Since the 1980s the Scottish National Party has presented its political project in progressive terms, but this created a twin dilemma: in order to achieve independence, the SNP needed to win political power, and in order to achieve political power it had to win an election, and orthodoxy dictated that winning elections in Scotland involved a centre‐left platform. But the two have often been in conflict, as is clear as the SNP approaches its tenth anniversary in devolved government and agitates for another referendum.  相似文献

This article argues that a return to the history of progressive political thought can help us to think afresh about what a renewed centre‐left politics might look like today. The article identifies some significant aspects of this history that attracted little attention in earlier debates over the British progressive tradition—in particular, debates about social ownership, nationalism and distributism. This revisionist history of British progressivism points the way towards some common ideological ground that could provide a starting point for a new dialogue between different ‘progressive’ political parties and interests.  相似文献

A governmental tradition is a set of beliefs about the institutions and history of government. In this article I argue the Anglo-Saxon governmental tradition interprets public sector reform differently to the Rechtsstaat , participation tradition of Denmark, leading to different aims, measures and outcomes. In the Introduction, I define NPM arguing that is has become everything and is, therefore a meaningless term. I identify six dimensions to public sector reform: privatization, marketization, corporate management, regulation, decentralization and political control. In section 2, I describe the six dimensions of public sector reform in Britain and Denmark. In section 3, I explain the idea of a governmental tradition and argue the idea is essential to understanding the differences between Britain and Denmark. In section 4, I compare British and Danish governmental traditions, arguing the key differences lie in beliefs about the constitution, bureaucracy and state-civil society relations. Finally, I provide a summary explanation of the differences and argue that traditions not only shape the aims, measures and outcomes of public sector reform but also lead to different interpretations of reform and its dilemmas. In Britain, the key dilemma concerns central steering capacity. In Denmark, the main dilemma is democratic accountability.  相似文献

The postmodern turn which has so marked social and cultural theory also involves conflicts between modern and postmodern politics. In this study, we articulate the differences between modern and postmodern politics and argue against one‐sided positions which dogmatically reject one tradition or the other in favor of partisanship for either the modern or the postmodern. Arguing for a politics of alliance and solidarity, we claim that this project is best served by drawing on the most progressive elements of both the modern and postmodern traditions. Developing a new politics involves overcoming the limitations of certain versions of modern politics and postmodern identity politics in order to develop a politics of alliance and solidarity equal to the challenges of the coming millennium.  相似文献

Slovenia has a rich tradition of associations and interest group activity dating back to the 19th century. To some extent, the development of the group system was stymied by the 60 years of authoritarian rule from the early 1930s to the late 1980s. However, the resilience of this tradition is evident in major developments in group activity since the return to democracy. In addition to influences from the past, including a neocorporatist tradition, is the impact of Slovenia's process of integration into the European Union. This article considers the extent to which the modern nature of the interest group system is both constrained by hangovers from the past but enhances by European integration, both of which have affected the development of Slovenia's majoritarian democracy.  相似文献

The 'great divorce' of progressive politics at the end of the nineteenth century permanently altered British politics. While the philosophies of the Labour movement and the Liberal Party had many common elements, ideologically they diverged on issues of the role of liberty and the state in relation to the individual and the community to the point that they became irreconcilable. New Liberalism was one result of that debate. Contemporary political debate reflects many of the same features as the turmoil present a century ago, and the Labour Party and the Liberal Democrats are again contesting much of the same ground. This article seeks to draw out the salient aspects of this debate to conclude which, if either, party is the inheritor of the New Liberal tradition.  相似文献

This article will examine the development of John Milton's arguments for democracy as against monarchy and other sorts of autocratic rule. These arguments are interesting both in their own right and insofar as they shed light on historiographical debates concerning the classical republican tradition. Milton is shown to hold a negative conception of liberty, as opposed to a positive or participatory conception, which lends support to the neo-roman interpretation of that tradition, associated with Quentin Skinner and Philip Pettit. However, it is further shown that Sinner and Pettit misunderstand the classical republicans' case for democracy, attributing to them a conceptual argument in place of an empirical one. A better understanding of Milton's political theory contributes to a better understanding of this dilemma, and perhaps suggests a solution.  相似文献

Despite some arguments to the contrary, I argue that because ethics benefit, rather than harm, the intelligence profession they should be considered an inherent part of intelligence studies. The literature largely presents intelligence ethics as a two-sided debate between teleologists and deontologists. I propose that ethical justifications should instead be considered along a progressive spectrum drawn from the work of moral psychologist Lawrence Kohlberg. Such a spectrum has numerous applications for gauging the moral arguments of individual practitioners of intelligence. I illustrate this using the dilemma of targeted political assassination – first in a hypothetical context, and finally using examples from the investigations of the 1975 Church Committee.  相似文献

