This article challenges the view that public leadership research should maintain a separate perspective in the study of public leadership. It discusses the benefits of further embedding the public leadership research domain within leadership studies, constructing a cross‐fertilization that contributes to advance both. The article maps key concerns in relational leadership theories, contrasting them with current work in the public leadership research domain and offering suggestions to close the gap. It highlights public leadership scholarship's competitive advantage to contribute to theorizing about leadership, given the importance of context for building contemporary theories of relational leadership.  相似文献

A growing number of public administration theorists are taking up the question of ontology—the nature of existence. This primer on the topic provides a basic explanation of ontology, describes the fundamental debates in the competing ontologies of Western philosophy, and discusses why ontology is important to social and political theory, as well as to public administration theory and practice. Using an ideal‐type approach, the author analyzes how different ontologies imply particular political forms that undergird public administration theories and practices. This ideal‐type model can be used to identify the ontological assumptions in these theories and practices. The article concludes with an invitation for personal reflection on the part of scholars and practitioners in regard to which ontology best fits their experience and beliefs and the alternatives that we might pursue for a better future.  相似文献

This article examines the storytelling and narrative practices of an elite group of public administrators in the United Kingdom: local government chief executives. The authors do so through the lens of relationality, exploring the collective dimensions of leadership. The focus on leadership and stories embraces the narrative turn in public administration scholarship. It responds to calls for research examining the distinctive settings of everyday leadership action. The contribution to theory is a qualitative understanding of the relational ways in which stories and narratives are used in the practices of public administration leaders. The article analyzes four ways in which such leadership is accomplished: inviting an emotional connection and commitment to public service, making sense of organizational realities, provoking reflections on practices and assumptions, and managing relations with politicians. The authors offer an appreciation of how relational leadership influence can be generated by expressive narratives and storytelling rather than stemming from bureaucratic authority.  相似文献

公共管理作为一门综合性的学科,其前沿理论五花八门,但其中比较宏观和有持续影响力的当属20世纪年70代末和80年代初兴起、到现在还在继续的长达二十多年的政府改革思潮.这一思潮的主要理论基础是20世纪60年代出现的公共选择学派.新公共管理、新公共行政/服务以及治理等前沿理论都与公共选择理论有着密切的关系,是公共选择理论的发展或是在批判公共选择学派的过程中形成的理论.这几个理论相关又不尽相同,与西方思想界都有着十分深厚的渊源,反映着不同思想阵营和不同理论之间的博弈,并没有达到能够相互替代的程度.它们的风行在中国的公共管理学界也引起了层层涟漪和概念上的混淆.从西方公共管理改革实践的历史背景出发,重点就这四大理论的特点、渊源和理论效度进行综述和评论,并讨论了它们对中国公共管理发展的启示.  相似文献

Journal editors serve a vital, powerful role in academic fields. They set research priorities, serve as gatekeepers for research, play a critical role in advancing junior scholars as reviewers and eventually into editorial roles, build extensive networks, and gain valuable insight into the behavior and preferences of reviewers and scholars. This article analyzes data collected from leading public administration journals in 2017 to investigate the role of women as gatekeepers of public administration knowledge. The data illustrate a clear underrepresentation of women on editorial boards. Drawing from these data, research on journal editorships, and feminist theory, the authors present a critique of the current state of public administration research and a discussion of a way forward. They conclude with a proposal for how all public administration scholars (junior, senior, men, and women), journal leadership, and academic departments can move toward increasing women's representation in these important positions.  相似文献

公共管理学科领域经历和正在发生着的变化及其趋势至少主要表现在五个互相承续的方面。一是新公共管理在理论上和政府再造实践上的并行所形成的强烈的管理主义取向;二是公共组织理论与公共治理理论共同凸显为公共管理两大支柱理论;三是政府治理模式与政治角色定位这两个层次问题的契合;四是管理学范式与政治学范式在分野基础之上的整合;五是紧贴政府问题的事实关注与价值判断的结合。这些方面的变化使得与之相关的理论与实践问题被推到公共管理学科发展的前沿。其发展趋势正逐步趋向于:公共价值判断下的管理科学取向;公共治理框架内的组织理论创新;公共行政的宪法捍卫者前提下的公共行政执行者的角色定位;作为政治科学的公共行政与作为管理科学的公共行政双重身份的整合;公共行政研究者强烈使命感与社会责任感驱动下的公共管理学的学术发展。  相似文献

