The use of law enforcement officers in American schools has rapidly expanded since its inception in the 1950s. This growth can in part be attributed to the Safe Schools Act of 1994, the establishment of the Community Oriented Policing Services (COPS) Office, and tragic events that have occurred in our nation's schools. Law enforcement officers in the school environment traditionally have primary roles of protection and enforcement, although many have ancillary roles of educating and mentoring students. However, the use of police in schools has also been associated with the formalization of student discipline and the criminalization of minor misconduct. Specifically, an increase in the number of officers in schools has mirrored an increase in the number of arrests and citations for relatively minor offenses. We argue that officers' socialization and training create role conflict in that the duty to enforce the law competes with other duties to mentor and nurture students. We present several hypothetical dilemmas and then illustrate how the “right thing to do” is determined by the perceived duties of the school safety officer. We conclude by presenting some modest suggestions on how to address the potential role conflict experienced by law enforcement officers working in schools.  相似文献

It is clear that schools are mirroring the criminal justice system by becoming harsher toward student misbehavior despite decreases in delinquency. Moreover, Black students consistently are disciplined more frequently and more severely than others for the same behaviors, much in the same way that Black criminals are subjected to harsher criminal punishments than other offenders. Research has found that the racial composition of schools is partially responsible for harsher school discipline just as the racial composition of areas has been associated with punitive criminal justice measures. Yet, no research has explored comprehensively the dynamics involved in how racial threat and other factors influence discipline policies that ultimately punish Black students disproportionately. In this study (N = 294 public schools), structural equation models assess how school racial composition affects school disciplinary policies in light of other influences on discipline and gauge how other possible predictors of school disciplinary policies relate to racial composition of schools, to various school disciplinary policies, and to one another. Findings indicate that schools responding to student misbehavior with one type of discipline tend to use other types of responses as well and that many factors predict the type of disciplinary response used by schools. However, disadvantaged, urban schools with a greater Black, poor, and Hispanic student population are more likely to respond to misbehavior in a punitive manner and less likely to respond in a restorative manner.  相似文献

ABSTRACT

This paper contains an in-depth exploration of the relation between police code of silence and police assignment. A police integrity survey was used to measure the contours of the code among Croatian patrol officers, detectives, and community-policing officers. Samples of police officers evaluated fourteen hypothetical scenarios describing various forms of police misconduct. Whereas the type of assignment was a weak predictor of the respondents’ adherence to the code of silence, the respondents’ assessments of misconduct seriousness and expected discipline, as well as perceptions whether other officers would report misconduct, were strong predictors of the respondents’ own expressed adherence to the code.  相似文献

This research used qualitative methods to investigate police officer decision-making processes within the context of the theory of planned behavior from the discipline of psychology. Interviews with police officers were conducted to elicit how the constructs of attitudes about enforcement behaviors, subjective norms, and perceived behavioral control manifest themselves in a policing context and how they affect the enforcement decisions that police officers ultimately make. The results indicated that officer attitudes about enforcement behaviors impact the decisions officers make with the caution that the impact of these attitudes varies across varying situational contexts. In terms of subjective norms, officers were primarily concerned with supervisor expectations more than the expectations of coworkers or the community in general. Officer decisions are also impacted by perceived limits on their discretion with these perceived limits being largely conditioned by offense seriousness. Theoretical implications of the findings and directions for future research are discussed.  相似文献

An important service that police psychology can offer law enforcement administrators is assistance in the selection of future officers. Police psychologists have traditionally focused on the identification of psychopathology and exclusion of applicants who were found to be mentally ill. The introduction of the Americans with Disabilities Act (1990) has changed what had been considered appropriate exclusion criteria because of the introduction of increased civil rights protections for persons with disabilities. At the same time, increasing civil liability for law enforcement departments in regard to officer misconduct has compelled police psychologist to evaluate potential for future misconduct by non-clinical means. The scientific examination of biographical data may be one method of establishing the relationship between officer candidate variables and future misconduct. This paper examined the predictive validity of biographical information for a sample of 2965 police officer candidates. Results indicated that several biographical variables were significantly correlated with later termination. However, results of regression analyses indicated that biographical variables alone accounted for limited variance in the prediction of police officer termination. The use of biographical information as a sole determinant of police candidate suitability was not supported and the use of additional sources of data would be required for effectual forecasting purposes.  相似文献

