The rational voter paradox rests on two fundamental assumptions. First, that voters are risk neutral. Second, that voters make decisive vote computations. The implications of maximizing the expected utility of wealth rather than the utility of expected wealth are explored. The validity of decisive vote computations are examined through concepts of weak and strict in the limit free rider assumptions. The paper proposes a margin of victory model of voting behavior based on information levels and the political division of labor.  相似文献

The friends-and-neighbors effect, which refers to voters' tendency to support politicians near hometown areas, has not yet been tested systematically for party leaders. Linking a built-for-purpose dataset on 266 leaders to a sample of 380,208 voters from 50 country elections in 19 parliamentary democracies drawn from the Comparative Study of Electoral Systems (CSES) project, this article examines the effect of party leaders' local proximity on voters' leader evaluations and voting intentions. I hypothesize that leaders receive more positive evaluations and electoral support from voters in the district where they run for election. The results show that shared district increases voters' sympathy for leaders and their inclination to vote for the party of ‘near’ leaders. While the location of party leaders affects voters in all electoral systems, I find that the friends-and-neighbors effect on leader evaluations and party vote choice is stronger in systems with personalized, preferential and combined ballots.  相似文献

The standard requirement of monotonicity of a voting procedurestates that an improvement in the ranking of the winningalternative, ceteris paribus, should not make itnon-winning. A concept apparently closely linked tomonotonicity is known as the participation axiom whichrequires that it should never be advantageous for a voter toabstain rather than to vote according to his/her preferences.Situations in which a group of voters may end up with a betteroutcome by not voting at all than by voting according to theirpreferences are called instances of the no-show paradox. Astrong version of the paradox occurs when the abstainers endup with their most preferred outcome by abstaining. A thirdrelated concept is invulnerability to preference truncation.This is satisfied by such procedures that make itadvantageous for voters to always reveal their entirepreference rankings. The fourth concept, Maskin monotonicity,plays an important role in mechanism design literature. Wediscuss these requirements in the context of votingprocedures. This paper uses the unique social structure of Arab communities to examine the effect of social identity on voter turnout. We first show that voters are more likely to vote for a candidate who shares their social group (signified by last name) as compared to other candidates. Using last name as a measure of group affiliation, an inverted U-shaped relationship between group size and voter turnout has been found (borderline significant) which is consistent with theoretical models that reconcile the paradox of voting by incorporating group behavior.  相似文献

Abstract.  There is more to strategic voting than simply avoiding wasting one's vote if one is liberated from the corset of studying voting behavior in plurality systems. Mixed electoral systems provide different voters with diverse incentives to cast a strategic vote. They not only determine the degree of strategic voting, but also the kind of strategies voters employ. Strategic voters employ either a wasted-vote or a coalition insurance strategy , but do not automatically cast their vote for large parties as the current literature suggest. This has important implications for the consolidation of party systems. Moreover, even when facing the same institutional incentives, voters vary in their proclivity to vote strategically.  相似文献

It has been an assumption common in voting research that candidates must offer and voters must perceive opposing stands on issues for those issues to have a rational influence on the vote. Though apparently reasonable, this assumption eliminates analysis of the rational impact of style in voter thinking. This article argues that style issues should not be so easily dismissed and were of some importance in the 1972 presidential election. First, the data indicate that voters considered style issues as important as position issues. Second, voters were able to detect differences between the candidates on certain style issues. Third, salient style issues and salient position issues are similar in their causal relationship to the vote. These findings lend support to the general conclusion that style issues are an important and rational element of voter deliberations and have several implications for the study of public opinion, the behavior of political leaders, and the adequacy of elections as mechanisms of governmental accountability.This is a revised version of a paper presented at the Annual Meeting of the Western Political Science Association in Phoenix, March 31-April 2, 1977. Several scholars have sought to elucidate voting strategies in proportional representation (PR) systems. The argument is that the existence of coalition governments forces voters to consider potential alliances and to vote in order to maximize their chances of influencing the outcome. In this paper, we argue that this vision is incomplete as PR, just as single-member district plurality, also creates incentives for voters to desert parties that have little chances of obtaining a seat in their district. We validate this theoretical claim using two different surveys conducted during the 2014 Belgian federal and regional elections. Our results show that both government and district viability have a substantial and distinct effect on vote choice.  相似文献

Under mixed systems, voters cast two votes to elect the same legislative body: one vote for parties using proportional rules and one for candidates using majoritarian rules. Voters are said to cast straight-tickets if the candidate they vote for is of the same party as their proportional vote; otherwise, they are said to cast split-tickets. Split-ticket voting is commonly used as a measure of strategic voting as splitters are usually assumed to express their true preference in one vote but vote strategically in the other. This study challenges this practice showing that split-ticket voting does not necessarily indicate strategic voting, just as straight-ticket voting does not necessarily indicate a sincere vote. This result has wider consequences as it indicates that measuring strategic voting from observed behaviour can result in incorrect conclusions about vote choice.  相似文献

