This article examines activities undertaken by civil society organisations in Zambia to create gender-transformative change in customary tenure systems. It is based on primary data collected through interviews and group discussions with NGO representatives, lawyers and women’s rights advocates, chiefs, women leaders, and local community members. The findings show that organisations pursue change by leveraging global and national frameworks and discourses and working with traditional authorities, local magistrates, men and women at the village level. Promoting gender transformative change requires multi-level networking and working across hierarchies of power that extend from the household to the state.  相似文献

The issues of gender-related persecution and violence against women have been put onto the international agenda, largely thanks to lobbying by feminist NGOs and transnational networks. There is a question, however, of how successfully this agenda-setting has translated into effective policy-making and policies that will increase the protection of women who are victims of gender-related persecution. One of the problems with policies to support women refugees and asylum seekers lies in a failure of transmission of the goals of gender sensitivity through all the various bureaux and representatives of a large bureaucratic organization such as the United Nations High Commissioner for Refugees (UNHCR). For nearly twenty years, since the early 1990s, the UNHCR has identified ‘refugee women’ as a policy priority, and yet, despite this prioritization of concerns about women refugees and gender issues in the asylum and refugee process, it could be argued that little progress has been made in implementation of policies on refugee women. This article will examine the way in which the concept of gender has been adopted within the UNHCR and the processes that have been put in place to mainstream gender within refugee protection activities. How far has mainstreaming managed to move policies to protect women beyond a mere focus on ‘vulnerable’ groups, and to integrate a gendered understanding of the global processes that produce refugees, and of the protection needs of these refugees?  相似文献

This article presents a case study of Manyakabi Area Cooperative Enterprise in south-western Uganda, which shows that benefits from agricultural cooperatives can extend beyond monetary tangibles. We discuss several social factors that women members claimed have improved since they became members of the cooperative, including their confidence, their negotiating skills, the ability to be of service to their communities through transferring skills to non-members, and the ability to take control of certain household decisions when dealing with men. We conclude that these social benefits could be enhanced if they were fully acknowledged as important by agents of change.  相似文献

In Northeast Thailand, women are heavily involved in small-scale aquaculture. However, as aquaculture becomes more intensive, women are in charge of less. Women's decision-making power in aquaculture and in the household is stronger when women have greater material resources and knowledge than their husbands; and the case studies on which the article draws show that what is important is not how much women have, but how much they have in relation to their husbands. The case studies also illustrate that women's gender roles and responsibilities, as well as the social expectations placed upon them, limit what they will gain through aquaculture. In intensive aquaculture in particular, women are expected to invest all their resources in this activity in order to sustain the family enterprise.  相似文献

This study reviewed the history of sex segregation in the police forces of Maharashtra state, India, and policy interventions since 1994 to reverse the trends; it also describes the process of improving gender equity in the policy department as part of a gender aim to control violence against women. Police jobs are allocated based on gender. Passage of the 1975 Sex Discrimination Act was not implemented fully within police departments. In fact, the Police Force actively worked to keep itself outside the purview of the Act. Supervisors maintained the attitude that women were unsuitable for police work. Women were suspected of lacking in career commitments and were limited to only a small number within the force. These attitudes restricted women's entry, deployment, and promotions. The Government of Maharashtra has been pressured by district level women's groups to secure women's rights and to change the social environment that supports violence against women. The efforts uncovered violence unreported due to social pressure. It was thought that women's greater presence in policy departments would encourage women to report domestic crimes. The policemen disliked the interference of women. Since women were recruited for specific duties, the result was low self-esteem, frustration due to lack of promotions, sexual harassment, ostracism, and reduced job expectations. In 1993, officers received gender-sensitizing training. The training at the Institute of Development Studies at the University of Sussex focused on rules, practices, access to resources, and formal and informal inclusions and exclusions.  相似文献

This study analyzes the interaction between the motivations of individual attackers and terrorist group strategies. To do so, I combine a quantitative analysis of all known suicide terrorist attacks between 1981 and July 2008 with a strategic account of why terrorist organizations employ female suicide terrorism (fst) and case studies of individual female attackers. I advance five central claims. First, I reveal the superior effectiveness of fst from the perspective of the groups that employ women. Second, I explain that terrorist groups increasingly enlist women as suicide attackers because of their higher effectiveness. Third, I demonstrate that terrorist groups adapt their discourse, catering to the specific individual motives of potential female suicide attackers in order to recruit them. Fourth, I show that female attackers are driven by the same general motives and circumstances that drive men. Furthermore, and in contrast to the existing literature, women attackers uphold, rather than eschew, their societies' norms for gender behavior. Attempts to transform these societies into gender-neutral polities are therefore destined to increase fst. Finally, I conclude that, unless target states adapt their defensive strategies, we should expect an increase in fst.  相似文献

