Abstract

This article presents an overview of current understandings in the study of political and civic engagement and participation, drawing in particular on innovations which have emerged from the Processes Influencing Democratic Ownership and Participation (PIDOP) project. For the purposes of the article, ‘engagement’ is defined as having an interest in, paying attention to, or having knowledge, beliefs, opinions, attitudes, or feelings about either political or civic matters, whereas ‘participation’ is defined in terms of political and civic participatory behaviours. The different forms that political and civic engagement and participation can take are outlined, and the factors that are related to different patterns of engagement and participation are reviewed. These factors operate at different levels, and include distal macro contextual factors, demographic factors, proximal social factors, and endogenous psychological factors. An integrative model covering all four levels of factors is outlined. Some findings from the secondary analysis of existing data-sets (including the European Social Survey and the International Social Survey Programme) in the PIDOP project are also reported. These findings show that engagement and participation vary as a function of complex interactions between macro, demographic, and psychological factors. It is argued that multi-level integrative theories, such as the one proposed in the current article, are required to understand the drivers of political and civic engagement and participation, and that policies and interventions aimed at enhancing citizens' levels of engagement and participation need to take this multi-level complexity into account.  相似文献

Corruption is generally associated with low electoral participation. A recurrent explanation of the negative correlation between corruption and electoral turnout involves the rational calculus of the costs and benefits of voting. More specifically, in a context of high corruption, citizens do not vote because they think that doing so will hardly affect policy decisions. A number of influential studies has argued that corruption affects citizens' electoral engagement in a different and more fundamental way as well: It erodes their sense of civic duty to vote in elections. Yet, a relation between corruption and civic duty and a mediation effect of the attitude remains empirically untested. This article examines empirically whether perceived corruption and sense of civic duty are correlated, as well as whether civic duty mediates the relation between perceived corruption and turnout. It does so with the pooled Making Electoral Democracy Work data, as these data contain measures on individuals’ sense of civic duty to vote in four election levels, namely, national, regional, European, and municipal elections, as well as on their perception of corruption in each of these government levels, and on their participation in these four election levels as well. I find a weak relation between perceived corruption and civic duty, and a low mediation effect of the attitude (compared with rational factors), irrespective of the election level.  相似文献

This article examines how public service motivation (PSM) relates to public managers’ attitudes toward citizen participation. Perry and Vandenabeele suggest that PSM effects are moderated and/or mediated by self‐regulation and by the salience of an activity to self‐identity. Using data from Phase IV of the National Administrative Studies Project, latent model results suggest a direct, positive relationship between PSM and citizen participation evaluation. The relationship is not mediated by value congruence but rather is moderated by the perceived importance of the organization’s citizen participation efforts. The moderating effect has three interpretations: (1) PSM has a stronger relationship to evaluation as citizen participation becomes more important in the agency; (2) at low and medium PSM levels, the greater the importance of citizen participation, the lower its evaluation; or (3) at high PSM levels, the greater the importance of citizen participation, the higher its evaluation. This suggests that PSM is more germane for activities such as citizen participation, invoking relevant values as perceived organizational commitment increases.  相似文献

Myriad studies show that politically-salient events influence civic and political engagement. Yet, on the other hand, decades of research indicate that familial factors mold political and civic dispositions early in life, before an individual experiences political events outside the family. Viewing these two lines of research together, we ask if individuals’ political and civic dispositions might be influenced not solely by their own experiences, but, also, by the experiences of those individuals who create their family environment—namely, their parents. Do parents’ life experiences—before the birth of their children—affect their offspring’s public engagement? To answer that question, we examine how the assignment of military service, via the Vietnam-era Selective Service Lotteries, affected rates of public participation among the children of draft-eligible men. Our analysis finds a negative relationship between a father’s probability of draft-induced military service and his offspring’s public participation. In addition to highlighting how parents’ life experiences can influence the social behavior of their children, this finding challenges the prevailing view that the Vietnam conflict did not contribute to declining civic engagement and it shows how experiences within bureaucratic institutions can yield long-standing effects on politically-relevant behaviors.  相似文献

