This article examines the break-ups of post-communist Czechoslovakia and the Union of Serbia and Montenegro under consociationalism. According to Arend Lijphart, social divisions may be neutralized at the elite level with power-sharing mechanisms. Lijphart's theory has been abundantly criticized, particularly because, while its intention is to induce cooperation, consociationalism does not give leaders actual incentives to cooperate. Czechoslovakia and the Union qualified as consociations; however most favorable factors were absent. The states failed to overcome their divisions and broke apart. Both states were going through a democratization period, experienced differently in each republic. The article argues that the application of consociationalism at this time magnified the divisions. Stirring up the ethnic sensitivity of the population was the most reliable strategy for politicians to secure popular support. In this context, and with the EU enlargement prospect, the consociational structure, instead of bringing elites together, weakened the federal power and provided elites the opportunity to defend republican interests at the expense of the federations. Hence, while a consociation requires certain conditions and favorable factors, the context in which consociationalism is implemented, and particularly democratization periods, may have a decisive influence on the leaders’ ability to cooperate, on their decisions, and thereby on the state.  相似文献

Abstract

Reacting to the last of four distinct terrorist cam‐paigns in Northern Ireland, the British Parliament in 1973 passed the Northern Ireland (Emergency Provisions) Act, which was amended in 1974. The act marks the first time in United Kingdom statute law that terrorism is defined as the use of violence for political ends. British efforts are aimed at the development of the police to the point where the military is no longer required. Terroristic acts in Great Britain, usually connected with Northern Irish affairs, have led to the introduction of the Prevention of Terrorism (Temporary Provisions) Act, the powers of which are also described in this paper. The author also discusses the problem of the safeguarding of civil liberties as well as the European Convention on the Suppression of Terrorism, drawn up by the Council of Europe.  相似文献

The role of trust in facilitating economic growth has been highlighted in previous contributions to this journal. In order to take this debate forward, this article argues (1) that more attention needs to be given to the relationship between sanctions and trust, and (2) that it is worth distinguishing between the minimal trust for making markets effective and the extended trust required for deeper kinds of inter‐firm co‐operation to work. The article goes on to ask why minimal trust is lacking and so hard to construct in the republics of the former Soviet Union. It then examines how extended trust grows or can be made to grow in industrial supply chains and clusters in developing countries.  相似文献

The theme in this article is managerial or administrative changes in municipalities seen from the perceptions of citizens. It is asked what characterize these changes, whether they are showing an interrelated and hybrid pattern, and whether the perceptions are varying depending on individual demographic characteristics or contextual factors related to their communities and the country they are living in. The data used are from surveys in Japan and Norway in 2015–2016. The main results indicate that the change or reform measures are indeed interrelated and hybrid. They do not vary much related to individual characteristics, except for political attitudes but more so related to the size of their municipalities, year of local residency, and local political activities. Japan and Norway have also marked different profiles regarding the main perceptions of the citizens, reflecting major structural and cultural differences.  相似文献

In this paper, I present an analysis of Adam Michnik’s notion of “Amnesty without Amnesia”. His was a wise political judgment presented at a critical moment in the struggle to constitute a democratic polity in Poland. Mine is an appreciation of his political position, along with a sociological analysis that highlights the empirical difficulties of its realization in practical action. I will show how at critical moments of social change creative political action works to erase memories of the relevant past, which act as a repressive force, while “re-remembering” (to use Toni Morrison’s formulation). Three cases will be compared, Michnik’s, after the fall of the communist regime in east central Europe, and cases drawn from the Palestinian–Israeli conflict and the American presidential campaign. The left–right schema has long been used in analyzing political cleavages in established democracies. This study applies the schema in a post-communist context by examining the structuring of political attitudes in Slovenia and Croatia. Findings from six public opinion surveys in each country during the 1990s demonstrate that left–right orientations in both countries are consistently influenced by religious beliefs, while an additional dimension focusing on democratization is found in Croatia. Economic issues did not constitute a significant axis of political competition. Changes and continuities in party locations and the basis of vote choice according to party supporters' left–right placements are also discussed.  相似文献

