In A Room of One's Own, Virginia Woolf implicitly addresses the necessary conditions for equal participation in deliberative democracy. Woolf's analysis indicates that proponents of deliberative democracy must be attentive to the angry, unconscious resistance that is part of reasoning in a deliberative system—especially when political deliberation results in a challenge to a person's identity. Woolf's solution for women writers, the material security represented by a room of one's own, can be applied to the larger problem of political deliberation as well. This leads to an expansion of the conception of substantive equality required for a deliberative democracy. Further, Woolf's insight challenges deliberative democrats to de-center capitalist economic relations. As a way of protecting the individual from the psychological dynamic Woolf describes in A Room of One's Own, deliberative democrats should advocate a non-competitive economic space for those threatened by the powerful psychological reactions to deliberation.  相似文献

This paper seeks to explore the differences between Derrida's différance and Deleuze's difference. Derrida ‘s différance can be seen as based on a phenomenological theory of time, whereby the future is ‘prior’ to the past, and on a Hegelian theory of negation (but without final term or synthesis). Deleuze's, by contrast, relies on a Bergsonian theory of time as the actualization of virtualities, along with a positive and qualitative notion of difference derived from Nietzsche, Leibniz and Spinoza. The paper suggests some implications of these differences for Derrida's and Deleuze's approaches to criticism.  相似文献

The bifurcation between economically and culturally orientated perspectives has become a central trope in critical thinking on the problems of social justice and injustice. This paper attempts a critical explication and assessment of Nancy Fraser's recent work on this problem. She attempts to transcend the culture-economy divide by proposing a 'perspectival dualism' in which distinctive 'economic-redistributive' and 'cultural-recognitive' logics of justice are analytically distinguished and practically combined so as to furnish a balanced strategy for left-critical praxis. The paper seeks to demonstrate how and why Fraser's dualistic perspective fails, insofar as it is untenable to confine recognitive claims to the realm of culture, since they can be seen to underpin both redistributively and culturally oriented manifestations of social struggle. An alternative, multi-axial and 'metatheoretical' conception of recognition is offered, one which, it is claimed, can encompass both economic and cultural struggles within its theoretical ambit.  相似文献

Cambodia's foreign policy behavior towards Vietnam can be characterized as using a strategy of ‘hedging’, whose nature is different from the one suggested in the existing literature. Such a strategy can be discerned from Cambodia's omni-directional policy responses, ranging from economic pragmatism, limited bandwagoning, binding engagement and soft-balancing. Furthermore, the case of Cambodia's foreign policy towards Vietnam suggests that non-state actors, such as the opposition party and the population (voters) play a significant role in shaping the state's foreign policy, even though it is formed under the authoritarian ruling party. This study also suggests that the foreign policy decisions of an authoritarian state are not solely shaped by the personal attributes of their leader.  相似文献

Herbert Kaufman's The Forest Ranger is considered a landmark study of how organizations can be structured to elicit compliance from field officials, yet there have been few attempts to validate Kaufman's claims. The author argues that the outcomes observed by Kaufman resulted from interplay between organizational structure and political context—a variable that Kaufman ignored. This argument is supported by case studies of two agencies with structures similar to Kaufman's U.S. Forest Service but poorer outcomes: the same agency today and India's forest departments. Both differences in organizational structure and poorer outcomes are found to be the result of political context. Specifically, coalitions assembled around agencies use the implementation process to shape outcomes in ways that could not be accomplished solely through changing laws or formal administrative structure. This points to the importance of building supportive field‐level coalitions to complement administrative reforms.  相似文献

Four commonly held interpretations of the development of European social thought in the nineteenth and early twentieth centuries are analysed and criticised, with particular reference to Durkheim's writings. These four myths are: the notion that Durkheim's sociology developed in substantial degree as a response to the ‘problem of order’; the conception that Durkheim's work is to be understood in terms of its origins in ‘conservative’ social thought; the view that Durkheim's writings, together with those of some of his contemporaries, mark a radical break in the transition from ‘social philosophy’ to ‘sociology’; and the idea that the type of intellectual tradition represented by Durkheim, concerned with the ‘problem of order’, can be usefully compared with a divergent tradition concerned with ‘conflict’ and ‘change’. It is argued that while these myths each contain a kernel of truth, this can only be extracted if Durkheim's writings are examined in relation to the historical context in which he developed his sociological concerns.  相似文献

Barack Obama's first autobiography, Dreams from My Father (1995), explores themes of race and identity up to the late 1980s in the life of the first African American president. The book emphasizes Obama's personal struggle as the son of an interracial couple, and the social and environmental context that shaped his growth and transformation. Using the tools of critical race theory, Freeman illustrates how Obama's autobiography can be used in the classroom to explore an individual's developing racial consciousness in the 1970s and 1980s, and as a prism through which students can understand what it means to live in the post-civil-rights-movement era. Obama's life history illuminates how the ideas and meanings of racial progress in the United States are contested and struggled over on a daily basis at both the micro and macro level.  相似文献

