Although traditional intensive supervision programs that have aimed at increasing control and surveillance in the community have not been shown to reduce recidivism, prior research indicates that intensive supervision programs that are based on a human service philosophy and provide treatment to offenders offer more promise. The current research examined the effectiveness of fifty-eight intensive supervision programs and sought to determine whether program philosophy and treatment integrity are associated with reductions in recidivism. The results indicated that both program philosophy and treatment integrity vary independently of one another and are related to the ability of programs to produce meaningful effects on recidivism.  相似文献

Despite numerous evaluations of batterer treatment programs, most lack sufficient methodological rigor to yield valid answers about the programs' effectiveness. This paper presents results from an experimental evaluation in which 376 adult males convicted of domestic violence were randomly assigned to either a 40-hour batterer treatment program or 40 hours of community service that did not include any therapeutic treatment. We examined both official records and victims' reports of recidivism. Those assigned to the treatment program showed significantly lower recidivism, on the basis of all outcome measures from official records. Although victims' reports also recorded fewer failures among the batterers assigned to the treatment group, the differences in failure rates were not large enough to be statistically significant. Overall results suggest that therapeutic treatment for batterers may reduce domestic violence among convicted batterers who agree to this sentence.  相似文献

The relative effectiveness of two interventions for dealing with 200 court-referred spousal abusers is examined. The overall failure rate is 17.5%, with most recidivism occurring during the first 6 months after treatment. Offenders who completed a 14-week group treatment program called SAFE manifest significantly lower rates of recidivism (10.6%) than do offenders who did not complete the mandated treatment (38.8%). Some high-risk clients are referred to a cognitive restructuring treatment program called R&R, and those completing both programs (despite their high-risk status) have a recidivism rate of only 23.5%. Prediction of recidivism is difficult, with the LSI-R scores correctly predicting only 66% of the outcomes, using a cut score of 11.5. The exploration of other predictors is encouraged.  相似文献

This was a cost-benefit study of a statewide program involving multiple community-based services for parolees in California. Program effectiveness was assessed by comparing program costs to incarceration costs avoided due to decreases in recidivism. During the first year following parole release, program participants on average stayed out of prison longer than the comparison population. Participants who completed any of the community-based services stayed out of prison substantially longer. The reductions in re-incarceration yielded a net saving of $21 million in incarceration costs over the study period, after the costs of the program and parole supervision were subtracted, or a 47 percent net return on each program dollar invested. This study did not include potential cost savings to other parties in the justice system. These findings suggest future investments in community-based correctional services might produce substantial financial benefits. A fuller apprehension of the potential benefits would benefit from continuing evaluations, including studies employing a true experimental design.  相似文献

Objectives

This study examines the effectiveness of the High Risk Revocation Reduction (HRRR) program, a reentry program designed to reduce recidivism among offenders released from Minnesota state prisons.

Methods

Adult male release violators were randomly assigned to a treatment group that received supplemental case planning and access to community service and programs, or to a control group that received standard case management. Survival analysis was used to examine rearrest, reconviction, reincarceration for a new offense, and supervised release revocation.

Results

The results of Cox regression models showed that participation in HRRR significantly reduced the risk of rearrest but had no effect on the other measures of recidivism.

Conclusion

The results provide limited support for the program, although its effectiveness appeared to decline during the second phase of implementation. HRRR also reduced costs; however, the estimated benefits were not robust across all sensitivity analyses.

The shift from public to private placements for juveniles offenders has become much more pronounced over the last several decades. Using longitudinal data drawn from a medium-sized Midwestern county, we examine whether private residential placements are more effective than public training schools in reducing recidivism levels. We define recidivism in terms of level of reoffending, seriousness of reoffending, and time to failure. We control for a variety of demographic and legal factors to reduce the possibility of spurious findings. Results show that private placements are no more effective than commitments to state-operated institutions in reducing recidivism levels. Additionally, the cost associated with committing juveniles to private facilities is substantially higher. We conclude by considering how our study informs current debate about the privatization of juvenile corrections.  相似文献

