutiny, has invested more effort into a preventive adjustment in the internal market policy than to the CSDP. This result is explained by the existence of alternative institutional frameworks that are expected to mitigate the impact of Brexit on EU’s security and defence policy. It also suggests that while small states profit from the existence of strong institutions, they also face the risk of unmitigated impact when these institutions change.  相似文献

ABSTRACT

How do personal encounters with legal institutions shape citizens’ confidence in those institutions throughout sub-Saharan Africa? Using Afrobarometer’s cross-national citizen survey, we show that negative first-hand experiences with government courts and police erode citizens’ trust in those state institutions but do not tend to disrupt citizens’ perceptions of their authority to arbitrate or enforce the law. Individuals from diverse demographic backgrounds imbue state institutions with the right to perform their governance and law-enforcement duties, even after experiencing institutional incompetence or injustice. This article advances existing comparative research on legal institutions, which tends to conflate trust and legitimacy and overlooks the distinction between de facto performance and de jure authority. We suggest that rule-of-law institutions have deeper roots than some scholars have previously supposed.  相似文献

ABSTRACT

Transparency laws have proliferated worldwide: between 1990 and 2010, 76 countries promulgated laws or ordinances on the freedom or right to information. By examining the domestic and global processes involved in the passage of the Right to Information Act, 2005 (RTIA) in India, this article locates the global trend within the local context. It argues that the RTIA signifies institutional change because it replaced the norm of secrecy—nested and perpetuated within the Indian state since colonial times—with the norm of openness. But was this change a result of an endogenous process, or did exogenous factors—such as the global policy stimulus toward transparency and accountability or the “good governance” agenda of international financial institutions—play an instrumental role? The existing scholarly literature argues that international influence was “marginal” and the process of institutional change was largely “homegrown.” By considering historical archival material and internal government documents, this article attempts to unravel the process of norm diffusion from the global to the local and to determine how much exogenous factors and global norms affected institutional change in India.  相似文献

ABSTRACT

India’s approach and policies at climate change negotiations have garnered considerable interest and attention. Over the last three decades, India’s positions have gained more importance as its carbon emissions rise. In this article, I explain India’s ratification of the Framework Convention on Climate Change (FCCC) using the New Interdependence approach, a framework that explains state behavior by analyzing how global rules affects the domestic politics and policymaking around a particular issue. Specifically, I map how the conflicts around which countries should address global warming influenced the domestic politics of climate change in India, particularly the rise of MEA in leading India’s policymaking on climate change, including FCCC negotiations. MEA’s political understanding of climate change, sharpened by two domestic environmental groups – TERI and CSE, decisively shaped India’s approach at FCCC negotiations. Indian negotiators focused on hammering the differences between developed and developing countries helping shape a Framework Convention that differentiated climate responsibilities based on development constraints.  相似文献

ABSTRACT

Germany’s post-war return to international sport was not uniform across all federations. The nature of each sport—summer versus winter, team versus individual—influenced the speed with which each international sport federation dealt with the issue of Germany’s return. Some federations allowed German participation even before they formally re-admitted the country to federation membership. However, sporting relations were not the only issue considered by international federations. The historical political relations between Germany and its smaller European neighbours were as important. The combination of the historical relationship amongst European states—especially memories of the Second World War—and internal sport federation dynamics affected state relations within the broader international system. The actions taken by the international sport federations provided examples—in areas that would not result in another world war or destroy Western alliances—of how Germany could return as a full member of the international community. The debates regarding Germany’s return across a number of international sport federations reveal the complex interaction among memory, politics, and practical matters.  相似文献

ABSTRACT

This series of papers on Globalization, Institutional Change, and Politics of reforms in India highlights some of the key characteristics of institutional change and globalization in India. This special issue points in the direction of three important conjectures on globalization and change by bringing together a few key aspects of the process of institutional change and engagement with the global in India. First, India’s liberal democracy has embraced globalization and globally influenced institutional change in an embedded liberal way. Second, this is a saga of gradual and largely endogenous change. India is deeply affected by the demonstration effect of global best practices but builds rather more after its own internal consensus. Finally, even though India is not a classic developmental state, the state is an important factor in promoting change.  相似文献

If the international system is envisaged as a trading network in which political, cutural and social mesotheses, as well as economic goods and services, are exchanged between Parsonian sectors (political, integrative and adaptive), then the behavior of governments, multinational corporations and other agencies can be modelled on those of actors exercising bounded rationality in a set of highly imperfect markets. Power can be conceptualized as a form of political credit, capable of investment, liable to inflation due to over‐extension, and subject to exhaustion—and the illegitimate substitution of force. Political actors attempt to optimize their legitimacy (or political solvency).

