One of the professed goals of the 1998 Tanzanian Local Government Reform Program, entailing substantial decentralization, was to provide for a democratic administrative set up in local government. Elected local councils were invested with responsibilities for a wide range of policy sectors and services; the local administrative staff, formerly recruited and instructed by central government, would be appointed by and accountable to the local councils. A well‐functioning local politico‐administrative system was considered paramount to improve service delivery and ensure control of decision making by the local community. This article reports on research into the relations between councilors and administrators in two Tanzanian municipalities. Overall, these relations were found to be tense and full of discordance, caused by clashing role perceptions and mutual distrust. The research suggests that the main factor underlying the behavior and attitudes of councilors and administrators is the very system of public administration, which — despite the ambitions expressed in the Local Government Reform Program — remains very centralistic in character. There are numerous, well-organized policy communities in France, based upon specialized corps of senior administrative officials in symbiosis with the environment they are responsible for regulating and managing. They also derive their strength from the integration of the groups concerned in the policy process, allowing them to compensate for the weakness of their organization and social base by the privileged access and legitimacy they acquire. Nevertheless, the traditional way in which the policy process is structured is modified by the territorial shift (both local and international) in the arenas in which public policies are made.  相似文献

Not many countries have experienced as fast a growth in the number of local governments as has present day Indonesia. This study examines how territorial splits under new decentralisation policy have effected local development. The paper also critically discusses what needs to change and improve in decentralisation policy to encourage local development. Territorial splits have reinforced spatial fragmentation and ‘local selfishness’, hindering rather than driving local development. Territorial splits have also been a substantial additional burden to the national budget, and have resulted in many conflicts, disputes and tensions at the local level. This paper recommends that there should be a comprehensive review into the practice of territorial splits and suggests that there is a need to make regional mergers a more attractive option for the efficient and effective provision of public services at the local level.  相似文献

This article compares the responses of subnational business interest associations (BIAs) in declining industrial regions to the demotion of centrally-administered regional economic policy in favor of regional and local initiatives — a "decentralization of penury"— in Great Britain and West Germany. As an organization that represents chiefly functional membership interests, a BIA is not the most obvious candidate for economic initiatives based on territory. Drawing on a comparison of BIAs in two British administrative regions and two German Länder , I discuss the mix of elements that influence whether business is capable of fighting out politics about territory across territory, either on a local or regional basis. The analytical framework employed is based on Schmitter and Streeck's logics of membership and influence. The findings suggest that business associations formulate and pursue territorial economic interests consistently, yet face powerful constraints generated by their relations with members and by central government policies. Where the spatial economic interests of business are concerned, BIAs in both countries, despite the clear differences in organizational properties and capabilities, are best able to balance the tensions generated by the two logics when government policy encourages a local focus.  相似文献

The article draws on survey data from a 2007–09 study of Canadian policy analysts to assess several propositions concerning the role of public managers in policy‐making. It is argued that little is known and much taken for granted concerning the role public managers play in policy making. The discussion begins with a conceptual discussion of the nature of policy advice systems in modern governments and situates public managers among the range of actors who affect different stages of policy making activity. Propositions derived from this conceptual discussion are then subject to empirical analysis using a large‐n 2007–09 Canadian federal, provincial, and territorial dataset.  相似文献

Improving public policy efficiency and effectiveness in land use planning is an established priority on the prevailing political agenda in the UK. Practical measures to enhance policy formulation in local land use development plans in Scotland offer an interesting case study of an attempt to improve policy consistency, and to secure efficiency gains in policy authorship. This article considers the specific focus on the drafting stage of public policy‐making drawing on insights provided by research into the production of model policies in Scotland. It questions the extent to which such an initiative will promote a more robust public policy‐making discipline in light of the policy cycle. The discussion of the case study illustrates a practical attempt by central government to enhance public policy‐making at the local level, while raising questions about the dangers of invoking a technocratic and instrumentalist approach to policy analysis.  相似文献

A key feature of federal systems is the representation of subnational units by “territorial representatives” in policymaking at the federal level. How do such arrangements influence the linkage between public opinion and policy outputs? I argue that policymaking under territorial representation should be systematically skewed toward opinion in those states where citizens care about a policy issue and have a uniform view on it. This claim is tested using a novel data set of policy change in the European Union (EU), covering 211 policy issues and 6,506 observations of opinion–policy dyads. Results show that measures weighting opinion across member states by how much national citizens care about an issue are better predictors of policy change than EU‐wide mean opinion. Moreover, congruence between state‐level opinion and EU‐level policy becomes more likely, the more salient and clear‐cut opinion in a member state is. These findings refine our understanding of the opinion–policy linkage under territorial representation.  相似文献

