Opinion about U.S. foreign intervention depends on both one’s belief about how the world works and those cognitively available value conceptions about how it should work. Consistent with social identity theory, we argue that values can shape social group boundaries and that these boundaries are analogous to the position of the U.S. in the world. Thus, the religious values we explore neatly map onto opinion about whether U.S. intervention should be qualified in its scope and rationale. In this investigation, we first provide experimental tests of religious value priming conducted on Christians, Muslims, and Jews. We then assess the degree to which American Protestant clergy communicate these values. The results of both investigations support the efficacy of considering the communication of religious values in shaping public opinion on U.S. foreign intervention.  相似文献

Employee turnover—due to retirement, moving from one work unit to another, or leaving an organization entirely—imposes considerable costs on organizations. While private organizations make use of several high-powered incentives to retain workers, public organizations typically lack comparable incentives. Fortunately, public employees frequently possess stronger intrinsic motives to stay. Our results indicate that employee voice is an especially useful tool in the U.S. federal government. Evidence is also consistent with a substantial “contagion” effect: when others in an agency seek to leave, individual employees in that agency are more likely to report turnover intentions than similar employees in agencies with more “stayers.”  相似文献

Why do U.S. federal government employees choose to leave the federal service? By focusing on turnover intentions, this article develops propositions about why employees anticipate leaving their jobs along three dimensions: (1) demographic factors, (2) workplace satisfaction factors, and (3) organizational/relational factors. Two distinct measures of turnover intention are advanced that reflect those who intend to leave their agency for another position within the federal government and those who intend to leave the federal government for an outside position. The 2006 Federal Human Capital Survey is used to test the impacts of three clusters of independent variables on these measures of turnover intention. The findings suggest that overall job satisfaction and age affect turnover consistently. Practical recommendations are outlined for public managers seeking to boost employee retention.  相似文献

This paper examines the federal government's success in implementing and providing high-quality service through e-government, something that has received very little attention. We define quality from the perspective of the end users of federal agency Web sites, as measured through customer survey data. Using data from the American Customer Satisfaction Index, we compare the performance of federal agency Web sites across a range of relevant variables with a private sector equivalent, e-business Web sites. Our findings suggest that federal e-government Web sites are not yet, in the aggregate, providing the same level of quality as their e-business counterparts. We also find significant variability among federal agencies. We discuss the implications of these findings for e-government performance measurement, performance benchmarking, and the market-centered theories of administrative reform that are driving e-government and similar transformations of government practice.  相似文献

This paper aims to redress the under-appreciated significance of rent for political ecological analysis. We introduce the notion of value grabbing, defined as the appropriation of (surplus) value through rent. A concept that is analytically distinct from accumulation, rent is both a social relation and a distributional process that is increasingly central to the reproduction of contemporary capitalism. Emphasis is placed on the “grabbing” of value in order to shed light on the processes at work by which surplus value is distributed unevenly between different classes and fractions of classes. A focus on rent within political ecology, we argue, can help us distinguish between two organically related but analytically distinct “moments”: (a) the creation of property rights that establish rent relations and (b) the struggle over the appropriation and distribution of surplus value generated by the rent relation itself. We explore some of the implications of this perspective for understanding new forms of socio-ecological struggles and their varied relations to the state. We maintain that a value-grabbing perspective has far-reaching consequences for political ecology, as it provides a sharp conceptual tool for situating a wide range of socio-ecological conflicts and movements as class struggles over value appropriation and distribution.  相似文献

Abstract

Many urban commentators have implicated the federal government in the decline of central cities in the decades just after World War II. They claim that federal policies disproportionately favored suburban development over much needed urban redevelopment and exacerbated the deconcentration and decentralization of people and capital.

Close scrutiny reveals flaws in this argument and four of them are examined in this article: the core premise that suburban growth and population loss in the central cities are inversely related, the lack of attention to the actual chronology of events, the failure to address the geographic incidence of population loss from the central cities, and the deemphasizing of the role of the private sector, often acting with government support. The article concludes with a brief reflection on the tenacity of the complicity claim.  相似文献

The United States 2013 budget sequestration dramatically reduced the operating budgets of most federal agencies, including that of the Federal Aviation Administration (FAA). Facing a staggering budget reduction in the amount of S627 million from itsS16 billion annual budget, the FAA was forced to furlough most of its 47,000 employees, including its air traffic controllers. This case study utilizes Kingdon's Multiple Streams perspective to examine the implementation of the 2013 budget sequestration on the FAA and the resulting impact on the operations of the federal agency charged with ensuring the safe and efficient use of U.S. airspace. With work furloughs threatening its employees and the potential for significant air traffic delays, the United States Congress approved a bill which eliminated the threat of further work furloughs for FAA employees and the resulting flight delays. Analyzing these events within the context of the Multiple Streams perspective provides a unique opportunity for insights into democratic governance within the federal government.  相似文献

In 2012, the simultaneous elections at the federal, state and municipal levels in Mexico reopened the debate about the path of democratic consolidation in the country. With the return of the Revolutionary Institutional Party to the presidency in 2013, there are renewed signs that Mexican democratic consolidation is underway. Particularly important in this process is that the 2012 gubernatorial and mayoral elections have been more competitive, resulting in higher political alternation in power between political parties. Under a changing subnational political context, there are indications that subnational politicians are no longer under the shadow of a dominant party system. As a more consolidated federal democracy, the political landscape in Mexico has become more complex.  相似文献