Thus global structure is envisaged as a more or less persistent network of exchanges, which necessarily assumes a market configuration, hierarchical and segmented. Then the nature of international relations varies as a function of the actors’ relative positions within this structure,—above/below, near/far—and of their relative systemic motions—fast/slow, rising/falling, approaching/receding.

It is proposed to accept the market structure as given, including the disparities in capacity between countries and their diverse institutions and cultures, in order to explain changes in international relations, i.e. changes in relative position. It is such change that chiefly concerns decision makers.

Several processes contribute to structural change. First, the great engine of change is “progress”: the market imperative for actors either to rise in the structure or to be taken over by others more progressive than they. Thus the whole system tends to “develop” upward. Second, cycles of deflation and inflation in various forms of “credit” operate to raise or lower the overall height of the market pyramid. Third, disparities in levels between Parsonian sectors give rise to turbulance within the global system.  相似文献

ABSTRACT

Missing from the political violence literature is an in-depth and systematic examination of the effects of terrorist assassination on state political institutions in repressive regimes. By broadening the scope and depth of empirical research into terrorist assassinations, the potential exists to enhance our understanding of the outcomes of assassination by terrorist actors as well as our overall understanding of political violence in repressive regimes. Utilizing survival analysis and data from the Global Terrorism Database, the Polity IV Project, and the Political Terror Scale, this project focuses on the post-terrorist assassination institutional outcomes in repressive regimes. While the effects are long-term, the most repressive regimes are the most likely to experience political institutional shifts in the wake of terrorist assassinations. The direction of the institutional shifts is mixed, but results indicate that the level of state repression in existence prior to a terrorist assassination matters to post-terrorist assassination outcomes.  相似文献

Abstract

This paper reports data from a content analysis of television news coverage of terrorism. A proposed typology of terrorism and media coverage is tested with stories from network news in the United States and Canada. The typology posits that media coverage of terrorism depends on the act's relation to institutional power bases. The two types of terrorism outlined either seek out or avoid media coverage, depending on whether they challenge or reinforce institutional power. Because of media's interrelationship with the economic and political institutions, coverage of terrorism will take on the flavor of these institutions’ perspective. The data show that although media cover terrorist acts that are linked to U.S. institutional interests, the tone of such coverage casts uncritical perspective. The implications for the general message system of news, with particular regard to the media's contribution to international understanding, are explored.  相似文献

ABSTRACT

Despite the extensive literature on distributive politics, there is still is a lack of a theory of how political and fiscal institutions interact to shape the pork barreling ability of national leaders in a federal parliamentary democracy. This article examines how the party system types (dominant party versus coalition system) and particular attributes of discretionary grants (providing credit claiming opportunity or facilitating side payments) influence opportunities for pork-barrel politics. This article proposes a situational theory of distributive politics that states that incentives for exclusive targeting of affiliated states in one-party dominant systems drive national ruling parties toward particularism while the shrinking opportunity to indulge in such a policy in multiparty coalition systems creates a universalization effect. The disaggregated analysis of discretionary grants using Indian data for 14 states for the one-party dominant period (1972–89) and the coalition era (1996–2012) confirms the theoretical expectations. Additionally, the exercise brings to the fore the fact that the shift from particularism to universalism occurs for schematic grants that provide credit claiming opportunity. The ad hoc grants that are like side payments remain subject to particularism.  相似文献

