Purpose. The primary objectives of the study reported here were twofold. First, to investigate less experienced frontline police officers' perceptions of their witness interviewing practices with specific reference to their use of the ten cognitive interview components taught during initial PEACE (a mnemonic for the stages of the interview; Planning and preparation, Engage and explain, Account, Closure and Evaluation) interview training. Second, to investigate this group of officers' practical experiences of interviewing witnesses. Method. A sample of 221 young, in‐service, non‐specialist police officers from five UK police forces completed a self‐report questionnaire concerning their perceived witness interviewing practices. Respondents were surveyed about their use of the PEACE cognitive interview components, their practical experiences of interviewing witnesses and victims, and their views on investigative interviewing training. Results. There was a consensus among these officers that they perceived using some of the PEACE cognitive interview components more frequently and perceived some of them to be more effective than others. Conclusion. This study provides a unique insight into the perceived interviewing practices of some of the least experienced and the least trained investigative interviewers who conduct the majority of frontline witness interviews. These officers report feeling inadequately trained, under pressure and generally ill equipped to conduct a PEACE cognitive interview.  相似文献

The UK investigative interview model advocates police officers use the cognitive interview (CI). However, research has indicated that many officers perceive the CI as too cumbersome, complex, and time consuming for some types of crime. With this in mind we investigate the efficacy of two CI procedures, which have been substantially modified to enhance forensic practicability and retain the empirically demonstrated CI superiority effect. Employing the mock witness paradigm, both are compared to the procedure currently taught to UK police officers. Participant's memorial performance revealed no differences across interview conditions for the amount of correct and incorrect recall. However, those interviewed using the modified procedures confabulated less and were more accurate. Considering type of information recalled (person, action, object, and surrounding), no differences were found across conditions for correct or confabulated type recall. However, the two modified CIs elicited fewer incorrect person and object information items. Further, they were shorter in duration than the current procedure. Hence, for frontline less serious crime, or in time critical situations, the modified procedures may be viable alternatives. These findings and their implications are discussed.  相似文献

Abstract

The cognitive interview has been shown to have the potential to enhance witness recall. Consequently, it has been adopted by all police forces in England and Wales. The present paper surveyed 96 police officers trained in the cognitive interview and 65 untrained police officers, using a questionnaire. Officers rated how frequently they used and how useful they found components of the cognitive interview. Trained officers were significantly more likely to use instructions to mentally reinstate context, use different orders, change perspectives and imagery. Amongst trained officers there was a consensus that some components of the cognitive interview were used more frequently and were believed to be more useful than others. Rated as most useful and most frequently used were establish rapport, report everything, encourage concentration, witness compatible questioning, and mental reinstatement of context. Rated as less useful and less frequently used were recall in different orders, imagery, change perspectives and transfer control. Further responses indicated that the cognitive interview was generally perceived to be a useful procedure that increases correct recall, although officers were still aware that incorrect information can also be generated. However, a major problem for many officers was that they do not have the time to conduct a full cognitive interview.  相似文献

Purpose. The current study examined witness interviewing practices in a Canadian police organization. The effect of interviewer, interviewee, and interview characteristics on those practices was also examined. Method. Ninety witness interviews from a Canadian police organization were coded for the following interviewing practices: types of questions asked (i.e. open‐ended, probing, closed‐ended, clarification, multiple, leading, opinion/statement, and re‐asked), the number of interruptions, percentage of words spoken by interviewer, type of pre‐interview instructions (consequential vs. generic), and whether or not a free narrative was requested (and when requested during the interview). Characteristics pertaining to the interviewer (e.g. primary interviewer's age), interviewee (e.g. witness gender), and interview (e.g. crime type) were also coded. Results. Results showed that closed‐ended and probing questions were the most widely asked questions, and that open‐ended questions were asked relatively infrequently. It was also found that the 80–20 talking rule was violated in 89% of the interviews, interviewers rarely interrupted the witnesses, and free narratives were requested often. Overall, the effect of interviewer, interview, or interviewee characteristics on interviewing practices was minimal. Conclusions. The finding that scientifically prescribed interviewing practices are employed rarely by Canadian police officers highlights a need for increased professional interviewing training. The finding that practices are largely unaffected by personal and situational factors suggests that such training would be equally beneficial for all types of interviewers, interviewees, and contexts.  相似文献

