The theme in this article is managerial or administrative changes in municipalities seen from the perceptions of citizens. It is asked what characterize these changes, whether they are showing an interrelated and hybrid pattern, and whether the perceptions are varying depending on individual demographic characteristics or contextual factors related to their communities and the country they are living in. The data used are from surveys in Japan and Norway in 2015–2016. The main results indicate that the change or reform measures are indeed interrelated and hybrid. They do not vary much related to individual characteristics, except for political attitudes but more so related to the size of their municipalities, year of local residency, and local political activities. Japan and Norway have also marked different profiles regarding the main perceptions of the citizens, reflecting major structural and cultural differences.  相似文献

Five aspects of local elections in Britain over a thirty year period are examined. First, the process of party politicisation has seen the growth of more three-party systems whilst in parts of the Celtic fringe electors may have a choice of at least four parties. The increase in party candidates has had an important impact on the second aspect considered, that of uncontested seats. In some areas, particularly in the larger towns and cities, lack of contestation has not been significant. In remaining areas the trend has been towards increased competition and challenge for council seats. The third aspect is electoral turnout, where a recent decline has prompted considerable debate. However, the benefit of a longitudinal study is to provide historical perspective. The data show fluctuations in turnout but no ‘golden age’ where participation rates were significantly higher than in the modern era. The fourth and fifth aspects are the distribution of votes and seats respectively. The two-party vote share has declined and voters appear more prepared to support minor party candidates. In turn this has contributed to a growth in the variety of party systems in local government.  相似文献

This article seeks to examine the extent of women’s participation in communal activities in rural Bangladesh, based on an analysis of a development programme, namely REFLECT (Regenerated Freirean Literacy through Empowering Community Techniques). This article evaluates the REFLECT programme with regard to its stated goal of enhancing female participation in local community affairs. Using Michael Mann’s classification of sources of power, the study emphasises the importance of participation as a contribution to political as well as ideological power in the community of Monsurabad Island in rural Bangladesh. To that end, this article aims at analysing women’s participation in community decision-making processes through voting behaviour, traditional village court (Salish) involvement and other civic activities. This study also reviews the views of village elders (matabars) on women’s participation at the communal level and the resulting empowerment. Based on the views of participant women themselves, the study concludes that the implementation of the REFLECT project in the local community under investigation has indeed resulted in empowering women, but this effect remains confined to their families and the handling of women’s issues. As the effect of the REFLECT project has not reached out to the realm of community politics, its impact on women’s participation in the community has been limited. This study argues that without any change in the existing social fabric of Monsurabad, women’s ideological power in that community could not be transformed into political power in accordance with Michael Mann’s theory.  相似文献

This study examines capital accumulation and growth among subcontracting small‐scale textile firms. We find that, in spite of the higher average profitability of non‐subcontracting production relative to subcontracting, the average annual rate of capacity expansion between the two groups is not statistically different from the former. This implies that the higher average productive capacity of the non‐subcontractors relative to that of the subcontracting firms are due to differences in their initial capacity. The study further suggests that there may be no easy transition from subcontracting to independent production. For many subcontractor firms in the sample, the cost of inputs required for independent production exceeds the current value of their gross earnings by a multiple.  相似文献

Sample survey data show few Bolivian small‐farm households using credit, but most would like to borrow from formal market institutions. A theoretical framework is developed to formulate testable hypotheses to identify factors that inhibit credit use. Major impediments to borrowing are scale of operations, as measured by amount of useable land, and borrower's transactions costs that arise from loan paperwork, use of Indian language, remoteness from market, little education and low degree of market integration. When farmers with these characteristics borrow they tend to use informal market sources because of the lower transactions costs compared to those of formal market lenders. The policy implication is if formal market lenders are to reach more farmers they must lower transactions costs.  相似文献

The purpose of this study was to ascertain the role of culture in knowledge-sharing drawing on Hofstede’s culture framework. The case study research design was employed as the research design. Semistructured interview guide was used as the data gathering instrument. Data analysis was done using the thematic analysis technique. Under power distance, four themes were identified as being crucial in knowledge sharing in Afiya Kwabre District Assembly. These factors are decision-making involvement, power and status, delegation of responsibilities, and respect and fairness. In addition, three major themes emerged under uncertainty avoidance—broadening knowledge, job security, and group membership.  相似文献

