While many developing countries have devolved health care responsibilities to local governments in recent years, no study has examined whether decentralisation actually leads to greater health sector allocative efficiency. This paper approaches this question by modeling local government budgeting decisions under decentralisation. The model leads to conclusions not all favourable to decentralisation and produces several testable hypotheses concerning local government spending choices. For a brief empirical test of the model we look at data from Uganda. The data are of a type seldom available to researchers–actual local government budgets for the health sector in a developing country. The health budgets are disaggregated into specific types of activities based on a subjective characterisation of each activity's ‘publicness’. The empirical results provide preliminary evidence that local government health planners are allocating declining proportions of their budgets to public goods activities.  相似文献

This symposium demonstrates the potential for throughput legitimacy as a concept for shedding empirical light on the strengths and weaknesses of multi‐level governance, as well as challenging the concept theoretically. This article introduces the symposium by conceptualizing throughput legitimacy as an ‘umbrella concept’, encompassing a constellation of normative criteria not necessarily empirically interrelated. It argues that in order to interrogate multi‐level governance processes in all their complexity, it makes sense for us to develop normative standards that are not naïve about the empirical realities of how power is exercised within multi‐level governance, or how it may interact with legitimacy. We argue that while throughput legitimacy has its normative limits, it can be substantively useful for these purposes. While being no replacement for input and output legitimacy, throughput legitimacy offers distinctive normative criteria—accountability, transparency, inclusiveness and openness—and points towards substantive institutional reforms.  相似文献

Are the interest groups (IGs) that constitute European umbrella organizations capable of cooperating in a way that contributes to the throughput legitimacy of the EU? To answer this question, the representativeness of supranational actors is developed as the central criteria of throughput legitimacy, thereby reconfiguring throughput legitimacy as a two‐level concept. Representativeness is operationalized as consisting of regular contacts between the constituent and the umbrella organization as well as the satisfaction of the former with the representation by the latter. The article looks empirically at agricultural, environmental and anti‐poverty groups. Whereas there are different degrees of contact depending on the policy area, the satisfaction with the representation by the umbrella is compromised for all three IGs. This is closely linked to lowest common denominator policies which reduce the representativeness of the umbrellas and therefore the throughput legitimacy of the EU, a problem that also exists for other actors of supranational governance.  相似文献

ABSTRACT

The authors conducted a study, commissioned by the Child Labor Task Force of the Kentucky Labor Cabinet, of attitudes, opinions, and understandings of the Commonwealth's child labor laws and regulations. Questionnaires were distributed to businesses, unions, students, teachers, and parents. The purpose of the study was to identify problems and concerns with Kentucky's current child labor statutes and regulations. However, based on broad census data, Kentucky is demographically typical of Arkansas, Mississippi and West Virginia. With the whole U.S. and the several states each having an under 18 years-of-age population of about 25–30 percent, Kentucky child labor experience is likely indicative of the entire U.S.

This article presents the results of the survey including: where, why and how much students work; the impact of work on school; child labor law violations; and workplace safety and health concerns. Moreover, recommendations for legislative change and further study are presented.

Findings indicate that students tend to work in the service industry, with approximately one-half of these employed in restaurants and the remainder in retail or other services. Nearly one-quarter of students are employed in school-related programs including co-op, pre-apprenticeship or school-to-work programs. All but 17 percent work both during the school week and on weekends. Many are working “for money and to pay bills” related to cars, car insurance and spending money.

Survey responses and prevailing research indicate a negative impact of too much work on school suggesting the need for re-instituting school-issued work permits. In addition, given that nearly 20 percent of all students responding indicate that they have sought medical care for workplace injuries, and only 37 percent of employers believe that their minor employees understand occupational safety and health rules, key findings suggest an immediate need for re-assessing worker and employer training and education.  相似文献

This article concerns collective identities in the context of EU enlargement and the post-Soviet transition of Estonian society, particularly of the two main ethno-linguistic groups: ethnic Estonians and the Russian-speaking population in Estonia. The empirical basis of the study is formed by factor structures of self-identification. The data were obtained from nationally representative surveys carried out in 2002, before Estonia joined the EU, and in 2005. The thinking patterns behind the structures of self-categorization are discussed mainly on the basis of theoretical concepts of individualization and transition culture. For background information, comparative data collected in Latvia (2006) and in Sweden (2003) are used. The survey results reveal that in the post-communist transformation, EU integration and spread of global mass culture have homogenized the mental patterns of the Estonians and the Russians. It is characteristic of post-communist Estonia that both minority and majority groups have utilized trans-national and civic identity and individualistic patterns of self-identification in terms of (sub)culture and social and material achievement, extracted from social norms and existing structures. Surveys confirm that for political actors in both Estonia and Russia it is hardly possible any more to create a common umbrella identity for the Russians in Estonia—the self-designation patterns of the Estonian Russians have been emancipated during the transition period.  相似文献