Abstract

The unequal participation of member states in international organizations (IOs) undermines IOs’ legitimacy as global actors. Existing scholarship typically makes this assessment by referencing a combination of input—the interests IOs serve—and output—the decisions they take. This scholarship does not, however, pay enough attention to how IOs have responded to these concerns. We argue that IOs have used the participation of small states—whose membership most studies typically ignore—as an important means of generating what Vivian Schmidt calls ‘throughput’ legitimacy for their operations. We organize our analysis of ‘throughput’ legitimacy in IOs around four institutional mechanisms—(1) agenda setting; (2) leadership (s)election; (3) management and operation; and (4) service delivery—in which all states seek to exert influence. What emerges is an account of IOs seeking to balance ‘inputs’ and ‘outputs’ by way of ‘throughputs’. We conclude by arguing for an expanded focus on the means by which IOs generate ‘throughput’ legitimacy in future research.  相似文献

Can international non-governmental organizations (INGOs) influence domestic policy? This paper offers new quantitative evidence of the impact of INGOs in one specific policy area—Freedom of Information (FOI) laws—as well as highlighting an under-studied mechanism of INGO influence on the design of domestic laws. I test this argument by examining the effect of legal analyses of draft FOI legislation published by the INGO Article 19. These analyses provide expert legal assessments and make normative evaluations—both information politics and symbolic politics. I find that in countries in which Article 19 conducted legal analyses, the design of the subsequently passed FOI laws was significantly stronger than in countries that were not subject to such analyses. I demonstrate that this finding is not an artifact of Article 19’s selection process. I also present suggestive evidence that highlights symbolic politics, not information politics, as the more salient mechanism. Finally, I examine the process of FOI drafting and adoption in Serbia to illustrate the argument and specific mechanisms at work.  相似文献

ABSTRACT

This article examines the role of India’s states in shaping the implementation and framing of social policy within India’s federal system. Since the 2000s, the central government has overseen a substantial expansion of social welfare policies partly through a new push toward rights-based social provision. Yet, it is India’s states that are both responsible for an increasing proportion of total public expenditure on social welfare provision as well as determining the nature and effectiveness of that provision across space. Drawing on a comparative research program across pairs of Indian states, three critical factors explaining how state-level political environments shape social policy are identified: the role of policy legacies in shaping policy frames; the role of social coalitions underpinning political party competition; and the role of political leaders in strengthening state capacity to achieve program goals.  相似文献

This paper engages the ongoing soft balancing debate by suggesting a new analytical framework for states’ countervailing strategies—a negative balancing model—to explain why states do not form alliances and conduct arms races to balance against power or threats as they previously did. Negative balancing refers to a state's strategies or diplomatic efforts aiming to undermine a rival's power. By contrast, positive balancing means to strengthen a state's own power in world politics. I argue that a state's balancing strategies are shaped by the level of threat perception regarding its rival. The higher the threat perception, the more likely it is for a state to choose positive balancing. The lower the threat perception, the more likely it is for a state to choose negative balancing. I suggest that the hegemon provides security as a public good to the international system in a unipolar world in which the relatively low-threat propensity of the system renders positive balancing strategies incompatible with state interests after the Cold War. Instead, states have employed various negative balancing strategies to undermine each other's power, especially when dealing with us primacy. China's negative balancing strategy against the United States and the us negative balancing strategy against Russia are two case studies that test the validity of the negative balancing model.  相似文献

ABSTRACT

After the 2002 pogrom, Narendra Modi, the Chief Minister of Gujarat, shifted his political repertoire from that of a Hindu Hriday Samrat (King of Hindus’ heart) to that of development and Gujaratiness. He claimed that he was a development man (Vikas Purush) and that he represented the 60 million Gujaratis as an aam admi (common man). He projected himself as an embodiment of their identity—asmita. This populist repertoire, which was explicitly articulated during the Sadbhavna mission in 2012, is in tune with the general trend of Indian politics where most of the Chief Ministers claim to epitomize one subnationalism. In the case of Narendra Modi, however, this regional identity was defined in religious terms and reflected a banalization of Hindutva, an original process that was more likely to happen in Gujarat because of the traditional definition of the state’s identity.  相似文献

Promoting democracy has developed into a common activity performed by a variety of actors in the post‐cold war world. While it is states and international institutions that receive most of the attention devoted to this increasingly important issue‐area, other non‐state actors also engage in democracy promotion. This article examines the activities of two such actors: political foundations ‐ quasi‐governmental organizations established in a number of advanced states ‐ and think‐tanks ‐ private institutions traditionally engaged in research and policy advocacy. It argues that the role and impact of these actors deepen the transnationalization of democracy promotion, which has important consequences for the international politics of democratization and international relations more generally.  相似文献

