A central topos in the study of Central and Eastern European contemporary politics in general, and of its radical right politics in particular is the emphasis on the extraordinary relevance of history and geography. In fact, the entire transformation process after 1989 is often clothed in terms of historical and geographical categories, either as a “return of history” or a “return to Europe”, or both. In these various scenarios, the radical right claims a prominent place in this politics of return, and the study of this current echoes the more general concern, in the analyses of the region, with historical analogies and the role of legacies. Sometimes analogies are drawn between the post-1989 radical right and interwar fascism, in terms of a “Weimarization” of the transformation countries and the return of the pre-socialist, ultranationalist or even fascist past – the “return of history”. Others argue that since some Central and Eastern European party systems increasingly resemble their Western European counterparts, so does the radical right, at least where it is electorally successful – the “return to Europe”. According to yet another line of thought, the radical right in the region is a phenomenon sui generis, inherently shaped by the historical forces of state socialism and the transformation process and, as a result and in contrast to Western Europe, ideologically more extreme and anti-democratic while organizationally more a movement than a party phenomenon. In all these approaches, the key concepts of “legacies” and the radical right are often underspecified. This volume takes a closer look at the intersection of history or particular legacies, and the mobilization of the radical right in the post-1989 world of the region, while attempting to provide a sharper focus on key concepts. Regardless of the different approaches, all contributions show that with the radical right, a peculiar “syncretic construct” (Tismaneanu) has emerged in Central and Eastern Europe after 1989, which is derived from both pre-communist and communist legacies.  相似文献

The 1995 Dayton Peace Agreement in Bosnia and Herzegovina instituted ethnic quotas between Bosniaks, Serbs, and Croats: the three “constituent peoples.” This institutionalization of ethnicity, criticized by some contemporary authors, is often seen as a creation of the peace agreement. Interestingly, several scholars deem such proportional representation a legacy from socialist times. But the existing literature lacks a historical perspective on the question of ethnic quotas. In addressing this issue, this paper reminds one of the existence of ethnic quotas, called the “national key,” during socialist times. A deeper analysis of the “national key” in the Socialist Republic of Bosnia and Herzegovina and of the ethnic quotas in the last two decades shows, interestingly, more differences than continuity. The article concludes that few similarities and more differences can be observed between the two periods, especially regarding the legal aspects of the “national key,” in ideological justification and in the conceptions based on parity or proportional representation.  相似文献

In this paper I examine the relatively under-investigated topic of how historical legacies shaped the emergence of the “Red-brown” political tendency in East-Central Europe and the former Soviet Union – which is sometimes referred to as “National Bolshevism” or “National Communism” or “Strasserism.” More specifically I ask the question, how do historical legacies help explain why extreme right wing voters support the successors to the formerly dominant communist parties (or what I refer to as the “red-brown” vote)? I find that the most important legacy variable that affects the red brown phenomenon is the legacy of the previous communist regime.  相似文献

The “New Public Administration” advocated the infusion of value preferences into areas of administrative practice. In assessing the historical legacy and contemporary applicability of the movement, the authors examine its objectives in view of changing political and administrative commitments. Most scholarship on post-Communist Croatia claims that the first Croatian president, Franjo Tu?man, intentionally rehabilitated the legacy of the World War II (WWII) Croatian Usta?a and its Nazi-puppet state. The rehabilitation of the Usta?a has been linked to Tu?man’s national reconciliation politics that tended toward a particular “forgetting of the past.” The national reconciliation was conceptualized as a joint struggle of both the Croatian anti-fascist Partisan and the Croatian WWII fascist Usta?a successors to achieve Croatian independence. However, the existing scholarship does not offer a comprehensive explanation of the nexus between national reconciliation and the rehabilitation of the Usta?a. Hence, this article will present how “Usta?a-nostalgia” does not stem from Tu?man’s intentions, but rather from the morphological gap occurring in Tu?man’s nation-building idea. Namely, Tu?man’s condemnation of the entire idea of Yugoslavism and Yugoslavia eventually brought about the perception that any historical agent advocating the idea of an independent Croatia is better than any form of Croatian Yugoslavism. Finally, the article will present how contemporary Croatian society is still seeped in “Usta?a-nostalgia” due to the hesitation of the post-Tu?man Croatian politics to come to terms with the legacy of his national reconciliation politics.  相似文献

