This paper examines budgetary responses of public schools to competition from school choice, exploiting a discrete change in the choice set available to New York City high school students in 2003–2004. Schools facing increased competition (zoned, unscreened, and those with few applicants) increase per-pupil expenditures on noninstructional functions, reducing resources for instruction. Thus, schools may face important tradeoffs when competing for applicants, including between quantity and academic quality of applicants and between incentives to reach capacity and to improve academic outcomes. While advocates claim that school choice improves academic achievement, these results may help explain mixed findings in the previous literature.  相似文献

Abstract. Probably the most famous dictum about parties' internal structures is Robert Michels' 'iron law of oligarchy'. Over the past two decades, however, the societal context within which parties are embedded has begun to change which may alter the psychological premise upon which Michels' law is based. More specifically, we hypothesize that New Politics proponents within established parties are disproportionately likely to rely on cues from local party branches, instead of leadership cues, in forming issue positions on intra-party controversies. Accordingly, this paper analyzes the influence of New Politics issues on the leadership-constituency views of party delegates within fifty-two West European parties. In addition, we analyze the relative contribution of party ideology and party structures to the evolution of mean party support for NP policies and constituency orientations. The data base for this paper is a unique study of convention delegates conducted in all major West European parties, and a study of party characteristics. We find that New Politics supporters, especially within socialist parties, are predisposed to emphasize the representation of their local party constituency, in case the views of local party branches and a party's national leadership clash. We assess the implications of this research for parties and party theories, especially Michels' law.  相似文献

New findings are presented on the effectiveness (in terms of fatal crash reductions) of state‐level public policies related to drunk driving. Conventional estimates of policy effects might be biased because of the endogeneity of policies; this concern is addressed by analyzing the time pattern of policy effects with respect to the date of adoption. For the 0.08 BAC law, the results suggest that a bias upward exists, but the policy is still somewhat effective. Graduated licensing programs for young drivers and the Mothers Against Drunk Driving (MADD) organization are also evaluated for the first time in this type of analysis. The estimated time pattern of effects for graduated licensing suggest that its effects are also overstated in conventional analyses, but the policy is still effective for young drivers. The estimates for MADD do not imply an effect, but this result could be due to the crudeness of the variable used. © 2003 by the Association for Public Policy Analysis and Management.  相似文献

This article reviews recent advances in the study of the European Court of Justice (ECJ) and its political impact at the European and member state levels. New quantitative as well as qualitative analyses show with great empirical precision that member state preferences guide the Court. The article summarises these findings, but argues that greater attention needs to be given to the (over-)constitutionalisation of EU law in order to fully capture the political impact of ECJ jurisprudence. Even if European judges are less activist than is often assumed and individual decisions are more restrained in the face of member state opposition, incrementally, case law evolves in a highly expansive fashion. And, exercising caution regarding unrealistic expectations about quasi-deterministic judicial law-making, it is found that the Court’s constitutionalised jurisprudence impacts heavily on European and member state policy-making.  相似文献

This paper provides empirical evidence on how budget referendums affect school inputs by taking advantage of an exogenous enactment of budget referendums for small city school districts (SCSDs) in New York State in 1998. The paper shows that SCSDs reduce instructional spending and increase student-teacher ratios while preserving administrative spending in response to budget referendums. These empirical findings are obtained by difference-in-differences estimations on data processed with propensity score matching, and the results are robust to sensitivity analysis.  相似文献

Employees with higher public service motivation (PSM) are likely to perform better in public service jobs. However, research on how practitioners may capitalize on this knowledge is sparse. This article expands the understanding of how to activate employee PSM, which is understood as a human resource that is present in the work environment. Using a randomized survey experiment with 528 law students, this article shows how low‐intensity treatments may activate PSM and how the effect of PSM activation efforts compares with efforts to activate another, less self‐determined type of motivation (relating to the need for feelings of self‐importance). The findings are robust and suggest that low‐intensity efforts to activate PSM have a positive effect on an individual's behavioral inclinations. However, efforts toward the activation of motivation relating to feelings of self‐importance appear to engender an effect of similar size.  相似文献

The present paper uses a rich dataset based on naturally-occurring lotteries for 68 new small non-selective high schools in New York City, which we refer to as small schools of choice (SSCs), to address two related questions: (1) What high school features are promising levers for increasing graduation rates for disadvantaged students? and (2) What high school features helped to produce SSCs’ positive impacts on graduation rates? Our findings provide suggestive evidence that school leadership quality, teacher empowerment, teacher mutual support, teacher evaluation and feedback, teacher professional development, data-driven instruction, teacher/parent communication, academic rigor, personalized learning, and teacher/student respect are promising levers for increasing graduation rates for disadvantaged students. Our findings also provide suggestive evidence that many of these school features explain part of the total average SSC effect on graduation rates, although most of this average effect remains unexplained. Lastly, our findings indicate that SSCs are clearly distinguishable from their counterfactual counterparts in terms of school features that were emphasized by SSC funders.  相似文献

