This article assesses the framing of gender equality in the EU political discourse from 1995 to 2005 and the conceptualisations of citizenship that emerge from it. To assess the extent to which EU gender equality policies meet the aspirations of the concept of a gender equal citizenship, it develops an analysis of how different feminist approaches to citizenship are related to concepts of rights and responsibilities in EU gender equality policies. The frame analysis of a selection of EU policy documents in the areas of family policies, domestic violence, and gender inequality in politics reflects different configurations of the relation between feminist conceptualisations of citizenship and citizens' distribution of rights and responsibilities. Findings show that both gender-neutral and gender-differentiated conceptualisations of citizenship are present in EU policy documents, while a gender-pluralist approach tends to be absent. They also reveal that, while both men and women are formally treated as right-holders, women are framed as mainly responsible for eradicating the barriers to an equal enjoyment of citizenship rights. Moreover, men and women are constructed as different citizens. The article concludes that EU formal definitions of citizenship based on the concept of equality, while promoting legal gender equality and acknowledging the existence of gender obstacles to the enjoyment of an equal citizenship for women, are not by definition translated into policy initiatives transformative of traditional gender roles. In this respect they could hamper the achievement of a gender equal citizenship in the European Union.  相似文献

ABSTRACT

Why do more men than women vote for populist radical-right (PRR) parties? And do more men than women still vote for the PRR? Can attitudes regarding gender and gender equality explain these differences (if they exist)? These are the questions that Spierings and Zaslove explore in this article. They begin with an analysis of men's and women's voting patterns for PRR parties in seven countries, comparing these results with voting for mainstream (left-wing and right-wing) parties. They then examine the relationship between attitudes and votes for the populist radical right, focusing on economic redistribution, immigration, trust in the European Union, law and order, environmental protection, personal freedom and development, support for gender equality, and homosexuality. They conclude that more men than women do indeed support PRR parties, as many studies have previously demonstrated. However, the difference is often overemphasized in the literature, in part since it is examined in isolation and not compared with voting for (centre-right) mainstream parties. Moreover, the most important reasons that voters support PRR parties seem to be the same for men and for women; both vote for the populist radical right because of their opposition to immigration. In general, there are no consistent cross-country patterns regarding gender attitudes explaining differences between men and women. There are some recurring country-specific findings though. Most notably: first, among women, economic positions seem to matter less; and economically more left-wing (and those with anti-immigrant attitudes) women also vote for the PRR in Belgium, France, Norway and Switzerland; and, second, those who hold authoritarian or nativist views in combination with a strong belief that gays and lesbians should be able to ‘live their lives as they choose’ are disproportionately much more likely to vote for PRR parties in Sweden and Norway. Despite these findings, Spierings and Zaslove argue that the so-called ‘gender gap’ is often overemphasized. In other words, it appears that populist radical-right parties, with respect to sex and gender, are in many ways simply a more radical version of centre-right parties.  相似文献

The entry of the 1997 cohort of Labour women into public life offers a test case of whether, and under what conditions, women politicians have the capacity to 'make a substantive difference'. We outlines the theory of the politics of presence and discuss how to operationalise this in a testable model. We, use the British Representation Study survey of 1,000 national politicians (including parliamentary candidates and elected Members of Parliament) conducted in the 2001 general election. The analysis centres on the impact of gender on five scales measuring attitudes and values on issues that commonly divide British party politics.
Once we control for party, there are no significant differences among women and men politicians across the value scales concerning the free market economy, Europe, and moral traditionalism. Yet on the values most directly related to women's interests – namely the affirmative action and the gender equality scales – women and men politicians differ significantly within each party, even after controlling for other common social background variables that explain attitudes, such as their age, education, and income. The conclusion considers why these findings matter for the composition of parliament, the public policy agenda and for women's roles as political leaders.  相似文献