While the role played by ministries in the process of coalition government has been investigated from multiple angles, there is a clear lack of knowledge about which specific ministry features party leaders actually value as they assess different government posts. This paper aims at discovering whether, next to office considerations, the policy influence resting with a ministry does affect its value. A new survey of party leaders in the German states enables us to estimate the relative importance of specific office (e.g. public standing) and policy considerations (e.g. influence via legislation) for ministries’ values as well as to directly investigate differences between parties. The results show that both office and policy considerations matter for ministry evaluation generally, but also that different aspects have different weights. Furthermore, while all parties value the policy influence of a ministry, there is variation as to which type of policy influence (cross-sectional vs. within-jurisdictional) parties emphasise.  相似文献

The critical 2010 federal elections left the Flemish nationalists (N-VA) the dominant political party in the north and the francophone Socialists (PS) in the south of the country, unable to find common ground on the issue of devolution. It took no fewer than 541 days – a world record – to form a government rallying Christian Democrats (CD&V and cdH), Liberals (Open VLD and MR), and Socialists (sp.a and PS). The 2014 federal elections marked a change in tone, being fought on socio-economic terms, but confirmed the stalemate nonetheless. The N-VA made further inroads, winning 29.8 per cent of the vote in the Dutch-speaking community. The governing parties held firm, however; the PS in particular remained the largest political formation in the south, winning 31.0 per cent of the vote in the French-speaking community. Moreover, on 25 May 2014 federal elections, regional elections in Flanders, Wallonia, and Brussels (and the German-speaking community), and European elections were held simultaneously, further raising the stakes in the complex, interconnected, government formation.  相似文献

The salience of judicial appointments in contemporary American politics has precipitated a surge of scholarly interest in the dynamics of advice and consent in the U.S. Senate. In this article, we compare alternative pivotal politics models of the judicial nominations process, each capturing a different set of potential veto players in the Senate. We use these spatial models to guide empirical analysis of rejection patterns in confirmation contests for the lower federal courts. Using data on the outcomes of all nominations to the U.S. Courts of Appeals and the U.S. District Courts between 1975 and 2006, we show that models incorporating the preferences of the majority party median and the filibuster pivots best account for confirmation patterns we observe at the appellate and trial court levels, while advice and consent for trial courts has more recently been influenced by home-state senators.  相似文献

The administration of President Barack Obama, like those of his immediate predecessors, is focused on trying to improve the quality of, and use of, performance data. The federal government has been pursuing performance‐informed budget reforms for more than 50 years. Most recently, the Bush administration reforms included the President’s Management Agenda and the Program Assessment Rating Tool (PART). The Obama administration reforms include: measuring the effects of the American Recovery and Reinvestment Act; reducing or eliminating poorly‐performing programs; setting a limited number of short‐term, high‐priority performance goals; and funding detailed program evaluations. The administration is taking a more agency‐driven approach than the Bush administration, but continues to find it challenging to move beyond production of performance data to its use. There should be opportunities to show how performance information can be used for decision making, given the change in the political climate and the needs to reduce spending and the deficit. Historically, there has been little appetite in the Congress for evidence‐based decision making. The administration, however, can continue to demonstrate how federal agencies can use performance information to more effectively manage programs.  相似文献

The science of hadith authentication and classification (ulum al-hadith) has been developed by Muslim scholars mostly based on critical analysis of the texts and chains of the reports (ahadith) that are attributed to Prophet Muhammad (s.a.w.). Though this science is basically designed to identify the authentic reports which are truly the words, actions or tacit approvals of the Prophet (s.a.w.), however, it has left its implications onfiqh (legal) opinions among the Muslim jurists (fuqaha), who left contrasting legal opinions on certain issues offiqh, some of which are as a result of their differences on hadith classification, particularly classifications of hadith into solitary and recurrent reports. This paper uses analytical method, and intends to address the implications of hadith authentication and classification methods on the legislative power of the sunnah, with particular emphasis on the solitary sunnah and its legislative value among the Muslim jurists.  相似文献

Though the German electoral system has provided the opportunity of split-ticket voting since 1953, until now there has only been mere speculation concerning the rationality of ticket-splitting. In this paper we examine the rationality thesis empirically, using data provided by the official representative electoral statistics of the Federal Republic. Modifying the Downsian notion of rational voting, rational ticket-splitting is defined in terms of coalition building and of voters' expectations of the electoral success of candidates and parties. Applying this conceptual framework, it will be shown that the combinations of first and second votes actually chosen by a majority of the German electorate can rather be conceived of as a product of accident than of tactical considerations.  相似文献

Historian, activist and campaigner Edward Thompson is seen as an exemplar of an English radicalism which some see as a lineage with which the contemporary Labour party might fruitfully reconnect. This article examines how Thompson himself understood and characterised the ‘English radical idiom’ and traces his use and then abandonment of this idea in the middle years of his career. It offers some wider reflections about what the insights and lessons associated with his historical writings and reflections on the distinctive nature of English cultural and social thought.  相似文献

State programmatic expertise is an important asset to federalsystems, but this expertise is not always informative to federaldecision-makers. I argue the degree to which state expertiseis informative to federal decision-makers depends on how wellthe policy interests of state and federal levels are aligned.I illustrate variation in these conditions using case studiesof congressional politics over the Medicaid program. I thenapply a statistical test, which demonstrates that states’programmatic expertise regarding Medicaid is less persuasiveto congressional committee members compared to other witnesseswho are equally knowledgeable. The results suggest a "failureof federalism," where the public good potential of state programmaticexpertise often is not realized in the federal system.  相似文献