Michael Sandel's Democracy's Discontent strives to contribute to the project of "democratic theory," which aims to bring people together across ideological differences. Sandel wants to revitalize citizenship by uniting religious conservatives and those committed to a more just political economy through an appeal to the American tradition of civic republicanism. However, his project is fundamentally incoherent. First, Sandel's narrative conflates the republican and religious aspects of the American founding, ignoring the fact that civic republican political theory actually developed in direct opposition to the ideal of a Christian polity. Second, his version of civic republicanism deviates from the historic tradition in a way that renders it much more conservative than it actually was and might still be. Third, his reading of American history consistently highlights conservative themes. Consequently, Sandel ultimately undercuts the progressive aspects of his own vision, detracting from rather than contributing to the transideological aspirations of "democratic theory."  相似文献

Conclusion The explicit articulation of a cosmopolitan conception of human security and a corresponding right to peace is a positive development in global politics, inasmuch as it decenters the state in our understanding of the human community and delegitimizes organized violence as the generally accepted means for the “continuation” of realist politics. I have argued that just war theory, when defined in suitably narrow fashion, helps to contribute to our thinking on issues of human security in several ways. First, it provides a stringent normative framework for a reasonable humanitarian justification of the resort to force. Second, it enables us to conceptualize significant moral and legal constraints on war and thus on the powers of states to wage war, thereby displacing the use of force from the statist paradigm of security. Third, it contributes to the delegitimation of unjust wars, that is, military actions undertaken for any purposes other than human security. Fourth, insofar as it provides a justificatory basis for the increasing demilitarization of society, it may influence the progressive and just pacification of global politics. As long as the types of human wrongs that present the gravest threats to human security continue to haunt the global community, there remains a need to be able to respond effectively so as to protect the rights and well-being of individuals. This need poses a genuine dilemma for humanitarian morality and politics, insofar as many of the military capabilities required to defend and to aid vulnerable persons can also be the source of threats to human life and welfare. Yet the existence of this dilemma need not lead us either to apathy or to cynicism. David Roberts's The Total Work of Art in European Modernism extends and deepens the analysis of the counter-paradigm of redemptively inspired art to modernism's own pre-occupation with secularization. It addresses the imbalance in social and critical theory whereby progressive secular rationalization has been elevated to the sole logic of modernity, and the romantic redemptive tradition has been reduced to a marginal counter-enlightenment. The total work of art paradigm allows Roberts to demonstrate how the programme of modernity has been constituted by internal tensions and antinomies from the very beginning.  相似文献

The strengths and weaknesses of Hegel's interpretation of Plato's political philosophy are shown to derive from Hegel's own philosophical premisses, namely the progressive, historical development of freedom and the dependence of political philosophy upon an actual political tradition. Hegel's historicism is seen as enabling him to recognize the Republic 's reflection of traditional practice in the priority it assigns to the ideals of social harmony and community. The innovative radicalism and artistic suggestiveness of the Republic , however, are denied in Hegel's interpretation of it as a systematic reconstruction of a fading political tradition. This critical analysis of Hegel's Plato both evaluates Plato's political philosophy and assesses the explanatory power of Hegel's system.  相似文献

This paper is a critical review article of Paul Patton's book, Deleuze and the Political , and analyzes the relationship between Deleuze and the 'liberal' tradition of political philosophy. It focuses on three concepts drawn from the liberal tradition - normativity, freedom and judgment - and in each case shows how these concepts are capable of being transformed in light of Deleuze's philosophy. For Deleuze, a truly 'normative' principle must be a principle of creation as well as critique: it must not only provide norms for condemning abuses of power, but also a means for transforming norms that have themselves become abuses of power. From a Deleuzian perspective, the normative is thus seen as the condition for the production of the new. The liberal notion of 'negative freedom' in turn finds itself transformed into the stronger notion of 'critical freedom' (Tully), which entails the freedom to critique and create, to transform (and not merely pursue) one's own interest and desires. This entails, finally, an exercise of a kind of judgement outside pre-existing rules or norms that would be truly creative of the new (e.g. the production of new rights). A concluding section of the concept of the 'social imaginary’ shows how Deleuze's work might contribute to a transformation and rejuvenation of the liberal tradition itself.  相似文献

Sandall’s complaint that the Enlightenment is in danger is not new as it repeats a long standing complaint about “the betrayal of the intellectuals”. But the danger today is not from either the Muslim world or from the marginalized academics who pursue an anti-liberal multicultural agenda that belittles the Western liberal tradition. In the United States the menace comes from the much more powerful far right that has abandoned America’s Enlightenment tradition. It is time for academics to start teaching students what that tradition is all about, and why it needs to be defended, but spreading fear about weak and divided Muslim societies is not the way.

