While the academic debate on security has broadened in recent years, it has failed to cohesively include transnational organized crime and drug trafficking as a security issue. However, especially in weak states in developing and postcommunist regions, these phenomena are having an increasingly negative effect on security in the military, political, economic, and societal sense. Security issues in Central Asia are a prominentexample of the links between drug trafficking and military threats to security. This is illustrated most clearly by the Islamic Movement of Uzbekistan (IMU), which has been both a major actor in the drug trade from Afghanistan to Central Asia as well as the most serious violent nonstate actor in the region. The link between the drug trade and armed conflict is of fundamental importance to understanding the challenges to Central Asian security.  相似文献

Todays’ international security architecture composed of international security treaties and international security norms has been established and formalized by negotiations. Owing to the great importance of international security negotiations for international security practices, this paper sheds light on negotiation activities. A study of 100 different international security negotiations shows that states vary considerably with respect to their negotiation activity. Some countries voice positions very often, while others remain completely silent. This is puzzling, as active negotiation participation is an expression of state sovereignty and a means to influence the shape of the international security architecture. The article distinguishes between capacity and incentives as driving forces of state activity in international security negotiations. The analysis reveals that, next to political and financial capacities, states that place high priority on military matters are more active, while smaller and poorer states are more likely to shelter under the security umbrella of larger counterparts.  相似文献

ABSTRACT

The overthrow of Omar al-Bashir after three decades of rule has brought to light a dynamic that has been present for years: an interweaving of political, economic and security issues between the states of the Horn of Africa and the Gulf monarchies. Since 2011, the most active powers are the Kingdom of Saudi Arabia and the United Arab Emirates, which seek political support to counter both Iran’s influence and the growing Turkish presence. The two Gulf monarchies’ search for alignments with African counterparts has favoured the continuous reshuffling of alliances with direct effects on the local actors’ strategic choices. These dynamics need to be considered to understand the determinants behind the currently increasing instability in the Red Sea area.  相似文献

This paper explains the systemic pressures on states in Europe and Southeast Asia to broaden their alliances after the end of the Cold War, and how expansion impacts on regional integration. Inter-state cooperation is still very much the basis of regional integration. In Europe, states will scuttle attempts at deepening integration if this threatens their security, as the recent political impasse in the European Union reveals. In Southeast Asia, by contrast, the threat to the security of states arises from their failure to deepen economic integration in order to survive an anarchic world financial system. This failure is due to entrenched internal constraints that prevents closer inter-state cooperation and the pooling of sovereignty. Thus, while attempts to move into the area of political union will be resisted by states eager to maintain their sovereignty, the inability to advance into the area of monetary union can only lead to demise of states.

Much of the debate since the formation of the Common Foreign and Security Policy has focused on the political will, or lack thereof, as the principal obstacle to a successful European security policy. However, even if a cohesive will to develop a clear and operational foreign and security policy exists, the lack of military capabilities within the EU would make the implementation of that policy difficult, if not impossible, for the foreseeable future. The emerging political will to develop a CFSP needs to be paralleled by significant improvements in the force projection capabilities of the EU member states in order for a CFSP and future Common Defence Policy to be credible.  相似文献

Abstract

This article is based on the author's study of geopolitical perceptions of the power of nations made during the last decade.

He describes the thinking of scholars, especially Mackinder, Mahan, and Spykman, as they have related geopolitics to international affairs.

He cites the Soviet domination of Afghanistan as one of the primary current examples of a classical geopolitical objective of the USSR to obtain access to territory opening the way eventually to the Indian Ocean.

He points out that the Soviet Union, dominating much of the landmass of Eurasia, the Mackinder “Heartland,” has polarized world politics and military security alignments because of its totalitarian political system and its expansion into other crucial areas of the world.

For fifty years, the author explains, the United States has been forced to take defensive measures against totalitarian states, in recent times principally the USSR, to prevent their domination of the economic resources and peoples of the world.

