This article asks the following questions. Which terrorism threats, challenges and responses did key players consider to have been decisively changed by 9/11? On close inspection now, nearly two decades after those attacks, how are we to assess such claims? What did 9/11 really change regarding terrorism and counterterrorism? And what remained unaltered? The article’s central argument is this: some western states exaggerated the extent to which terrorist threats and challenges had been changed by 9/11 and, as a consequence, they did significantly alter some of their responses to terrorism; but at the heart of this ironic process was the tragic reality that, had there been a more serious-minded and historically sensitive recognition of how little had necessarily been changed by 9/11 in terms of terrorist threats and challenges, then the twenty-first-century experience of non-state terrorism would have been much less painful than has been the case in practice.  相似文献

ABSTRACT

This paper provides an alternative framework that conceptualizes the threat posed by terrorism based on an epidemiological approach that views it as a chronic disease like cancer rather than as a military, ideological, or socio-economic problem. After highlighting the similarities in the causes, behavior, treatments, and challenges of combating terrorism and cancer, this paper presents a staging system policymakers can use to educate the public and allocate counterterrorism resources more efficiently. This approach encourages policymakers to see terrorism for what it is (an all but inevitable facet of modern life that can be managed but never fully eliminated), and not what they wish terrorism to be (a national security problem that can be solved, defeated, or vanquished). It provides policymakers with a useful model to conceptualize the threat and treat terrorism in a comprehensive manner, from preventing future attacks to effectively responding to them when they will inevitably occur.  相似文献

This article offers an analysis of the European Union's (EU) efforts in the fight against terrorist finances. Following the 9/11 attacks, the EU has adopted the relevant United Nations counterterrorism resolutions as well as the special recommendations of Financial Action Task Force. In addition, the EU has developed its own measures spanning across all of its three pillars. There is, however, a cause for concern that some of these measures have not been properly implemented, while others have been criticized on legal, transparency, legitimacy, and efficiency grounds. These shortcomings are not only due to EU's own internal obstacles, but also result from the EU's uncritical adoption of the prevailing smart sanctions and money-laundering regimes, which are based on a number of unwarranted assumptions that do not reflect the nature of contemporary terrorist threats in Europe.  相似文献

Professor Marc Sageman’s latest contribution to terrorism “studies” builds on an ever-increasing critique of a field in which “expertise” is something that is largely taken for granted, rather than empirically “known”. His book Misunderstanding Terrorism seeks to refocus our attention towards what is knowable through a Bayesian analysis based on his unique access to acts of terrorism within the Western world. Key, however, is his framing of what terrorism “is”, and to that effect, this review article first assesses the work of two individuals writing on terrorism, Rafaello Pantucci and Shiraz Maher, to place Sageman’s significant book within a wider context of terrorism literature.  相似文献

There is a general tendency among analysts to treat the activity of the United Nations Security Council as a barometer for measuring the evolution of global security issues. However, despite the Council's central role in multilateral counterterrorism since 9/11, there exists no comprehensive and coherent empirical measurement of its activity on terrorism. This research gap has resulted in contradictory assessments concerning the beginning, the regularity, and the consistency of the Council's activity on terrorism. In an effort to introduce more academic rigor to terrorism studies, researchers need to systematically address this deficit. This article makes a fundamental contribution by introducing a new dataset, the UN Security Council and Terrorism Dataset. It outlines the problems of previously available data and specifies the materials and methods used for the creation of the dataset. It continues by presenting key results from this unprecedented data collection effort and illustrates general trends in the Council's activity on terrorism. Based on this extensive empirical research, it finds that the UN Security Council's activity on terrorism has evolved more regularly and consistently since 1946 than previously thought. This conclusion indicates new directions for future research.  相似文献

The adverse impact of economic sanctions on human rights is well documented in the literature (Peksen 2009; Wood 2008) and so are the consequences of sanctions for democracy (Peksen and Drury 2009, 2010) and for the survival of leaders (Escribà-Folch & Wright 2010; Marinov 2005). Using data from the Targeted Sanctions Consortium (Biersteker, Eckert, Tourinho, and Hudákóva 2013), we analyze whether sanctions that target segmented groups within the leadership fare any better with respect to human rights protection. The analysis focuses on the universe of targeted sanctions against African countries, between 1992 and 2008, and finds that the adverse impact of this coercive instrument—though unintended—is not statistically distinguishable from the adverse consequences already identified by the literature with respect to conventional sanctions. All else equal, the protection of rights to physical integrity (the right to life and the prohibition of torture) in the targeted country is 1.74 times more likely to worsen under an episode of targeted sanction when compared to a situation where there is no sanction. We propose a signaling model wherein a targeted leader is perceived by the opposition as weakened by the sanctions, which leads to more protest and repression. Higher levels of human rights violations follow.  相似文献

