This article aims to move beyond the public-private dichotomy in studying public service motivation (PSM) by showing how organizational logics matter for the type of PSM (instrumental, normative, or affective) that employees express. Using data from 50 interviews in police stations, prisons, hospitals, municipalities, and schools, we show that differences in service logic (the user's feeling of the desirability of a service) and user logic (people-changing or people-processing services) matter for employees’ expressions of PSM in that this results in different emphases within public service motivation. We conclude that institutions such as organizational logics matter for PSM expressions and that research on PSM should account for differences between public service-providing organizations.  相似文献

This article addresses the relevance of public sector motivation (PSM) among unemployed workers. Despite the growing research interest among many public management and human resource management (HRM) scholars in employment choice, efforts to understand the “working minds” and motivational factors among the unemployed in their pursuit of a future career choice have been almost non-existent in HR scholarship in the public sector, which is critical considering the growing number of unemployed workers both domestically and internationally. Using data from the International Social Survey Program (ISSP) on Work Orientation modules in 1997 and 2005, this article examines the effects of public service motivation and rewards-based motivation on career decisions among the unemployed in seven countries. Findings indicate that while PSM and extrinsic rewards are positive and significant predictors of choosing to work in the public sector, intrinsic rewards were shown to be in a reversed relationship. Results also indicated that respondents whose previous jobs ended either in dismissal or due to family responsibilities were less likely to choose employment in the public sector compared to those whose previous job ended primarily due to retirement. A substantial body of research has addressed the importance of the match between the person and the organization, or jobs for individuals and organizational outcomes across diverse fields. Despite growing attention to the role of the person–environment (P–E) fit, there are few studies incorporating the characteristics of jobs in the relationship between public service motivation (PSM) and job satisfaction. Drawing on the growing literature concerning PSM and teacher recruitment and retention, this study investigates whether altruistic work values, such as a strong altruistic desire and a preference for correcting social inequity, affect job satisfaction and teacher turnover.  相似文献

Significant research has been conducted to understand public service motivation (PSM) in the past decades using either multidimensional or unidimensional measures. This creates uncertainty in the review process about whether findings using one approach hold when other measures are used. PSM research faces the challenge of developing a better understanding of different PSM measures and the relationships between them. This paper compares a multidimensional to a unidimensional measure of PSM, assessing the predictive validity of PSM on job satisfaction, organizational commitment, and person–organization fit. The empirical test shows that there is no significant difference in the predictive capacities of PSM on the work attitudes within the data set when using the different PSM measures. It provides some evidence that unidimensional and multidimensional measures of PSM are of comparable utility, at least within the data set used.  相似文献

This paper engages with non-Western, specifically African, scholarship and insight with the goal of highlighting the importance of African contributions to IR theorising. We highlight the Western dominance in IR theorising and examine the inadequacy of the major analytical constructs provided by established IR theory in capturing and explaining shifting reality in Africa. We argue that African insights, experience and ideas present a challenge to dominant IR constructs and knowledge within the international system, and that these insights, when taken seriously, would enrich our understanding of IR. We show this by problematising some central (often taken-for-granted) IR concepts such as the state, liberalism and individualism and underscore the need to reconstruct more encompassing ‘stories’ and images to innovate, revise and potentially replace some of the conventional ‘stories’ that have been told in IR.  相似文献

Despite the consensus on volunteering as a behavioral consequence of public service motivation (PSM), research has not yet empirically examined how various PSM constructs relate to an individual’s volunteering, and the underlying mechanism between PSM and volunteering remains a mystery. This study identifies common motivational grounds between PSM and volunteering and examines how the four PSM types—rational, normative, affective, and self-sacrifice—predict public service employees’ volunteering. The findings from the survey of employees in the Korean National Government suggest a connection between public employees’ volunteering and the rational dimension of PSM, i.e., their desire to influence public policy process.  相似文献

In 1977, John Lonsdale published a review of William R. Ochieng's study APre-Colonial History of the Gusii of Western Kenya in the Kenya Historical Review. Entitled “When did the Gusii (or any other group) become a ‘Tribe’?”, the ten-page article was less a book review and more a treatise on the practice of history in Africa. Taking Lonsdale's question as a point of inspiration, this article provides a critical rethinking of the theories of “tribe”, ethnicity and identity politics that continue to dominate African scholarship by examining the particular case of the Luyia in western Kenya. Through the seemingly incongruous and stubbornly diverse accounting of Luyia political community, this study suggests that histories of ethnic identity remain trapped by their own constructivist logic, elevating the “inventors” of traditional accounts at the expense of the plural and dissenting voices that characterise the multiple forms of political imagination practised across Africa that, while diverse, continue to rely on the idiom of the “tribe”.  相似文献

While the foundational claim that PSM attracts individuals to the public sector is well established in the research literature, much uncertainty still exists about its influence on the choice between the public versus the nonprofit sector, which also frequently exhibits a strong public service mission. Little is known also about how discrete dimensions of PSM differ in their effects on such job preferences. This article addresses these shortcomings by drawing on a study that combines the measurement of separate dimensions of PSM with a policy‐capturing design that allows disentangling the effects of sector from those of other job attributes that usually correlate with it: the service orientation of the job and job security. Results show that dimensions of PSM display relevant differences in their effects on preferences across job attributes. These findings have important implications for the choice of PSM measurements in scholarly research and job selection.  相似文献