Though the mainstream organizational literature has advanced in the last 20 years with the integration of transformational and distributed leadership theories, as well as genuine attempts at comprehensive models, the public sector literature has lagged, especially in utilizing large‐scale empirical studies. This study takes advantage of a very large government data set to test the utility of one of the best known theories, the “full range” leadership theory of Bernard Bass. It addresses three important research questions: How inclusive is Bass’s operational definition of leadership? How much of an impact do Bass’s leadership competencies have on follower satisfaction? Finally, how important is transformational leadership compared to transactional leadership in government settings? The results indicate that Bass’s broad definition of leadership comes quite close to capturing what federal employees perceive to be effective leadership. The relationship between good leadership in an organization and follower satisfaction is also presented as an important outcome in the federal government. Finally, both transactional and transformational leadership are perceived as important in the federal government, although transformational leadership is considered slightly more important even after shifting one important factor, individualized consideration, back to the transactional model.  相似文献

需求溢出理论的提出,意在弥补公共管理学基础理论薄弱的问题,尤其是弥补当前公共管理的流行理论在政府职能定位方面的不足。需求溢出理论主张:个人需求超出其本人及家庭的满足能力即为需求溢出,个人的需求溢出生成社会的公共事务,解决个人的需求溢出问题是公共管理的终极使命;当合法的个人需求之间发生冲突,具有压倒性正义优势因而需要由公共权力来维护的一方的需求溢出,即为公共利益。由此,需求溢出理论以个人的需求溢出为标尺,对政府的职能定位提出了比其他理论更为明确的方向性指导,因而更宜作为公共管理学的基础理论。  相似文献

ABSTRACT:

Even when leaders exhibit desirable leadership styles, the effectiveness of their behaviors on organizational outcomes may be influenced by the structural distance between them and their followers. Nonetheless, previous empirical research on the relationships between leadership styles and outcomes has largely ignored the role of leader distance in public administration. Using panel data drawn from the US federal government, this study explores how transformational and transactional leadership styles affect employee turnover behavior and how span of control as a proxy for leader distance moderates those relationships. The statistical results indicate that transformational leadership is negatively related to turnover behavior, whereas transactional leadership is positively related to turnover behavior. Further analysis shows that span of control significantly moderates the relationships between the two leadership styles and employee turnover behavior such that organizations benefit more from transformational leaders with a broad span of control than from those with a narrow span of control. Conversely, transactional leaders with a narrow span of control are better at reducing turnover than those with a broad span of control. The implications and contributions of these results for public administration are discussed.  相似文献

Behavioral public administration is the analysis of public administration from the micro‐level perspective of individual behavior and attitudes by drawing on insights from psychology on the behavior of individuals and groups. The authors discuss how scholars in public administration currently draw on theories and methods from psychology and related fields and point to research in public administration that could benefit from further integration. An analysis of public administration topics through a psychological lens can be useful to confirm, add nuance to, or extend classical public administration theories. As such, behavioral public administration complements traditional public administration. Furthermore, it could be a two‐way street for psychologists who want to test the external validity of their theories in a political‐administrative setting. Finally, four principles are proposed to narrow the gap between public administration and psychology.  相似文献

The relationship between ministers and public servants has been a longstanding topic among students of Australian public administration. Recent debate has centred on issues of supposed politicisation and excessive responsiveness in the Australian Public Service (APS), caused, in part, by the weakened tenure of department heads (secretaries). The recent Moran report has little to say on this relationship. It endorses changes to the appointment processes for secretaries which are presumably designed to strengthen secretaries’ independence from their political masters. It adopts a view of citizen‐centred service and strategic leadership that appears to marginalise ministers. Its approach to public sector leadership is taken from international management theory that works well in a business context and in the United States (US) government system. The relationship between bureaucracy and representative government has been a subject of concern to public administration since its inception. John Stuart Mill addressed this question in an 1861 essay, in which he explained his theory of government. Mill suggests a role for public administration that is not only legitimate, but also necessary for good government. His writings contain remarkable references to the concerns addressed in current theories of public administration. Mill worked to balance the spirit of popular government with governance by the most educated, skilled, and experienced of the nation, whether they were citizens, elected representatives, or administrative officials. This article examines Mill's theory and the contribution it makes to current public administration discussion.  相似文献