Terrorists realize that ideological commitment to their organizational goals is a prerequisite to their survival as an effective fighting force. Consequently, they carefully avoid undertaking any intentional action which might fall beyond the umbrella of a real or a contrived popular cause. Thus, the terrorist has learned how to skillfully manipulte social conditions and grievances and execute specific criminal acts gauged to impact upon a preselected target audience. Additionally the management practices, cellular and columnar structures, personnel selection and internal control measures utilized by the terrorist are intended to enhance the effective and efficient achievement of his organizational goals and objectives. However, the American police, particularly, have caused terrorist groups to adjust their methods of operation, style of organization, and to carefully regulate and restrict their membership. The increased sophistication of the police, therefore, particularly in the areas of communication, mobility, and information, seems to have greatly impaired the organization and extension of terrorist groups in the United States.  相似文献

Recent research in performance measurement has focused on the tension between two uses of performance information: ‘passive’, to ensure compliance, and ‘purposeful’, to improve services. This article presents an in-depth study of two public sector organizations in England and shows that the main tension may actually lie between a combined purposeful and passive use, and an exclusively passive one. This tension was most pronounced between organizational levels, where a combined use was dominant among senior managers, and an exclusively passive one was prevalent among middle managers and frontline staff. This split was not intentional—instead, it reflected how people interpreted the role of performance measurement, suggesting that simply promoting greater use of information may not be sufficient for linking measurement with service improvement. This study extends the theoretical understanding of the dynamics of performance information use in organizations and generates implications for using performance measurement to improve service delivery.  相似文献

This study investigates the effects of air quality, measured by PM10 pollution, on mortality among children aged five years and less in the low-income category of countries. The empirical results obtained from three different estimation procedures consistently reveal that PM10 pollution is positively and statistically significantly correlated with deaths among children aged five years and less due to acute lower respiratory infections. The empirical findings also provide strong evidence that, other than PM10 pollution, health care spending, nutrition and immunisation against diphtheria are other significant determinants of mortality among children aged five years and less.  相似文献

This paper reviews the theoretical and empirical work on allocative efficiency in traditional agriculture and presents a new study of technical efficiency among Tanzanian cotton farmers. The theoretical arguments are shown to apply primarily in a competitive context that differs significantly from that in which peasant farms operate. Re‐analysis of earlier empirical studies shows that, on average, the marginal value products of inputs differ by more than 40 per cent from the marginal factor costs to which they should be equated under allocative efficiency. Our own study among Tanzanian cotton farmers in Geita District reveals that output could be increased by 51 per cent if all farmers achieved those levels of technical efficiency that were in fact achieved by the best farmers in the sample using the same inputs and technologies that the less efficient used. These results indicate that the efficiency hypothesis may not be applicable to much of peasant agriculture and that development policies might fruitfully place more emphasis on raising large numbers of farmers closer to the relatively high efficiency levels achieved by some of their neighbors.  相似文献

There is limited amount of empirical studies concerning job satisfaction in inpatient psychiatric care. However, job satisfaction has several implications on public administration and management. The objective of this study is to identify factors having positive impact on job satisfaction among Swedish psychiatric nursing staff in an inpatient psychiatric clinic. The cross-sectional study is based on Herzberg’s motivation-hygiene theory. The survey was distributed among nursing staff at a psychiatric university hospital clinic in Western Sweden. Overall, job satisfaction was rated relatively high, and salary was rated the lowest of all factors investigated. Unlike the premises in Herzberg’s theory, salary showed a positive correlation with job satisfaction and not only in preventing dissatisfaction. Hospital managers must be attentive to salary levels and staff turnover. Psychiatric nursing personnel in Sweden lack competitive salaries, and hospital administrators should encourage nursing staff to improve relationships between staff and managers and establish good relationships among colleagues.  相似文献

The computerization of the medical record has important implications for the governance of health care, and the importance of health care means that changes wrought there are indicative of changes in government as a whole. This paper draws on work in public policy, medical sociology and studies of science and technology, as well as on cross–national empirical research in Britain and France. It describes the recent development of information policy in health care as an exercise in state–building, realized specifically in the governance of the health professions. The paper concludes with a discussion of what is both new and not so new in the form and extent of state power which emerges.  相似文献

Most people in developing countries spend up to 60 per cent of their income on food, even though the majority of them are farmers. Hence, a change in food prices affects both their revenue as well as expenditure, and it may thereby affect their labour market decisions. Using the Uganda National Panel Survey and monthly regional food prices, this paper examines the effect of changes in food prices on child labour. The empirical evidence shows that an increase in food prices is linked to an increase in the probability and the intensity of child labour. We find the effect of food price increases to be smaller among landowning households, which is consistent with the view that landowning households can better compensate for price shocks. The empirical results suggest that periodic shocks in food prices may have longer lasting effects on economic development in developing countries through the channel of child labour.  相似文献

The intentional withholding of critical work‐related information can have serious negative consequences in public organizations. Yet, few studies have examined why public employees intentionally remain silent about problems and how to prevent such behaviour. This article provides insights into how managers may lower employee silence in government organizations. We develop a model that suggests that empowering leadership by frontline supervisors reduces public employee silence, by improving employee trust in their supervisors, granting employees control over their jobs, and strengthening identification with the organization. We test the model in two cross‐sectional studies with data collected from all employees working in two local governments in the United States. We find empirical support for the model in both studies. We discuss the implications of the research results for public management scholarship and practice.  相似文献