Despite the fact that the assumed link between women’s empowerment, peace, and democratization has taken a firm hold in both theory and practice, the effectiveness of funding empowerment remains highly contested in the literature on gender, war, and democratic transformations. Drawing upon over a decade of fieldwork, this article offers lessons from the Balkans for funding women’s empowerment, with a particular focus on postconflict political transitions. I argue that there are two fundamentally different approaches to funding women’s empowerment, what I call the civil society model and the social movement model, and I lay out theoretical reasons why the social movement model is more likely to achieve enduring political change. I then provide a case study of how the United States government promoted elements of the social movement model in Croatia and Serbia as part of its democratization assistance, focusing on the challenges and promise of this approach.  相似文献

Information and Communication Technologies (ICTs) have created new economic and social opportunities all over the world. Their use, however, continues to be governed by existing power relations whereby women frequently experience relative disadvantage. Amid this inequality are individuals and organisations that are working to use ICTs to further gender equality. These are the issues addressed by the BRIDGE Cutting Edge Pack on Gender and ICTs. The first section of this article consists of extracts from the Overview Report in the Pack. It describes ways in which women have been able to use ICTs to support new forms of information exchange, organisation, and empowerment. The second section, taken from the textbox ‘Telecentres: Some Myths’, describes three assertions which frequently lead to problems in all forms of investment in development-related information exchanges with poor or less powerful groups, not only those relating to telecentres and women.  相似文献

This article discusses processes that demarginalize women in developing countries. The case study pertained to women in the Santa coffee growing area of North West Province, Cameroon. Coffee is the main source of income for families. Women obtain land for growing subsistence crops with the permission of their husbands and with pleading. The sharp fall in coffee prices left families in economic difficulties. It forced families to reduce coffee production or abandon coffee production entirely. Women found an alternative in growing vegetables for retail sale. The women formed associations that provided instruction on how to farm, sell produce, and obtain credit. Men observed the increase in income from the women's sale of produce. Women included the men in discussions about their progress and difficulties. Men were thus encouraged to sell their land to women. Women gained power by becoming the sole source of family income. The women's groups helped women improve land use and the use of income. This experience proved that crises can have positive outcomes. Men's power was based on economic control over resources rather than culture or machismo. Women's cooperation with men in nation building resulted in economic independence. Marginalization of women was based on money. Women proved that participation, rather than power, was the appropriate means to social change and more equitable relations. The obstacles to women's power included cultural expectations about their roles and choices, sex discrimination, and lack of access to leadership networks.  相似文献

Europe is facing both a political crisis of democracy and legitimacy and an economic crisis of debt and competitiveness. These crises seem to point in two distinct directions, growing social unrest over the Europeanized mechanisms of economic adjustment, and increasing efforts at strengthening those same institutions that regulate the adjustment process. Recent analyses have suggested that this failure of democracy will prove decisive; legitimacy for crisis management efforts requires a redemocratization of the European polity. Instead, drawing on an analysis of ordo- and neo-liberal traditions, the article explains how European integration was itself a response to the perceived threat of democratic demands at the domestic level. The body of the article then traces the crisis through three phases, arguing that efforts by state managers reflect a deliberate attempt to depoliticize policy-making processes. Yet the selective intervention—to restore accumulation whilst withdrawing social spending—has only fuelled the politicization of segments of European society. This threatens to test the limits of depoliticization as a governing strategy.  相似文献

Poultry production has existed for many generations in Africa, and almost every village household keeps chickens. The rural family poultry (RFP) are generally raised in free-range and/or backyard systems, which are traditional extensive husbandry systems. The development of an intensive poultry production has been the goal of the African government over the years. Despite efforts aiming for such goal, RFP is still very important in African countries that are both poor and net importers of food. It is a valuable asset because it can contribute significantly in alleviating poverty, securing food supply, and promoting gender equality. In view of this, interventions to improve RFP production systems should take into account the sociocultural issues, specifically gender-based aspects. It is noted that such interventions might, in addition to food security and poverty alleviation, also serve to promote gender equality. RFP development programs should be more women-friendly in order to facilitate women's participation, as RFP production in the region is generally a woman's business. Moreover, efforts to empower village women has to be envisaged cautiously as there is a serious risk of men taking over once the poultry sector becomes more profitable.  相似文献