Alison Des Forges, a renowned scholar and human rights activist of Central Africa, died in an airplane crash in 2009. Her life is a model of the conjunction of human rights activism and scholarship; it therefore illuminates the relations between these two forms of participation in African Studies. This article commemorates her work, showing how her scholarship enriched her human rights work, and how, in turn, her scholarship was driven by her sense of social justice. The article analyses five domains of her work: her 1972 dissertation; her participation in human rights reporting; a series of Human Rights Watch reports which she wrote or edited; her magisterial work on the genocide of 1994; and her continued scholarly publications after the genocide. From this, it argues that Des Forges's life work exemplified the mutually reinforcing nature of these two forms of commitment - scholarship and work towards human rights and social justice.  相似文献

This article aims to advance our understanding of and confidence in the relationship between employee public service motivation (PSM) and ethical behaviour by testing the degree to which PSM predicts the ethical behaviour or behavioural intention of government employees. Building on previous research, we argue that government employees with higher PSM are not only more likely to internalize values that support public interests, they also are likely to be concerned less about the potential consequences that they may experience by reporting unethical conduct within their agencies. Using data collected through a survey from 477 employees working in a large state agency, we find that supervisors with higher PSM are more likely to be perceived by their subordinates as exhibiting ethical leadership, supervisors exhibiting higher ethical leadership are more likely to have subordinates with higher levels of PSM and that subordinates with higher PSM express a higher willingness to report unethical behaviour within their agency. We discuss implications of these findings for research on PSM.  相似文献

This study proposes that Public Service Motivation (PSM) can be changeable by unique characteristics of public organization. The proposition is applied for the integration between PSM theory and goal-setting theory that is inevitable to better understand the motivation phenomena for the organization. The integration model consists of two sub-mechanisms: 1) the moderating role of goal characteristics on the relationship between Public Service Motivation and work motivation, and 2) the mediating role of PSM on the relationship between goal characteristics and performance. The model suggests empirically testable five theoretical propositions with methodological strategies. Finally, theoretical implications and future study are discussed.  相似文献

Contrarily to most studies of the antecedents of public service motivation (PSM) focusing on the proximal work environment or personal characteristics, we seek to explore plausibly important deep antecedents of PSM that lie in the formative years of a person’s upbringing. Using an online survey of public service professionals that asked detailed background questions, we find that three deep antecedents are associated with lower overall PSM and its constitutive elements: growing up in a religious family, growing up in a family with a conservative point of view, and (surprisingly) being raised by a parent who served in the military.  相似文献

It is argued that China’s relationship with Africa has transformed into one defined by a dynamism and African agency, thereby lessening the hold the former previously had on Africa in the early days of this evolving alliance. First, the authors will conduct a literature review of historical Sino–African relations, from the early Han dynasty to its contemporary manifestations. The second section will continue with this analysis by focusing exclusively on the status quo of the Sino–African economic relationship, including analysis of trade flows, investments, development, economic cooperation, and Chinese support for regional integration. Finally, this paper will conclude with an elaboration of some key, emerging relationship areas, such as opportunities for China and Africa to collaborate on the achievement of the latter’s Agenda 2063 and African Mining Vision.  相似文献

Existing studies find positive associations between transformational leadership and public service motivation (PSM), but value conflict may moderate the relationship. This is investigated for Danish University Colleges using a mixed-methods design. These colleges educate future teachers, pedagogues, nurses, and social workers, and their strong public service-oriented missions and potentially conflicting public values make this sector a well-suited case to test whether consensus on public values is a precondition for a positive association between transformational leadership and employee PSM. Based on a survey of 968 employees combined with qualitative interviews concerning specific public values, we find that the less value conflict, the stronger the positive relationship between the direct managers’ level of transformational leadership and the employees’ PSM. This is also the case for the top management. This implies that transformational leadership might be a way for managers to enhance employee PSM, but only if there is no severe value conflict.  相似文献

Civil servants are perceived to possess altruistic motive known as Civil Service Motivation (PSM) which promotes public interest as confirmed in some developed countries. Using the Ejisu-Juabeng Municipality as a case study, this article assesses the existence of PSM in the Ghanaian public sector and finds that PSM exists in the public service but its existence does not ensure maximum output. The workers professed having motives such as sense of social justice, compassion, commitment to public interest, self-sacrifice, and sense of civic duty but indicated their unwillingness to commit their future to the public sector because of poor working conditions.  相似文献

In this review essay, I consider three recent monographs on sexuality and sexual cultures in Africa. Each of these three books grapple with the “problem orientation” of scholarship on African sexuality, in which sexuality is conceptualised primarily with reference to AIDS, homophobia and violence. The authors move beyond this problem orientation through a common concern investigating the poles of “modernity” vs “tradition”, “global” vs “local” and “authentic” vs “imported” as these concepts are deployed by activists, policymakers, and ordinary people talking about sex. All three authors also engage the question of how and why social changes happen, treating sexual identities and practices as dynamic, emergent phenomena.  相似文献

This article considers how Nelson Mandela’s immediate family members intellectualised themselves within his legacy when he was terminal and upon his death. These specifics sublimate and set him apart from the eulogising tendency such as it has energised the scholarship on him. The tactics highlight tradition as an analytical category. Citing succession as a key episteme, the discussion delineates how tradition rarefies in non-hegemonic, mobile and fragile subject positions.