This article examines whether the corporate governance practices recommended by the New Zealand Securities Commission (NZSC) in 2004 have affected the financial performance of public sector corporate entities in New Zealand. The findings indicate that these entities have universally adopted the Securities Commission recommendations by establishing subcommittees for audit and remuneration, and having a majority of independent directors on the boards. The results show that leverage has a statistically significant positive effect on all performance measures. Both the Remuneration Committee and dividend payout have positive effects on performance when measured by sales to total assets. Board size and an Audit Committee have a positive effect on reducing agency cost. Results also show that entity risk and industry type also have a positive effect on performance and agency cost reduction. Entity size has a consistent negative effect across all performance measures.  相似文献

Procedural justice generally enhances an authority's legitimacy and encourages people to comply with an authority's decisions and rules. We argue, however, that previous research on procedural justice and legitimacy has examined legitimacy in a limited way by focusing solely on the perceived legitimacy of authorities and ignoring how people may perceive the legitimacy of the laws and rules they enforce. In addition, no research to date has examined how such perceptions of legitimacy may moderate the effect of procedural justice on compliance behavior. Using survey data collected across three different regulatory contexts – taxation (Study 1), social security (Study 2), and law enforcement (Study 3) – the findings suggest that one's perceptions of the legitimacy of the law moderates the effect of procedural justice on compliance behaviors; procedural justice is more important for shaping compliance behaviors when people question the legitimacy of the laws than when they accept them as legitimate. An explanation of these findings using a social distancing framework is offered, along with a discussion of the implications the findings have on enforcement.  相似文献

This paper assesses the effectiveness of child safety seat laws in the United States. Over the past 35 years, these laws have steadily increased mandatory child safety seat restraint ages. We exploit state‐year level variation in the age until which children are required to ride in child safety seats to estimate triple difference models using Fatality Analysis Reporting System (FARS) data from 1975 to 2011. Our findings show that increasing the age thresholds is effective in increasing the actual age of children in safety seats. Across the child‐age distribution, restraint rates increase by between 10 and 30 percentage points or by between 50 and 170 percent, in the long run. We also estimate the impact of the child safety seat laws on the likelihood that a child dies in a fatal accident. We find that the laws saved up to 39 children per year. Finally, we find that the laws primarily induce compliant parents to switch from traditional seatbelt use to child safety seat use, with only small effects among parents who do not restrain their children.  相似文献

The School‐to‐Prison Pipeline is a social phenomenon where students become formally involved with the criminal justice system as a result of school policies that use law enforcement, rather than discipline, to address behavioral problems. A potentially important part of the School‐to‐Prison Pipeline is the use of sworn School Resource Officers (SROs), but there is little research on the causal effect of hiring these officers on school crime or arrests. Using credibly exogenous variation in the use of SROs generated by federal hiring grants specifically to place law enforcement in schools, I find evidence that law enforcement agencies learn about more crimes in schools upon receipt of a grant, and are more likely to make arrests for those crimes. This primarily affects children under the age of 15. However, I also find evidence that SROs increase school safety, and help law enforcement agencies make arrests for drug crimes occurring on and off school grounds.  相似文献

This article examines the degree of correspondence between theconceptual underpinnings of President Reagan's New Federalismand the willingness and capacity of states to assume a largershare of environmental responsibilities. The findings indicatethat many of the states have not replaced federal aid reductionswith own-source revenues. Replacements that did occur were limitedto a single year and primarily in the area of hazardous wastemanagement grants. The global war on cartels has had much success in introducing tough sanctions for cartel conduct, such as price fixing and market sharing. The policy rhetoric justifying criminalization assumes that compliance can be induced through deterrence. This, in turn, assumes that business people know about the law, believe that they are likely to be caught and face enforcement action and jail if they break the law, and calculate that they should comply. This paper problematizes these policy assumptions using evidence from a survey of a random sample of Australian business people and in‐depth interviews with 25 cartelists. This paper argues that business people's knowledge about the law is less important than their relationship with (or distance from) the law. Corporate elites see themselves as intimate with the law and, therefore, able to strategically “play” the law; while small business people and managers lower down the corporate hierarchy see themselves as “innocent” of any knowledge of the law. The impact of a policy of increased sanctions for misconduct cannot be understood solely in terms of marginal difference in aggregate levels of deterrence. It must also be understood in terms of how it interacts with people's experience of the law to create and maintain or contest and destabilize social segmentation and inequality.  相似文献

