Western scholarship has often noted that oil states in the Middle East are affected by the ‘resource curse’. Thus, such states are to eventually fail due to their plundering of resources and their neglect of the social contract with their citizens. However, this is not the case, as oil states are neither failed states, nor fully democratic. They hover in a middle ground in which they assure security through coercion, but lack representation and legitimacy. Due to the events of the Arab Spring, a pragmatic, insightful and comprehensive review of oil states in the region is necessary. Although oil states in the region thus far have remained stable, change can be expected in the future. How will oil states deal with the pressures of a more demanding society and an ever-challenging economic atmosphere? Furthermore, what can history teach us so that state failure can be averted?  相似文献

The government of populations within states and the government of states themselves within the international arena are intimately connected. Thus, in order to understand the character of citizenship in the modern world, it is necessary to locate it as part of a supra-national governmental regime in which the system of states, international agencies and multinational corporations play a fundamental role. A brief history of the modern system of states is followed first by an account of liberalism as a project of government emerging within that system, and secondly by an examination of how twentieth-century changes in the system of states have impacted on that liberal project. Where the liberal government of non-Western populations was once predicated on a denial of citizenship it is now channelled through the promotion of citizenship in states that are themselves increasingly subject to the rigours of the market.  相似文献

The expansion of Medicaid to low‐income nondisabled adults is a key component of the Affordable Care Act's strategy to increase health insurance coverage, but many states have chosen not to take up the expansion. As a result, for many low‐income adults, there has been stark variation across states in access to Medicaid since the expansions took effect in 2014. This study investigates whether individuals migrate in order to gain access to these benefits. Using an empirical model in the spirit of a difference‐in‐differences, this study finds that migration from non‐expansion states to expansion states did not increase in 2014 relative to migration in the reverse direction. The estimates are sufficiently precise to rule out a migration effect that would meaningfully affect the number of enrollees in expansion states, which suggests that Medicaid expansion decisions do not impose a meaningful fiscal externality on other states.  相似文献

“Strong” political parties within legislatures are one possible solution to the problem of inefficient universalism, a norm under which all legislators seek large projects for their districts that are paid for out of a common pool. We demonstrate that even if parties have no role in the legislature, their role in elections can be sufficient to reduce spending. If parties in the electorate are strong, then legislators will demand less distributive spending because of a decreased incentive to secure a “personal vote” via local projects. We estimate that spending in states with strong party organizations is at least 4% smaller than in states where parties are weak. We also find evidence that strong party states receive less federal aid than states with weak organizations, and we theorize that this is because members of Congress from strong party states feel less compelled to secure aid than members from weak party states.  相似文献

In international politics, states learn from the behavior of other nations, including the reputations states form through their actions in the international system. This article presents a model of how states process this information and examines how this learning affects international conflict. The model builds off of cognitive balance theory and foreign policy learning models and breaks new ground in its ability to provide a contextual assessment of reputation in world politics. The article then investigates whether a dyad is more likely to experience conflict if at least one state has a reputation for hostility. This hypothesis is tested empirically across all dyads in the international system from 1817 to 2000. The results indicate that states do engage in this learning behavior and that the information generated by extra-dyadic interaction of states has a significant bearing upon the likelihood of dyadic conflict .  相似文献

International trusteeship is widely touted as a solution to the problem of failed states, an extreme form of limited statehood. Current theories of legitimacy and statebuilding suggest that trusteeships should produce more capable states. These theories, however, fail to take into account the self‐interest and political strategies available to trustees and politicians within new states. We pose a more political model of statebuilding by the international community, the trustee, and national politicians that predicts that trusteeship will fail to produce states with greater capacity. We test for the effects of trusteeship on state capacity, measured by service provision, by creating a matched sample of countries. We find that there is no evidence that states under trusteeship develop greater capacity leading to better provision of public goods than comparable states not under trusteeship. Would‐be statebuilders must be more aware of the political incentives of all parties involved in the process.  相似文献

The authors argue that delegation of discretion over environmental regulation to the states may trigger a process analogous to Gresham's Law in which lax regulation in one state drives out stringent regulation in neighboring states. This devolution to regulatory laxity is illustrated by the lax pesticide regulations in five Midwestern "agricultural" states. Questions are raised about the effects of the Reagan Administration's commitment to reduce the stringency of federal environmental regulations and delegate more regulatory discretion to the states.  相似文献