Using a randomized experimental design, this study evaluated the effectiveness of the Minnesota Comprehensive Offender Reentry Plan (MCORP), a prisoner reentry pilot project implemented in 2008. In an effort to reduce recidivism, MCORP attempted to increase offender access to community services and programming by producing greater case management collaboration between caseworkers in prison and supervision agents in the community. Results from Cox regression models showed that MCORP significantly reduced four of the five recidivism measures examined, although the size of the reduction in hazard ratios was relatively modest (20–25%). The findings further suggested that MCORP reduced costs. Sensitivity analyses showed, however, that the cost avoidance estimates were not robust across all assumptions that were examined.  相似文献

Teen courts are being implemented across the country at a speed that surpasses the celerity with which research of program effectiveness can be performed. This study attempts to evaluate the effectiveness of the Dona Ana County, New Mexico, Teen Court by looking at the rate of recidivism for, program participants as well as possible influential factors upon the rate of recidivism. The subjects were 478 randomly selected participants who were traced though the Juvenile Probation and Parole Office to detect any referrals following teen court participation. The study found a recidivism rate of 25% between 1994 and 1998, which was affected by several factors, including gender, age, prior offenses, and program completion. The study was not a comprehensive evaluation, but it did reinforce the need for further research in the area.  相似文献

Historically, minority youth have experienced harsher punishments and more negative outcomes than White youth even when risk assessment is used. The current study investigated the role of ethnicity in an understudied dispositional decision–program referral–and the outcomes associated with said referral using a sample of juvenile offenders (N = 2,678). The study used the Youth Level of Service/Case Management Inventory (YLS/CMI) to determine (1) if ethnicity predicted program referral when accounting for risk assessment and (2) if program referral predicted recidivism. Results indicated that ethnicity predicted program referral, and program referral predicted recidivism. Future directions for Disproportionate Minority Contact (DMC) research and implications for court officials are discussed.  相似文献

The effectiveness of drug courts for illegal drug-involved offenders has been well documented (Belenko, 1998, 2001; Wilson, Mitchell, & MacKenzie, 2006), however, few studies had examined whether they work for repeat “driving while intoxicated” (DWI) or “driving under the influence” (DUI) offenders. The current study examined sixty-six offenders who had completed one of two hybrid DUI/drug courts (compared to eighty-six similar parolees) operating in two small cities in a single midwestern state. Results suggested that among non-DUI offenders, completion of the drug court program reduced recidivism, as might be expected; however, among the subsample of chronic DUI offenders no significant recidivism reduction was noted. These results add to the small, but growing literature suggesting that DUI courts (as they are currently being implemented) may not be an effective way to reduce the occurrence of repeat DUI offenses. Suggestions for DUI court implementation and future research are presented.  相似文献

The Philadelphia Low-Intensity Community Supervision Experiment provides evidence on the effects of lowering the intensity of community supervision with low-risk offenders in an urban, US county community corrections agency. Using a random forests forecasting model for serious crime based on Berk et al. Journal of the Royal Statistical Society, Series A, 172(Part 1), 191–211, 2009, 1,559 low-risk offenders were identified and randomly assigned to either standard or reduced frequency of mandatory office visits. Treatment as assigned was substantially delivered at 4.5 probation visits per year versus 2.4, for as long as offenders remained on active probation or parole. In a one-year follow-up for all cases, outcomes examined were the prevalence, frequency, seriousness and time-to-failure of arrests for new crimes committed after random assignment was implemented. No significant differences (p = .05) in outcomes were found between standard and low-intensity groups. Non-significant differences for offense seriousness favored the low-intensity group. We conclude that lower-intensity supervision at the tested level of dosage can allow fewer officers to supervise low-risk offenders in the community without evidence of increased volume or seriousness of crime.  相似文献

Driving under the influence is a devastating problem in the United States, killing almost 17,000 people in 2005. The present article describes a cognitive treatment program aimed at repeat drinking and driving offenders. Sixty-three participants were court mandated to the four-month outpatient treatment program. Before entering and after completing treatment, participants were administered self-report instruments measuring alcohol problems, readiness to change, self-esteem/efficacy, and criminal thinking patterns. Additionally, arrest histories were examined. Findings suggested that participants were characterized not only by repeated arrests, but elevated blood alcohol content and high levels of self-reported alcohol dependency and problem-drinking behaviors. The majority of clients expressed a readiness to change their drinking and driving behaviors with 87 percent graduating from the program. A DUI recidivism rate of 13 percent was found for graduates of the program at a twenty-one month follow-up. The results demonstrate that the treatment program is a valuable tool in the battle to reduce criminal recidivism.  相似文献