ABSTRACT

In December 2014, the International Olympic Committee [IOC] granted full membership to Kosovo. For the young state, which had declared its independence only in 2008, this decision meant that it could take part in the upcoming 2016 Summer Olympic Games in Rio de Janeiro. This analysis illustrates the significance of Kosovo’s full IOC membership. Arguing that IOC membership can be identified as both the “end” and “beginning” of Kosovo’s diplomatic endeavour towards international recognition, the role of sport within this process is illuminated. It mirrors the strategic value of representative sport for a nation-building process as well as its particular significance for public diplomacy in Kosovo. Kosovar political elites shifted their focus towards sport because “traditional” diplomatic efforts, despite being successful to a certain extent, could not break the seemingly cemented status quo considering its United Nations [UN] status. Inclusion in the “Olympic family” represents more than just a symbolic victory for Kosovar diplomacy. The Kosovar nation-building and -branding process, emblematised through the “soft power” of representative sport, could be increasingly used to create symbolic pressure on states that have not yet recognised Kosovo; its ultimate diplomatic goal remains to enter the UN, even if it has to be through “sport’s door.”  相似文献

Abstract

Through a qualitative analysis of three air disasters from Asia in recent years—MH370, MH17 and QZ8501—this article investigates the puzzle of how aviation disasters open up a sovereign state’s domestic governance and foreign policy to international questioning within an anarchic international system. This enquiry thereby highlights the gaps in the global governance of aviation, particularly in the areas of safety and recovery in the wake of aviation disasters. Three linked literatures demonstrate this dynamic. First, aligned with the ‘emotional turn’ in international relations, we show that the portrayal of air disasters and grieving next of kin in global media highlights the politics of grief and trauma. Second, aviation disasters surface the politics of disaster diplomacy in the guise of ‘security competition by proxy’ in the recovery process. Third, we emphasize that these shortfalls in domestic governance and international cooperation demonstrated by the attention-grabbing spectacle of aviation disasters consequently underscore important knowledge, norms and compliance gaps in global aviation governance. Aviation disasters and their aftermath thus shine an international spotlight on the state’s domestic governance and foreign policies in these three manners.  相似文献

Abstract

Discourse analysis, once the purview of critical theories of international politics, has emerged as a mainstream methodology for understanding international relations. While interest in such perspectives has enriched international relations theory, much about the nature of methods—that is, specific empirical processes for the gathering and analysis of evidence—is left ambiguous in this scholarship. Which texts should discourse analyses focus on? And, more practically, how should those texts be chosen? Building on discussions of case study methodology from both qualitative and interpretive social science, this article contributes to theoretical and empirical projects within discourse theory by suggesting a method for text selection: the random selection of texts. I argue that random selection processes are beneficial for discourse analyses that aim to study broad cultural patterns, such as genealogy. Random selection is not simply a means of choosing texts, but also a more comprehensive logic for thinking about the purpose of texts in discourse analysis.  相似文献

Al Qaeda in the Arabian Peninsula’s Inspire magazine has received attention within Western academia and media for its role in inspiring and instructing a series of homegrown terrorist attacks. Reporting on the magazine often characterises it as a Western-centric instrument of jihadi discourse. This characterisation, while broadly accurate, is in need of refinement. Using a modified version of Jennifer Attride-Stirling’s method of thematic network analysis, this research visualises and analyses the narrative themes contained within fourteen issues of Inspire magazine. It demonstrates that the magazine’s narrative extends well beyond the Western world. In reality, Inspire’s themes centre not only on the West and its Muslim populations, but on local politics and broader religious issues. The magazine’s thematic focus has also shifted over time—particularly in response to (a) political volatility in the Middle East and North Africa, (b) the killing of prominent jihadists, and (c) the execution of successful individual jihad operations. Throughout these periods of change, Inspire struggled to maintain focus on its anti-Western narrative and proved easily distracted by local issues and the “martyrdom” of Al Qaeda leaders. Understanding Inspire’s thematic landscape and its shifting character prove important in understanding and responding effectively to its jihadi discourse.  相似文献