The author proposes that the United States, destined geopol‐itically to be a sea power, must have sufficient military strength to develop and protect global maritime and trading links with other seafaring nations on the periphery of Eurasia and in the Southern Hemisphere. The U.S. forces would constitute a peacetime constabulary of the sea to insure the security and prosperity not only of Americans but of their friends and allies.  相似文献

Abstract

The financial crisis endangers the security of NATO's members and partners. As such, NATO has a formal obligation to mobilize its resources to aid members in overcoming current economic challenges. NATO can play a valuable role on three levels. First, NATO can aid members in rationalizing their military procurement and manpower systems, thus reducing the fiscal burden of maintaining adequate defenses. Second, NATO can press the ECB and the EU to modify arrangements governing the Euro so as to minimize the risk that EMU will collapse. Finally, NATO has a “soft power” role in vigorously defending the liberal economic order and democratic political institutions of the Western Alliance from the ideological attacks that inevitably follow financial crises.  相似文献

Which factors determine the security strategies of microstates? Many microstates are either secluded island states or have very close political, economic and cultural ties to a larger neighbouring ‘protector state’. They have had, therefore, little use for more traditional alliance arrangements. However, the patterns of security cooperation between states have shifted as the significance of flexible ad-hoc coalition-building as a means to coordinate international interventions has increased. Consequently, the strategic security challenges and opportunities for microstates have been transformed. Focusing on the Operation Iraqi Freedom coalition, this article explores some of these challenges and opportunities. Three hypotheses regarding the decisions made by the respective microstates to join international ad-hoc coalitions are studied: (1) participation provides increased security, (2) participation provides economic gains, and (3) participation reflects the lessons of past security challenges. The explanatory powers of each hypothesis are examined using a comparative case study of 11 Pacific microstates.  相似文献

Abstract

European leaders frequently vaunt the European Union's distinctiveness in adopting and pursuing a comprehensive approach to security. The EU's profile as an international actor is designed to span across all dimensions of security. As a result, its security policy portfolio involves a large number of institutional actors and policies that need to be coordinated. The ambition of the EU to provide security in a comprehensive manner raises challenges at the politico–strategic level, at the level of operational and policy planning and in day-to-day implementation. So far, the field is lacking an inclusive analytical framework for the analysis of providing security through a distinctively comprehensive civil–military, economic and political organisation. This article seeks to close this gap by providing suggestions for how the wide range of issues related to comprehensive security could be structured, and by framing the matter theoretically and with reference to existing conceptual work and empirical research.  相似文献

Challenges to European security emanating from the southern Mediterranean have had a marked influence on European security policies during the 1990s. This article identifies the main themes in the debate on Mediterranean security and the policy dilemmas which these security challenges raise for European states and their multilateral security organizations. It is argued that Mediterranean security challenges cannot be fully understood without grasping the security implications of the presence of authoritarian and repressive regimes in the South. As European security policies aim at supporting ‘political stability’ in the South through development assistance, expansion of trade relations and military co‐operation, these policies also contribute to uphold an illegitimate status quo, which is often the very source of political instability and insecurity.  相似文献

It is generally accepted that the international donor community influences the politics of recipient states. In particular, donor calls for political liberalization are seen to have had, and continue to have, effects upon democratization in countries dependent upon international economic assistance. Such democratic contingency tied to aid suggests that the continuation of aid flows, and possibly an increase in aid transfer sums, occurs in response to political liberalization. It also implies the threat of decreases in, or even cessation of, foreign aid should the recipient state fail to implement political reform. This research assesses the role that the donor community plays in recipient states’ transition to democracy, focusing on Tanzania as a case study. Tanzania, a major recipient of foreign aid, underwent fundamental political reform in 1992. This study combines analysis of fluctuations in bilateral aid flows to Tanzania with interpretations of the causal role played by donor pressure from the perspectives of representatives of the donor community as well as from members of Tanzania's political elite. These perspectives are derived from original interviews conducted by the author. The findings indicate no correlation between fluctuations in aid transfers and Tanzania's implementation of multi‐party democracy. Rather, it was the perception among the Tanzanian leadership of a direct linkage between donor aid disbursements and political liberalization that prompted the political transition.  相似文献

This analysis of the foreign debt problem in Latin America shows that this economic burden is onerous and will not be reduced in the short run. The region's political leaders perceived that collective bargaining could increase their bargaining leverage with foreign lenders and could produce more advantageous repayment schedules for most nations. However, despite verbal backing and the economic promise of collective bargaining, a debtors’ cartel failed to materialize. Evaluations of the political dynamics in key nations anticipated creditors. This analysis also shows that the debtors’ cartel failed because collective bargaining did not gain domestic political support. Foreign influence was tangential to the outcome. Given this political climate, the chances for a revival of collective bargaining are very slim.  相似文献

ABSTRACT

The liberal international economic and political order which the United States created from the ashes of World War II and has since led is in trouble. To United States President Donald Trump, the order which provided the framework under which sovereign states agreed to follow a rules-based system of economic and political cooperation and shared multilateral governance, has not only allowed other nations (in particular, China) to take advantage of US ‘magnanimity’, but also weakened the United States economically, while asymmetric alliances compromised its military advantages. Given the sustained assault this cosmopolitan order is facing, many fear that it may not survive if Trump is re-elected in November 2020. Indeed, if the United States response to the COVID-19 pandemic is any guide, an ‘America First’ agenda, especially a hard-line approach to China, will shape US policy if Trump wins a second term.  相似文献