This article argues that foreign policy substitution arises as a result of the costs of foreign policies relative to state resources. States with few resources are constrained in foreign policy choice compared to states with an abundance of resources. As a result, states with few resources will, on average, select, lower‐cost policies than will resource‐rich states. Resource‐rich states, by virtue of their abundant resources, have greater discretion over policy choice and thus behave less uniformly than do resource‐poor states. Our empirical results provide evidence of this and support the argument that substitution is in the variance.  相似文献

What type of oversight should states exercise over local units in order to prevent fiscal crises? This article discusses a sequence of three best practices that some states use to prevent fiscal emergencies. They first monitor local government finances to predict fiscal distress. After detecting signs of fiscal distress, states actively assist local units in ameliorating the problem. Finally, assistance notwithstanding, if a situation becomes grave, states require local units to take strong remedial measures, including increasing taxes and reducing expenditures.  相似文献

When discussing the biases of the U.S. Electoral College, researchersconclude that competitive states seem to occur randomly withoutany explanation. This study examines the consistency with whichthe same states have been competitive in presidential electionsfrom 1824 to 2000. It also identifies "spectator" states. Spectatorstates are those that have not been competitive for ten presidentialelections in a row. A statistical analysis illustrates thatthe identities of competitive states have become more unpredictable.In addition, few states have been spectators for long periods.In terms of representation, the facts that competitive statesare not consistent and that there are few spectators mean differentstates are in the presidential spotlight at different times.As opposed to any biases associated with the Electoral College,the changes in consistency coincide with the rise of candidate-centeredpolitics and decreasing voter loyalty to parties. The highlychangeable nature of competitive states strengthens the federalismargument for continuation of the Electoral College.  相似文献

Proponents of federal environmental standards argue that competition for industrial development creates a “race to the bottom” in which states relax their own environmental standards to avoid losing businesses to states with more “business‐friendly” regulations. This article presents results from a unique survey of state clean air programs that show—contrary to the race to the bottom—a substantial number of states exceed federal EPA standards in a broad variety of clean air programs. Multivariate analyses of these state policies indicate that states strengthen their environmental programs in response to citizen demands rather than weaken their programs in deference to economic pressures.  相似文献

Interstate differences between federal expenditures and receipts are very large, generally favoring the southern and western states. The more slowly growing states of the northeast and midwest point to these imbalances as one source of their economic difficulties. The major source of disparity lies in revenue patterns, not in expenditure allocations. Reallocating federal expenditures on an equal per capita basis would reduce regional disparities in flows of federal funds by only about 25 percent. The principal regional beneficiary of equalized expenditures would be the midwest states of the Great Lakes region. However, contrary to the expectations of proponents of such redistribution, the southeastern states would also be major beneficiaries while the larger states of the mideast and New England would be hurt. Selective expenditure changes might be targeted more effectively to individual regions or states; but finding consistent, generally acceptable principles upon which to base such changes is a formidable problem.  相似文献

Welfare reform gave states the option of transferring up to10 percent of their annual federal Temporary Assistance forNeedy Families (TANF) award to the Social Services Block Grant(SSBG). Drawing on administrative data, we consider the impactof TANF transfers on SSBG. We find evidence suggesting thatmore innovative states, states that experienced larger TANFcaseload declines, and states that transferred a higher percentageof TANF funds to the Child Care Development Fund (CCDF) havetransferred higher portions of their TANF allocations to SSBG,all else equal. Preliminary analysis of changes in SSBG expenditurepatterns from FY 1995 to FY 2000 indicates that states are transferringsignificant sums to SSBG, but that TANF transfers do not appearto have a consistent effect on SSBG spending priorities acrossstates.  相似文献

This article addresses three questions: How can we define and measure what constitutes a foreign policy in human rights? How is it possible to explain both the activism of a state and its ideological orientation in the international promotion of human rights? What is the empirical evidence found when we try to answer these questions in intermediate states? Research done on four cases (Argentina, Australia, Brazil and South Africa) suggests a correlation between domestic efforts in the promotion of human rights and international advocacy. It also shows that the greater the power of intermediate states, the greater their activism in human rights. Further, as development grows states show less support for economic, social and cultural rights. Last, the strategic relation with the USA shapes how states vote regarding human rights violators states.  相似文献