科技制裁在持续的军事冲突中发挥着关键作用,在和平时期的地缘政治中也从未消失。欧盟与美国是最大的制裁实施者,双方的制裁协作在多个地区和领域产生了重要影响。虽然欧美科技制裁协作较为频繁,但欧盟和美国在制裁政策上仍存在诸多分歧。文章从欧美价值观、安全威胁和二级制裁这三个维度出发,剖析欧盟与美国进行科技制裁协作的动因与诱发分歧的因素,并选择俄罗斯、伊朗和中国这三个具有代表性和差异性的案例进行比较。欧盟与美国对俄罗斯的制裁协作水平最高;在伊朗案例中,二级制裁因素带来的欧美分歧较为突出;在中国案例中,欧美尚未达成明显的制裁共识。共同价值观、安全威胁的紧迫性、二级制裁压力等要素是促使欧盟参与美国科技制裁的重要动因。然而,不同的外交政策理念、安全认知的错位和二级制裁的反作用力也使欧美分歧难以弥合,大大削减了制裁效率。  相似文献

The European Union (EU) has been more incensed over Russian aggression towards Ukraine in 2022, when compared to Russia's invasion of Crimea in 2014. This article questions this shift by looking at the EU's sanctions towards Russia. It argues that the relative unwillingness of the European Commission, and accordingly the imbalance or lopsided distribution of power within and amongst the relevant EU institutions, was one of the factors internal to the EU that prevented an effective response in 2014. Although external and contextual factors have been crucial, the EU has adopted harsher sanctions against Russia since 2022 because the Commission is not unwilling to act as it was in 2014, and dissenting members have found it difficult to obstruct the process in the Council of the EU. This article also extends the analytical repertoire of the bureaucratic politics model by demonstrating that it retains explanatory power even when the traditional parameters remain constant over time.  相似文献

This work examines differences in the level of violence of counterterrorism measures adopted by Central Asian states. Why do some Central Asian governments opt for wanton repression in the name of the struggle with terrorism, while others adopt less severe methods of control and prevention? To answer this question, this study draws on a synthesis of rationalist and constructivist explanations. Like rationalists, it posits that the magnitude of terrorism and states' material capabilities affect governments' responses to terrorism. Following constructivists, the study stresses the impact of ideas about the nature of terrorist threats and views on the appropriateness of the use of force on the counterterrorism policies of Central Asian states.  相似文献

ABSTRACT

How do individuals join Islamist extremist groups? Why do individuals support such groups? What factors contribute to a decision to join? What are the pathways into Islamist extremist groups? Drawing on examples from Pakistan, Bangladesh, Indonesia and the Philippines, the articles in this special issue address these critically important questions drawing on original fieldwork, new datasets and large scale national survey research. These articles explore the experiences and perceptions of men and women, South and Southeast Asians, living in majority Muslim and non-Muslim nations. Collectively, they illustrate the importance of social bonds&kinship ties, friendship, teacher-student ties and online relationships in creating a powerful sense of community that fosters a sense of belonging and eventual commitment. The goal of this special issue is to highlight the contributions that Asian cases can make to the often Middle Eastern and European-centric discourses on radicalization, joining and support for militancy.  相似文献

The article addresses some of the key issues that are raised for researchers engaging with counterterrorism police officers and initiatives, when undertaking research. A significant area to explore in this context is, in fact, the issue of relationships with counterterrorism police officers who may themselves directly have been covert police officers in the past and/or who may be continuing in their current, apparently more open, role (wittingly or otherwise) as agents of broader state strategies of exploiting trust for intelligence-gathering purposes. This article suggests that it is important for researchers to understand that working within the counterterrorism field involves degrees and shades of risk in the service of trust-building, sensitivity and the empowerment of communities, and that researchers themselves can (wittingly and unwittingly) be part of wider strategies instigated by security-minded individuals or groups of counterterrorism police officers. Reflecting upon the research that we have undertaken individually and collectively over the last number of years, in the light of the most recent spate of allegations about counterterrorism police officers infiltrating activist and political protest groups, having sexual relationships, and indeed, on occasion, children, with women whilst undercover and of potentially working to entrap vulnerable individuals into planning terrorist acts, this article raises questions around trust, credibility, legitimacy, the prevalence and near unavoidability of dysfunctional agendas and the implications of all of the above for community-based approaches to counterterrorism.  相似文献

This article analyses state counterterrorism (CT) policy on two dimensions: its effectiveness and its efficiency. It points out that CT is likely to be effective but inefficient. The material weakness of terrorist groups in relation to their state opponents, and different organisational dilemmas, increases the probability of an effective CT policy. However, states frequently overreact to terrorist attacks, which are valued in normative instead of strategic terms. Hence, they spend more resources on CT than justified by the threat posed by the terrorist groups. The article concludes that CT should be framed as an allocation of scarce resources that could be used in other important contexts.  相似文献