The literature in economics has relegated to an unimportant role the traditional and small‐scale industries in the process of development. Instead, manufacturing development is essentially seen as a transformation process from traditional to modern, from rural to urban and from agrarian to industrial. The main stress in development has been laid on industries with scale economies and positive externalities, and on the inducement of modern, capital‐intensive techniques. Small‐scale production has been taken to mean inefficient and backward; large‐scale production has become synonymous with the efficient and modern. Moreover, the consumer is characterized as preferring standardized products, while traditional goods are believed to be inferior and easily replaced by factory goods.  相似文献

This paper discusses practices and paradigms that expatriate and national humanitarian aid workers use to deal with major problems they encounter in their daily work. It views ‘Aidland’ as an arena where different actors encounter, negotiate and shape the outcome of aid. One of the main findings is that there are consistent differences in the way expatriate and national aid actors perceive problems in their field, as well as in the way they respond to these issues. The paper shows that these perceptions often translate into heterogeneous paradigms and practices between expatriate and national staff, particularly around remote control aid, partnerships and donor reporting. These findings are highly relevant in the current context of ‘localisation’, suggesting that the so-called North/South divide continues to exist and more explicit attention should be given in aid research to the heterogeneous strategies of different actors working in the aid sector. The paper is based on analysis of data derived from a multiple-round Delphi expert panel study involving 30 highly experienced humanitarian aid practitioners.  相似文献

This article investigates local authority (LA) trends in expenditure on Children’s and Young Peoples’ services in England between 2010 and 2015, a period of government characterised by measures of fiscal austerity. We draw on a rationing framework to contextualise the levels and trends in expenditure under observation. The article analyses trends in various groupings of expenditure, using a latent growth modelling approach to identify significant trajectories in spending across LAs with different deprivation tertile membership. We find that although some kinds of children’s and young peoples’ services expenditure have been largely maintained during this period, preventive family support and early intervention services (such as Sure Start Children’s centres) have seen substantial reductions in expenditure, in contrast to the dominant narrative that children’s services have been protected. LAs in the most deprived tertile have faced the greatest cuts, mirroring other research findings on the distribution of austerity measures.  相似文献

Moral hazard is a problem of asymmetric information that plays a central role in numerous contractual relationships and may lead to suboptimal resource allocation. Both ex ante and ex post moral hazard problems in workers’ compensation (WC) have been extensively analysed in developed countries. The main objective of this paper is to test the presence of ex post moral hazard in the Tunisian context. To our knowledge, this is the first analysis on this topic in a developing country, Tunisia. It is particularly important to study moral hazard problems in developing countries, since the negative impacts of such problems could be exacerbated in the developing world. Dionne and St-Michel (1991) have developed a methodology for testing for the presence of ex post moral hazard in the context of a more generous WC regime in Quebec. The Tunisian institutional context that we study is similar to that prevailing in Quebec; that is, in 1995, there was a significant increase in the generosity of the WC regime. Applying a more general econometric technique than that used by Dionne and St-Michel, we find that this increase in the generosity of WC led to longer periods out of work for recovery. This increase is more pronounced in the case of difficult-to-diagnose injuries.  相似文献

Reporting on the growth of volunteer tourism, a recent Time magazine article explains, ‘Getting in touch with your inner Angelina Jolie is easier than it used to be!’. In myriad ways celebrities like Angelina Jolie and Madonna have made international volunteering sexy. These women and their adopted children from the so-called ‘Third World’ have come to symbolise popular humanitarianism in the West. This paper addresses the cultural politics of female celebrity humanitarianism and the corollary implications of this practice for 20-something female volunteer tourists in northern Thailand. Based on 16 months of ethnographic fieldwork, I argue that the cultural politics of gendered generosity in these encounters overshadows the institutional and historical relationships on which the experience is based and that, in a neoliberal sleight of hand, the political is displaced by the individual with celebrity sheen.  相似文献