Sexual misconduct among on-duty police officers has received little scholarly attention. Existing research that has attempted to provide police officers' views on this matter has been dominated by the male perspective. The present study focuses on female officers' perspectives and provides insight into the nature and extent of such behavior. The findings show that female officers report that police sexual misconduct is common. Differences in perceptions about such behavior between female and male officers are identified. Theoretical explanations for police sexual misconduct are explored. Policy implications of how police sexual misconduct might be better controlled are discussed.  相似文献

Profuse research supports that organizational work environments are linked to varying police officers’ work-related attitudes and behaviors. Yet, there remains a lack of information pertaining to how perceptions of organizational fairness may differ among police officers based on job characteristics. To help fill this void, this exploratory research examines differences in fairness perceptions based on officers’ tenure, rank, duty assignment, and department size with their perceptions of organizational fairness. To examine this relationship, an online survey of police officers (n = 1649) in a southern state in the United States that were members of a police officer association was conducted. Findings support that differences in overall fairness perceptions exist for all the aforementioned job characteristics. This study furthers our knowledge and understanding of how job characteristics (e.g., tenure, rank, duty assignment, and department size) may be associated with police officers’ work-related attitudes.  相似文献

Drawing upon control theory, school climate theory, and social disorganization theory, this study examined the relative influence of individual, institutional, and community factors on misconduct in Philadelphia middle schools. Using U.S. census data, school district data, police department data, and school climate survey data obtained from the administration of the Effective School Battery to 7, 583 students in 11 middle schools, we examined the following predictors of student misconduct: community poverty and residential stability; community crime; school size; student perceptions of school climate (school attachment); and individual student characteristics (e.g., age, race, sex, school involvement and effort, belief in rules, positive peer associations). “Community” was conceptualized in two ways: “local” (the census tract around the school), and “imported” (aggregated measures from the census tracts where students actually lived). We used hierarchical linear modeling techniques (HLM) to examine between- and within-school factors. Individual-level factors accounted for 16% of the explained variance; school and community-level factors (both local and imported) added only small increments (an additional 4.1–4.5%). We conclude that simplistic assumptions that “bad” communities typically produce “bad” children or “bad” schools are unwarranted.  相似文献

This study examines the effect of dynamic and structural community characteristics on school misconduct. Data include over 45,000 students in the eighth, tenth, or twelfth grade in 237 schools. Hierarchical linear models tested the direct and interactive effects of community measures, while accounting for student and school characteristics. Community substance abuse norms as well as perceptions of community crime and disorder mediated the influence of concentrated disadvantage on school misconduct. Interaction effects demonstrated that community substance abuse norms were more influential for students enrolled in schools that had a less positive school climate although individual and school characteristics remained robust predictors of school misconduct. School misconduct is influenced by the characteristics of the surrounding community and school context, as well as the interaction between those contexts. Research relying on census data measures of community characteristics may underestimate community influence on school misconduct, and omit proximal community influences on school misconduct.  相似文献

There is a long tradition of research into police integrity in the USA. Over the last few decades the focus of this research has shifted from regarding police misconduct as an individual problem to viewing it as an occupational/organisational one. Very little research has been conducted in this area in Scandinavia, however. This article presents findings from a Swedish questionnaire survey of levels of intolerance for corruption and other forms of misconduct within the Swedish police force. The study was conducted as part of an international project. Thirteen percent of Swedish police officers were included in the sample. Attitudes towards police misconduct are characterized by a high degree of consistency. The more seriously a behaviour is viewed, the more severely officers feel it should be sanctioned and the more willing police officers are to report it. Levels of intolerance towards theft are very high, whilst this intolerance is more moderate in relation to the use of excessive force, and is more or less non-existent when it comes to using a police car to ferry a fellow officer to work. At the same time, the patterns visible among the officers' responses are indicative of both ego-defence and of the existence of a code of silence. The article also compares the Swedish findings with responses from similar surveys conducted in the USA and Croatia. Differences between the circumstances in which the studies were conducted make comparisons between the different police forces difficult. The most conspicuous trend, however, is that different types of misconduct are ranked almost identically across the three countries.  相似文献