This article explores the relationship between vote sincerity and the time at which vote decisions are finalized. It posits that a specific set of competitive circumstances are necessary for insincere voting to occur, and that voters' understanding of these circumstances can be influenced by exposure to information during a campaign. The article introduces a new method of operationalizing a commonly overlooked type of insincere voting: the protest voter. As defined here, protest voters express their political dissatisfaction by supporting an uncompetitive non-traditional party that is not their first preference. Canadian Election Study data reveal that protest voters make up a small, but noteworthy segment of the electorate and that insincere voters tend to make their vote decisions relatively late.  相似文献

Few studies have analysed the effect of political engagement on legislators’ responsiveness. This article focuses on opinion leaders defined as citizens who regularly discuss politics and who attempt to persuade others to change their viewpoint. It investigates whether opinion leaders are better represented compared to other voters. Taking advantage of the Swiss institution of direct democracy, the article combines roll-call votes and information from popular votes to compare the voting behaviour of legislators and citizens on exactly the same policy proposals. It thus overcomes limitations pertaining to the lack of identical information on elites’ and citizens’ preferences that is common in the literature. The findings show that opinion leaders are better represented than the rest of the electorate in those instances where both sub-groups disagree, and that issue salience does not increase responsiveness to rank-and-file voters. These findings have important implications for understanding unequal representation.  相似文献

This article explores why supporters of small, non‐established parties choose to vote for different parties in the elections to the European Parliament (EP) and elections to the national parliament. It uses individual‐level data with open‐ended questions from an online survey on supporters of Feminist Initiative (Fi) – a comparatively small and new Swedish feminist party – to map voters’ own motivations for split‐ticket voting in the 2014 elections. Contrary to expectations based on second‐order election theory, it is found that voters ticket‐split in both directions: there are those voting for Fi in the EP election but not in the national election, and those voting for Fi in the national election but not in the EP election. These voters take the same types of considerations into account but nevertheless end up making opposite voting decisions. Voters clearly distinguish between the two levels – for example, by prioritizing different issues.  相似文献

The purpose of this note is to correct some inaccuracies in the literature regarding sophisticated voting under Borda's method. It is shown that if a single candidate must be elected and voters vote sophisticatedly under Borda's method, then: (1) Contrary to both Black's (1976) and Ludwin's (1978) claims, a voter's undominated voting strategy may require him not to give top ranking to his most preferred candidate; (2) Contrary to Black's (1976) claim, an undominated strategy may be such that all candidates except the most preferred one are ranked last; (3) Whereas a candidate who constitutes the true bottom preference of an absolute majority of the voters will never be elected if voters vote sincerely, this candidate may be elected if voters vote strategically; (4) The election of a candidate who constitutes the true top preference of an absolute majority of the voters is not systematic: ceteris paribus this candidate may be definitely elected when voters vote sincerely but not when they vote strategically, as well as vice versa.  相似文献

Much of the political science literature is skeptical that issue content matters for presidential voting behavior, with partisanship, social identity, and group attitudes providing the vast majority of explanatory power for two-party vote choice at the individual level. This literature stands in contrast with work on issue cross-pressuring, which argues that voters who disagree with their party on salient issues they care about are more likely to either vote for the opposing party's candidate or not participate in the two-party contest at all. Using the Cooperative Campaign Analysis Project's 2016 survey, which includes within-subject responses from early June and November–December of 2016, I find support for both of these literatures in the context of the 2016 presidential election. Group attitudes, particularly with respect to race, were strongly associated with changes in voting behavior between 2012 and 2016. However, some voters, in some cases, seem to have deviated from their 2012 voting behavior based on policy issues they considered important to their vote. While issue cross-pressuring as measurable on the 2016 CCAP was relatively rare, I find that those who were cross-pressured were significantly more likely to change their voting behavior in 2016 relative to 2012.  相似文献

The theoretical literature on voting behavior has shown that a rational voter may sometimes decide to vote for a candidate or party that does not constitute his or her first preference. Such voters are traditionally called strategic voters, in contrast to voters who act sincerely, i.e., those who always vote for their first preference regardless of how others are likely to vote. After discussing some of the problems associated with the definition of these two types of voters and suggesting a new operational definition, some attitudes and characteristics of these two types of voters are investigated. It was found that strategic voters constitute a very small percentage of the entire electorate, that their education level is significantly higher than that of sincere voters, that they tend more often to believe that polls influence voters' decisions and hence tend to delay their own final voting decision, that they tend more often than sincere voters to support small parties but do not tend more often than sincere voters to switch the party they decide to support from one election to the next, and that there is no significant difference between them and sincere voters regarding which governing coalition should/will form following an election.  相似文献