The article addresses the challenges a society faces to when trying to balance security and liberty after a terrorist attack. A main question is to what extent attitudes toward counterterror measures changed in Norway after the massive terror attacks in July 2011. A hypothesis that people will be more in favor of such measures after a terror attack is examined using data from two surveys—one conducted in 2006 and one in August 2011, with additional results from a survey in 2012. The Norwegian response after the 2011 attacks is compared to the response to the same questions in the United States shortly after 11 September 2001. A main finding is that in Norway, in contrast to the United States, levels of support for counterterror measures declined immediately after the attacks. The authors argue that this can be explained partly by the different levels of trust in the two countries, and partly by differences in the political executive's framing of the crisis. In 2012, support of counterterror measures in Norway has risen to pre-2011 levels. This is related to the changed discourse after the publication of the report from the 22 July Commission.  相似文献

We explore agencification and corporatization in the Norwegian central government. While these types of organizational change have often been linked to the NPM and post-NPM doctrines of recent decades, we will extend our analysis back to the post-World War II period. The empirical data are drawn from the Norwegian State Administration Database. The main focus will be on changes along the vertical dimension, i.e., conversions of ministerial units into state agencies and from state agencies to state-owned companies, or in the other direction. A main question is the organizational dynamics of agencification and corporatization. Why have the structure and organization of government changed, how and to what degree do the pattern of change reflect global trends in NPM and post-NPM reforms, and is the central government subject to the politics of structural choice. Moreover, what is the importance of national administrative doctrines, party constellations in government, and deliberate actions of administrative policy-makers?  相似文献

The conditional cash transfer (CCT) programme Bolsa Família (Family Allowance), introduced in Brazil in 2003, is one of the largest such programmes in the world. Bolsa Família has played a role in the recent reduction of poverty and income inequality in Brazil. But what has been its impact on democracy? An assumption in the literature on social policy, derived from the European experience, is that targeted programmes such as Bolsa Família divide citizens, erode trust between citizens and between citizens and the state, and weaken democracy. This article challenges that assumption, showing that there is considerable evidence that Bolsa Família has strengthened the citizenship rights of the poor and enhanced democracy. The Brazilian experience suggests that, in highly unequal developing countries under conditions of 21st-century capitalism, the argument that targeted social programmes will inevitably undermine democracy is incorrect.  相似文献

Through a focus on the UK's ‘High Value Migrants’ programme, this article directs attention to how commercial migration laws and policies of developed countries could negatively affect the global South. Drawing mainly on insights from criminology and development studies, it investigates how the commercial migration laws and policies, specifically the aspects that deal with encouraging or attracting ‘high-value’ foreign entrepreneurs and investors, make the state potentially complicit in corruption and underdevelopment in the global South. There is an important need to address the implicated migration laws and policies as a critical and integral part of international efforts to combat corruption and promote peace and development in the global South. Reform of such laws and policies is in the long-term interest of all stakeholders.  相似文献

Abstract

The aim of this article is to explain the internal conditions of military security in a non-European context. It utilises securitisation as the theoretical perspective and investigates Iranian and Indonesian case studies to explore how the perception of internal threats and vulnerabilities determines the approaches to military security. It begins with a reiteration of securitisation theory assumptions, followed by clarifying the understanding of security in non-Western contexts. The case studies focus on the conditions which facilitate securitisation, including the nature of securitising actors, assumed concepts of security, and securitisation processes and their outcomes. The analysis indicates a necessity for several alterations in securitisation theory to realise its full potential. Civil–military relations in Asian states differ from those in the West, as both Iran and Indonesia show a high degree of military involvement in political affairs. Military security also becomes securitised as a result of internal political rivalries. The perception of threats is a tool in the struggle to extend the capabilities of security agencies or retain influences.  相似文献