While public opinion about foreign policy has been studied extensively in the United States, there is less systematic research of foreign policy opinions in other countries. Given that public opinion about international affairs affects who gets elected in democracies and then constrains the foreign policies available to leaders once elected, both comparative politics and international relations scholarship benefit from more systematic investigation of foreign policy attitudes outside the United States. Using new data, this article presents a common set of core constructs structuring both American and European attitudes about foreign policy. Surveys conducted in four countries (the United States, the United Kingdom, France and Germany) provide an expanded set of foreign policy‐related survey items that are analysed using exploratory structural equation modeling (ESEM). Measurement equivalence is specifically tested and a common four‐factor structure that fits the data in all four countries is found. Consequently, valid, direct comparisons of the foreign policy preferences of four world powers are made. In the process, the four‐factor model confirms and expands previous work on the structure of foreign policy attitudes. The article also demonstrates the capability of ESEM in testing the dimensionality and cross‐national equivalence of social science concepts.  相似文献

ABSTRACT

In most countries, men are more likely to vote for parties of the populist radical right (PRR) than women. The authors argue here that there are two mechanisms that might potentially explain this gender gap: mediation (women's attitudes and characteristics differ from men's in ways that explain the PRR vote) and moderation (women vote for different reasons than men). They apply these two mechanisms to general theories of support for PRR parties—the socio-structural model, the discontent model, and the policy vote model—and test these on a large sample of voters in seventeen Western and Eastern European countries. The study shows that the gender gap is produced by a combination of moderation and mediation. Socio-structural differences between men and women exist, but the extent to which they explain the gender gap is limited, and primarily restricted to post-Communist countries. Furthermore, women generally do not differ from men in their level of nativism, authoritarianism or discontent with democracy. Among women, however, these attitudes are less strongly related to a radical-right vote. This suggests that men consider the issues of the radical right to be more salient, but also that these parties deter women for reasons other than the content of their political programme. While the existing research has focused almost exclusively on mediation, we show that moderation and mediation contribute almost equally to the gender gap.  相似文献

Despite extensive attention being paid to the effects of the Universal Basic Income (UBI) on society at large, there has been little analysis on the relationship between gender inequality and UBI. The purpose of this article is first to reflect on the feminist arguments in favour of UBI and then to examine some of these points by also considering other available policies. By looking into the role of women’s work in both productive and reproductive activities, it is argued that UBI should not be disregarded as a social policy. However, its transformative capacity to empower women and to strengthen their role in society should not be overestimated. In order to address this gap, policy makers should address misconceptions around gender norms and acknowledge the multiple forms of women’s work across the social relations of production and reproduction.  相似文献

Music has been thought of as an art form that expresses ideas and sentiments of the artist. This article examines the relationship between political and non-political rap and Black feminist attitudes. This study includes data from original experiments conducted at Benedict College; a historically Black college in Columbia, SC, where Black males and females were exposed to various genres of music and their support of Black feminist attitudes were measured. Blacks exposed to political rap display increased support of Black feminist attitudes compared to those exposed to non-political rap and the control group, subjects who were not exposed to any form of music. Our research finds that those exposed to non-political rap have less affinity for Black feminist attitudes than those in any other group. This research is important to political science because it furthers our knowledge about public opinion and political attitudes. Specifically, this article demonstrates that non-traditional media forms also have an impact on political attitudes. Specifically, exposure to political rap has a significantly positive impact on the agreement with Black feminist attitudes when compared to exposure to non-political rap. Therefore, not all subgenres of rap music are consistently harmful to Black feminist attitudes and attitudes toward women.  相似文献

The unusual size and persistence of the gender gap in political knowledge is perplexing in comparison to other dimensions of politics. Building on situational explanations of political engagement, this article claims that women’s and men’s specific adult roles lead to an enlargement of the gender gap in knowledge. The present study analyses men and women’s levels of political knowledge at different life stages by means of two unique datasets specifically collected to measure what people know about politics. Findings show that adult roles provide more opportunities for men to gain political knowledge than for women. Furthermore, the comparison of levels of political knowledge in two such dissimilar countries as Finland and Spain suggests that while gender equality policies are successful in tearing down some of the obstacles that hinder women’s contact with the political world, they are still insufficient to completely bridge the gender gap in political knowledge during adulthood.  相似文献