Previous research on leader effects has focused exclusively on the impact of voters’ evaluations of leaders on vote choice, disregarding possible effects on the prior step of deciding whether or not to turn out to vote. In line with the personalisation of politics thesis, leaders have a higher impact among dealigned voters. Previous studies have demonstrated that leader effects are stronger among voters who voice their dealignment – namely party switchers. However, the potential impact of leaders among those who exited (i.e., who have abstained) is still unstudied. Could leaders have a mobilisation effect and therefore trigger turnout decisions? What characteristics of party leaders are more relevant in this regard? This article is the first comparative study to examine how the evaluation of party leaders’ traits influences voter turnout in general elections. The work incorporates data from election studies across seven countries with different social contexts (Portugal, Spain, Ireland, Germany, United Kingdom, Italy and Hungary). Characteristics of leaders were grouped into two dimensions – competence and warmth – in accordance with the stereotype content model and relevant studies on leaders’ traits evaluation. Multiple binary logistic regression models were performed to analyse the predictive power of competence and warmth on turnout, controlling for sociodemographic, political ideology variables and voters’ past political behaviour. Results reinforce the personalisation of politics theory, showing the utmost relevance of warmth personality traits of leaders in voter turnout decisions. Competence personality traits were found to be relevant only in some situations. Interaction effects were also demonstrated between warmth evaluations and identifying with a right-wing party as well as past political behaviour with both warmth and competence.  相似文献

This paper studies the collective decision-making processes of voters who have heterogeneous levels of rationality. Specifically, we consider a voting body consisting of both rational and sincere voters. Rational voters vote strategically, correctly using both their private information and the information implicit in other voters’ actions to make decisions; sincere voters vote according to their private information alone. We first characterize the conditions under which the presence of sincere voters increases, reduces, or does not alter the probabilities of making correct collective decisions. We also discuss how the probabilities change when the incidence of sincere voters in the population varies. We then characterize the necessary and sufficient condition under which informational efficiency can be achieved when sincere voters coexist with rational voters. We find that when sincere voters are present, supermajority rules with high consensus levels are not as desirable as they are in rational voting models, as informational efficiency fails under such voting rules.

Despite the expansion of convenience voting across the American states, millions of voters continue to cast ballots at their local precincts on Election Day. We argue that those registered voters who are reassigned to a different Election Day polling place prior to an election are less likely to turn out to vote than those assigned to vote at the same precinct location, as a new precinct location incurs both search and transportation costs on reassigned voters. Utilizing voter file data and precinct shape files from Manatee County, Florida, from before and after the 2014 General Election, we demonstrate that the redrawing of precinct boundaries and the designation of Election Day polling places is not a purely technical matter for local election administrators, but may affect voter turnout of some registered voters more than others. Controlling for a host of demographic, partisan, vote history, and geospatial factors, we find significantly lower turnout among registered voters who were reassigned to a new Election Day precinct compared to those who were not, an effect not equally offset by those voters turning to other available modes of voting (either early in-person or absentee). All else equal, we find that registered Hispanic voters were significantly more likely to abstain from voting as a result of being reassigned than any other racial group.  相似文献

We distinguish between (i) voting systems in which voters can rank candidates and (ii) those in which they can grade candidates, using two or more grades. In approval voting, voters can assign two grades only—approve (1) or not approve (0)—to candidates. While two grades rule out a discrepancy between the average-grade winners, who receive the highest average grade, and the superior-grade winners, who receive more superior grades in pairwise comparisons (akin to Condorcet winners), more than two grades allow it. We call this discrepancy between the two kinds of winners the paradox of grading systems, which we illustrate with several examples and whose probability we estimate for sincere and strategic voters through a Monte Carlo simulation. We discuss the tradeoff between (i) allowing more than two grades, but risking the paradox, and (ii) precluding the paradox, but restricting voters to two grades.  相似文献

Abstract

Democratic elections imply that the electorate holds incumbents accountable for past performance, and that voters select the party that is closest to their own political preferences. Previous research shows that both elements require political sophistication. A number of countries throughout the world have a system of compulsory voting, and this legal obligation boosts levels of voter turnout. Under such rules, citizens with low levels of sophistication in particular are thought to turn out to vote in higher numbers. Is it the case that the quality of the vote is reduced when these less sophisticated voters are compelled to vote? This article investigates this claim by examining the effect of compulsory voting on accountability and proximity voting. The results show that compulsory voting reduces stratification based on knowledge and level of education, and proximity voting, but it does not have an effect on economic accountability. The article concludes with some suggestions on how systems of compulsory voting might mitigate the strength of political sophistication in determining the quality of the vote decision process.  相似文献