ABSTRACT

Although the involvement of women in terrorist activities is not new, it is still considered to be an exceptional phenomenon. The figure of a woman militant contradicts the main gender constructions and thus produces a certain shock and disconcertment in societies. In the case of “Jihadism”, women who willingly join a terrorist organisation also challenge the Western Neo-Orientalist perspective on Muslim women in the West. Starting from these theoretical standpoints, this article focuses on a group of terrorists who have recently received a great deal of attention: ISIS women jihadis. Based on a critical discourse analysis of three main UK broadsheets, this article presents, deconstructs and problematises the main depictions that were used to describe these subjects. Furthermore, it discusses how the frames described reconcile these women’s actions with the gender and Neo-Orientalist constructions that circulate in Western societies, safeguarding the deriving hegemonic narratives. In other words, the article focuses on how women terrorists are made into “Jihadi Brides”.  相似文献

By exploring two approaches to organizational change, gender and organizational development (OD), the author argues that OD is flawed since it perpetuates existing gender inequalities by failing to address them. By contrast, the gender approach brings change both for women and for men and is contextualized in a broader agenda of social transformation. Analysis of how power is gendered is the critical starting point. While gender is not disconnected from other forms of oppression--such as race and class--special attention needs to be given to gender because experience has shown it gets lost. This article seeks to contribute to breaking new ground in theory and practice in order to promote organizations that are both equitable and effective.  相似文献

I wish first to address some of the simplistic myths about solutions to social conflict, and then reflect on problems that I have experienced with aid efforts organised by the international community, through the UN. In this, I shall focus on Bosnia rather than on Africa. Bosnia, as part of Europe, did not suffer the apathy that characterised international responses to events in Rwanda and Burundi before 1994. The second part of my presentation will address what I see as the flawed assumptions that often underlie the emphasis on economic reconstruction in the wake of war and conflict.  相似文献

Endogenous African governance systems are criticised for excluding women. This critique ignores several realities that women have played roles different from those of men. This article examines the roles that women play in endogenous governance structures of patrilineal and matrilineal ethnic groups in rural areas in Malawi on leadership, violent conflict prevention, and transformation. It argues that these endogenous governance systems inherently contain features that enable women to actively participate and play powerful leadership roles, though men dominate in terms of numbers and authority. These gender patterns do not seem to change much despite the changing political, social, and economic environment.  相似文献

This article examines the capacity-building experiences of two research teams in Yunnan and Guizhou provinces in south-west China who used participatory monitoring and evaluation (PM&E) to strengthen their development research, particularly in the area of natural-resource management (NRM). The authors describe their efforts to incorporate PM&E practices in their work. The process proved challenging, despite political and economic changes in China that aim to allow more space for local voice and decision-making power in the management of natural resources and other village affairs. Institutionalising PM&E has still a long way to go and will require more field practice, greater integration in the processes of organisational development, and stronger connections with agendas of political change.  相似文献

Behavior in social-dilemma (mixed-motive) situations has been of great interest to economists, psychologists, and negotiation scholars. In this study, we used a threshold social-dilemma game to examine factors that have not yet been investigated and that may have an impact on behavior in these settings: gender and group identity. We found that, for women, interacting with members of a naturally occurring group increased coordination and efficiency, while for men, interacting with members of a naturally occurring group decreased coordination and efficiency. Psychological literature on gender differences and group interdependence explains these differences. We conclude by discussing the implications of these results for gender differences in negotiation behavior.  相似文献

This case study from Búzi district, Mozambique investigated whether gender equality, in terms of male and female participation in groups, leads to gender equity in sharing of benefits from the social capital created through the group. Exploring the complex connection between gender, groups, and social capital, we found that gender equity is not necessarily achieved by guaranteeing men and women equal rights through established by-laws, or dealing with groups as a collective entity. While there were no significant differences in the investment patterns of men and women in terms of participation in group activities and contribution of communal work, access to leadership positions and benefits from social capital were unequally distributed. Compared with men, women further found it difficult to transform social relations into improved access to information, access to markets, or help in case of need.  相似文献