This article reports the first perceptual deterrence study of a sample of police officers. The study investigated the influence of traditional deterrence considerations, extralegal sanctions, and impulsivity on the intention to commit several hypothesized acts of police misconduct. The results were largely consistent with perceptual deterrence findings from samples of college students, experienced offenders, and corporate managers. In particular, this study found that both legal and extralegal sanction threats potentially deter police misconduct. Further, it found that impulsivity diminished the deterrent influence of both sanction forms. The study also found that some of the effects of the explanatory variables depended on whether officers had prior punishment experience. The article discusses the implications of its findings for combating police misconduct and for deterrence research generally.  相似文献

Research on race and policing increasingly draws upon data collected by police officers to estimate racial disparities in police contact. Many of these data sets, however, rely on officer perception of a stopped person's race, which may be inconsistent with how those individuals self-identify. Furthermore, researchers frequently benchmark contact data where race is perceived by police officers against census and survey data where race is self-identified. We argue that discordance between how individuals self-identify and how they are classified by officers can bias estimates of racial disparities. Using a unique data set, which allows us to compare officers’ racial classification of stopped persons with those same persons’ racial self-identification, we characterize rates of racial misclassification in administrative police records. We find evidence of racial misclassification in police records, especially among Hispanic and Asians/Pacific Islanders. We find that officer classification of Hispanics as (non-Hispanic) White is the most common form of racial misclassification in our sample and that its substantive consequences are significant. Specifically, we find that officer classification of Hispanics as White may lead analysts to incorrectly conclude that Hispanics are no more likely than Whites to be cited by police.  相似文献

Instances of excessive force by police officers, most notably the Rodney King incident in Los Angeles and the Malice Green fatality in Detroit, suggest that the race of the suspect may influence the decision to use excessive force. If police practices are simply a reflection of the expectations of larger society, then it follows that citizens' evaluations of police brutality toward minorities might reflect this sentiment. As part of a larger study focusing on the exploration of police misconduct, a telephone survey containing 16 vignettes was developed, each vignette described a separate type of misconduct in which a hypothetical officer was involved. Of these 16 vignettes, 3 described the misconduct of excessive force and are analyzed for the present study. A random sample of 992 Ohio citizens were surveyed. The hypothesis that citizens in general assign significantly lower seriousness scores to excessive force on African Americans and Hispanics than on whites was tested. Our hypothesis was not supported. Instead, we found evidence to suggest that the behavior of the suspect during the arrest and the behavior of the police officer are much more significant correlates of citizens' perceptions of police use of excessive force than is the race of the suspect.  相似文献

Bad cops     
Research Summary Police scholars and public policymakers throughout generations have sought to identify reliable correlates of police misconduct. Despite these efforts, general statements as to the etiology and epidemiology of police misconduct remain inconclusive, in part because of the inconsistent definitions of misconduct and the difficulty of obtaining the data required to make such statements. This research attempts to fill these gaps through a comparison of the personal and career histories of all 1,543 officers who were involuntarily separated from the New York City Police Department (NYPD) for cause during 1975–1996 with a randomly selected sample of their police academy classmates who served honorably. The study uses confidential NYPD files as its major data sources, which include extensive biographical and career information. The study finds that career‐ending misconduct rarely occurs in the NYPD and that the types of misconduct do not match well with existing definitions. Several factors emerge as significant predictors of misconduct, including officer race, minimal education, records of prior criminality and prior poor employment, failure to advance in the NYPD, and histories of citizen complaints. Policy Implications This study shows that existing definitions of police misconduct are difficult to apply to actual cases of police malpractice, which leads the authors to create a new eight‐category classification scheme. The rarity of misconduct, especially on‐duty abuse, confirms prior research indicating that most police officers do their jobs without engaging in serious malpractice. These findings suggest that the NYPD has become better behaved as it has become more diverse along race and gender dimensions and that the link between black officers and misconduct might be explained by persistent “tokenism.” The findings related to race have important implications for continued efforts to build racially representative police departments. Personal history findings highlight the importance of conducting background investigations that disqualify candidates with arrest records and employment disciplinary histories, whereas the inverse relationship between college education and misconduct provides strong support for continued emphasis on pre‐ and post‐employment educational requirements.  相似文献