Abstract

This article looks at current policies concerning the civic and political participation of youths, women, migrants, and minorities in the European Union. It highlights the ways in which active citizenship and civic engagement have become a political priority for European institutions. Representation of local policy actors at the supranational level and strategies for the inclusion of civil society provide a platform for evaluating the impact of Europeanization at the national and subnational level. The article focuses on key discourses and narratives associated with specific policy frames (e.g. European citizenship, European social policies, and the European public sphere (EPS)). Some of the key questions addressed by the article are: What are the strategies that are employed, both by the European institutions in Brussels and organized civil society (OCS), to enhance participation and reciprocal communication? What vision of governance do practices such as active engagement and civil dialogue represent? Drawing on current theories of governance, our article contributes to the debate about the EPS by evaluating the role of OCS in bridging the gap between European institutions and national polities. Equally, our focus on traditionally marginal groups provides a platform for assessing the institutionalization of the ‘European social dimension’.  相似文献

Increased citizen participation is proposed to remedy democratic deficits. However, it is unclear whether such participation improves reason‐based discussions or whether it serves mainly as a safety valve for discontented citizens. To what extent does citizen‐initiated participation involve reason‐based arguments? This study examines citizens’ reason giving based on unique data on citizens’ contacts with local authorities in Sweden. It provides support for proponents of deliberative participation, as an unexpected amount of contacts provided reasons for clearly stated positions and invitations to a constructive dialogue with authorities. There is variation across issues. More conflictual issues involve fewer intentions to participate in a reasoned exchange of arguments. The study shows that citizens deliver more reason‐based input to democratic decision making when they prepare their position in groups than when they participate as individuals. Findings are preliminary but clearly illustrate the fruitfulness of widening the research agenda on civic engagement in politics and public administration.  相似文献

The author uses nationally representative data on matched pairs of public school principals and teachers to test whether principal–teacher disagreement about the severity of school problems is associated with teacher turnover. More specifically, the author tests a managerial efficacy hypothesis that proposes that employees will be less likely to leave their jobs when their managers perceive problems to be severe, holding employees’ perceptions of the same problems constant. The author also tests a managerial buffering hypothesis that proposes that employees’ perceptions of problem severity will be more weakly related to their turnover probability when managers perceive problems to be severe. Little evidence is found for either hypothesis, raising questions about public school principals’ ability to translate problem recognition into problem remediation. More generally, the findings suggest a reexamination of the generic claim that “management matters,” which implies that public managers have the power to do things that can help employees perform their jobs well.  相似文献

This article examines young people’s civic participation and the extent to which this is influenced by the family. Although literature on young people’s civic participation is abundant, the role of the family in influencing this participation is largely absent. Drawing on survey data collected from 976 young people aged 13–14 in South Wales, we outline the extent and nature of civic participation and how this varies according to relationships with parents and grandparents. Our data show that relationships with mothers and grandparents are particularly important in young people’s accounts of their participation, suggesting that family is far more important in developing a propensity for engagement in civil society than is commonly understood.  相似文献

This article examines levels of civic engagement among university students in Ghana and Kenya and identifies factors that may account for their civic engagement. Overall, the students reported low civic engagement, with the Kenyans reporting higher engagement. Demographic factors (gender and age) and personal values hardly contributed to the students’ civic engagement. Political interest and attentiveness, barriers and motivation towards participation made a consistent and significant contribution to political participation and future participation. Furthermore, trust, social endorsement and social efficacy showed a consistent and significant contribution to civic engagement. The findings underscore the need to work towards getting the youth more engaged.  相似文献