Prisoner reentry remains a significant challenge for the criminal justice system with millions of offenders returning to society each year from the nation’s prisons and jails. Employment, housing, and access to substance abuse and mental health treatment are common, often unmet, challenges for the returning offender. In response, state and local jurisdictions have implemented reentry programming designed to assist in the transition from incarceration to the community. While most of these programs have targeted offenders in prisons, a growing number of local jurisdictions have implemented reentry initiatives through federal funding. This study examines the second cohort (2011–2013) of the Auglaize County (OH) transition program (ACT), a BJA-designated ‘promising’ reentry program. This evaluation sought to determine if the program maintained its positive impact on participant recidivism. Findings indicate that the treatment group had significantly lower rates of rearrest and probation violations at the bivariate level, but that these results did not hold for rearrest after the inclusion of relevant control variables in the multivariate analysis. Participation remained significantly associated with reduced probation violations at the multivariate level.  相似文献

Objectives

To examine (1) the long-term effects on reoffending of an individual SST for juvenile delinquents in The Netherlands and (2) whether effects differ by demographic and offense history characteristics.

Methods

The present study is a follow-up of a matched control study comparing post-treatment effects of N?=?115 juveniles receiving Tools4U, an SST with a parental component, to N?=?108 control group juveniles receiving treatment as usual (TAU). Analyses were conducted separately for delinquents and truants. Effects in terms of recidivism were assessed using official delinquency data after 6 and 12 months and 1.46 years after SST termination. Percentage of recidivists, number of re-arrests, and violent recidivism were outcome variables.

Results

Overall, 39% of the juveniles reoffended, and there were no differences between Tools4U and TAU on any of the selected recidivism outcomes. Additionally, demographic and delinquency characteristics and post-treatment effects did not moderate effectiveness.

Conclusions

Tools4U was not more effective than TAU in preventing recidivism, which may be explained by a generally low percentage of recidivists. With established treatment integrity, and a lack of well-researched effective treatment alternatives, Tools4U could still be a reasonable treatment option for adolescent onset juvenile offenders, although more research is needed to confirm this.

Legitimacy-based approaches to crime prevention assume that individuals will comply with the law when they believe that the law and its agents are legitimate and act in ways that are “fair” and “just.” Currently, legitimacy-based programs are shown to lower aggregate levels of crime; yet, no study has investigated whether such programs influence individual offending. Using quasi-experimental design and survival analyses, this study evaluates the effectiveness of one such program—Chicago’s Project Safe Neighborhoods’ (PSN) Offender Notification Forums—at reducing individual recidivism among a population of returning prisoners. Results suggest that involvement in PSN significantly reduces the risk of subsequent incarceration and is associated with significantly longer intervals that offenders remain on the street and out of prison. As the first study to provide individual-level evidence promoting legitimacy-based interventions on patterns of individual offending, out study suggests these interventions can and do reduce rates of recidivism.  相似文献

One consequence of the tremendous growth in the number of persons under supervision of the criminal justice system, whether incarcerated, on parole, or on probation, is the effect of this criminal history on finding and keeping a job. Ex-offenders, especially those recently released from prison, face substantial barriers to many types of legal employment; nonetheless, stable employment is one of the best predictors of post-release success. Thus, policy-makers concerned about high recidivism rates face an obvious need to improve the employment prospects of ex-offenders. Over the last 25 years, many programs that were designed to increase employment (and, by so doing, reduce recidivism) among ex-offenders have been implemented and evaluated. [Wilson, D. B., Gallagher, C. A., Coggeshall, M. B. & MacKenzie, D. L. (1999). Corrections Management Quarterly 3(4), 8–18; Wilson, D. B., Gallagher, C. A. & MacKenzie, D. L. (2000). Journal of Research in Crime and Delinquency 37(4), 347–368] conducted a quantitative synthesis and meta-analysis of 33 evaluations of educational, vocational, and work programs for persons in correctional facilities. To date, however, the evaluation literature on employment programs for those with a criminal record who are not in custody has not been systematically reviewed. This paper presents the results of a quantitative meta-analysis of eight random assignment studies of such programs, using the Campbell Collaboration methodology. The results indicate that this group of community employment programs for ex-offenders did not reduce recidivism; however, the experimental design research on this question is small and does not include some of the promising community employment programs that have emerged in the last decade.  相似文献