What are the political conditions affecting male MPs’ willingness to represent women's interests in parliament? This paper explores the role of electoral vulnerability in this regard and analyzes whether male MPs’ re-election prospects affect their likelihood of paying attention to women's concerns. Theoretically, we expect that male MPs are not blamed if they do not represent women's interests but can gain additional credit for doing so. Thus, male MPs should be more likely to speak on behalf of women if their electoral vulnerability is high and if they need to win additional votes to be re-elected. Empirically, the paper analyzes the representation of women's issues in the British House of Commons, by using Early Day Motions tabled preceding the General Elections in 2001, 2005, 2010 and 2015. The results show that male MPs are more likely to represent women's interests when their re-election is at risk.  相似文献

Anthems are conventionally viewed as helping to unify and mobilise populations by generating a sense of shared identity. Beethoven's Ode to Joy, which currently serves as the European anthem, occupies a more equivocal place in the European Union's symbolic armoury. Whether performed with or without Schiller's original text, the piece raises important questions regarding the nature of the European Union and the purpose of Beethoven's music within contemporary European politics. Nevertheless, given that any practical alternatives also raise significant difficulties, Beethoven's Ode to Joy can be regarded as a useful prompt for reasoned discussions regarding the future of the European Union, especially if reunited with the text of Schiller's An die Freude.  相似文献

Neither the major assumptions of developmental statist theories nor their revised arguments (e.g. network and internal organization theories) can persuasively elucidate the South Korean state's strong autonomy vis‐à‐vis the capitalist group in establishing and implementing economic/ industrial policies. A more relevant elucidation can be made by attending to the following three points: 1) one can more clearly show the former's autonomy in relation to the latter by examining discordant rather than amicable aspects of the relationship between them; 2) the strength of the East Asian state's autonomy lies not in its inherent, absolute cohesiveness but in its ‘political integrating power'; 3) in interpreting the state's strong autonomy vis‐à‐vis society, more research on political and administrative factors (rather than economic ones) need to be conducted. Also important are the behaviour of political and administrative agents who operate institutions and various interactions among them. To enforce these points, this article analyzes the political aspects of the state‐capital relationship while the South Korean government established anti‐chaebôl policies to restrict economic concentration via big businesses.  相似文献

ABSTRACT

Michelle Obama's role as the first African American First Lady is more than merely symbolic. Her self-representation as a professional woman, mother and spouse is directed towards a wider representativeness that is new in American political discourse. As a descendant of slaves and slave owners whose American ancestry can be traced back to the 1850s, she can lay claim to an African American legacy that the President lacks. As a result, some of her more controversial statements during the presidential campaign about the black family, class mobility and national pride need to be read in the context of an African American literature and historiography that challenges the American creed of equality, liberty and unconditional love of one's country. Michelle Obama's family history, her Princeton undergraduate thesis and her own words in interviews are analysed here in the discursive context of Ralph Ellison's Invisible Man, Toni Morrison's Beloved, Richard Powers's The Time of Our Singing, and Harriet Jacobs's Incidents in the Life of a Slave-girl, as well as the historiography of the civil rights movement. Such a reading reveals how Michelle Obama's background weaves the legacy of slavery into the American fabric, and shows that a redemptive construction of American history—in which the success of the civil rights movement of the 1960s and the Obama presidency are taken as fulfilment of the American creed (and of Martin Luther King's dream)—must be refused if a new national self-definition with African America at its heart is to take its place.  相似文献

This paper explores what role Rancière's work can play in the struggle for a more democratic world. It highlights the strength of Rancière's conception of democracy, which clearly identifies democracy as a popular disruption of the prevailing police order. This order claims to have assigned a proper role to all parts of society. Democracy for Rancière is when an element emerges that has not been taken account of and demonstrates the police order's claim to be false. Among the many benefits of this way of understanding democracy, it upsets any easy association between hegemony and democracy – as in Laclau & Mouffe – and it refuses utterly the ideological fusing of democracy, capitalism, and the state offered by the liberal-democratic-capitalist consensus. However, Rancière's approach also introduces significant limits on democracy because it denies that democracy can ever do more than disrupt the prevailing order. It does not allow for the possibility that democracy can grow and spread to the point that it becomes pervasive in the polity. This paper uses the case of the Egyptian uprising to show how this limitation closes off important political possibilities. The paper argues that Deleuze & Guattari's theorisation of revolution, when used carefully, is a necessary corrective to Rancière's too-restricted concept of democracy  相似文献

Abstract

With the Gulf War as a trigger, Japan began to make a humanitarian contribution by dispatching the Self Defense Forces to United Nations peacekeeping operations. Given Japan's strong hesitation for participation in the past, Japan's peacekeeping policy presents an intriguing challenge to examine the factors for a preference change and sustained compliance. By investigating Japan's peacekeeping policies towards East Timor and Haiti, this article examines how Japan's behavior and preferences were influenced by either internalized norms or cost/benefit calculations. While norm-driven behavior is considered to be incompatible with strategic calculated behavior, the article demonstrates that these two factors can co-exist.  相似文献