Standard economic theories of wage inequality focus on the factor-biased nature of technological change and globalization. This paper examines the long-run development of industrial wage inequality in Latin America from a global comparative perspective. We find that wage inequality was comparatively modest during the first half of the twentieth century, but rising much faster during the post-war era than in other industrial countries. In-depth analyses of wage inequality trends in Argentina, Brazil, and Chile confirm this pattern, but also reveal notable country peculiarities. In Argentina and Chile, trend breaks coincided with large political–institutional shocks while in Brazil, wage inequality increased unabated under the wage regulation policies of successive post-war administrations. We argue that without taking national policies with respect to education and the labor market into account, economic theory cannot explain “Latin American” patterns of wage inequality.  相似文献

Abstract

This is a revised version of a paper presented on 22 June 2006 by Kenneth Parker at The English Academy of Southern Africa, University of the Witwatersrand, Johannesburg, on the occasion of the presentation of a Gold Medal to Professor Colin Gardner for distinguished service to English. The paper takes a tongue-in-cheek look at ‘Britishness’ and conforming to British standards – including what the British saw as the ‘way forward for the English language’. This article traces patterns of consumption, low productivity, debt accumulation and slow economic growth. Rather than calling for an increased emphasis on market and corporate incentives, the author calls for increased public investment. He favors particularly increases in scientific research and development and technology, in public works to rebuild the infrastructure, and calls for a public administration associated with increased investment in government.

The New Deal and the Great Society established the foundations of the public policy and administration of consumption—income transfer, entitlement, loan, loan guarantee, credit, subsidy, tax expenditure, and related programs designed to maintain or improve the income levels and social and economic well being of many elements of the United States population. Such programs now constitute approximately 50 percent of the federal budget. In the late 1980s, the United States entered into a new international economic, technological, and demographic order in which the public administration of investment will be increasingly important. The “public administration of investment” is defined as the administration of policies designed to produce future benefits for the nation through investment in people, knowledge and technology, the environment and public infrastructure, and public systems and public service.

Several trends in the 1980s contributed to the increasing importance of the public administration of investment. The first trend was the continuation of the low rate of productivity growth in the United States, a condition that has persisted since the early 1970s. (1)

Despite low productivity growth, the United States as a nation continues to spend as if productivity were increasing at pre-1973 rates and to borrow from other nations to make up the difference. The result has been large public and private debt. Increased productivity growth will require additional public as well as private investment if the United States is to maintain its standard of living and capacity to pursue social justice and other values into the next century.

The second trend has been the globalization of technology and the economy. The United States has been losing the comparative advantage it once enjoyed in many scientific and technological fields, as technological know-how has spread throughout the world. The United States fell further behind in the 1980s in the development of new production processes and in the commercialization of new processes and products in consumer electronics, semiconductors, and other fields.(2) There is compelling evidence that both the private and public sectors underinvested in developing the scientific and technical workforce that will be essential in the global technological competition of the future.(3) More generally, by many measures the education system of the United States has not been producing a well-educated workforce or well-educated citizens.(4)

The third trend of the ’80s was the maturation of the baby boom generation. This generation is now in the high consumption stage of its life cycle—homes, cars, and other consumer goods. The aging of the baby boom generation in the early decades of the twenty-first century will pose a complex challenge to public policy and administration. Early in the twenty-first century, the baby boomers will enter a stage of life usually marked by reduced consumption and higher saving.(5) At the same time, increased longevity suggests growing demands on both public and private systems for income maintenance, health care, and social services. New technologies will compound health care costs. Unless saving and investment are increased now to partially support the baby boom generation in retirement, the “baby bust” generation that followed the baby boom will face a heavy burden of support.(6) Currently, the Social Security Trust Fund does not have a single penny in it because the Treasury is borrowing the funds to reduce the federal deficit. Substantially increased productivity or substantially higher taxes will be necessary to replenish the fund in the early twenty-first century.

To compound the problem, by the year 2050, for the first time in American history (according to the middle series of Census projections), there will be more old than young Americans. The age cohort 60 and older will make up 28 percent of the population, while the age cohort 1-19 years will make up about 23 percent of the population.(7) This is in stark contrast to the 16 percent of the population 60 and over, and the 32 percent of the population 1-19 years, in 1980. Greatly increased saving, increased productivity, substantially lower standards of living for working people, extended working years, or an influx of immigrant workers will be needed to produce the benefits that are promised in the entitlement programs of the federal government and expected by the American people.