ABSTRACT

Attempts to enhance episodic retrieval focus largely on verbal strategies which do not always address the limited or impaired free recall ability of vulnerable witnesses. Asking a witness to draw while recalling episodic information has long been deemed an effective method of improving communication and cognitive performance. Thus far, research has revealed these effects within laboratory settings but with scarce attention paid to real-life interview practice. In this paper, we explore police officers’ and Registered Intermediaries’ use of drawing during investigative interviews with vulnerable witnesses. A sample of specialist practitioners (n?=?85), comprising of vulnerable witness interviewing police officers (n?=?50) and Registered Intermediaries (n?=?35) completed a self-report questionnaire. As expected, frequent use of drawing was reported by both practitioner groups, and there was a positive correlation between reported use and perceived effectiveness. There were similarities between groups in reported techniques employed when using drawing, but some differences were apparent and these were attributed to the differing functions in police and Registered Intermediary roles. Overall, a consensus between empirical research and practice is evident, but these findings warrant further exploration in order to establish whether such practice is wide-spread.  相似文献

Biased decision-making in criminal investigations can impede or arrest the progress of justice. Previous research has not systematically addressed the effects of professional experience on the quality of detectives’ decision-making. Using a quasi-experimental design, this study compared the quality of investigative decisions made by experienced detectives and novice police officers in two countries with markedly different models for the development of investigative expertise (England and Norway). Participants (N?=?124) were presented with two semi-fictitious cases and were asked to report all relevant investigative hypotheses and necessary investigative actions in each case. The quality of participants’ responses was gauged against a gold standard established by a panel of senior homicide experts. In the English sample, experienced detectives vastly outperformed novice police officers in the number of reported gold-standard investigative hypotheses and actions. In the Norwegian sample, however, experienced detectives did not perform any better than novices. We argue that English (vs. Norwegian) detectives may benefit more from professional experience due to their Professionalising Investigation Programme and a nationwide accreditation program, requiring them to engage in extensive standardized training, systematic evaluation and synchronized development. In contrast, Norway lacks such requirements. Methodological limitations and implications for police training and accreditation policies are discussed.  相似文献

Abstract

The evolution of the cognitive interview (CI) is reviewed from the original package of memory-enhancing techniques through to the revised (or enhanced) CI, and the cognitive approach now taught to police officers in UK. Many officers are reluctant to apply CI, particularly to traumatised victims. The traumatising effects of crime are examined in terms of immediate response and the potential for an acute stress response and post-traumatic stress disorder, with subsequent re-experiencing of dissociated traumatic memories in the form of intrusive, unwanted imagery. Traumatic memories are described, particularly their accuracy, detail and persistence. The therapeutic potential of prolonged experience of distress while narrating the content of traumatic imagery is explained. An approach to maximising the disclosure of dissociated detail - spaced cognitive interviewing (SCI) - is described and case material presented illustrating its forensic and therapeutic application. The practice and practical implications of SCI are summarised.  相似文献

Abstract

Recently there has been increased emphasis on actionable intelligence in counterterrorism. Building from the process-based model of regulation, police chiefs and scholars generally agree that community policing has promise in this regard. Yet, it is not clear the extent to which police officers concur. Since officers are in a position to implement community policing practices, it is important to understand variants in officer-level support. Using data collected from 741 officers in three departments, this project explores officer-level views of community policing’s utility to address terrorism and more common crimes. Overall, officers view community policing as appropriate to address both common crimes and terrorism. Results suggest that department-level policy itself is not the key driver of support. Rather, an officer’s own experience with community policing and support for the practice in general determine views on community policing in counterterrorism. Results also highlight the importance of comparative research across departments.  相似文献