Since the advent of public opinion polling, scholars have extensively documented the relationship between survey response and interviewer characteristics, including race, ethnicity, and gender. This paper extends this literature to the domain of language-of-interview, with a focus on Latino political opinion. We ascertain whether, and to what degree, Latinos’ reported political attitudes vary by the language they interview in. Using several political surveys, including the 1989–1990 Latino National Political Survey and the 2006 Latino National Survey, we unearth two key patterns. First, language-of-interview produces substantively important differences of opinion between English and Spanish interviewees. This pattern is not isolated to attitudes that directly or indirectly involve Latinos (e.g., immigration policy, language policy). Indeed, it emerges even in the reporting of political facts. Second, the association between Latino opinion and language-of-interview persists even after statistically controlling for, among other things, individual differences in education, national origin, citizenship status, and generational status. Together, these results suggest that a fuller understanding of the contours of Latino public opinion can benefit by acknowledging the influence of language-of-interview.  相似文献

Applying John Zaller's model of opinion formation to survey data covering 15 years (1981–95) of direct democracy in Switzerland, this paper provides a contribution to the debate about opinion formation in foreign policy. On the one hand, the Swiss experience contradicts the widespread view that citizens are poorly informed about and little interested in foreign affairs. On the other hand, direct democracy often translates into governmental defeats in this field. We address these mixed results and show that opinion formation in foreign policy is not a special case, and differs from that in domestic policy only with respect to the circumstances under which it occurs. In particular, we highlight the unusual type and level of conflict within the elite on foreign policy issues, which translates into distinct patterns of attitudes among the public.  相似文献

Notwithstanding the improvement in gender equality in political power and resources in European democracies, this study shows that, on average, declared interest in politics is 16 per cent lower for women than for men in Europe. This gap remains even after controlling for differences in men's and women's educational attainment, material and cognitive resources. Drawing on the newly developed European Institute for Gender Equality's (EIGE) Gender Equality Index (GEI) and on the European Social Survey (ESS) fifth wave, we show that promoting gender equality contributes towards narrowing the magnitude of the differences in political interest between men and women. However, this effect appears to be conditioned by the age of citizens. More specifically, findings show that in Europe gender‐friendly policies contribute to bridging the gender gap in political engagement only during adulthood, suggesting that childhood socialisation is more strongly affected by traditional family values than by policies promoting gender equality. In contrast, feminising social citizenship does make a difference by reducing the situational disadvantages traditionally faced by women within the family and in society for middle‐aged people and older.  相似文献

Over time, gender and politics research has made progress in identifying those factors that result in low numbers of women in political institutions and in making evidence-informed suggestions about how to ameliorate them. These factors include discrimination in party recruitment processes, male-dominated political culture and broader gender inequalities in society. In contrast, little is known about public opinion regarding these drivers of women's political under-representation, especially whether to who or what women assign blame for the under-representation of women in politics differs from men. This article provides the first discussion and analysis of blame assignment for women's numeric under-representation in politics. In doing so, it outlines and operationalises a framework that distinguishes between meritocratic explanations of women's under-representation, whereby the blame for women not holding political office in greater numbers is assigned to women themselves, and structural explanations, whereby social forces external to women are seen to result in their numeric under-representation. Cross-national data from 27 European countries is used to show that women are significantly more likely than men to assign blame for women's numeric under-representation to structural factors. The hierarchical nature of the dataset is exploited using multilevel models and significant differences in levels of structural blame assignment between countries is found as well as between-country variation in the probability of women assigning blame to structural explanations for women's under-representation. Finally, the category of structural explanations is disaggregated in order to assess their relative prominence and to provide strong corroborative evidence that women predominantly assign blame for women's under-representation to political culture over other structural blame factors. The article concludes with a discussion of the implications of the study's findings for policy makers contemplating the pursuit of gender equality policies aimed at increasing women's political representation and makes suggestions for the direction of future research in this area.  相似文献