Social movements are not completely spontaneous. On the contrary, they depend on past events and experiences and are rooted in specific contexts. By focusing on three case studies – the student mobilizations of 2011 and 2013, the anti-government mobilizations of 2012, and the protests against the Rosia Montana Gold Corporation project of 2013 – this article aims to investigate the role of collective memory in post-2011 movements in Romania. The legacy of the past is reflected not only in a return to the symbols and frames of the anti-Communist mobilizations of 1989 and 1990, but also in the difficulties of the protesters to delimit themselves from nationalist actors, to develop global claims, and to target austerity and neoliberalism. Therefore, even in difficult economic conditions, Romanian movements found it hard to align their efforts with those of the Indignados/Occupy movements. More generally, the case of Romania proves that activism remains rooted in the local and national context, reflecting the memories, experiences, and fears of the mobilized actors, in spite of the spread of a repertoire of action from Western and southern Europe.  相似文献

Historical legacies play an important role in the rise of radical right parties in Central and Eastern Europe. This article conducts an in-depth study of the trajectory of a particular radical right party, the League of Polish Families, in a particular Central and East European country, Poland. The central objective of the article is to highlight that, although there are important similarities between the League of Polish Families and other radical right parties in both Central and Eastern Europe and Western Europe, the League of Polish Families differs in some respects, such as the composition of electorate and ideology from these parties. The article shows that the observed differences have their roots in the Polish historical legacy, that on some accounts deviates from the historical legacies present in other Central and East European countries.  相似文献

What role do legacies of past mobilization under late communist rule play in the success of the radical right parties in Eastern Europe? This article considers two major legacies: the legacy of national-accommodative communism and the legacy of patrimonial communism. We investigate the effect of welfare retrenchment on vote support for radical right in 2000s. Social policy reform retrenchment in universalistic welfare systems has a highly incendiary potential for political conflict and radical parties. In countries with a legacy of national accommodative communism, early differentiation of major parties on socio-cultural issues and strategies of social policy compensation kept reform losers at bay, which limited voter success of radical parties. Highly polarized patrimonial regimes, on the contrary, are the most fertile breeding ground for the radical right due to the high levels of inequality and dissatisfaction resulting from a rapid dismantling of the welfare state. The ethnic composition of countries plays an important role in the radical right mobilization as well. Radical right parties benefit from a situation in which the titular majority faces a small ethno-cultural minority.  相似文献

This article discusses the transformation of the urban space after World War I in the former Habsburg port city of Trieste. It reveals the key role played by the newly annexed northeastern Adriatic borderland in the national symbolism of postwar Italy, and it indicates how slogans and notions of Italian nationalism, irredentism, and fascism intertwined and became embodied in the local cultural landscape. The analysis is mostly concentrated on the era between the two world wars, but the aim of the article is to interpret the interwar years as part of longer term historical developments in the region rather than a break in its history. Looking at how monuments, buildings, and spatial planning in general functioned as ideological and national marking, and how this helped to shape the nation in a multi-ethnic town, this article seeks to contribute to a better understanding of changes as well as continuities in the modern history of south-central Europe. It argues that even if the cityscape had undergone drastic changes in its aesthetics after World War I, its ideological language was rooted in prewar nationalism and continued to support the local urban palimpsest in the Cold War.  相似文献

Like Weimar Germany, contemporary Russia is home to fascist actors and widespread nationalism. But unlike interwar Germany, the party system in post-Soviet Russia is heavily manipulated and civil society remains underdeveloped. This means that fascists have not had a chance to use elections or to penetrate civil society in order to build up political support. The continuing presence of a resolutely authoritarian, yet non-fascist “national leader” (Vladimir Putin) keeps the country from becoming a liberal democracy but it also, for now, makes it less likely that the regime will become fascist.  相似文献