Finally, many observers perceived an increase in private greed during the last decade in the United States and a growing indifference to common concerns—eroding public infrastructure, the highest infant mortality rate among industrialized nations, the highest rate of child poverty, and similar social conditions. They see a preoccupation with current pleasure at the expense of future benefits, and a decline in social discipline and civic virtue. To some observers, the United States has been in a temporary cycle of preoccupation with private needs.(8) To others, civic virtue in the United States has been in decline.(9)

In any event, diminishing growth may intensify each individual's desire to protect his or her interests. In this context, redistribution in the pursuit of social equity will become increasingly difficult.  相似文献

This paper studies how religions, Islam in particular, play a part in the attempted reifications of “neo-ethnic” identities in Kyrgyzstan, a Turkic-speaking republic with a nomadic tradition and a Muslim majority (Hanafî Sunni Islam). In a context characterized by brutal transformations (decline in living standards, widening social inequalities, etc.) and by an increasingly failing central state whose autocratic rule appears ineffective, Islam intervenes as a paradoxical resource that is subjected to contrary uses. The traditional social link between collective identity and Islam is in fact reinvested ideologically within the framework of the new state construction. As a result a key question is what function the re-emergence of religion on the Kyrgyz political scene fulfils, especially considering broad disenchantment with politics. Islam is first re-emphasized as a national element by the authorities and, in the process, it becomes the subject of a drive towards territorialization that aims at erasing any transnational and/or pan-Islamist dimension from this universalist religion. Yet Islam and ethnicity are reinvested again in a new mode, the mode of subjectivization of religious belief, which gives rise, outside state control, to overlapping and often contradicting Islamic identities.  相似文献

The government of Malaysia, an early and enthusiastic supporter of the concept of privatization of public services, can also be considered as being highly supportive of more recent strategies such as “public–private partnerships” (PPPs) in the delivery of social services. It established a Public–Private Partnership Unit (UKAS) in 2011. This discussion of Malaysia’s experience with health care PPPs is based on a literature review. The record is mixed, with successes and failures. Critical factors for success include regulation, transparency, clear policy guidance and clarity on operational procedures and responsibilities, proper evaluation mechanisms, sustained financial support, especially for NGO partners, and unwavering commitment from policy-makers.  相似文献

This article investigates a legacy of transnational activism in Polish–West German relations during the 1950s and 1960s, connected to the borderlands/expellee background of several of the early activists who initiated the relations. At a time when the Polish and West German states maintained no official diplomatic relations with each other, the importance of non-state initiatives and dialogue breaking with the antagonistic nationalism of the two world wars grew disproportionately. These individuals' expellee background, bilingualism, cross-border networks and loosened national identities contributed to their effectiveness in Polish–German relations. Taking exception to the popular conceptions of expellees as necessarily identical with the negative or anti-Polish opinions commonly associated with the expellee organizations, the article also focuses specifically on how certain expellees and former borderlands inhabitants attempted to renegotiate their postwar roles, political stances and even identities by associating themselves with Polish–German relations. They challenged the dualistic and polarizing nature of media discussions about German expellees in politics. In addition, the article and these individuals pose a challenge to international relations/conflict resolution research to look to cross-border communities as key elements in postwar/post-genocide dialogues.  相似文献

Political mechanisms of accountability were marginalized by Conservative government reforms during the 1980s and 1990s which sought a more market-oriented approach within the public sector in order to enhance ‘consumerism’. In education, parents were given more choice between schools and were provided with more information on school performance. The promotion of market accountability has involved a reduction in the powers of local education authorities (LEAs) which had been central to the operation of political accountability. However, whilst market-based forms of accountability were firmly enhanced in principle by the legislation, to what extent have the forms of accountability operating within LEAs changed in practice? Interviews with Chief Officers and the Chair of the Education Committee are used to identify changing perceptions and practices of accountability in LEAs in Wales. The findings indicate that although local politicians and officials have been forced to operate within the legislative framework of market accountability, they have sought to impede its successful implementation. The policy community in Wales facilitated the LEAs’ capacity to respond in this way. The market-based reforms conflicted with fundamental values held in Wales, which remain those of professional accountability.  相似文献