The public service motivation literature has helped scholars and practitioners better understand who is attracted to public service and why. However, little is understood about how public service motivation in individuals may be cultivated or how it changes over time. This article uses panel data collected by the Corporation for National and Community Service to track the longitudinal effects of participation in the AmeriCorps national service program on participants’ public service motivation. Findings reveal that participation in AmeriCorps programs had positive effects on participants’ levels of commitment to the public interest and civic awareness immediately after the program; many of these program effects were sustained seven years later. However, when observed in isolation, the comparison group showed significant declines in levels of commitment to public interest and civic awareness over an eight‐year period, suggesting that public service motivation may initially decline upon entry into a public service career.  相似文献

Over the last decade, at least 42 U.S. cities have elected to pursue sustainable cities programs to improve their livability. Some programs are broad, involving smart growth efforts, and others are narrowly targeted, including bicycle ridership and pesticide-reduction programs. A recurring theme in these cities is the role of public participation in shaping and implementing these programs. In cities where the sustainable cities idea first emerged in local grassroots organizations, such as Seattle, these programs owe their existence to public involvement. Other cities have taken a top-down approach, treating sustainability as a matter for experts rather than ordinary citizens. Civic engagement is manifest both in the development of the sustainability program and as an explicit goal of the sustainability program. This article examines the role of civic engagement in these programs and defines a research agenda by identifying hypotheses about the importance of public involvement in sustainable cities programs.  相似文献

Public managers, in addition to implementing sound policies, are expected to manage public participation in the policy process. Civic meetings, in which citizens, elected officials, and public managers discuss proposed policies, can be an effective venue for citizen input, but only if participation is sufficiently high. This article shows that municipal government managers can improve attendance at civic meetings through invitation phone calls. Results from a field experiment in which stakeholders were randomly assigned to receive an invitation phone call for a civic meeting indicate that invitation phone calls can significantly increase meeting attendance. The attendance rate among the 108 stakeholders selected to receive the phone call was higher than among the 169 stakeholders in the control group (8.3 percent versus 4.7 percent). The $20 cost of increasing meeting attendance by one stakeholder is about equal to the cost of increasing turnout in an election by one voter.  相似文献

Abstract

Shaping active citizenship, motivating civic engagement, and increasing political participation of minority groups have become some of the key political priorities in the UK since at least the end of the 1980s. Academic research shows that this shift goes hand-in-hand with a review of the integration policies in the country. The ‘politics of integration’ correspond in fact to a policy response to various social problems (such as discrimination, racism, intolerance) that emerged in various areas, and represent a new political discourse regarding active citizenship. This reflects an overall strategy meant to reframe the basis for civic and political engagement and participation in Britain. Our article is thus meant to highlight the dynamics underlying the development of the concept of active citizenship in the UK by looking at the factors that intervene in its shaping and enhancement. We identify political priorities and key mechanisms of participation that enable engagement in the public sphere. This article first considers the development of the specific ‘British discourse’ regarding active citizenship by taking into consideration the political priorities that emerged as part of the New Right discourse in the 1980s and then New Labour after 1997. We then refer to a set of data collected during our field work conducted in the UK between 2010 and 2011 with civil society activists and policy-makers in order to underline the meaning, practices, and feasibility of active citizenship.  相似文献

Abstract

According to the extensive literature on performance gaps, the various reference points of the problem identification process affect the managerial decisions of public managers. In this article, we propose a theory about the public management decision-making processes based on the roles of proactive behaviors, specifically regarding how identifying such problems (performance gaps) leads to performance improvement. Using panel data from Korea covering 2005–2014, this analysis provides support for our assertion that not all reference points are equally important to public managers’ proactive responses; however, we find evidence supporting the importance of perceiving the external reference point of problem identification as a significant precedent for successful organizational performance. Our results also indicate that practitioners need to become involved in greater feedback processes when searching for proactive solutions that remedy poor organizational performance. This suggests that the creation of diverse and sophisticated performance feedback systems can strengthen public managers’ abilities to find solutions for organizations. Ultimately, the findings enhance our understanding of the relationship between performance gaps and performance improvement by examining the role of public managers’ proactive behaviors.  相似文献

