There is considerable debate about the impact of the 2006 NGO Law and related Kremlin policies on social organisations in Russia. This article uses interviews with members of organisations focusing on human rights, women, and youth to assess the effects of these policies on civil society. It finds that groups that are critical of the regime have been systematically pushed out of the public sphere and supplanted by groups that are either neutral to, or in favour of, the regime. This finding has implications for the future development of Russian civil society and demonstrates a way that non-democratic rule has been ‘upgraded’ in Russia. 相似文献

Abstract In the last two decades, many public sector agencies have instituted a wide array of “managing diversity” programs designed to remove barriers to the full participation of women and people of color. Meanwhile, agencies are also increasingly responding to pressure to develop measures to monitor performance of all of their programs. Yet there have been few efforts in place to measure the effectiveness of diversity management programs. This article argues that such an evaluation is essential, and offers a preliminary governmentwide estimation of the success federal agencies have had in breaking down these barriers. We found, for the most part, that there is little evidence that broad‐based diversity programs, nor any of their programmatic components, have created a more equitable work environment for women or people of color. We then examine the programs at two federal agencies with significant diversity efforts, in depth, and find again that the results have been mixed. While not meant to be the final word, we suggest that these findings can serve as the basis for generating greater discussion and analysis of these important, but under‐evaluated, programs. 相似文献

Civil society is laying claim to political representation in contemporary democracies, destabilizing long-standing ideas about democratic legitimacy. The participatory governance structures that have emerged alongside classic institutions of representative democracy encompass not only direct citizen participation but also political representation by civil society actors. Using original data from São Paulo, Brazil, we show that most of civil society actors that work for the urban poor claim political representation of their “constituency.” Theirs is more often than not an “assumed representation,” we suggest, because our data show that most lack formal members and do not select leaders through elections. Civil society actors (in contrast to political parties and labor unions) lack historically settled and politically sanctioned mechanisms to authorize and hold accountable their representation. This new layer of political representatives therefore faces a historic challenge—constructing novel notions of democratic legitimacy that can support their forms of representation. We examine what new notions of representations are emerging and trace the historic roots of the most widespread and promising that focus on remedying inequality in access to the state. 相似文献

Little is known about how ownership affects accountability in non-governmental organisations (NGOs). This article explores differences between locally- and non-locally-owned NGOs in South Africa. Our data suggest that locally-owned NGOs more often claim to implement downward and internal accountability mechanisms, while non-local NGOs more often claim to implement upward accountability mechanisms. Bigger NGOs also perform better at downward and upward accountability mechanisms than smaller ones. The data suggest there is much these organisations can learn from each other to strengthen their accountability mechanisms. Furthermore, assuming there is a positive relationship between local ownership and development effectiveness, these findings may have important implications in furthering effective development interventions. 相似文献

Although Russian President Vladimir Putin has been faced with numerous crises since coming to office in 2000, most importantly the war in Chechnya, the Iraq War was the first major international crisis with which his administration was confronted. As in the case of Kosovo for Yeltsin, and the Gulf War for Gorbachev, the Russian President had to deal with conflicting domestic pressures and apparently still more conflicting Russian national and international interests. Indeed, one result of such a situation was a post-war accusation that Putin actually had no policy or at least no consistent policy with regard to the Iraq crisis [Golan, G., 1992. Gorbachev's difficult time in the Gulf. Political Science Quarterly 107 (2), 213–230]. One may remember similar accusations of Gorbachev's “zigzaging” in the Gulf War and claims that the Yeltsin government failed to forge a Kosovo policy altogether [Levitin, O., 2000. Inside Moscow's Kosovo muddle. Survival 42 (1), 130]. Yet, a certain pattern did appear to repeat itself in the Iraqi crisis, namely, pre-war efforts to prevent a military conflict from breaking out, then gradual escalation of rhetoric if not actual involvement, and finally gradual but relatively rapid retreat to conciliatory posture toward the United States (in all three crises). Moreover, Putin was indeed consistent throughout the pre-crisis, crisis and post-crisis periods in his opposition to the Americans' use of force against Iraq and in the need to remain within a United Nations framework. Actually, one might ask (and we shall below) why Putin did not abandon the first part of this policy, in order to maintain the second component, when it became certain that the U.S. was going to attack with or without UN Security Council approval. 相似文献

The World Bank and UNDP have proposed that migration and mobility facilitate economic development. Yet the epidemiological and public health literature has often associated migration and population mobility with the extension and intensification of infectious diseases, most recently epitomised by the AIDS pandemic. Within the context of the well-documented negative developmental impact of AIDS, this suggests a potential clash in perspectives on the role of migration. However, if insights from public health can be incorporated into broader development perspectives, it may be possible to realise the developmental benefits of migration while mitigating or avoiding any associated health concerns. 相似文献

AbstractVladimir Putin’s long period in power has so far raised scant discussion about the political concepts that underpin real state and societal unity, and especially about the domestic political implications of these concepts. Despite this, key concepts of his political regime, such as ‘sovereignty’ and ‘sovereign democracy’, have frequently been used in Russian political discourse. This essay examines the way the current Russian administration has used concepts that stress strong societal unity, and the creation of a stable state and societal unity to support the development of real functioning dynamics in the society. It charts the shift from ‘sovereign democracy’ to ‘sovereignty’ around 2011–2012 as a key discursive concept in moving towards a more isolationist international stand and consolidating Putin’s power by emphasising Russia’s unique political tradition, which requires a strong leader as the basis of national unity and to ensure Russian sovereignty. 相似文献

The aim is to present a conceptual and historical reconstruction of Gorbachev's notion of a ‘European home’, its underlying philosophy of history as well as its relation to Russian cosmism. The concept is contextualised within the convergence debate of the post-war period, in which a rapprochement between communism and capitalism was posited. The essay concludes with reflections on what the conceptualisation can tell us about the fall of communism and what impact the concept has had on today's search for a common European identity. The author describes the development of geopolitical studies in Russia after the Soviet breakup. He identifies two main schools of geopolitical analysis, Traditionalist and Revisionist. Traditionalism is inspired by old European and Russian geopolitical theories and views the world through the lenses of confrontation over power and resources. The revisionist school, on the other hand, adopts a considerably broader definition of what constitutes geopolitics by proposing to study various forms of organizing space on a global scale. According to the paper’s central argument, the Russian geopolitics, while having emerged as a vocation, it is yet to turn into a full-fledged academic discipline. It continues to lack coherent and scientifically testable theoretical propositions and needs a broad discussion of its issues with the participation of both traditionalists and revisionists. 相似文献

Democratic theorists typically suggest that citizens served by small local governments have high levels of political efficacy. However, it is conceivable that large governments can overcome the burden of bigness by introducing structures that involve citizens more closely in decision-making. This paper analyses whether jurisdiction size influences political efficacy in Welsh local government, and whether the presence of a citizen panel makes a difference to the size-efficacy relationship. Multi-level analyses suggest that size is negatively associated with internal and external political efficacy, but that the use of citizen panels bolsters the external efficacy of citizens served by larger local government. 相似文献

Public Administration has gone through conceptual development to inject renaissance and public value creation. The literature provides a battleground of ideas between bureaucracy, new public management and post NPM with the latter ones chastising bureaucracy. The new developments should be seen as perfecting and correcting some of the extremes of bureaucracy but cannot replace it entirely. Owing to the broad nature of the public sector coupled with complex goals, agencies and mandates; this paper argues for a synergistic relationship and harmonization of the principles espoused by each paradigm; because each may be applicable in specific context, sector and periods. 相似文献