Economic theories of nonprofit organizations (NPOs) have modified standard economic assumptions to explain altruism and nonprofit entrepreneurship but have neglected their dependence on leadership due to the traditional reluctance of economists to consider phenomena associated with preference change. The relevance of Hermalin's (1998 ) model of leadership by example and Casson's (1991 ) theory of leadership through moral manipulation are considered within an NPO context where leaders seek to influence stakeholder commitments to the organization's quest. The propositions Elster (1998 ) advanced with regard to the relationship between the emotions and decision making are then applied in a theory that explains how NPO leaders can develop a culture of hope that maintains the quality control and product differentiation advantages claimed for these organizations. It is argued that policymakers should consider the dependence of NPOs on the quality of leadership when choosing the organizational mechanism for social service delivery.  相似文献

This article argues that the difference between poor countries and rich countries has to do with governance rather than resources. In emphasizing the importance of public administration in explaining economic success and failure, the author examines three general theories of governance (organizational, cultural, and structural‐functional) presented in Ferrel Heady's textbook in comparative administration. Political elasticity theory is introduced as a way to reconcile and overcome the weaknesses of these theories and to explain a number of unresolved questions in the literature having to do with decentralization, corruption, democracy, culture, and globalization, using comparative case studies (the Netherlands and Ghana, Singapore and Jamaica, and Japan and Nigeria). The implications of political elasticity theory for foreign aid are suggested at the conclusion, illustrated by a comparison of Spain and Mexico. What ties these case studies together is the heretofore unnoticed and/or unexplained fact that as countries prosper, political power takes on “rubber‐band” and “balloon” characteristics.  相似文献

There have been many important studies on leadership in the public administration discipline; however, scholarly inquiry still lags behind related disciplines such as psychology and business administration. This article helps fill that gap by analyzing the role that public leaders play in making work more meaningful for their employees, which, in turn, has a positive influence on employee job outcomes. Specifically, the authors analyze the mediating role of work meaningfulness in the relationships between leader‐member exchange and organizational commitment, work effort, and work‐to‐family enrichment. Samples from education, health care, and local government are used. Results show that leadership strongly influences work meaningfulness, which, in turn, influences job outcomes. In addition, the impact and extent of leadership and work meaningfulness are higher in health care and education than in local government. The results emphasize the importance of leadership and meaningful work in the public sector.  相似文献

Public administration is a relatively young field with a growing academic community. Against the background of enduring discussions about theory and increasing research output and diversification within the field, the authors apply the sociology of knowledge approach to discourse that combines discourse theories and a social constructionist tradition to the exemplary case of “public value” research. The authors scrutinize 50 articles from 12 journals over 18 years to trace the development of public value as a concept in public administration research. Drawing from this exemplary case, they develop propositions and propose a framework for knowledge construction that is uniquely characterized as public administration. From the anchor points of manageability, economization, and democratic accountability, the authors develop a framework for analyzing and investigating knowledge development in other concepts such as network governance, representative bureaucracy, and coproduction.  相似文献

The current debate over models of self-selection in Congress — whether Congressmen by-and-large find themselves on committees which most closely correspond to their constituents' interests — has implications for theories of Congressional organization. Building on recent findings which question a categorical self-selection process, in this paper we present a theory of committee function based on loyalty to party leaders. As a rationale for leadership privilege, and to provide context for our argument, we first present a theoretical framework based on a modified model of cooperation. We then focus on certain specifics of our leadership theory; that rank-and-file members vote leadership interests in exchange for leader support in gaining choice committee assignments and aid in passing legislation. This leads to predictions about voting patterns across committees. Static tests of these relations are performed, as well as those incorporating changes in voting patterns with seniority.  相似文献