The last two decades have witnessed widespread demolition of public housing and a large-scale relocation of public housing residents. Much of the current literature has examined the impact of demolition on relocated residents, focusing primarily on individual outcomes such as employment, housing quality, and health. This article examines the potential collective consequences of relocation by using data from 40 in-depth interviews conducted with relocated public housing residents in Atlanta, Georgia, to examine experiences of civic engagement and tenant activism before and after relocation. Participants describe frequent experiences of civic engagement and tenant activism in their public housing communities prior to demolition and also discuss how these collective actions often translated into meaningful gains for their communities. Participants also describe challenges associated with reestablishing these sources of collective agency in their new, post demolition, private-market rental communities where opportunities for civic engagement and tenant activism were perceived to be limited, where stigma was a barrier to social interaction, and where they experienced significant residential instability.  相似文献

Public employees are expected to be good stewards of public resources and engage in pro‐environmental behaviors (PEBs). Using different categorizations of PEBs, this article examines whether public employees perform these PEBs in workplace and non‐workplace settings. The article further investigates how PEBs are influenced by salient characteristics of public organizations—that is, public service motivation (PSM) and civic participation categorized as civic engagement and cognitive engagement. Data were collected through a survey of public employees in two city governments in Florida. A structural equation model was employed to test the proposed model. Findings indicate that PSM has a positive influence on workplace PEBs and similar PEBs in the non‐workplace settings. Civic engagement has a positive influence on both workplace and non‐workplace PEBs. Barriers significantly moderate the effects of PSM and cognitive engagement on workplace and non‐workplace PEBs.  相似文献

A systematic review of the public administration literature on public engagement and participation is conducted with the expressed intent to develop an actionable evidence base for public managers. Over 900 articles, in nine peer‐reviewed public administration journals are screened on the topic. The evidence from 40 articles is classified, summarized, and applied to inform the managerial practice of activating and recruiting the participation of the public in the affairs of local governance. The review also provides brief explanation on how systematic reviews can fill a need in governance from the evidence‐based management perspective.  相似文献

Despite decades of efforts to enhance the public's role in bureaucratic decision making, citizens still tend to have little influence on the decisions that public managers make. Solutions often focus on the processes or structures of participation, but such changes may be of limited effectiveness if the structure is only part of the problem. Although much research has argued the normative justification for including the public, noting that frameworks that do not encourage genuine participation may diminish rather than enhance public influence, there has been less focus on how participants’ divergent frames of reference may also diminish the influence of public input. This research explores this gap from a risk management perspective, suggesting that public managers tend to view risk as something to be managed, whereas citizens tend to view risk as best avoided.  相似文献

Do men and women manage differently? Do their efforts have different impacts on public program performance? Building from a formal treatment of public management and performance, this study investigates how the interaction of gender and management strategies influences organizational performance. Focusing on several hundred public organizations and their top managers over a three‐year period, the analysis maps the gender question onto Mark Moore's distinction among managing upward toward political principals, downward toward organizational agents, and outward toward the networked environment. Findings indicate that women and men as top managers have different performance impacts, and these impacts vary by managerial function as well.  相似文献

Online tools such as social media provide new opportunities for citizens and stakeholder groups to be informed, identify common interests, express and share opinions and demands, organize, and coordinate interventions. Therefore, the Internet could be expected to increase stakeholder engagement in corporate affairs and facilitate good governance. In order to provide an overview of current findings on the impact of online media on governance and stakeholder engagement, we conduct a systematic literature review. Our analysis reveals five topical categories of inquiry. We analyze studies from the field of business participation and find a strong bias towards consumer engagement and marketing issues. Only few studies are found to critically explore the effect of online media on power and value distribution between corporations and stakeholders. We then turn to the more established field of political and civic participation in order to further analyze antecedents, forms, and outcomes of online engagement in civic affairs, and derive a framework for future research.