France and the UK both have parliaments with one MP per constituency. This electoral system is known not to be conducive to women's representation, and both countries have struggled with low proportions of women in parliament. France's response was to introduce a gender parity law in 2000. Since then, the number of women in the French parliament has almost doubled, but still remains low by European standards and is far from parity. This article considers what the UK can learn from the French experience. In particular, it considers how gender quotas emerged onto the agenda in France, why they were set at 50% and how effective this was, how they were implemented, and why they have not been more successful. The article does not recommend following in France's footsteps, but the UK can take inspiration from France's successes and seek to avoid repeating her mistakes.  相似文献

In this paper, the authors imagine a Citizen of Empire. This is a conceptualization of global citizenship as it might appear in Hardt and Negri's global social order of Empire. The article draws on Hardt and Negri's Empire as the model of global society to imagine what citizenship might look like on a global scale. Hardt and Negri's conceptualization of Empire offers a palette of new and emerging social relationships from which a vibrant conceptualization of citizen and citizenship can be imagined and new democratic politics practiced. First, the authors examine the concept of Empire to unearth foundational concepts upon which a notion of Citizen of Empire can be built. Second, the authors imagine a citizen who ‘calls Empire into being' rather than participating in the ready-made political, cultural, and economic institutions of the nation-state. Without institutional support, citizenship in Empire must be highly generative and creative, and it will operate on a virtual and poetic terrain by enacting mechanisms of deterritorialization, networking, and communication.  相似文献

Abstract

This paper explores the specific contribution of a strand of contemporary French social theory founded by Cornelius Castoriadis and Claude Lefort to the under standing of human power. It formulates a conception of power that transcends its definitions in terms of physical coercion or institutionalised violence to reveal the way power is creative and institutes the social. Its reflection on the cultural nature of political power and it role in society is shown to extend the pioneering reflection of Durkheim's sociology, especially as regards the homology that exists between religion and politics. The social role performed by the state explored by Durkheim prefigures Gauchet's theory of the state, which builds on Lefort's work. Gauchet's theory can be said to elaborate a critical synthesis of the two stands of Durkheim's work: the sociology of religion and the sociology of the modern state. This synthesis raises questions on the role played by the European state in the development of individualism, in both its political and economic manifestations.  相似文献

Abstract

The aim of this paper is to examine two turns towards the idea of the creative imagination in contemporary critical theory in the works of Axel Honneth and Cornelius Castoriadis. Honneth's work subsumes the idea of the creative imagination under the paradigm of mutual recognition. Castoriadis constructs the idea of the creative imagination from an ontological perspective. However, Castoriadis' idea of the primary autism of the creative imagination can be thrown into relief by Hegel's Jena Lectures. Hegel's and Castoriadis' work opens onto a subjectivity in tension, that is, a subjectivity that is forged out of a combination of subjective interiority, as well as the patterns of interaction that are multidimensional in their scope and create social spaces that force the subject beyond an initial closure.  相似文献

Abstract

This paper joins the debate on Japan's territorial dispute with South Korea over the Dokdo/Takeshima islets. Informed by the ontological security framework of analysis, this paper seeks to explain the decision to adopt the ‘Takeshima Day’ ordinance by the Shimane Prefectural Assembly and the subsequent ascendance of ‘Takeshima’ to the fore of Japan's identity construction vis-à-vis the Korean ‘other’. In this paper, I distinguish between two processes: one that led to the adoption of the ordinance and another that resulted in the entrenchment of ‘Takeshima’ in Japan's identity construction vis-à-vis the Korean ‘other’. The paper argues that the former process should be understood within the context of Shimane Prefecture's distinct identity construction vis-à-vis Tokyo, while the latter can be attributed to recent changes in Japan–Korea relations unrelated to the territorial dispute per se.  相似文献

The article explores the role of state-led and of centre-led pro-poor policies in the electoral shift of state elections in the state of Bahia, in Brazil's Northeast. It analyses a pro-poor policy sponsored by a traditional party which has ruled the state for several decades during both the military and the democratic regimes. The article investigates the causes of the party's defeat in 2006 and its replacement by a non-traditional party. The argument is that the defeat of the traditional party and the victory of a non-traditional one can be explained as the result of the state's main pro-poor policy that has always created dependency between voters and sub-national politicians. Centre-led pro-poor policies introduced in the late 1990s, in contrast, have universal or clear targets, eliminating the intermediation of sub-national political brokers.  相似文献

Research on youth civic engagement often sees the everyday lives of young people as barriers to civic engagement. Recent qualitative approaches have drawn attention to the civic and political dimensions of young people's everyday lives. This is a crucial insight, but cannot – by itself – answer a key question: just how is it that everyday experience can be transformed into civic engagement? I argue that John Dewey's theory of experience makes two key contributions toward answering this question. First, Dewey's situational understanding of experience directs us to the concrete conditions of everyday life as the necessary groundwork and starting point for civic engagement. Second, his concept of reflective experience helps us understand how taken for granted assumptions about political and social life can be transformed into more active forms of engagement. I illustrate this argument by drawing on selected findings from a qualitative study of young people's experience in Public Achievement, a civic engagement initiative.  相似文献