Literature on foreign aid and human rights often presupposes that constituents favor using foreign policy to promote human rights abroad and lead elected policymakers to pursue such policies to retain electoral support. This assumption, although frequently asserted, has not been empirically evaluated. And there are reasons to be skeptical about whether public opinion supports human rights foreign policy compared to other policy objectives. This article explores US public opinion about human rights, by asking two questions: Does the public think human rights should factor in foreign aid decisions and does the context—the strategic or economic relationship between the donor and recipient—affect this? This article uses results from a nationwide experimental survey to evaluate these questions. I find that the majority of respondents support cutting aid to punish human rights violators and that this depends minimally on the importance of the recipient.  相似文献

This article focuses on women's representation in the Swedish Riksdag. The theory of the politics of presence serves as a point of departure. The aim is to underpin empirically – or to test empirically – the assertion that female politicians, to a greater extent than male politicians, represent the interests of women. The concept of women's interests divides, on a theoretical level, into three components: the recognition of women as a social category; acknowledgement of the unequal balance of power between the sexes; and the occurrence of policies to increase the autonomy of female citizens. On the empirical level this corresponds to measurements indicating female versus male MPs' attitudes and behaviour in areas such as gender equality and social welfare policy. The data used are parliamentary survey studies from 1985, 1988, and 1994. The analysis controls for effects of politicians' gender when other factors – e.g. party affiliation, age, education, and parliamentary experience – are taken into account. The main result is that the theory of the politics of presence gains strong empirical support. What this study contributes is a significant measure of stability for the feminist critique of more established theories of representative democracy.  相似文献

Gender quotas have shown themselves to be an effective means of getting more women into political office. Less clear is the broader effect of gender quotas on egalitarian attitudes. This article uses a cross-national dataset of 48 countries worldwide to examine the role of gender quotas in the generation of individual-level attitudes to women as political leaders. Firstly, gender quotas appear to improve perceptions of women’s ability as political leaders in countries where they are present, having controlled for a range of individual-level and contextual influences. Second, this effect differs by sex. For women, the presence of gender quotas alone increases their support for women’s political leadership, something theorised as a ‘vote of confidence’ effect. Thirdly, this effect is not dependent on the type of quota implemented and holds for quotas adopted voluntarily by political parties and those that are brought about via a broader legal change.  相似文献

This article contributes to feminist debates on equal employment policy in Germany by pointing out the shortcomings of current German equal employment policy in the private sector and by suggesting a new approach to shore‐up the gaps of current policy. The first section of the article critically assesses existing legislation and the voluntary regulation of gender equality in the private sector by the social partners. The second section addresses prospects for reform and discusses a new approach to gender equality in the workplace. The article concludes with suggestions for a more effective equal opportunity law as a crucial part of a labor policy that includes issues of gender equality.  相似文献

Empirical studies have demonstrated that compared to almost all other parties, populist radical right (PRR) parties draw more votes from men than from women. However, the two dominant explanations that are generally advanced to explain this disparity – gender differences regarding socio-economic position and lower perceptions regarding the threat of immigrants – cannot fully explain the difference. The article contends that it might actually be gender differences regarding the conceptualisation of society and politics – populist attitudes – that explain the gender gap. Thus, the gap may be due, in part, to differences in socialisation. The article analyses EES 2014 data on voting for the populist radical right and the populist radical left in nine European countries. Across countries, the gender gap in voting for the PRR is indeed partly explained by populist attitudes. For populist radical left parties, the results are less clear, suggesting that populism has different meanings to voters on the left and on the right.  相似文献