In this article, I discuss what I term “Jewface” minstrelsy performance and “Jewfaçade” display in three contemporary contexts with highly divergent historical backgrounds: East-Central Europe, the Iberian Peninsula, and the Jewish Autonomous Republic, a fictitious-sounding but real colony established by Stalin in far eastern Russia near China and still extant today. Jewface encompasses music, dance, theater, and extra-theatrical modes of performance, in which non-Jews dress up and act like “Jews,” as historically imagined; Jewfaçade encompasses museum-type installations, as well as architectural and decorative constructions, depicting imagined “Jewish” life. These “Diaspora Disneys” vary from the education- and tolerance-oriented to the crassly exploitative and commercial to the bizarrely confused. None have much to do with actual Jews, but all convey a tremendous amount regarding dominant “host” cultures’ anxieties over not only their roles in past persecution and genocide but also their own present cultures, politics, and positions in the wider world today. Further, they present a wide array of models of memoriological projection and desire, in what I explicate as spectra of “plethoric” to “voidic” memoriological scenarios and “negotiatory” to “constitutory” memoriological strategies.  相似文献

Across the social sciences in America analysts routinely employ the so-called “functional“ model of the urban political machine in their explanations of the development of American urban government. They do so, however, with little knowledge of the intellectual history of this model or the actual history of American urban politics. This essay reviews the development and spread of the functional model through the social sciences and argues that it is an historical construct developed in the nineteen fifties by analysts who were admittedly more interested in creating a “usable past” for liberal political economy than in understanding urban political history. Having done this the essay then reviews recent work by urban historians and sociologists which have put the propositions of this model to the test in its ideological, political, and fiscal contexts for the years from 1830-1930. This work reveals that the image of the “all-powerful” political machines is demonstrably false. On this basis the essay argues that the persistence of this image has led to a unrealistic historical standard against which contemporary urban public administration has been unfairly judged.  相似文献

This article analyzes discursive representations of Lithuania and of Belarus as Lithuania’s “Other” in the context of the recent political crisis in Ukraine. Focusing on the media discourse of Lithuanian intellectuals regarding the historical Grand Duchy of Lithuania (GDL) and its legacy, it examines how Belarus and its role vis-à-vis Lithuania have been depicted. The analysis is informed by the discourse-historical approach within critical discourse analysis, using thematic content and argumentation schemes for studying the images ascribed to the GDL, Belarus, and Lithuania in the selected texts. Focus in the discourse of intellectuals on the GDL as a historical homeland is found to shift from history as a scholarly endeavor to the politics of history and the uses of the past in today’s political projects. Belarus and the GDL emerge as topics not only historically and politically salient but also potentially dangerous for Lithuania within the setting of the events in Ukraine.  相似文献

The New Public Administration sought a public service whose legitimacy would be based, in part, on its promotion of “social equity.” Since 1968, several personnel changes congruent with the New Public Administration have occurred: traditional managerial authority over public employees has been reduced through collective bargaining and changes in constitutional doctrines; the public service has become more socially representative; establishing a representative bureaucracy has become an important policy goal; more emphasis is now placed on employee participation in the work place; and legal changes regarding public administrators’ liability have promoted an “inner check” on their behavior. At the same time, however, broad systemic changes involving decentralization and the relationship between political officials and career civil servants have tended to undercut the impact of those changes in personnel. The theories of Minnowbrook I, therefore, have proven insufficient as a foundation for a new public service. Grounding the public service's legitimacy in the U.S. Constitution is a more promising alternative and is strongly recommended.

The New Public Administration, like other historical calls for drastic administrative change in the United States, sought to develop a new basis for public administrative legitimacy. Earlier successful movements grounded the legitimacy of the public service in high social standing and leadership, representativeness and close relationship to political parties, or in putative political neutrality and scientific managerial and technical expertise. To these bases, the New Public Administration sought to add “social equity.” As George Frederickson explained, “Administrators are not neutral. They should be committed to both good management and social equity as values, things to be achieved, or rationales. “(1) Social equity was defined as “includ[ing] activities designed to enhance the political power and economic well being of … [disadvantaged] minorities.” It was necessary because “the procedures of representative democracy presently operate in a way that either fails or only very gradually attempts to reverse systematic discrimination against” these groups.(2)

Like the Federalists, the Jacksonians, and the civil service reformers and progressives before it, the New Public Administration focused upon administrative reform as a means of redistributing political power.(3) Also, like these earlier movements, the New Public Administration included a model of a new type of public servant. This article sets forth that new model and considers the extent to which the major changes that have actually taken place in public personnel administration since 1968 are congruent with it. We find that while contemporary public personnel reflects many of the values and concerns advanced by the New Public Administration, substantial changes in the political environment of public administration have frustrated the development of a new public service that would encompass the larger goals and ideals expressed at Minnowbrook I. Building on the trends of the past two decades, this article also speculates about the future. Our conclusion is that ultimately the public service's legitimacy must be grounded in the Constitution. Although its focus is on macro-level political and administrative developments, the broad changes it discusses provide the framework from which many contemporary personnel work-life issues, such as pay equity and flexitime, have emerged.  相似文献