This paper explores supply‐side costs and institutional structure in a shared authority state public health system. It is found that in a shared governance public health system, intermediary district structure influences the movement of limited resources to serve populations and persons most in need. This early empirical test suggests that policy making and public administration concerning public health expenditures in a shared governance system are in a practical sense local, but decisions made at the intermediary level by regional district administration are an important influence on local public health expenditures.  相似文献

In the beginning of 2007, the Committee on Public Sector Responsibilities (CPSR) presented its final report on the future organization of the intermediate level of government in Sweden. The CPSR, which consisted of representatives from all parties in parliament, recommended replacing the existing structure of 20 county councils with six to nine regional municipalities. The committee's proposal is paradoxical in light of the resistance to regions that exists within the country's two largest parties: the Social Democrats and the Moderates. The purpose of this article is to describe and explain the CPSR's unanimous proposal to establish regional municipalities despite this resistance. How was it possible to achieve a unanimous proposal? In order to explain this paradox, I use the ‘multi‐level party’ theoretical approach. The empirical study, consisting of a qualitative case study of the actions of the Moderates and the Social Democrats on territorial policy, supports this theoretical construct. It is evident from the empirical record that groups within the parties had different views about territorial policy. Within the CPSR, the advocates for regions took control, which made a unanimous proposal possible. The research findings improve our understanding of party organization in a polity characterized by multilevel governance. When the central level delegates more power and responsibility to subnational levels, the balance of power within parties changes. New regional and local elites arise, which makes it possible for a single party to communicate different messages on territorial policy depending on which group is in charge within a particular arena.  相似文献

E‐governance comprises the use of information and communication technologies (ICTs) to support public services, government administration, democratic processes, and relationships among citizens, civil society, the private sector, and the state. Developed over more than two decades of technology innovation and policy response, the evolution of e‐governance is examined in terms of five interrelated objectives: a policy framework, enhanced public services, high‐quality and cost‐effective government operations, citizen engagement in democratic processes, and administrative and institutional reform. This summary assessment of e‐governance in U.S. states and local governments shows that the greatest investment and progress have been made in enhanced public services and improved government operations. Policy development has moved forward on several fronts, but new policy issues continually add to an increasingly complex set of concerns. The least progress appears to have occurred in enhancing democracy and exploring the implications of e‐governance for administrative and institutional reform. ICT‐enabled governance will continue to evolve for the foreseeable future providing a dynamic environment for ongoing learning and action.  相似文献

Small‐town local governments face unique challenges when it comes to policy making. This essay reviews some of those barriers and considers why they occur and why they are unique to small towns. In addition, it includes some examples of how to overcome these challenges from the perspective of a former mayor, local legislator, and member of the academic community. The essay also explores why traditional theories of public policy implementation often fail to describe policy making at the local level because of the unique environment that exists in small‐town governments.  相似文献

Central–local relations are a matter of great importance to developmentalists because they highlight an intriguing puzzle in public administration especially in large states: how policies decided at higher echelons of the formal system can possibly be implemented by the multitude of intermediary and local actors across the system. In the case of China—the most populous nation in the world, the contrast between the authoritarian façade of the Chinese regime and yet the proliferation of implementation gaps over many policy arenas adds additional complexity to the puzzle. This article reviews changes in central–local relations in the 60 years of history of People's Republic of China (PRC) as the outcome of four co‐evolving processes, and clarifies the roles of each process: state building and national integration, development efficiency, career advancement and external influences. It points out the continuous pre‐dominance of administrative decentralization from 1950s to present time, and the new emphasis on institutionalized power sharing in the context of new state‐market boundaries since 1980s. In conclusion, the article suggests going beyond the traditional reliance on the compliance model to understand central–local interactions and the abundant implementation gaps in a context of central–local co‐agency, thereby improving policy implementation. The 1980s saw the emergence of popular participation as a mechanism for promoting good governance in developing countries Good governance was seen as crucial to efforts to improve the welfare of poor people in countries where elites had hitherto benefited disproportionately from policies conceived at the top without reference to ordinary citizens at the bottom. Donor pressure helped accelerate the change. In Uganda these developments coincided with the rise to power of a government that sought to democratise the country's politics. A major plank in the democratisation agenda was the establishment of a participatory system of local administration in which ordinary citizens, facilitated by local councils, would participate in public affairs and influence the way government functioned. These aspirations coincided with those of the donor community and enthusiasts of popular participation. This article is an account of the evolution of village councils and popular participation from 1986, when the National Resistance Movement came to power in Uganda, to 1996. It shows that while at the beginning the introduction of local councils seized the public's imagination leading to high levels of participation, with time, public meetings as consultative fora succumbed to atrophy due to participation fatigue and unwarranted assumptions about the feasibility and utility of popular participation as an administrative and policy‐making devise. Recent literature in public administration emphasizes enhanced collaboration between elected and administrative officials. The complementarity view is presented as an alternative to the traditional politics–administration dichotomy. At the center of this new perspective lies the concept of shared roles between elected officials and public administrators with respect to policy making and administration. This article expands the emerging literature on role sharing by proposing and testing new variables to understand what enhances the policy‐making role of city managers and the administrative role of elected officials. Employing data collected from a nationwide survey of city managers and utilizing structural equation modeling methodology, this research finds that the council’s expectations and the city manager’s role conception significantly influence the city manager’s involvement in policy making, while the context of policy making, the city manager’s support, and the council’s access to resources affect elected officials’ involvement in administration. This article aims to make a cumulative contribution to the literature on role sharing.  相似文献