Much of the recent debate among policymakers and in recent scholarship focuses on how states should respond to terrorism: whether they should use harsh policies to punish terrorists and thus deter future acts, or concentrate on root causes and reduce incentives to use terrorism. Often ignored in this discussion are the characteristics that distinguish terrorist groups from one another, and that influence the effectiveness of a state's actions. This article examines group motivation—national-separatism, revolution, reaction, or religion—as one key trait, and finds that these different “terrorisms” do affect the relative success of various counterterrorist policies.  相似文献

Counterterrorism strategies involving the killing of terrorists are a prominently used but controversial practice. Proponents argue that such strategies are useful tools for reducing terrorist activity, while critics question their effectiveness. This article provides empirical insight into this strategy by conducting a series of negative binomial regression and Tobit estimations of the impact of killing Provisional Irish Republican Army (PIRA) terrorists as well as members of the Catholic community on counts of PIRA bombings and targeting activity in Northern Ireland for the period 1970–1998. We consider the impact of discriminate and indiscriminate killings (where only PIRA militants are killed versus those in which both militants and civilians are also killed) on subsequent PIRA improvised explosive device (IED) attacks. Our findings illustrate that while total and discriminate counterterrorism killings have little to no effect on PIRA IED attacks, indiscriminate counterterrorism killings increased PIRA bombings overall and prompted the Provisional IRA to specifically target civilians in IED events. We conclude by discussing the scholarly and policy implications of these findings.  相似文献

In this article, we consider how engagement with Muslims by the state has been conducted under the UK government's counter-radicalisation ‘Prevent’ agenda. New Labour's ‘hearts and minds’ approach to Prevent emphasised, and innovated, engagement with Muslim ‘communities’. This approach was widely criticised, however, particularly in the way it merged Prevent with ‘Community Cohesion’. By contrast, the current Coalition government's new Prevent strategy operates with a much thinner conception of engagement and stipulates that in future, Prevent and cohesion work will be kept separate. This new strategy signals less community engagement and a hardened line on the types of Muslim groups that can be engaged with. However, local actors driven by operational or normative concerns are pursuing somewhat different objectives, often outside of central funding streams. Such unintentional localism may sustain more participatory and inclusive modes of engagement with Muslims.  相似文献

同样是第三国帮助被制裁国规避制裁的行为,为什么有的采取向被制裁国提供援助的直接策略,而有的选择与被制裁国深化贸易合作的间接策略?既有研究主要从国际制度、公共选择和联盟政治等视角分析第三国的行为逻辑,忽视了第三国对既有国际经济体系的融入程度的影响。基于经济制裁的第三国规避理论,本文提出,当制裁规避具有较高战略收益时,第三国对既有国际经济体系的融入程度会影响其制裁规避的策略选择。以2022年美俄制裁争端为例,对伊朗而言,帮助俄罗斯规避制裁具有较高的战略收益,且伊朗融入既有国际经济体系的程度较浅,这促使伊朗采取向俄罗斯提供军事援助的直接制裁规避。对印度而言,帮助俄罗斯规避制裁具有较高的战略收益,但印度融入既有国际经济体系的程度较深,这促使印度采取深化贸易合作的间接制裁规避。  相似文献

This article seeks to analyze the impact that sanctions have on democracy. We argue that economic sanctions worsen the level of democracy because the economic hardship caused by sanctions can be used as a strategic tool by the targeted regime to consolidate authoritarian rule and weaken the opposition. Furthermore, we argue that economic sanctions create new incentives for the political leadership to restrict political liberties, to undermine the challenge of sanctions as an external threat to their authority. Using time-series cross-national data (1972–2000), the findings show that both the immediate and longer‐term effects of economic sanctions significantly reduce the level of democratic freedoms in the target. The findings also demonstrate that comprehensive economic sanctions have greater negative impact than limited sanctions. These findings suggest that sanctions can create negative externalities by reducing the political rights and civil liberties in the targeted state.  相似文献

To date, critical terrorism studies (CTS) has been very good at critiquing contemporary counterterrorism, but has not yet offered an alternative model which could be used for research and evaluation, as well as policy advice. This article seeks to address this gap by constructing a CTS model of counterterrorism. The first section of the article explicates the appropriation of “emancipation”, and why it is key for an alternative model of counterterrorism. The article then goes on to outline a CTS model and explain how it addresses all the main weaknesses of contemporary counterterrorism models, because it is based on a more robust ontology and epistemology which addresses terrorism as deep politics, it is normatively based on emancipation, it approaches terrorism and security holistically, and it is rooted in means/ends consistency. The final section of the article argues that the CTS model is not a theoretical utopia. A comparison with Norwegian counterterrorism shows that it can be useful for evaluating and advising real-world counterterrorism.  相似文献