Police misconducts have very rarely been studied by the self‐report method because it is assumed that the ‘code of silence’ is too hard to break even in an anonymous survey research situation. In this study a self‐report method was carried out in a police unit in Finland. Respondents were shown a list of 16 possible conducts. They were asked whether they knew a police officer who had been engaged in misconduct mentioned in the list or whether they themselves had engaged in one or more of the misconducts mentioned in the list. The analysis results indicated that, in an anonymous self‐report survey context, police officers are clearly willing to report on service misconducts, both their own and those of their fellow officers. Thus, the assumed ‘code of silence’ does not seem as strong as the literature suggests.  相似文献

As school resource officer (SRO) programs continue to be widely implemented, there is concern that an increasing police presence at schools will “criminalize” student behavior by moving problematic students to the juvenile justice system rather than disciplining them at school. If true, this has serious implications for students and schools; yet research on this topic is limited and the discourse is often based on speculation or anecdotal evidence. To address this issue, this study evaluated the impact of SROs on school-based arrest rates by comparing arrests at thirteen schools with an SRO to fifteen schools without an SRO in the same district. Poisson and negative binomial regression models showed that having an SRO did not predict more total arrests, but did predict more arrests for disorderly conduct. Conversely, having an SRO decreased the arrest rate for assault and weapons charges. Implications of these findings for understanding SROs and their role in criminalizing student behavior are discussed.  相似文献

The purpose of this study was: (1) to assess the impact of an incident of racial profiling on residents’ attitudes about profiling; and (2) to examine the effects of exposure to a video clip of deliberation about the incident on residents’ beliefs about the causes of profiling. All residents, White and minority, were less likely to believe that Chicago police officers engaged in profiling after the incident. These findings suggest that attitudes about the prevalence of racial profiling are susceptible to the manner in which the media construct incidents of police misconduct. Exposure to the video clip was not related to differences in residents’ beliefs about the causes of profiling, but was related to differences in perceptions of the dangerousness of traffic stops. The findings highlight the need for more research on how media constructions of police misconduct influence attitudes about profiling and impact community–police relations.  相似文献

Recently the controversy about the police use of force has increased within The Netherlands. Simultaneously it has become clear that courts have provided divergent judgments in these cases; some have sentenced and others have acquitted police officers. Whereas victims of the police use of force increasingly ask for the prosecution of these officials, others demand to change the reporting procedure in favor of the officer’s legal position. This research explains how the reporting procedure for these cases is construed under Dutch law – particularly regarding the serious use of force – seeing that such a contribution currently lacks in (inter)national legal literature. Besides, it examines to what extent the abovementioned procedure violates the officer’s right against forced self-incrimination under the ECHR. This research concludes, in absence of a court ruling, that the procedure is incompatible with the ECHR when the evidence that follows from the officers’ duty to notify is admissible in criminal procedures.  相似文献

Recent research on racial profiling has renewed attention on how police officers develop suspicions about citizens, and how these suspicions influence the official behavior of police. In order to guide the current research, a review of the wealth of existing qualitative and quantitative research on this topic is necessary. This literature review examines the existing international research in psychology, sociology, and criminology on police officer development of suspicion. It also lays out a framework for organizing the findings with four broad methods of suspicion development: stereotypical perceptions about typical criminal offenders, prior knowledge about specific citizens; incongruent circumstances, and suspicious nonverbal cues. It concludes with the few studies linking officer suspicions to official police behavior.  相似文献

Recent increases in arrests of women have stimulated much controversy about the causes and extent of female crime and created much speculation about the differential treatment of female offenders by police officers. This article reports an empirical study of police processing of female offenders. During September–December 1978, 282 questionnaires were completed by police officers and detectives in a large, metropolitan area in a southeastern state. Each officer was asked to indicate a police decision in five hypothetical situations which varied by types of offense, race of the offender, sex of the offender, and demeanor of the offender. An analysis of the responses of the police officers indicates that decisions of police are not contingent on the sex and race of the offenders. The major variables in determining how police officers will respond are the nature of the offense and the manner in which the offender behaves when confronted by the officer.  相似文献
