How to strengthen local capacity through donor-funded projects remains opaque. Using the European Centre for Development Policy Management's core capabilities model to examine a project engaging local organisations, we identify capabilities differentiating performance and gains from project participation. The studied organisations were often weak in capabilities important for successfully working with local governments. Some strengthened capacity, but improvements were concentrated in capabilities related to complying with donors’ requirements rather than capabilities enhancing performance. We question assumptions underlying programme designs based on Organisation for Economic Co-operation and Development's donor-country cooperation principles, and offer suggestions for balancing capacity gains to sustain independent local organisations.  相似文献

This article describes the evolution of WaterAid's programme of work in Nepal, based on the author's experiences while working as WaterAid's Representative Engineer in Nepal from 1987 to 1991. It examines how WaterAid's philosophy of working in partnership with local organisations was actually put into practice. Various problems and constraints are identified and discussed, and certain points are highlighted which may be of general interest to other external support agencies working in similar ways in other countries and sectors. The overall conclusion is that this programme represents a viable methodology for an international NGO to achieve useful results in supporting local NGOs working in development.  相似文献

This paper maps the difficulties with operationalising the gender discourse described in the peace accord and post-conflict documents, which guide Burundi's peace-building process, through local women's narratives from the security forces. The author claims that due to limited international and local investment, the local women involved in the security forces initiate small practical changes by referring to their vision of femininity, while theoretically legitimising these demands by linking them to the international human rights discourse in order to survive in an overwhelmingly masculine arena. International organisations and donors’ focus on traditionally feminine and softer areas, such as reconciliation and reintegration programmes, together with local elites’ tendency to view gender as an ‘add-on’ contribute to this development.  相似文献

The garment and textile factories and assembly plants in the Central American free trade zones, or maquila industry, have given rise to new actors on the labour scene, as women's organisations and local monitoring groups now work alongside the traditional trade union sector. Furthermore, some of these new organisations are linked to networks based elsewhere, mainly in the USA and Europe, and are actively involved in transnational campaigns to improve working conditions in the maquila. To date, attempts between trade unions and these new labour actors to collaborate have been disappointing and often characterised by conflict. Challenging the idea that trade unions and NGOs are in competition for the same limited ‘space’, by looking at the relations between trade unions and women's organisations, this paper asks whether such conflicts are inevitable, and suggests ways in which the two kinds of organisation could work together to improve the conditions of workers in Central America.  相似文献

ABSTRACT

This article analyses the depiction of women in image content from 39 issues of official English-language magazine publications produced by designated terrorist organisations that follow a jihadist ideology. Research on the role of women in jihadi organisations has found that women are active at all levels within terrorist groups. This includes creating and disseminating terrorist content; planning, co-ordinating and carrying out attacks; and, supporting fighters as wives, mothers and homemakers. Our analysis, however, found that women are almost never depicted within the images of terrorist organisations’ official magazines. We argue that this airbrushing is a deliberate attempt to reinforce traditional gender roles and strengthen existing gender hierarchies within terrorist organisations, and we make a number of suggestions for future research in this understudied field.  相似文献

Responding to recent critiques, foreign aid organisations are increasingly ‘going local’ in their operations in order to integrate local actors into their peace-building and aid projects. This is done under the belief that entering into partnerships directly with grassroots actors will increase local autonomy in joint ventures, thus empowering locals as agents of change both during and after the project period. But despite its normative and conceptual appeal, we argue that this model is not workable in practice and cannot be under the current structural conditions of the international aid environment. This is due to a fundamental disconnect between the conceptualisation and rationale of ‘going local’ and the structural and institutional frameworks within which ‘local ownership’ is supposed to be operationalised and implemented. This paper uses the example of Nepal to illustrate that this disconnect not only prevents foreign aid organisations from reaching their stated goals, but exacerbates the very problems that ‘going local’ is supposed to address.  相似文献

In current armed conflicts around the world, over 90 per cent of casualties are civilians. This article reviews medical and anthropological evidence of the psychosocial effects of extreme experiences such as torture, mutilation, rape, and the violent displacement of communities. The consequences for women and children are considered in particular. The author argues that the social development programmes of non-governmental development organisations should be extended to support social networks and institutions in areas of conflict, and ends by giving guidelines for mental health promoters working in traumatised communities.  相似文献

