ABSTRACT

Despite recent attention to campus sexual assault (CSA), we know little about how institutions of higher education (IHE) have approached policy reform. Using anonymous web-based survey responses of 190 staff, faculty, and administrators from IHEs, we examined priorities that guided CSA policy implementation, as well as characteristics that explain attitudes toward CSA policy reforms. Respondents were significantly more likely to think policies had improved than to think that CSA is exaggerated or feel frustrated by the process of implementing CSA reforms. Respondents were also more likely to name due process and fairness as a high priority on their campus than creating a victim-centered response or managing the campus’ public image, suggesting that IHEs have carefully considered due process protections as they have implemented policies.  相似文献

ABSTRACT

Since the 2014 Not Alone report on campus sexual assault, the use of climate surveys to measure sexual violence on campuses across the United States has increased considerably. The current study utilizes a quasi meta-analysis approach to examine the utility of general campus climate surveys, which include a measure of sexual violence, in comparison to sexual assault specific climate surveys, in measuring student sexual assault experiences. Past research has highlighted the need to not only understand campus sexual assault prevalence rates for the general student population, but also the specific risk posed to more vulnerable populations such as the lesbian, gay, bisexual, questioning/queer community (LGBQ) and Native American students. Results indicate that general campus climate surveys may be underestimating both the sexual victimization of the general student body as well as that of LGBQ and Native American students. Research and policy recommendations that focus on improved measurement of campus sexual assault experiences are discussed.  相似文献

ABSTRACT

Bystander intervention has been an effective strategy for crime prevention and has been successful in the context of campus sexual assault. Less is known about the extent to which individual-level factors correlate with intervention behavior in situations of intimate partner violence (IPV) and sexual harassment. The present study used a sample of 377 undergraduate student surveys on a campus without a bystander intervention program to examine the impact of individual-level participant factors on direct intervention across sexual assault, IPV, and sexual harassment scenarios. Findings demonstrated statistically significant differences where positive bystander attitudes and violence prevention efficacy correlated with direct intervention for sexual assault; positive bystander attitudes, personality extroversion, and exposure to a victim increased intervention behavior in an IPV scenario, and positive bystander attitudes and violence prevention efficacy increased direct intervention and lifetime experience of IPV decreased direct intervention in a sexual harassment scenario. ABSTRACT

Title IX prohibits sex discrimination—including sexual assault—in higher education. The Department of Education Office for Civil Rights’ 2011 “Dear Colleague Letter” outlines recommendations for campus sexual assault adjudication allowing a variety of procedures that fail to protect accused students’ due process rights and victims’ rights under Title IX. This article reviews two diminished due process rights in campus adjudication: cross-examination and the preponderance of the evidence standard. We use an organizational justice theoretical framework to show that limitations on due process rights reduce fair outcomes for both victims and the accused. We provide recommendations for a restorative justice approach to campus adjudication that operates within this theoretical framework to increase fair outcomes in adjudication, bolster perceptions of adjudicatory system legitimacy, and reduce campus sexual assault.  相似文献

ABSTRACT

Campus sexual assault (SA) policies and sexual consent definitions have not been widely studied. The study team conducted a nationally representative review of college and university websites (n = 995), assessing the prevalence of publicly accessible online policies and definitions and examining associations with school characteristics. A content analysis was performed on a subsample (n = 100) of consent definitions. Most schools (93.0%) had an SA policy and consent definition (87.6%) available online. Schools were more likely to have a policy or consent definition if they were large (≥5,000 students), public, or had a female enrollment of ≥33%. Detail and comprehensiveness of definitions varied. Findings highlight opportunities for schools—especially small schools, private schools, and those with more male students—to increase access to SA policies and consent definitions.  相似文献

ABSTRACT

The sexual victimization of sexual minorities enrolled in college is not a topic that has been well researched. The present study examines the awareness that college minority students have of services they can access in the event they experience sexual violence. The results indicate that many students are unaware of specific services that they can access if they are sexually victimized. Disclosing an incident of sexual violence, or being the recipient of a disclosure of sexual violence, is related to knowledge of aftercare services. Non-White students demonstrate less awareness of services than White students, indicating that these students may not receive aftercare in the event of sexual victimization because they do not have the knowledge of which services are available. Several policy recommendations and directions for future research stem from these findings.  相似文献