This study assessed whether pre-treatment responsivity (psychopathy, motivation to attend treatment, denial and minimisation of offending behaviour, and feelings of guilt or shame) predicted violent recidivism and/or moderated the effectiveness of a violence intervention programme. Participants were 114 male violent offenders who were referred to a structured violent offender group treatment programme; 84 offenders commenced the programme. Results showed that treatment completion did not have a significant main effect on recidivism but that psychopathy scores moderated the effects of treatment. Offenders with high scores on the Psychopathy Checklist: Screening Version (PCL:SV) who were rated as having good engagement with treatment, or who completed treatment, had similar violent recidivism rates compared to offenders with low PCL:SV scores. In contrast, offenders with high PCL:SV scores who dropped out of treatment or were poorly engaged had significantly higher rates of violent recidivism. These findings indicate that treatment effectiveness could be enhanced, and greater reductions in recidivism achieved, if programmes find ways to engage and maintain psychopathic offenders in treatment.  相似文献

At the Clinic of Forensic Psychiatry in Rostock, Germany, we treat addicted offenders in a closed psychiatric setting. In 2009 we implemented the "Reasoning and Rehabilitation Program" (R & R, Ross & Fabiano, 1986), a cognitive skills program, in our clinic. There are several international studies confirming the efficacy of this training in diminishing recidivism. We examined a sample of 31 inpatients randomly distributed among the experimental (R & R) and the control group. Most of the study participants had committed homicide or other serious violent offenses. Prisoners with schizophrenia, organic mental disorders and mental retardation were excluded from the study. The target skills were assessed by treating psychotherapists, primary nurses and by the patients themselves. Our findings indicated that problem-solving, awareness of consequences, social perspective-taking, cognitive style, the ability to learn by experience, and persistence in the experimental group were significantly improved. The awareness of consequences has changed significantly in the assessment of the treating psychotherapists, the primary nurses, and the offenders themselves. Our current data are similar to our recent work, where we found significant changes in mental flexibility, planning, and problem-solving and positively assessed tendencies in some skills (Wettermann et al., 2012, 2011). Verification of these findings in a larger sample would strengthen the research foundation for this important training to diminish prisoner recidivism.  相似文献

Boot camp programs were first introduced in the 1980s, became increasingly popular as a correctional sanction, and were widely adopted and implemented throughout the United States. This study involved an examination of the prevalence of state run boot camps for juvenile delinquents and a systematic review of the existing evaluations of boot camp programs that house juveniles. In addition to the effects of boot camps on recidivism, within program effects on participants’ attitudes and perceptions of boot camp, and jurisdiction-level effects on bed space were examined. Findings revealed that boot camps are less prevalent than they were in the 1990s. Boot camps, by themselves, typically do not have an effect on participants’ odds of recidivism. Boot camps do seem to improve individuals’ attitudes and other behaviors within programs. Boot camps also appear to reduce the number of confinement beds jurisdictions require, often resulting in cost savings. These findings are discussed in terms of their implications for research and practice.  相似文献

Juvenile drug courts have emerged as “innovative” responses to juvenile drug offenders, but comparatively little is known about their operations. This paper presents results of a retrospective comparison of drug court participants to an adolescent substance abuse program (ASAP) to examine which participants fared better in terms of future recidivism. Using data collected from official case files, we compared recidivism levels for all juveniles (n = 150) terminated from drug court between 1996 and 1999 with those of a random sample of juveniles (n = 158) terminated from ASAP during 1994 and 1995. Biand multivariate analyses were conducted to identify whether significant differences existed between the groups concerning re-arrest (recidivism) over a 24-month post-release observation period. Study results highlighted by logistic regression analyses suggesting that juveniles in drug court were no more likely to recidivate than were juveniles in ASAP is a positive finding for the drug court program and is an indication that the program is working, especially given the serious nature of this juvenile offender population.  相似文献