Despite important progress in knowledge about interview ‘best practice’ with child victims, few studies had yet evaluated the impact of interviewers’ personal characteristics on adherence to these ‘best practice’. This study was designed to determine whether interviewers’ personal characteristics are associated with adherence to a structured interview protocol (National Institute of Child and Human Development), the use of open-ended questions and the amount of details provided in children’s responses during investigative interviews with alleged victims of child sexual abuse. 114 interviews were scored from 13 police investigators after they followed a one-week training program. Results showed that experience, emotional intelligence, Extraversion, Agreeableness, Conscientiousness and Neuroticism were related with adherence to the protocol and ratio of open-ended questions. Cognitive abilities were related to the amount of details obtained from the child. Generalized estimating equations were used to compare relative contribution of each variable. These findings raise questions about how investigative interviewers are selected and trained.  相似文献

This study was conducted to determine, by comparing pre- and post-training interview of 18 Korean police officers, whether training in use of the NICHD Protocol improved the quality of investigative interviews of allegedly abused child victims. Results showed that Korean police officers more often followed the Protocol structure -they introduced themselves, explained the ground rules, and conducted episodic memory training-after they had been trained. Moreover, police officers used approximately three times as many desirable prompts (such as invitations and facilitators) and fewer suggestive prompts in interviews conducted after as opposed to before the training. Invitations elicited approximately four to seven times more details on average than the least productive prompts. These results confirmed that the NICHD Protocol is effective when used to interview alleged child abuse victims in East Asia.  相似文献

Abstract

The literature surrounding the Field Training Officer (FTO) program examines how police recruits navigate post-academy on-the-job training, the reactions these novices have, and how these fledgling officers assess their training experience. Absent from this literature is any consideration of how new officers perform after graduation from the FTO program. The present study examines 347 monthly evaluations issued by immediate supervisors for 66 rookies at the Tallahassee (FL) Police Department. An analysis of scores registered in 18 areas over the first six months after FTO completion determines that race and sex of the sergeant and officer exhibit a statistical influence on grading practices. While these effects do not appear to taint the transition from probationary to full employment status, long-term ramifications are explored.  相似文献

This paper examines the influence of the state police law enforcement academy on the performance of commissioned officers in the field training officer (FTO) program in a state in the Southeastern region of the United States. The police training academy is paramount in preparing cadets for the roles, responsibilities, and activities that graduates assume independently in the field. As such, it is important to understand the value added to future performance in the field through adequate preparation in the training academy. This study analyzes a sample of officers in the Southeastern region of the United States and explores the relationship between their performance as cadets in the academy and their performance as commissioned officers in the field training officer program. Through stepwise regression, the researcher concluded that the law enforcement training academy accounts for 10% of the performance variance of newly commissioned officers in the field officer training program. The researcher recommended further analysis of the law enforcement curriculum and of the field training officer program. This research should focus on the specific goals and objectives of the FTO program to ensure that the curriculum taught in the academy is properly aligned with the performance measures of the FTO program.  相似文献

This study explored the attitudes and support needs of police officer negotiators involved in suicide negotiation. A qualitative approach was adopted, applying principles of grounded theory research. Purposive sampling was used and 16 semi-structured interviews conducted. Strategies and processes taught during training for the role constituted an important support mechanism. The lack of formal processes to support participants’ well-being was reported although effective peer support network amongst negotiators existed. Mental health awareness and suicide intervention training should be considered key for police officers, who are first responders. Robust procedures are needed to support the emotional well-being of police negotiators.  相似文献

ABSTRACT

This article presents findings from an assessment of the immediate behavioural impact of the ‘Verbal Judo’ de-escalation training program, delivered to officers in a Canadian police service in 2017, and represents the first evaluation of Verbal Judo. The evaluation utilized systematic observations of officers in videotaped simulations, comparing a baseline group of officers to officers trained in Verbal Judo. The study found that five of 15 coded behaviours were impacted at a statistically significant level in the hypothesized direction, and these tended to be simpler behaviours encouraged by the training (such as identifying oneself or providing a reason for contact), while more complex behaviours (such as empathizing with the subject) were not impacted. The evaluation also found that likelihood of utilizing de-escalation skills decreased as an officer’s years of experience increased. The paper closes by outlining the implications of these findings for de-escalation training, and elaborates the main limitations of the study.  相似文献