ABSTRACT

This study examined the factors that influence support for campus carry laws among a sample of approximately 2,700 faculty/administrators, staff, and students at a large, public university in Georgia. Although previous research suggests that support for campus carry may differ across groups on campus, there have been no studies that have examined why these differences may exist. In order to shed light on this understudied issue, this study estimated the extent of support for campus carry and examined if the predictors of support varied across campus populations. Results indicated that there were differences in the proportion of each group that supported campus carry with students (57%) reporting a higher level of support than staff (39%) and faculty/administrators (19%). Further, results from multivariate analyses indicated that there are some differences in the factors that predict support for campus carry for faculty/administrators compared to staff and students.  相似文献

ABSTRACT

Most of the research focusing on sexual victimization on college campuses has focused on females as victims. This attention is warranted given that studies have consistently found that females are at more risk of experiencing victimization compared to males. However, a drawback of this emphasis is that laypersons may incorrectly believe that men cannot be victims too. This belief is directly challenged by various findings that indicate college men are also sexually assaulted. In order to draw attention to this under researched topic, we used data from a recent climate survey conducted at a mid-sized rural institution of higher education. The results of this study indicated that males, in addition to females, experienced various types of sexual victimization in this setting.  相似文献

ABSTRACT

When establishing the White House Task Force to Protect Students from Sexual Assault, President Obama reminded universities of their obligation to report accurate rape statistics to the Department of Education. Research has not determined, on a national scale, what factors explain variation in (under)reporting. Using data from 413 top universities’ websites and institutional and archival data, we examine how state- and university-level factors shape universities’ rape reporting. Universities with a greater feminist presence and antiviolence activism, and those located in states where women have higher socioeconomic status and more American Association of University Women partnerships, report more rapes. We examine underreporting as an institutional rather than an individual-level phenomenon, connect campus reporting to the larger reporting literature, and provide practical policy and program implications.  相似文献

ABSTRACT

Many universities and colleges now require all “responsible employees,” including faculty, to report known or suspected sexual misconduct to designated Title IX administrators. The intention of these mandatory reporting policies is to ensure institutional accountability and compliance with Title IX’s prohibition against sexual and gender-based discrimination. Yet, critics argue that such policies are overreaching, paternalistic and, ironically, discriminatory. Drawing from prior research on sexual victimization and original exploratory data on gender-based college harassment, this article provides a critical perspective that delineates both the intended goals and unintended consequences of Title IX’s mandatory reporting policies, specifically focusing on three overlapping issues: ambiguous definitions, reporting risks, and faculty’s role in disclosure. We conclude by proposing alternative strategies for achieving Title IX’s objectives.  相似文献

Abstract

In a climate of continued national concern over school safety, school personnel are faced with a flood of statistics and advice about the prevalence of youth violence, and recommended responses. In the spring of 2000, a school safety survey (Sprague, Colvin, & Irvin, 1995) was sent to all public school principals in Oregon to assess their perceptions of risk and protective factors affecting school safety. We also asked questions about school safety concerns and intervention programs. We compared the results of the present survey with those found from administering the same survey in 1995. Results indicate that protective factors were rated higher than risk factors in 1995 and 2000. Bullying and harassment, poverty, and transiency were top rated risk factors in 2000 and these were different from results found in 1995. Principals rated response to conflict, suicide prevention, and staff training as top protective factors in 2000 and these also differed from the 1995 ratings. Regarding priorities for change, principals rated improvement of the academic program as their highest priority, followed by school safety and discipline improvement. Results are discussed in terms of their implications for local and state-level policy planning in education and government. We also address limitations of the current study and directions for future research.  相似文献

ABSTRACT

This study used data from an in-person paper-and-pencil climate survey administered to students in a random sample of classes at a four-year southeastern university. Respondents (N = 248) left unsolicited qualitative comments on the survey (N = 540). Grounded theory was used to determine if themes existed among them. Questions on school safety, rape myths, and resource knowledge prompted the most unsolicited comments (n = 111). Comments centered on clarification or opinions. Given the survey was adapted from a prior climate survey, unsolicited comments highlight areas of clarification and improvement for future iterations of climate surveys. ABSTRACT