ABSTRACT

The challenges of 9/11 required a wide ranging response across all three of the broad divisions of EU policymaking competence: the economic and monetary union, common foreign and security policy and internal security. These policy divisions make up the ‘three pillars’ of the EU's political architecture. This article reviews general issues of accountability and human rights protection in the EU's policymaking and implementation process, the evolution of the EU's response to terrorism, and the general response to 9/11. It then considers, in detail, the implications of the various response measures adopted under each ‘pillar’. The article demonstrates the emphasis that the Member States have placed on security measures and the wider concerns that their content and speed of adoption left little scope for other views to be heard. The article lays stress upon the fact that the effectiveness of the response measures are crucially dependent on the variable implementation capacity of the Member States. The article concludes by noting how the 2004 EU Constitution [Article I-42] requires Member States to ‘…?act jointly in a spirit of solidarity if a Member State is a victim of a terrorist attack….’  相似文献

The New Partnership for African Development (NEPAD) agreed in 2001 between the G7 and African leaders is an ambitious initiative to resolve the problems of economic underdevelopment, political instability and armed conflict in Africa. Essentially, it rests on the promise of increased economic aid in exchange for African commitment to liberal political and economic governance. This article examines the implications of NEPAD for the EU's policies towards Africa. It argues that the EU's economic instruments are more suitable for tackling security problems in Africa than its evolving military capacity or global multilateral cooperation with African states through NEPAD structures. It is argued that extant structures of European-African relations can significantly impact on African governance processes and their security outcomes only if they can be graduated into ‘constitutive’ forms of economic intervention similar to processes of accession into the EU. Such a modification, based on variegated competitive partnerships, would be consistent with the French origins of European-African relations and maybe possible because of the links between French foreign policy and Europe's evolving global role.  相似文献

Traditional alignment theories, such as balance-of-power and balance-of-threat theories, suggest that states confronted by more powerful or threatening states are more likely to balance against those states than to bandwagon with them. Yet in the context of the newly independent states of the Commonwealth of Independent States (cis), this proposition has not held true. A refinement of Steven David's theory of omnibalancing sheds light on this empirical puzzle. Using in-depth case studies of Ukraine and Uzbekistan, the authors argue that the alignment calculations of cis leaders have been driven more by internal threats to those leaders' political survival than by external threats to the state. These internal threats include the more traditional variants, such as assassination attempts, coups, and civil war, but also include opposition leaders and parties that may be perceived as challenging a leader's political survival. The post–September 11 security environment and the u.s.-led war on terrorism has also fundamentally changed the strategic calculations of cis leaders, as the United States is now willing to assist leaders against Islamist extremism and terrorism, taking over a role formerly played by Russia. The theoretical nuances offered here provide a more robust and accurate understanding of alignment motivations in the cis, especially in light of recent revolutions in Georgia, Ukraine, and Kyrgyzstan.  相似文献

Abstract

Any account of European security that ignores border security is incomplete, and any account of border security that disregards functional issues is unfinished. Border security is an empirical manifestation of a state's adaptation to its political environment, so a comprehensive analysis of European security requires that both the empirical and conceptual parameters of border management should be identified. However, this is problematic. Not only is functional security benignly neglected by the academy, but also border management is based on competing political imperatives, operational necessities, and social realities, rather than a coherent theoretical framework. Although the rationalities of European border security have yet to be systematically analysed, the Schengen accord is unlikely to provide the foundations needed for a comprehensive paradigm of European (border) security. This article focuses on the empirical and practical—rather than theoretical—dimensions of border security in order to rebalance the debate.  相似文献

This research is concerned with the spread of sub‐war conflicts. It is hypothesized that higher levels of interaction with the contestants in such conflicts increase the probability of participation. A study of the behavior of the states in the CREON data set toward the Cold War during the years 1959–63 supports this contention. Attention then centers on determining the types of states that are most prone toward high levels of interaction. The findings in this section indicate that alliance members have significantly higher levels of interaction than non‐members. For members there is a strong negative logarithmic relationship between a state's geographical distance from the center of conflict and its level of interaction. This suggests that security interests strongly affect the inclination of such states to participate. Among non‐members of alliances, economic involvement in the international system and ties to the Warsaw Treaty Organization are most closely associated with interaction.  相似文献