This article focuses on new patterns of territorial governance in the aftermath of the 1982 decentralization reforms in France. The traditional "cross regulation" model developed by the Crozier school is wrong to assume culturally grounded stalemate and to suggest that local political power is nothing more than the informal access of local elites to national policymaking. Analyzing the policy of technopoles or science park development, both nationally and by way of detailed local case studies of Montpellier and Rennes, we demonstrate that, on the contray, French local and regional authorities have risen progressively to independent loci of governmental power and policymaking. Local policy initiatives are, however, embedded in a multi-level institutional fabric ranging from the local to the European level. These developments in center-periphery relations need to be placed into the context of the general decline of the traditional French public policy model, which has been stiffly challenged by the norms of market, Europe and subsidiarity. In conclusion, a comparative and interorganizational perspective suggests that France is moving toward a territorial system increasingly characterized by the dynamics of intergovernmental conflict and cooperation and best described as "quasi-federalism in unitary disguise."  相似文献

Central governments face compliance problems when they rely on local governments to implement policy. In authoritarian political systems, these challenges are pronounced because local governments do not face citizens at the polls. In a national‐scale, randomized field experiment in China, we test whether a public, non‐governmental rating of municipal governments' compliance with central mandates to disclose information about the management of pollution increased compliance. We find significant and positive treatment effects on compliance after only one year that persist with reinforcement into a second post‐treatment year. The public rating appears to decrease the costs of monitoring compliance for the central government without increasing public and media attention to pollution, highlighting when this mode of governance is likely to emerge. These results reveal important roles that nonstate actors can play in enhancing the accountability of local governments in authoritarian political systems.  相似文献

Decentralized decision making has created restructuring from larger to smaller administrative units, but in many places, strays little from existing arrangements. Moves toward decentralization from central government to city‐regions, and in some areas, below city‐region scale to neighborhoods, reflect a mandate for reform. What is the nature and extent of desired reforms? Using an institutionalist lens, homogeneity and heterogeneity in local narratives about possible future reform can be surfaced. This article emphasizes the importance of understanding the role of local actors' narratives in shaping decentralized institutions. This article uses the findings from a Q‐methodology study to identify and interrogate distinctive local viewpoints on attempts to decentralize decision making in England. In a systematic empirical analysis, local actors' narratives were largely in favor of relatively minor modifications to the status quo. The findings question a conflation of decentralization with participation in decision making.  相似文献

Public policy decisions are increasingly made by regional governance efforts that involve diverse decision makers from multiple government units within a geographic region. These decision-making bodies face competing pressures to represent regional and local interests. We study how decision makers balance preferences for regionalism and localism within metropolitan planning organizations (MPOs), the policymaking entities that are responsible for implementing U.S. federal surface transportation policy at the regional level. Our model of regional governance relates variation in regional policy outcomes to the incentives of MPO decision makers and the institutional environments in which they interact. Analyzing data from a sample of the nation's largest metropolitan areas, we find that MPOs dominated by elected officials produce more locally focused policies, holding other factors constant, while MPOs dominated by nonelected public managers produce more regionally oriented policies. Contextual factors, as well as the regional governance institutions themselves, further shape the balance between regionalism and localism.  相似文献

Uncertainty surrounding climate change has encouraged policy makers to engage in flexible and exploratory policies and forms of policy making. The article examines the potential of experimentation in devising coastal adaptation policies, taking into account its political dimensions. We analysed a multi-level experiment, funded by the French Ministry for the Environment from 2012 to 2015, where coastal municipalities volunteered to simulate the implementation of planned retreat as an adaptation strategy. Using insights from discursive institutionalism, we tracked developments throughout the experiment period. We highlight a combined process of governance experiment, allowing social innovation at local and regional scales, and a more strategic tool for the state, governing and steering local coastal policy with new instruments. We shed light on a particular policy entrepreneur (a public organization dealing with coastal management) playing at the intersection of these two forms, and in the interplay of policy scales. Although the experiment contributed to the innovation of legal and economic instruments and produced policy feedbacks in local planning and governance, learning capacities of the multi-scale architecture are still moderate to make planned retreat a reality in the near future. The conclusion considers performative and interpretive effects of policy experiments as further research questions to explore.  相似文献