This special edition reflects on the contemporary relevance of the insights and concerns of David Marquand's book The Progressive Dilemma. In this Introduction, the editors set the scene for these reflections. They consider the structural changes that have occurred in politics since the 1990s: the impact of globalisation, the erosion of class identities, the rise of ‘identity politics’ and the continued fragmentation of the party system. There has been no reconciliation between the parties of the centre‐left, nor any re‐examination of the ‘liberal tradition’ and the potential for a new synthesis with revisionist social democracy. On the one hand, Corbynism is a radicalised metropolitan species of liberalism, while on the other there are plenty in Labour who stress the need for the party to re‐engage with the traditional, socially conservative values of the working class in a new ‘postliberal’ appeal. Yet the authors argue that those who broadly identify with progressive causes in British politics—animated by the various overlapping strands of social liberalism, social democracy and liberal socialism—have still to work out how to address the historic failings that Marquand so eloquently exposed, to create a new and inspiring intellectual vision that unites and energises the left and centre‐left.  相似文献

The classical and the former Catholic doctrines of tyrannicide remind us that in the Western tradition of citizenship and political thought, tyrannicide is worthy. Recent legislation against the glorification of terrorism is too wide and vague, and denies any link between tyrannicide and liberty. A good production of Shakespeare's Julius Caesar should not make the act of tyrannicide per se problematic, but should seize the dilemma of whether or not Julius Caesar was becoming a tyrant rather than a consul with constitutional powers for war or emergency. Both Hannah Arendt and our contemporary Ted Honderich offer philosophical justifications of violence in defined and not uncommon circumstances. Terrorism is sometimes the only resort of the poor and oppressed.  相似文献

In his book of the same title, David Marquand identified the progressive dilemma faced by many intellectuals since the beginning of the twentieth century as a question of whether it was better to work through a political party or through civil society to achieve reform. This dilemma was sharpened by the emergence of the Labour party as the main challenger to the Conservatives, because the party was so closely identified with the defence of a particular interest. This hindered the creation of the kind of broad electoral coalition that could win general elections. Throughout most of its history, Labour has failed to realise its promise and sustain reforming governments. In this article, the history of the Labour party over the past hundred years is outlined, in particular the three cycles 1931–51, 1951–79 and 1979–2010 and the divisions and recriminations that have followed each period in government. The current predicament of the party is then briefly assessed.  相似文献

Abstract

Referring to the short-term survival of new progressive governments, ‘progressive setback’ has been a remarkable political phenomenon in many East Asian countries during the recent decades. Regarding this phenomenon's background, this paper investigates why and how urban citizens challenged their progressive governments in Thailand, South Korea, and Japan. First, this paper argues that the progressive setback across East Asia reflects the difficulty progressive governments faced in overcoming the legacy of longstanding conservative regimes, which had locked urban citizens into specific modes of subsistence. The progressives invoked the protest of urban populations as their new socioeconomic policies undermined these populations’ traditional basis of subsistence. Second, an investigation of the primary modes of urban subsistence in each country makes the cross-national comparison of progressive setback possible. Urban middle classes in Thailand, as an exclusive group incorporated into the mainstream political economy, engaged in a fierce contest with a progressive government that denied their privileged status in Thai society. In Korea, the self-employed turned to the conservative party since market restructuring programs of the progressive government made it difficult for these self-employed to maintain profits and sustain their livelihood. Finally, Japan's urban workers could not welcome the welfare expansion of the new labor-friendly government, because this class was too dependent upon wage incomes to agree with the consumption tax hike that welfare expansion required as its precondition. This paper implies that the old habits of urban citizens are an important hurdle for East Asia's progressives to overcome.  相似文献

Globalization challenges the ability of contemporary public administration to encourage citizen participation in collective action through behaviors such as tax compliance and contributions to public goods. The authors introduce a new individual‐level approach to globalization, arguing that people vary in the extent to which they are globalized and that an individual's level of globalism (ILG) reflects attitudes and dispositions that influence the way he or she resolves the social dilemma of participation in collective action (i.e., the decision to contribute versus follow a “free‐ride” strategy). Using a four‐country sample, the article examines the relationship between ILG and collective action participation decisions in three behavioral experiments. Findings support the hypothesis that regardless of country‐level globalization, a more globalized individual complies less willingly with tax codes, donates less to local nongovernmental organizations, and prefers to adopt a free‐ride strategy in a public goods game. The consequences for public administration are discussed.  相似文献