One of the distinguishing features of international terrorism the past fifteen years has been the resurgence and proliferation of terrorist groups motivated by a religious imperative. Such groups are far more lethal than their secular counterparts, regarding violence as a divine duty or sacramental act conveyed by sacred text and imparted by clerical authority. Moreover, religious terrorism is not restricted to Islamic terrorist groups exclusively in the Middle East. The same characteristics—the legitimization of violence based on religious precepts, the sense of profound alienation and isolation, and the attendant preoccupation with the elimination of a broadly defined category of “enemies”—are also apparent among American Christian white supremacists, among some radical Jewish messianic terrorist movements in Israel, and among radical Sikh movements in India. Finally, as many of these groups embrace strong millennialist or apocalyptic beliefs, we may be on the cusp of a new and potentially more dangerous era of terrorism as the year 2000—the literal millennium—approaches.  相似文献

As a recent member of the European Union (EU), Romania aligned its public policies to Westernized models of civil service reform. This article critically analyzes the impact of Human Resource Management (HRM) models as compared to a Weberian Easternized public administration culture, which continues to display strong hierarchical relationships, rather than the “networked” governance favored by some Western European countries.

The focus will be on the development of HRM policies and practices, taking as a set of case studies Romanian central government organizations. The key problem to be addressed is to understand why such organizations remain locked in ineffective systems of personnel administration. Yet, Romania, along with other Eastern European states, has been exposed to international reform movements in public management through policy transfer. The article will look for evidence of New Public Management (NPM)-type practices, in addition to HRM.

Moreover, the countries of Eastern Europe are far from homogeneous, and so an understanding of both the institutional and cultural context is crucial to ascertain the acceptability of NPM. In the case of Romania, this article considers HRM developments in a multi-culturally influenced state, which has also experienced Socialist regimes. However, policy innovations have started to appear, not only as a consequence of the international diffusion of “good practice” and “policy learning, ” but also stemming from the demands of European directives. Thus, the aim of this article will be to assess the role of policy learning in relation to HR reform in the public service.  相似文献

In 2015 and 2017, two large contracts for nuclear decommissioning were terminated early by the UK Government. Rather than re-tender, Government took direct ownership and control of Sellafield and began an inquiry into other sites’ management. The problems with the contract model for management of the UK’s nuclear legacy stem from an inability to adequately specify contracts in uncertain environments. The embrace of management and operations contracts for all sites after nationalized ownership limited the range of “tools” to manage the nuclear legacy. This highlights the role of state capabilities alongside incentivized private sector relationships in contemporary governance.  相似文献

As “music of commitment,” in the period from the late 1970s to the late 1980s rock music in Yugoslavia had an important purpose of providing a popular-cultural outlet for the unique forms of socio-cultural critique that engaged with the realities and problems of Yugoslav society. The three “music movements” that embodied the new rock’n’roll spirit – New Wave, New Primitives, and New Partisans – used rock music to critique the country's “new socialist culture,” with the purpose of helping to eliminate the disconnect between the ideal and the reality of socialist Yugoslavia. This paper examines the New Partisans as the most radical expression of music of commitment through the works of its most important rock bands: Bijelo dugme, Plavi orkestar, and Merlin. The paper's argument is that the New Partisans' socio-cultural engagement, animated by advocacy of Yugoslavism, was a counter-logic to the nationalist dissolution of a distinctly Yugoslav fabric of a socialist community in crisis. Thus, the movement's revolutionary “spirit of reconstruction” permeating its “poetics of the patriotic” was a mechanism of socio-cultural resistance to political, cultural and moral-ethical de-Yugoslavization of Yugoslav society. Its ultimate objective was to make the case that the only way into the future – if there was to be any – rested on strategic reanimation of the Partisan revolutionary past as the only viable socio-cultural foundation of the Yugoslav socialist community.  相似文献
