ASEAN, whose international prestige grew as a result of its diplomatic role in 1970s, can be seen as providing a model for linking the very disparate states of the Asia-Pacific region in a common association. The centrality of ASEAN to any attempt to build regional institutions was strengthened by clashes of interest between the major powers. In order to protect its own strategic interests, ASEAN has established mechanisms of economic and security cooperation with the EU and the United States since the end of Cold War. After September 11, the cooperation between ASEAN and the US has become much more extensive than before on both regional and global levels. 前苏联解体和冷战结束后 ,地处中俄之间的蒙古国放弃了长期奉行的“一边倒”外交政策 ,制定了均衡发展与中俄两大邻国关系。同时 ,发展与美日等西方大国关系以及立足亚太地区的“多支点”外交战略。目前 ,蒙古国与南北两个邻国建立了蒙中睦邻互信伙伴关系和蒙俄睦邻传统伙伴关系 ,与美国发展战略伙伴关系 ,与日本确立了综合性伙伴关系。蒙古积极发展与大国的均衡关系 ,其意义在于 ,保障国家的独立、安全和未来发展 ,扩大自身活动空间 ,提高其国际地位 ,而且利用与大国的均势平衡使其相互牵制 ,以便从中获取更多利益。  相似文献

Sovereignty is the bedrock of international law. If security requires that the United States transgress sovereign borders to attack foreign fighters and their support networks hiding in third countries, then the U.S. should adopt a strategy to amend international law accordingly. One should not be too quick, however, to disregard a robust notion of sovereignty, a concept that has helped avert conflict among the world's major powers. The United States needs a strategy for sovereignty's future that is based in the emerging security context and a prioritization of American interests. Instead, the United States and the rest of the world are meandering toward a less robust sovereignty with weaker and more ambiguous international law. The U.S. and its global interests would be better served by strong and clear international rules that increase predictability and that confer legitimacy to action against dangerous enemies.  相似文献

冷战结束后的相当长时间内,乌克兰在对外战略的抉择中不断陷入困境。在与国际体系的互动过程中,因处于大国地缘竞争的过渡地带,造成自身在领土安全和国家稳定方面的悲剧局面。乌克兰的外交重点处于西方或俄罗斯这两种外交方向的不断转换之中,通过平衡这两种政策的运用来增进国家的实力和利益。与此对应,大国通过遵守规则予以奖励,漠视规则进行遏制与惩罚的方式来应对乌克兰的对外行为。其结果是乌克兰与周边大国的互动逐渐陷入循环往复式的困境,处境变得日益糟糕。乌克兰内部的认同冲突根源于其处于特殊的地缘政治地带之上的历史互动与实践,并最终造就乌克兰的弱国家地位,使得其在国际体系中处于边缘化的角色,国家安全与诉求长期遭到漠视,在内外冲突的互动过程中,乌克兰的国家安全问题不断恶化。  相似文献

As India seeks to become a major player on the international political stage, it will face two major internal constraints. First, India will have to recognize the need to exploit the extant structure of international system to its advantage more effectively. Structural constraints are the most formidable ones a state encounters in its drive towards the status of a major power. Yet, Indian foreign policy continues to be reactive to the strategic environment rather than attempting to shape the strategic realities. While such an ad hoc response to the structural imperatives carried little costs when India was on the periphery of global politics, it holds grave risks now that India seems poised to play a significant role in global politics. Second, India must come to grips with its discomfort with the very notion of power and in particular its wariness of the use of “hard power.” Throughout history, all major powers have been required to employ the military instrument skillfully. India's reluctance to accept a more sophisticated understanding of power, in general, and military power, in particular, will continue to undermine Indian foreign and security policy.  相似文献

二战后,世界政治经历了"平靖进程",具体体现为:"大国罕有战事""国家罕有消亡"。本文融合国际政治经济学与国际安全研究,展示二战后的技术变迁改变了大国的"意愿"与"能力",支撑了世界政治新变化。在马尔萨斯时代,由于技术水平低下,生存物资稀缺,生存保障匮乏,人类面临持续的安全难题。二战后,技术发展影响了当代大国的"意愿"与"能力",让世界政治呈现新变化。技术变迁给大国提供了更为丰富的选择,让大国使用武力征服的意愿降低;同时,随着技术变迁,尤其是在"核革命"后,大国确保自身安全的能力更强,使得"大国罕有战事"。得益于技术变迁,大国利益半径扩大,即便距离遥远地域的变化也与自身息息相关,大国保障遥远海外利益的意愿提升;同时,技术变迁扩大了大国的权力投射,让世界各国,尤其是大国保障体系稳定的能力更强,致使"国家罕见消亡"。随着技术变迁,世界政治已呈现出很多与传统智慧不同的方面,孕育国际交往的新理念。  相似文献

东盟安全机制以"东盟方式"著称,基于东盟的经验事实,本文认为,国家间协调是理解东盟安全机制的恰当理论框架。在此基础上评估了东盟安全机制的绩效:在抑制成员国内部冲突、化解东南亚地区国家间争端方面取得了积极效果。同时,由于东盟国家利益分歧,安全合作领域数量少、程度浅;东盟安全机制是中小国家之间的协调机制,其治理能力有限,无法单独解决地区重大安全问题,需要与外部大国相配合;东盟国家对主权独立格外重视,在安全领域缺少制裁机制,导致领土争端无法在区域内得到解决。面对本地区的复杂安全形势,东盟对内需要拓宽、深化安全领域的合作,对外需要加强与大国的安全合作。  相似文献