The 1994 International Conference on Population and Development (ICPD) opened the dawn of a new era in discourse over population. A newfound consensus was reached between North and South which was not there during the two previous world population conferences in Bucharest and Mexico. While consensus was reached at the 1994 ICPD on the need for action, however, debate over population is far from settled. Causes of population growth, the links between population growth and economic development, and environmental degradation remain controversial topics. The authors analyze the basis of the ICPD consensus at the local, national, and global levels. They also compare the development discourse to the political discourse over population. Both discourses emphasize different aspects of a far more complex reality. The question is which discourse to choose as a basis for drawing policy recommendations. The emerging view on the way to Cairo was that consensus would be achieved on the basis of development discourse. Success on the action plan rests upon the belief that more contraceptives, more health services, and more schools will be enough to reduce fertility rates. The political discourse, however, is better than the development discourse as a basis for policy making because it stresses the need for integration rather than running the risk of exclusion. The political discourse is also more demanding.  相似文献

Ethnicity is found in real-world contexts where non-ethnic forms of identification are available. This conclusion is drawn from an empirical study carried out in the multiethnic town of Kurdzhali in Southern Bulgaria, where members of the Bulgarian majority live alongside the Turkish minority. Drawing on the “everyday nationhood” agenda that aims to provide a methodological toolkit for the study of ethnicity/nationhood without overpredicting its importance, the study involved the collection of survey, interview, and ethnographic data. Against the expectations of some experienced scholars of the Central and Eastern Europe region, ethnic identity was found to be more salient for the majority Bulgarians than for the minority Turks. However, the ethnographic data revealed the importance of a rural–urban cleavage that was not predicted by the research design. On the basis of this finding, I argue that the “everyday nationhood” approach could be improved by including a complementary focus on non-ethnic attachments that have been emphasized by scholarship or journalism relevant to the given context. Rather than assuming the centrality of ethnicity, such an “everyday identifications” approach would start from the assumption that ethnic narratives of identity always have to compete with non-ethnic ones.  相似文献

Although it is not a legal requirement in South Africa, medical practitioners determine the manner of injury death for a surveillance system that is currently the only source of epidemiological data on suicide. This study assessed the accuracy of suicide data as recorded in the system using the docket produced from standard medico-legal investigation procedures as the gold standard. It was conducted in one of three cities where the surveillance system had full coverage for the year 2000. In the medico-legal system, one-third of cases could not be tracked, had not been finalized, or had unclear outcomes. For the remaining cases, the sensitivity, specificity, and positive and negative predictive values were generally high, varying somewhat across sex and race groups. Poisoning, jumping, and railway suicides were more likely than other methods to be misclassified, and were more common among females and Whites. The study provides encouraging results regarding the use of medical practitioner expertise for the accurate determination of suicide deaths. However, suicides may still be underestimated in this process given the challenge of tracing disguised suicides and without the careful examination of potential misclassifications of true suicides as unintentional deaths.  相似文献

This literature review illuminates the conceptualization of predictive policing, and also its potential and realized benefits and drawbacks. The review shows a discrepancy between the considerable attention for potential benefits and drawbacks of predictive policing in the literature, and the empirical evidence that is available. The empirical evidence provides little support for the claimed benefits of predictive policing. Whereas some empirical studies conclude that predictive policing strategies lead to a decrease in crime, others find no effect. At the same time, there is no empirical evidence at all for the claimed drawbacks. We conclude that the current thrust of predictive policing initiatives is based on convincing arguments and anecdotal evidence rather than on systematic empirical research. We urge the research community to do independent tests of both positive and negative expectations to generate an evidence base for predictive policing.  相似文献

This study examines whether the various leadership roles undertaken by public sector managers have an important association with subordinates' levels of affective commitment to the organization. Our empirical findings suggest that not all leadership practices matter. It appears that only relations‐oriented and change‐oriented leadership, and to a far lesser extent integrity‐oriented leadership, have a substantive association with affective organizational commitment. Task‐oriented leadership and, to a large degree, integrity‐oriented leadership, are found not to matter much for employees with lower levels of affective commitment, but they look to strengthen fondness of the organization among those with already high levels of affective commitment. Results also suggest that the diversity‐oriented leadership role has no association with affective commitment to the organization.  相似文献

Abstract

The South Korean government has taken on many of Joseph Nye's ideas as it is promoting a state-led soft power in the form of the cultural hallyu, foreign aid, and domestically, a future-orientated rebranding of South Korea as a multicultural state. Soft power is understood in instrumental terms as well as in more substantive terms. This state-led multiculturalism has challenged widely held beliefs in ethnic homogeneity which have been the mainspring of national identity and national security in South Korea. These beliefs have underscored inter-Korean relations as the two states officially share beliefs despite political and ideological differences. The growing significance of such state-led multiculturalism in Global Korea to attract foreign workers can be linked to a myriad of intentional and unintentional strategic issues arising from this form of state-led soft power promotion. This is particularly significant given the sensitive culture and identity across the East Asian region.  相似文献