From 1991 to 2009, the fraction of Medicaid recipients enrolled in HMOs and other forms of Medicaid managed care (MMC) increased from 11 percent to 71 percent. This increase was largely driven by state and local mandates that required most Medicaid recipients to enroll in an MMC plan. Theoretically, it is ambiguous whether the shift from fee‐for‐service into managed care would lead to an increase or a reduction in Medicaid spending. This paper investigates this effect using a data set on state‐ and local‐level MMC mandates and detailed data from the Centers for Medicare and Medicaid Services (CMS) on state Medicaid expenditures. The findings suggest that shifting Medicaid recipients from fee‐for‐service into MMC did not on average reduce Medicaid spending. If anything, our results suggest that the shift to MMC increased Medicaid spending and that this effect was especially present for risk‐based HMOs. However, the effects of the shift to MMC on Medicaid spending varied significantly across states as a function of the generosity of the state's baseline Medicaid provider reimbursement rates.  相似文献

Past research largely has ignored the effects of political parties on states’ default risks. This paper addresses that question by analyzing the response of credit spreads to weekly polling data from 17 gubernatorial elections between 2009 and 2012, during the 6 months prior to Election Day. The findings are that political affiliation has a significant effect on states’ default risks. The estimated effect of electing a Republican governor is a 6% reduction in the credit spread of the state. The effect prevails regardless of the party in control of the state legislature, and it is larger when gubernatorial elections are contested closely. Set in the context of case law, the paper links higher tax levels to greater credit risk. Moreover, an analysis of the candidates’ campaign promises suggests that stronger positions against tax increases are associated with less default risks. The results of the paper are therefore consistent with the empirical evidence suggesting that Republicans prefer lower taxes.  相似文献

Body-worn cameras may produce varying effects on police behavior, depending on the agency-specific accountability context in which the technology adoption is embedded. The cameras may encourage coercive police actions when acquired to incentivize performance, such as by protecting officers from false complaints. By contrast, when acquired to enhance procedural accountability, such as by enabling closer scrutiny of officer misconduct, the cameras may discourage coercive police actions. Based on this framework, this study examined the case of the New Orleans Police Department, an agency that implemented a body-worn camera program to enhance both performance and procedural accountability. Results of Bayesian structural time-series modeling with synthetic control show that the program increased the number of investigatory stops and follow-up measures (i.e., frisk, search, citation, arrest) while decreasing the ratio of more-to-less coercive measures during stops (i.e., arrest/citation-to-warning ratio and search-to-frisk ratio). However, the program had a null effect on the minority-to-White suspect ratio, despite the agency's bias-free policing initiative. The percentage of frisks and searches detecting drugs or weapons also declined. A broader implication of the findings is that technology-based monitoring mechanisms are important, but not a silver bullet for improving the behavior of street-level bureaucrats.  相似文献

This paper provides rigorous evidence (for 12,130 participants in a series of naturally occurring randomized lotteries) that a large‐scale high school reform initiative (New York City's creation of 100+ small high schools of choice between 2002 and 2008) can markedly and consistently increase high school graduation rates (by 9.5 percentage points overall and for many different student subgroups) for a large population of educationally and economically disadvantaged students of color without increasing annual school operating costs. These findings are directly relevant to current debates by policymakers and practitioners about how to improve the educational prospects of disadvantaged students in the United States.  相似文献

This paper presents findings from our longitudinal study of food environments in two exemplary, contrasting urban neighborhoods in Downtown Albany, New York. The “minority neighborhood” (74% racial/ethnic minority population) is a “food desert” by the United States Department of Agriculture's definition, whereas the adjacent “mixed neighborhood” (33% minority population) is not. The long‐term trend analysis (1970–2018) of the macro‐level food environment found that although the minority neighborhood lost all supermarkets and remains supermarket‐less since the late 1990s, the mixed neighborhood was able to retain several supermarkets and since 2008, it gained a new supermarket every 3–5 years. The medium‐term trend analysis (2003–2015) of the micro‐level food environment revealed a more complex picture of changing food environments. The total number of food stores in the minority neighborhood increased in much greater rates than the mixed neighborhood in the 12‐year period, and accordingly, the standardized availability measures for “any” fresh fruits and fresh vegetables increased significantly in the minority neighborhood. The standardized availability measure for adequate (five or more) varieties of nutritionally desirable fresh fruits and vegetables, however, did not increase in the minority neighborhood. Because the mixed neighborhood saw steady increases in such measures, disparities between the two neighborhoods grew incrementally and reached the highest point (rate ratio of over 5.0) in 2015. In this paper, there are also sections to provide historical and contextual background of our food environment research, as well as discussion on intervention ideas to address the disparities in fresh produce availability focusing on ethnic markets.  相似文献