Whether states keep welfare benefits low in order to preventin-migration of benefit-seeking individuals is one of the greatquestions in the study of federalism. Assessing this questionis challenging, however, because it is difficult to specifyexactly what constitutes evidence that states inhibit theirspending for this reason. This article develops a model whichprovides a micro-founded framework for thinking about the issue.The model suggests that competition on redistributive programsdoes not induce "racing" among states, but does constrain spendingto be less than what the states would spend if migration werenot a concern. State-legislative support for liberalized abortion policies, the availability of abortion providers, and actual abortion rates vary widely across states. This article uses national data to examine the impact of the following three major, enforceable state abortion restrictions as of 1988 on the access to and use of abortion services: state restrictions on Medicaid financing of abortions for low-income women (36 states), state requirements for parental consent or parental notification for minors to obtain abortions (11 states), and state restrictions on insurance coverage of abortion for public employees (8 states). The impact of state abortion restrictions is becoming an increasingly important policy issue as the number and types of restrictions which can be enforced in the US increase rapidly. The Supreme Court in Webster v. Reproductive Health Services (1989) upheld a Missouri law banning abortions in public hospitals and the involvement of public employees in the performance of abortions; states via this ruling may also enforce mandatory testing for viability after a specified point in the pregnancy. The Supreme Court then in Planned Parenthood of Southeastern Pennsylvania v. Casey (1992) effectively ruled that states can enforce a 24-hour waiting period and a state-prescribed talk on abortion for women seeking abortion. Analysis of the data found that there are significantly fewer hospitals, clinics, and private physicians' offices providing abortions in states with parental consent or notification laws. Moreover the rate of minors' abortions per 1000 teen pregnancies is 16% lower, and the rate of minors' abortions per 1000 women aged 15-19 is 25% lower in states with such laws compared to states without the laws. Data from abortion clinics and referral services in Massachusetts, Minnesota, and Rhode Island suggest that 20-55% of minors are going to court instead of informing their parents. 35% of minors who contacted a clinic in Massachusetts and 49% in Rhode Island went out of state for abortions. As for Medicaid restrictions, there are significantly fewer hospitals, clinics, and private physicians' offices providing abortions in states which restrict funding of abortions as compared to states which do not. State restrictions on insurance coverage of abortion for public employees do not appear to be associated with statistically significant differences in abortion rates or abortion availability.  相似文献

Five states now provide funding for stem cell research, and many states are developing or debating stem cell research policies. Despite this interest, little data exist to help policy makers design policies or forecast the impact of new legislation. This article reports novel data from two surveys: one directed at those most affected by these policies—stem cell scientists—and one at a group of biomedical researchers working in less contentious fields. These data identified relatively high mobility among stem cell scientists, particularly in states with restrictive policies, and a strong preference for states with permissive policies. These findings suggest that state-specific policies may prove to be effective recruiting tools. They also suggest specific recruitment strategies and highlight the importance of first-mover advantage as states compete for the same limited pool of mobile scientists. This research aims to provide a factual basis to support ongoing policy formulation in the area.  相似文献

The Surface Mining Control and Reclamation Act of 1977 (SMCRA), passed to correct the abuses of surface mining, assigned key implementation roles to the states. While the federal government originally enforced SMCRA, states could operate the program themselves. Once states decided to run their own program the federal government would oversee them to insure they properly enforce the Act. This research examines the enforcement behavior of states in the 1980s. The results indicate that early in the Reagan administration eastern states enforced the SMCRA less stringently than other states. Eastern states increased their level of enforcement later in the 1980s in response to pressures for increased federal oversight from Congress, interest groups and others.  相似文献

The index of socioeconomic and cultural diversity among theAmerican states formulated by John L. Sullivan for 1960 is recreatedfor 1980. Comparisons are made between the index for the twotime periods, and changes among the states are examined overtime. Significant differences continue to exist between northernand southern states, mainly because of cultural rather thansocioeconomic factors. The diversity index remains a relativelypowerful predictor of policy variation among the states and,as such, might be considered as a substitute for geographicregion in comparative state policy research.  相似文献

Why and to what extent do states differ in their implementation of international norms? Furthermore, why and to what extent do states differ in their mode of resolving conflicts regarding non‐implementation of international norms? In this article the empirical focus is on implementation of Community legislation by the member states of the European Union (EU) and the European Free Trade Association (EFTA). The analysis shows that over time there has been an overall reduction in the deficit in transposition, but the number of conflicts regarding non‐implementation has increased in the same period. While states converge on transposition, they diverge regarding their mode of handling conflicts related to non‐implementation. In general, the larger member states more frequently use court rulings to settle such conflicts. By contrast, the smaller states, and in particular the Nordic states, pursue a more consensus‐seeking approach, with limited use of courts. These observations indicate that domestic traditions and styles of decision making are more important for explaining variation than the enforcement capacity of the European institutions, and the extent of participation and power in decision making at the European level.  相似文献