Information and Communication Technologies (ICTs) have created new economic and social opportunities all over the world. Their use, however, continues to be governed by existing power relations whereby women frequently experience relative disadvantage. Amid this inequality are individuals and organisations that are working to use ICTs to further gender equality. These are the issues addressed by the BRIDGE Cutting Edge Pack on Gender and ICTs. The first section of this article consists of extracts from the Overview Report in the Pack. It describes ways in which women have been able to use ICTs to support new forms of information exchange, organisation, and empowerment. The second section, taken from the textbox ‘Telecentres: Some Myths’, describes three assertions which frequently lead to problems in all forms of investment in development-related information exchanges with poor or less powerful groups, not only those relating to telecentres and women.  相似文献

This article examines how various organisations co-ordinate conflict prevention and development aid in the Samtskhe-Javakheti region of southern Georgia, and how this co-ordination might be improved. Several contradicting perspectives are pitted against one another to arrive at a comprehensive understanding of the region’s troubles and the manner in which these multilateral, bilateral, local, regional and nongovernmental actors have dealt with them. The paper pays particular attention to the question of whether organisations working in Samtskhe-Javakheti should focus on development assistance or conflict prevention, and whether early warning about the region has been exaggerated and uncoordinated. It concludes that there has been a reasonable balance between development aid and conflict prevention, that early warning has mostly been cautious, and that there has been considerable information sharing and synchronisation between agencies. However, this co-ordination has depended on a number of non-governmental organisations performing co-ordinating roles on their own initiative.  相似文献

This two-part article explores the experience of living and working for povertyfocused NGOs in a civil war whose roots lay in the chronically inequitable distribution of power and access to resources. Drawing on 12 years' work in Central America, the author reflects on the demands and constraints placed on international aid workers in the context of civil conflict; and on the ways in which relationships with local counterpart organisations and NGOs are affected. Empowerment and participation are examined from the perspective of those who refuse to play the role of war victims. Part Two explores the immediate and longer-term impacts of war and political violence both on those who survive, and on local and international workers who are concerned to address its causes and consequences.  相似文献

This article describes an action‐research project which has the multiple objectives of mapping the range of home‐based work in different countries, investigating the ways in which such work is embodied in local or international production chains, and developing a methodology which will facilitate the establishment of sustainable organisations of home‐based workers. The article focuses mainly on Latin America and Eastern Europe, though the project is also active in India and has begun to explore the possibilities of working in China.  相似文献

As a tool both for research and for structuring community-level interaction, Participatory Rural Appraisal (PRA) is now well embedded in development practice. This paper, however, argues that in order to play an enabling role towards community action, facilitators need to offer much more than the traditional PRA approach. Based on work with groups of women and of men in North Bengal, the paper describes how local politics and facilitators' strategies interact and complicate the use of PRA-like planning approaches. The article stresses the need for effective and long-term facilitation strategies that take into account organisational, methodological, and contextual considerations, and argues that organisations need to invest far more in ensuring the quality of facilitators than is generally the case.  相似文献

Africa Rice Center (WARDA) facilitated the development and translation of 11 rice videos. From 2005 to 2009, WARDA partners translated them into more than 30 African languages. Open-air video presentations enhanced learning, experimentation, confidence, trust, and group cohesion among rural people. The videos strengthened capacities of more than 500 organisations and hundreds of thousands of farmers. WARDA's integrated rural learning approach also helped women to access new markets and credit. Learning videos allow for unsupervised learning; unleash local creativity and experimentation; facilitate institutional innovations; and improve social inclusion of the poor, youth, and women.  相似文献

A comparison of trade unions and NGOs in Iran demonstrates the diverse nature of their activities. Over the last 90 years, trade unions have played important roles in changing the political system in that country. However, unions are largely male‐dominated organisations, which explains why some women have begun to organise women's trade unions. This article focuses, however, on the activities of women's NGOs, which are engaged in improving the socio‐economic conditions of the most marginalised sectors of society. Their activities are limited and they are not engaged in structural change. However, they are challenging gender‐specific access and influence over institutional power, matters that are crucial to the process of democratisation. It is argued that, since many trade unions and NGOs in Iran are strengthening community‐based institutions in different ways, their collaboration would have a mutually transformational impact which would turn these organisations into more powerful forces in the process of democratisation.  相似文献