Recently, states have enacted teacher-carry laws. While controversial, little scholarship has tapped public attitudes toward such reforms. Because public opinion shapes policy, the public is an important stakeholder in this debate. Thus, we investigated three questions. First, how supportive is the public of arming teachers? Second, what demographic and social divides exist, if any, for reform approval? Finally, do crime-related perceptions, concerning views about public safety, and criminogenic influences shape policy preferences? We test these questions using a 2018 poll of Virginia residents (N = 521). Overall, approval for teacher-carry is split. Crime-related perceptions mediate some of the initial social and demographic divides in opinion but other correlates, such as parental status, remain salient predictors of views. SUMMARY

Students may be predisposed to benefit from mandatory service-learning programs based on their gender and upon whether their parents serve as models of helping. The role of each of these variables was examined in a survey of seventh grade students (n = 86) who were required to complete service during the school year. Results demonstrated that girls felt more positively about the specific program and were more likely to intend to help in the future than boys. Students with parental helping models were also more likely to intend to help in the future. Girls with parental models were more likely to have altruistic self-images than girls without parental models whereas the presence of parental helping models had no effect on boys' altruistic self-image. These results are discussed with regard to socialization of prosocial behavior in both boys and girls.  相似文献

Sub-national governments in China have substantial responsibility for policy development as well as for direct implementation of circumscribed policy options set out by higher levels of government, and much policy discourse emphasizes the importance of sub-national flexibility and creativity in policy implementation. Discourses of government innovation aim to encourage local initiative in policy formulation and solving of systemically-important policy problems, and policy experimentation/innovation are increasingly credited as important elements of the Chinese government toolbox in managing reform. Recent studies have tended to treat experimentation/innovation as systemic phenomena, and there are few analyses of how local governments respond to central ‘experimental’ policy frameworks and develop locally- or systemically-useful policy solutions. Given concerns around the capacity of local governments, this is highly relevant in understanding how locally-generated policy relates to systemic reform. The article presents a case study of a low tech and ‘second best’ reimbursement mechanism developed sub-nationally under the New Cooperative Medical Scheme, China’s rural health insurance framework, and its spread and incorporation into national policy. It argues for the importance of local government development of ‘appropriate’ policy mechanisms (jizhi) as underpinning central reforms and system adaptation.  相似文献

Previous research has noted higher incidences of sexual violence on campus among members of campus Greeks and athletes and the need to do prevention programs with them. This article presents the results of an exploratory pilot study of a sexual violence prevention program with members of one fraternity, sorority, men's and women's intercollegiate athletic team. The program, experimentally evaluated and found to be effective with a general sample of undergraduates, was used to determine its efficacy specifically with Greeks and athletes. The model on which the program is based calls for prevention efforts that take a wider community approach rather than simply targeting individuals as potential perpetrators or victims. Results from repeated-measures analysis of variance indicate that the program worked overall. Future directions are discussed.  相似文献

Research and interventions aimed at maximizing the impact and organizational effectiveness of human service agencies, as well as the system of agencies in a community, could have far reaching effects on the large number of individuals served by these agencies. But prior to any type of active intervention it is imperative to document the needs and resources of these agencies. The present study was conducted to better understand (1) the functioning of individual agencies, (2) their role in the human service community, (3) the general workings of the urban human service community prior to any type of intervention, and (4) to provide a baseline to monitor changes in the human service community. Ninety-two nonprofit human service agencies were surveyed in an urban setting. The results indicated that agency administrators were deeply concerned about funding problems, issues of accountability, and personnel concerns while reporting staff expertise, public relations, and efficient use of resources as agency strengths. Suggestions for interventions centered on using various agency strengths, as well as other community experts, to assist human service agencies. Special areas of concern were preventing the discontinuation of services through agency closings and developing a "networking" approach to help agencies adapt to recent changes in social policy.  相似文献
