China's relationship with other developing countries is an important basis for China's foreign strategy. Since its founding, New China has accumulated complex experience and achieved rich fruits in how to handle and develop its relations with other developing countries. It has experienced contradictions between ideology and national identity and also made strenuous efforts to safeguard the country's strategic independence. Since the introduction of the reform and opening-up policy, China has rapidly enhanced its national strength, providing a new platform for it to play a greater role in the current international system. But China's identity as a developing country remains the starting point of its foreign strategy, and hence promoting and consolidating its relationship with other developing countries will also remain as China's strategic choice.  相似文献

Since formal diplomatic relations between China and Fiji were established in 1975, China has gradually developed its bilateral and multilateral relations with the Pacific islands countries (PICs). Especially in recent years, China has deepened its involvement in the South Pacific, and its influence in the region has been growing rapidly. Today, China appears to be one of the major players in the South Pacific region. This increased Chinese engagement has drawn wide attention in academic and political circles. While some scholars and analysts take a positive view of such an engagement, others are concerned about the rising presence of China in the region. Is China's engagement with the South Pacific a new strategic threat or not? China has been constantly deepening and broadening foreign strategy in accordance with the changes of the world situation. With the Fourth Plenary Session of the Seventeenth CPC Central Committee, the Eleventh Diplomatic Envoy Conference and the Central Economic Working Conference as opportunities, the CPC Central Committee has made a series of new explanations and judgements on China's foreign strategy in the new era. China's external work has also entered a new period of great development. China has made substantial progress in countering the international financial crisis, promoting global issues such as climate change, maintaining the steady development of relations with major global powers and solidifying its strategy of reliance on surrounding countries. After the global financial crisis broke out in 2008, major industrial economies became concerned about delndustrlahzation . The important roles that the industrial sector plays in creating jobs and ensuring intemational competitiveness began to be recognized again. The U.S. launched its policy of "re-industrialization" and Brazil published a plan to develop its industrial sector between 2011 and 2014. China's industrial sector has rapidly developed. "Deindustrialization" sparked widespread concern because it is connected with the global distribution of technological capability and the future global economic order. It is noteworthy that the U.S., Brazil and some other major economies partly blamed China for the problems that "deindustrialization" has caused and this has had an increasing effect on China' s relations with these countries. It reflects China' s problem as a new manufacturing power. In this article, the author analyzes those political and economic factors associated with "deindustrialization" and makes some suggestions for the Sino-Brazilian strategic partnership. In this way, the author explores some ideas on establishing a new type of big power relations.  相似文献

The next 5-10 years will be a pivotal period in which China will implement its " 11 th Five-Year Plan" and accelerate its construction of " a moderately prosperous society." It will also be an important period for Russia's resurgence. Sino-Russian relations are therefore facing new challenges and will be steadily developing. Under these new circumstances, clearly defining China's national interests in Sino-Russian relations will be an important prerequisite of ensuring the healthy and stable development of bilateral relations and of safeguarding China's peace and security. For the foreseeable future, China's national interests in Sino- Russian relations will be the further consolidation of mutual trust between the two countries and increasing Sino-Russian security cooperation so as to maintain peace and security in China 's northern border areas. As the two countries are both in a phase of social transformation, they can nevertheless learn from each other throughout this process. China will continue promoting diversity of cultures and the multi-polarization of world. China should also exploit Sino-Russian economic cooperation and try to frame a joint strategy with Russia in order to achieve common development and prosperity. Consequently, the two countries will be able to march forward side by side along the path of economic reforms and structural adjustment." In the 21st Century, China and Russia not only need to maintain a good neighbor relationship and guarantee their joint security, but also build a closer cooperation in their common development.  相似文献

Therefore, it is of important strategic significance to promote economic diplomacy in the surrounding areas. The United States is the most developed country in the world and the number one energy-importing country. China is the largest developing country and the number two energy-importing country. The energy issue is thus a key issue in Sino-US Relations. The United States has been on bad terms with some energy-rich "problem countries", while the energy cooperation between China and these countries is starting to go well. Since the end of the Cold War, China's military diplomacy has displayed an omni-directional and multi-level form, and with an increasing transparency which has increased trust and reduced doubt. China has enhanced its conventional military functions and strengthened its military soft power. This has helped China develop into a responsible state on the world stage. Through military exchanges with other countries, the Chinese military has gradually strengthened its ability to undertake a variety of tasks. The Chinese military has to make greater efforts to counter the perception of a "China threat." The cultural diplomacy of China today has entered into a period of rapid development. Yet there is still much room for improvement in promoting China's new diplomatic thinking. In step with China's growing economy and increased weight in international affairs, the Chinese government has changed its diplomatic strategy to "building a harmonious world." Over the past 50 years, with the improvement of relationship between India and China, the scope of India studies in China's IR research has been broadened and the new areas of studies are being explored. The research agenda of India studies has already extended to the areas like economy, society, culture, security, national strategy and their impact on both bilateral and international relations. In this situation, the focuses of India studies in China's IR research can be mainly identified as follows: reviews on India's social, political and economic systems; analysis on the national strategy and foreign policy; Sino-Indian relations; India's relations with some international organizations. However, even though many fresh progresses have been made in India studies, the India studies in China's IR research still lag far behind the study of other important countries like the U.S., UK, Russia and Japan, and more problems and challenges will face in the coming future. The paper believes that a fuller understanding of India probably will not make China and India close friends, but it definitely will help to prevent them from becoming fierce enemies.  相似文献

In the 60 years since the founding of the People's Republic of China, the country has pursued a peace-oriented foreign policy. After the end of the Beijing Olympics in October 2008, China's foreign relations began to take on a new look. The country now participates more actively in global and regional issues, forging multilateral and bilateral relationships, and entering into discussions on maritime rights and military strategy. It could be said that China is now showing more initiative, independence, confidence, transparency and a greater sense of responsibility, and strengthening cooperation with all partners. These changes are mainly due to China's increasing comprehensive national strength and its need to integrate into the international system in a peaceful and harmonious manner with benefits to all. China has redefined its identity and reassessed its interests. These changes are ongoing, and the nation's diplomacy is still not perfect, but the general direction has now been set.  相似文献

In recent years, India has actively pursued an all-directional diplomatic strategy, attaching much importance to developing its relations with major powers. In particular, due to the great efforts made by the United States to draw India over to its side, relations between India and the United States have witnessed a fast development, which has attracted worldwide attention. It seems that this trend of laying special emphasis by India on its relations with the United States will continue for a considerably long period. However, it is unlikely that India will make a fundamental change to its independent and non-aligned foreign policy. It is expected that India will continue to consolidate and develop its traditional friendly relations with Russia, steadily improve its relations with China and strengthen its relations with the European Union. In Asia, India will continue to actively promote its external relations and enhance its influence in the region through bilateral as well as multilateral channels.  相似文献