The process of social integration of the people associated with immigrant organisations, and the social (and potentially religious) change that comes with it, present the organisations with the difficult challenge of justifying their legitimacy to various societal actors. This is certainly true of Muslim organisations in Western immigration societies. In Germany, this process is quite clearly reflected within the community of established organisations, which play a part in creating intergenerational change. This is not to say, however, that they will be the only relevant – or even the predominant – actors involved in establishing Islam in Germany in the future, despite their roots in their countries of origin, nor that they will automatically become redundant over time.  相似文献

This paper, based on field research in Kabul in February 2002, begins by discussing how women experience war and violent conflict differently from men, in particular by defining different types of violence against women in Afghanistan. Second, by identifying individual Afghan women, as well as women's networks and organisations, I analyse their different coping strategies and the ways in which networking and different forms of group solidarity became mechanisms for women's empowerment. Third, I demonstrate how, throughout Taliban rule, many women risked their lives by turning their homes into underground networks of schools for girls and young women. I argue that, as social actors, they created cohesion and solidarity in their communities. Their secret organisations have already laid the foundation for the building of social capital, which is crucial for the process of reconstruction in Afghanistan. In the final section, I propose that women in Afghanistan, as social actors, are optimistic and willing to participate in the process of reconstruction. As a researcher, I intend to articulate their voice, views, and demands, which I hope will be taken into consideration by policy makers and aid workers.  相似文献

After the unsuccessful search for a female UN General Secretary in 2016, the question about what would be the impact of more women leading international organisations (IOs) seems more relevant than ever. This study argues that female leaders of IOs are more inclined towards social policies than their male peers due to being socialised into the role of caregivers, and, therefore, provoke a change in the focus of their institutions’ agendas. First, it provides a detailed discussion of the presence of female leaders in IOs from 1875 to 2018. Then, it analyses both the policy agendas and the discourse of Sadako Ogata and Ruud Lubbers of UNHCR to emphasise the difference in terms of their policy outlook. Although the findings cannot definitely prove a causal relationship, they suggest that it is plausible that women promote more social policies than men, which could change the way international affairs are conducted if the number of female leaders keeps increasing.  相似文献

This article looks at variables that affect the working lives of small business entrepreneurs in Sylhet City, Bangladesh, and whether microfinance ensures decent working conditions in small ventures. The findings show that social dialogue among borrowers and their enterprise stability have the largest impacts on work and non-work life, and that social discussions among borrowers have the most significance in achieving harmony between work and non-work life. The results suggest that loan organisations need to draw in their borrowers more by using social relations in empowering decent working conditions.  相似文献

Following the establishment of UN Women in 2010 and the appointment of Christine Lagarde to the position of International Monetary Fund Managing Director in 2011, it appears that today the United Nations (UN) takes gender equality seriously, even within its own leadership ranks. Yet, while research on Women in Politics has paid little attention to women in international organisations, research on leadership in international organisations ignores the question of gender. This is despite an inherent connection between women's political careers domestically and internationally. Evidence suggests that although women have broken through the glass ceiling in international organisations and thus gained access to what has been termed the “world's largest men's club”, women continue to be systematically constrained in a way that enables them to gain access to leadership positions only in specific ways and under specific circumstances. Analysing the role of quotas and the nature of organisations in enabling access through the “glass ceiling”, the limitations of “glass walls” that channel women into gender-specific portfolios, situational dimensions such organisational crisis and instability, and the role of kinship in facilitating access, this paper shows that despite its potential to model and incentivise gender equality, the UN merely replicates domestic patterns of gender inequality.  相似文献

While rural poverty is endemic in the Andean region, structural adjustment programmes have led to a dismemberment of agricultural research and extension services so that they are unable to serve the needs of smallholder farmers. The NGO Practical Action has been working in the Andes to address farmers' veterinary and agriculture needs. The work has included the training of farmer-to-farmer extension agents, known locally as Kamayoq. The Kamayoq have encouraged farmer participatory research, and local farmers pay them for their veterinary and crop advisory services in cash or in kind. The Kamayoq model is largely an unsubsidised approach to the provision of appropriate technical services and encouragement of farmer participation. The model also illustrates that, in the context of encouraging farmer participation and innovation, NGOs have advantages over research organisations because of their long-term presence, ability to establish trust with local farmers, and their emphasis on social and community processes.  相似文献