ABSTRACT

In this study of police departments in southern California we examine the joint effects of race and gender on hiring practices. Although we find some similarities between the employment patterns of African-American and Hispanic officers, our most noteworthy findings involve the sharp differences between the factors which affect the hiring of different groups of individuals for sworn officer positions. The research presented here also improves on previous studies by showing the impact of violent crime rates on police hiring practices.  相似文献

Purpose. This research provided a detailed analysis of the types of questions and verbal strategies used by police officers and caregivers when interviewing children with intellectual disabilities about events. Method. Twenty eight children aged 9 to 13 years with a mild or moderate intellectual disability participated in a staged event at their school. Each child was then interviewed on separate occasions by the child's primary caregiver and by a police officer who was authorized to conduct investigative interviews with children. Results. While the approach used by the police officers was broadly consistent with best‐practice recommendations (i.e. their interviews contained few leading, coercive or negative strategies), they frequently interrupted the child's account and used relatively few minimal encouragers and other strategies designed to keep the child talking. The caregivers used a high proportion of direct, leading and coercive strategies to elicit information from their children. Even when caregivers used open‐ended questions, their children provided less event‐related information than they did to the police interviewers. Conclusion. The quality of evidence obtained from children with intellectual disabilities is likely to be dependent (albeit in part) on the degree to which police interviewers adhere to best‐practice guidelines, as well as the children's general experience with an open‐ended style of communication.  相似文献

We present three studies examining the role of prior job experience in interviewing and interviewers' ability to learn open-ended questions during a training program. We predicted a negative relationship such that more experienced interviewers would perform worse after training than less experienced interviewers, and that (irrespective of baseline performance) the more experienced interviewers would improve the least during training. These predictions were made for two reasons. First, specific questions are commonly used in the workplace (i.e. open-ended questioning constitutes new learning). Second, experience in the use of specific questions potentially interferes with newly learned open-ended questions. Overall, our predictions were supported across different participant samples (including police officers specialized in child abuse investigation and social workers from the child protection area), time delays, and modes of training. The results highlight the need for investment in ongoing investigative interviewing training commencing early during professionals' careers, prior to the establishment of long-term habits in the use of specific questions.  相似文献

ABSTRACT

Given the growing complexity in British policing, the College of Policing are implementing a Police Education Qualification Framework through a professionalization agenda. This aims to standardise entry to the police and allow serving officers to gain accreditation for their previous training and experience. Part of this process involves the development of a national police curriculum for higher education institutions to deliver to new recruits. Different definitions of what constitutes professionalism can impact on officers’ interpretations of this concept and how they subsequently engage with the proposed reforms. This paper, which is based on in depth qualitative interviews with serving officers who have undertaken an academic qualification in policing, suggests that the relationship between police education and the development of professionalism is complex. Officers need to be trusted and encouraged to use their learning in a way that develops their own personal sense of professionalism. However, this paper will argue that current perceptions amongst officers are sceptical of the wider agenda and brings into question the development of a standardised curriculum which may ultimately be viewed as further governance over officer behaviour.  相似文献

Abstract

Ninety-one college subjects listened to Cognitive Interviews (CI) and Standard police interviews of 7-year old children who were attempting to describe an earlier incident of playing a game of Simon Says. The subjects evaluated the witness's credibility and also the interviewer's manipulativeness. The perceived credibility of the witness was not affected by the type of interview, i.e., the CI did not render the witness unduly credible. In addition, the CI interviewer was judged to be less manipulative than the Standard police interviewer. These results were discussed in light of some potential legal concerns about using the CI.  相似文献
